The seminar was sponsored by Dr. Ambedkar Foundation, Ministry of Social Justice and Empowerment, Government of India. The seminar was an attempt to discuss various issues pertaining to agriculture workers, beyond wages. Prof. Praveen Jha, Centre for Economic Studies and Planning, School of Social Sciences, Jawaharlal Nehru University delivered the keynote address. In his insightful address, Prof. Jha highlighted the significance of Sustainable Development Goals (SDGs) in terms of their reach and depth and discussed the conceptual issues relating to them. Shri Shekhar Dutt, Vice President, IIPA and Former Governor of Chhattisgarh accentuated the need to transform the entire environment for the farmers. Ms. Rashmi Chowdhary, Member Secretary, Dr. Ambedkar Foundation, Ministry of Social Justice & Empowerment graced the inaugural session of the seminar. Shri D. P. Majhi, Director, Dr. Ambedkar Foundation was also present during the occasion. Shri T. N. Chaturvedi in his presidential address endorsed the vital significance of the subject. Dr. C. Sheela Reddy, Chair Professor, Dr. Ambedkar Chair in Social Justice briefed about the chair’s activities and sketched the terrain and contours of the theme of the seminar. She also proposed the vote of thanks and coordinated the seminar. 10 th Dr. Ambedkar Memorial Lecture held Dr. Ambedkar Chair in Social Justice, IIPA organised 10 th Dr. Ambedkar Memorial Lecture on the theme, ‘Dr. B. R. Ambedkar’s Philosophy of Constitutionalism as an Instrument of Justice, social, economic and political’ on March 28, 2019. Shri Balmiki Prasad Singh, Former Governor of Sikkim and Union Home Secretary delivered the lecture. He highlighted the importance of constitutionalism and constitutional morality, the ethical dimension of democracy i.e. abiding by the spirit of the constitution and not just its legal provisions. Seminar on Integrating Agricultural Workers into SDGs

Dr. Ambedkar Chair in Social Justice, IIPA organised a two- day national seminar on ‘Integrating Agricultural Workers into Sustainable Development Goals’ from March 14-15, 2019. The seminar was sponsored by Dr. Ambedkar Foundation, Ministry of Social Justice and Empowerment, Government of India. The seminar was an attempt to discuss various issues pertaining to agriculture workers, beyond wages. Former Governor of Karnataka and Kerala in his presidential remarks elaborated the uniqueness of Dr. Ambedkar’s personality and philosophy. Shri Shekhar Dutt, Vice President, IIPA and Former Governor of Chhattisgarh presented the opening remarks. The Director of Dr. Ambedkar Foundation, Shri D. P. Majhi briefed about the scheme. Dr. C. Sheela Reddy, Chair Professor welcomed the august gathering and proposed vote of thanks. The publication of the Memorial Lecture on ‘Inclusive Governance and Social Justice’ delivered by Shri K. R. Venugopal, IAS (Retd.), Former Secretary to the Prime Minister of India and Special Rapporteur, National Human Rights Commission (NHRC) on March 10, 2014 was released during the event.

Tribal Women’s DayThe Centre of Excellence for Tribal Affairs

(COTREX), IIPA organised the Tribal Women’s Day on March 8, 2019. It was sponsored by the Ministry of Tribal Affairs. Ms Anusuiya Uikey, Vice-Chairperson of National Commission for Scheduled Tribes was felicitated during the event. The other dignitaries present were Shri B.K Chaturvedi, former Cabinet Secretary, Shri Shekhar Dutt, former Governor of Chhattisgarh & Vice President, IIPA, Shri Bala Prasad, former Special Secretary MoPR, Ms. Manju Kak, All India Women’s Conference. Dr. Nupur Tiwary, Head, COTREX coordinated the programme.

