Illinois Pathways

• Launched in 2011 with support from State agencies and private industry

• Responding to a growing awareness: education priorities and employment opportunities were not aligned.

• Mission: To empower and support all Illinois learners to explore, progress through, and transition from high quality, structured career pathway systems into rewarding careers in critical growth areas in Illinois

Illinois Pathways Strategies

Prepare learners for college and careers and support community economic development through two interrelated strategies:

1. Support local career pathway system development in STEM fields

2. Launch and support the STEM Learning Exchanges as they work within their industry sectors to engage with businesses, communities, and schools

1. RTTT3 School Districts: 25 school districts implementing at least two career pathways in prioritized sectors

2. Workforce Development Alignment: Integrating pathways into DOL/DCEO, adult ed programs.

3. 60 x 2025 Network Communities: Voluntary network; aligning pathways with collective impact processes

• Public-private partnerships organized and coordinated by an industry-supported lead entity.

• The STEM Learning Exchanges have three overarching charges:

1. Advise communities on career pathway system structure and best practices in a particular sector

2. Deliver high quality curricular and professional development resources3. Expand access to real world challenges and work-based learning

• 30 of 48 community colleges; moving toward 60 high schools developing a Manufacturing Pathway of Learning

• Since 2008, expanded MSSC Certified Production Technician authorized instructors from 4 to 97; credentials from 53 to 879

• Young Manufacturers’ Summer Academies – middle school youth

• Leading statewide effort for Illinois Advanced Apprenticeship Consortium

R&D Learning Exchange: STEM Challenges

• 9 Challenges have kicked off in 18 Illinois high schools, with over 600 students

• Students are working with industry partners to research and find solutions

• 321 secondary agriculture education programs, impacting over 29,000 students

• Awards for high quality health science projects through the Illinois Junior Academy of Science

• Implementing an Energy Science curriculum focused on NGSS cross-cutting concepts

• Over 3,000 students with work-based learning activity supported by the Exchange

• Working with AHIMA to develop dual credit opportunities and early certifications in Health Informatics

• SmartGrid for Schools training teachers and raising student awareness in over 75 schools in 14/15 SY

• Sponsored high school team competition with Caterpillar

• 16 out-of-the box, online curricular modules

• Working with various partner high schools to define energy career pathway model

Graduation Requirements; Catch-up

• HB 3196 (Chapa LaVia): • Competency-based graduation requirements commencing with 9th graders in 17-18 SY

• Students not prepared for college-level instruction must take targeted math or ELA 12th grade instruction, commencing in 17-18 SY

• HB 3526 (Fortner): Changes grad requirements commencing with 9th graders in 16-17 SY to require math senior year.

• Potential Direction: • Interim approach to address math in senior year

• Pilot of competency-based graduation requirements

• State support for co-designed developmental education courses in high school

Speed-up

• HB 3196 (Chapa LaVia): • Commencing in 17-18 SY, school districts must ensure students prepared for college-level

instruction have access to early college credit courses

• Publication of data on access to early college credit

Program for incentivizing and accelerating delivery of PD and continuing education for high school teachers to qualify as instructors for dual credit courses.

• HB 3428 (Sente): AP Bill; a student scoring 3 or higher is entitled to receive course credit at a public institution of higher education

• SB 1679 (Lightford): Course Access Act; students have access to up 2 courses not available in a student’s home district from pre-approved providers

• SB 1 (Manar): School Funding Reform; weighting for AP and Dual Credit