Seminar on Impact of Violence in Red Corridor on Tribal Development

The Centre of Excellence for Tribal Affairs (COTREX) organised a two-day national seminar on Impact of Violence in Red Corridor on Tribal Development and Traditions from March 11-12, 2019. It was sponsored by the Ministry of Tribal Affairs. About 10 reviewed papers on various topics were presented during the seminar. Dignitaries like Prof. M P Singh, University of Delhi formerly, Dr George Mathew from Institute of Social Sciences chaired the sessions. Dr Nupur Tiwary coordinated the programme.

Management Development Programme for Judicial Officers of UP

The ninth and the tenth batch of Management Development Programme (MDP) for Judicial Officers of Uttar Pradesh was organised from March 4-8, 2019 and March 11-15, 2019 respectively. It was sponsored by the Law

Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

The objective of the programme was to bring about management development with regard to the different behavioural dimensions that have far reaching significance in the direction of organisational effectiveness. Dr. Surabhi Pandey was the programme coordinator.

Programme on Strategic Financial and Risk Management

A two-week international training programme on Strategic Financial and Risk Management was organised from March 25 to April 05, 2019. It was sponsored by the Indian Technical and Economic Cooperation (ITEC) Programme, Ministry of External Affairs, Govt. of India (MEA). The objectives of the sessions were to meet the requirements of the professionals in different functional areas with

the introductory nuances of finance. Programme coordinators were Dr. Pawan K. Taneja and Dr. Roma M. Debnath.

Programme on Consumer Protection and Welfare for NGOs/VCOs

The Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi organised the 15th Training of Trainers for Heads and Members of NGOs/VCOs on Consumer Protection and Welfare from March 25-29, 2019. It was sponsored by the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India. The aim of the programme was to enhance their knowledge and skill in the area of Consumer Protection and Consumer Welfare. Prof. Suresh Misra and Dr. Mamta Pathania were the programme coordinators.

Sheela Reddy delivered a keynote address in the inaugural session of a two-day national seminar on Ambedkar's Vision on Social Inclusion from March1-2, 2019, organised by the Centre for the Study of Social Exclusion & Inclusive Policy (CSSEIP), Banaras Hindu University, Varanasi. The programme was sponsored by ICSSR. In her address, she comprehensively covered the vision and thoughts of Dr. Ambedkar on social inclusion.• Prof. C. Sheela Reddy was the Resource

Person in the one-day International Workshop on Panchayati Raj (Rural Local Governance) on March 6, 2019 organised by Panchayati Raj Chair, Chanakya National Law University, Patna. The programme was sponsored by the Department of Panchayati Raj, Govt. of Bihar. The problems of Panchayati Raj Institutions in India and the importance of capacity building for elected representatives were highlighted in the address.

on March 16, 2019 at Tower Club, Anna Nagar, Chennai. The topic of the meeting was Impact of Social Media and Public Administration. The special address was delivered by Shri. Jesudoss Charles Stanley, Sub Editor of Dinamalar, a Tamil News Paper. Thiru. S.S. Jawahar. IAS (Rtd), Hony. Secretary of IIPA TNRB welcomed the gathering and introduced the chief guest. Thiru. P. R. Shampath, IAS (Retd), President of the branch gave the presidential address. Dr.V.Ramanathan, Hony Treasurer proposed a vote of thanks.

Jammu & Kashmir Regional Branch The branch in collaboration with the Department

of National Security Studies, Central University of Jammu organised a lecture on China, An Overview on March 5, 2019. Lt. Gen. SL. Narasimhan, PVSM, VSM, Member, National Security Advisory Board, Government of India presented the theme. Rahul Jalali, Chairman, Confederation of Press Club in India moderated the discussion. Prof Ashok Aima,

corruption, and advance societal goals, ethical principles policies and procedures, and culture of integrity. PhD scholars from various countries, i.e., Netherlands, Iran, Tunisia, Uzbekistan and Nairobi attended this programme.

Vice-Chancellor, Central University of Jammu gave the presidential speech and Sameer Rekhi, Hony. Secretary of the branch welcomed the guest. The lecture also saw participation of senior police officers, trainee officers of SKPA. Dr J Jaganaathan, Assistant Professor coordinated the programme.

UP Regional BranchThe branch organised a high-level workshop

on Strengthening Public Institutions for Better Governance with a national and UP context at Lucknow on March 2, 2019. Hony. Secretary, Sri Vidya Nand Garg welcomed the guests. Dr Padma Iyer presented the vote of thanks. The workshop saw the participation of administrators, economists, educationists, planners, entrepreneurs, experts, social workers and members of the branch.

Kerala Regional BranchThe branch organised a national seminar on

Challenges to Secularism in Indian Democracy in association with the Department of Political Science and Public Administration, St. John’s College, Anchal on March 11, 2019. The seminar was inaugurated by Prof K.C.Sunny, Vice- Chancellor, National University of Advanced Legal Studies, Kochi. Some of the factors which have impeded to the growth of normal secularism in India were discussed during the seminar. Prof Johnson Puthuvelil, Rev Fr Philiph Kannankulam, Dr.K.Alexander, Dr.C.Ravichadran and Dr.Benny Thomas expressed their opinion in different academic sessions of the seminar.

Tirupati Local Branch The branch in collaboration with the Department

of Home Science and Centre for Women Studies, Sri Venkateswara University organised a seminar on World Consumer Rights 2019- Trusted Smart Products on March 15, 2019. Prof G Savaraiah, Principal, SVU College of Arts, Tirupati presented a speech on the theme. During the event, Sri P Raja Reddy, consumer expert released the journal ‘Viniyoga Deepika’ by Judge Sri T Anand. Dr A Samanthakamani, Secretary of the branch welcomed the guests. Prof. A. Ranga Reddy, Chairman of the branch presided over the function and Prof. T Lakshmamma, Director, Centre for Women Studies proposed the vote of thanks.

Tirupattur Local Branch The branch organised a conference on General

Budget 2019 at Sri Padman Polytechnic College, Tirupattur on March 5, 2019. Shri R Senthil Kumar, Principal of the college welcomed the guest and Shri Agri C Veerabadran, the Chairman of the branch presided over the function. About 200 students from different trades participated in the programme.

Madurai Local Branch The branch organised a lecture meeting on

'Interim Budget 2019' on February 22, 2019 at Mannar Thirumalai Naicker College, Madurai. More than 100 people participated in the seminar. Dr. P. Dharwad Local Branch The branch organised a seminar on Voters’

Awareness and 2019 Lok Sabha Elections at Government First Grade College, Dharwad on March 26, 2019. It was an academic function for promoting the voters’ awareness further particularly targeting the students. Dr. G. K. Badiger, IQAC coordinator of the college welcomed and introduced the guest and resource persons of the seminar. Dr. A R Jagatap, Secretary, IIPA Local Branch Dharwad spoke about the IIPA and importance of the theme of the seminar. Dr. S.S. Patagundi, ICSSR Senior Fellow, CMDR and former Registrar of Rani Channamma University, Belagavi inaugurated the seminar and delivered the keynote address. Dr. David A. Shakoor, Chairman of the branch presided over the function. Over 150 students of the college participated in the interaction. Azaz Md. Ahammed, Principal, Government First Grade College, Dharwad presided over the Panel discussion. At the end of the seminar, Dr. Sangeeta R. Kattimani, HOD Political Science, Government First Grade College, Dharwad proposed the vote of thanks.

NEWS FROM THE CENTREECI collaborates with Indian Railways for Voter Awareness Campaign

As part of Voter Awareness campaign for Lok Sabha Election 2019, Election Commission of India and Indian Railways have come together to utilize four long distance trains to carry voter awareness and motivational messages. The train displays important contact details for the citizens including the Voter Helpline number and the National Voters’ Services Portal besides motivational messages urging them to vote. As the trains travel across the country, citizens will be encouraged to click a photograph with the train and upload it on social

media, for further spreading the message. The trains have been selected on the longest North-South route and East-West route and cover 19 States in all.
