AN ACT making appropriations. 1
Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
ARTICLE 1 4
Section 1. It is the intent of the State that all or a 5
portion of the costs of projects funded by appropriations made 6
in this Act from the Capital Development Fund, the School 7
Construction Fund, the Anti-Pollution Fund, the Transportation 8
Bond Series A Fund, the Transportation Bond Series B Fund, the 9
Coal Development Fund, the Transportation Bond Series D Fund, 10
Multi-Modal Transportation Bond Fund, and the Build Illinois 11
Bond Fund will be paid or reimbursed from the proceeds of tax-12
exempt bonds subsequently issued by the State. 13
ARTICLE 2 14
Section 1. "AN ACT concerning appropriations", Public Act 15
101-0007, approved June 5, 2019, is amended by adding Section 16
71 to Article 138 as follows: 17
(P.A. 101-0007, Article 138, Section 71, new) 18
Sec. 71. The sum of $398,974,111, or so much thereof as may 19

be necessary, is appropriated from the Build Illinois Bond Fund 1
to the Department of Commerce and Economic Opportunity for the 2
purpose of making grants and loans to foster economic 3
development and increase employment and the well-being of the 4
citizens of Illinois, and for any other purposes authorized in 5
subsection (b) of Section 4 of the Build Illinois Bond Act and 6
for grants to State agencies for such purposes, including prior 7
incurred costs. 8

Section 5. Section 70 of Article 138 of Public Act 101-10
0007, approved June 5, 2019, is repealed. 11

Section 1. "AN ACT making appropriations", Public Act 101-13
0029, approved June 28, 2019, is amended by changing Section 14
65, 125, 275, 280 of Article 2 as follows: 15
(P.A. 101-0029, Article 2, Section 65) 16
Sec. 65. The sum of $15,000,000, or so much thereof as may 17
be necessary, is appropriated from the Rebuild Illinois 18
Projects Fund to the Department of Commerce and Economic 19
Opportunity for grants associated with the Human Services 20
Capital Investment Grant Program supporting existing human 21

services grant program. 1

Sec. 125. The amount of $22,000,000, or so much thereof as 3
may be necessary, is appropriated from the Build Illinois Bond 4
Fund to the Department of Commerce and Economic Opportunity for 5
costs associated with developing comprehensive social service 6
resource centers that address needs associated with poverty, 7
inequity, and trauma recovery centers. 8

Sec. 275. The sum of $3,500,000, or so much thereof as may 10
be necessary, is appropriated from the Build Illinois Bond Fund 11
to the Department of Commerce and Economic Opportunity for a 12
grant to Rosalind Franklin University for costs associated with 13
campus infrastructure improvements and other capital 14
improvements. 15

Sec. 280. The sum of $3,000,000, or so much thereof as may 17
be necessary, is appropriated from the Build Illinois Bond Fund 18
to the Department of Commerce and Economic Opportunity for a 19

associated with infrastructure improvements to the Pan Asian 21
American Center. 22

Sec. 75. The sum of $1,500,000,000, or so much thereof as 22

acquisition, construction, reconstruction, development, 6
improvement, extension, and all construction related expenses 7
of the public infrastructure and other transportation 8
improvement projects which are related to economic development 9

capital improvements associated with the Discovery Partner’s 18
Institute. 19

Innovation Hub for costs associated with infrastructure 10
improvements as part of the Discovery Partners Institute 11
initiative. 12

Sec. 20. The sum of $3,000,000, or so much thereof as may 14
be necessary, is appropriated from the Build Illinois Bond Fund 15
to the Capital Development Board for a grant to Illinois State 16
University for infrastructure improvements at the community 17
makerspace and educational center and the Bloomington Normal 18
Community Startup Incubator as part of the Discovery Partners 19
Institute initiative. No contract shall be entered into or 20

appropriation herein made in this Article until after the 22
purpose and amounts have been approved in writing by the 23

on June 30, 2020, from a reappropriation heretofore made for 11
such purpose in Article 138, Section 5 of Public Act 101-0007, 12
as amended, is reappropriated from the Build Illinois Bond Fund 13
to the Department of Commerce and Economic Opportunity a grant 14
to the Uptown Theatre for costs associated with capital 15
improvements, including prior incurred costs. 16
Section 10. The sum of $17,000,000, or so much thereof as 17
may be necessary and remains unexpended at the close of business 18
on June 30, 2020, from a reappropriation heretofore made for 19
such purpose in Article 138, Section 10 of Public Act 101-0007, 20
as amended, is reappropriated from the Build Illinois Bond Fund 21

grants associated with the redevelopment of brownfield sites, 2

Section 15. The sum of $5,500,001, or so much thereof as 4

on June 30, 2020, from a reappropriation heretofore made for 6
such purpose in Article 138, Section 15 of Public Act 101-0007, 7
as amended, is reappropriated from the Build Illinois Bond Fund 8
to the Department of Commerce and Economic Opportunity for 9
grants associated with the redevelopment of brownfield sites, 10
including prior incurred costs. 11
Section 20. The sum of $1,052,757, or so much thereof as 12
may be necessary and remains unexpended at the close of business 13
on June 30, 2020, from a reappropriation heretofore made for 14
such purpose in Article 138, Section 20 of Public Act 101-0007, 15
as amended, is reappropriated from the Capital Development Fund 16
to the Department of Commerce and Economic Opportunity for a 17
grant to the Illinois Medical District Commission for capital 18
improvements, acquisition and development of land and 19
structures, including prior incurred costs. 20
Section 25. The sum of $12,386,633, or so much thereof as 21
may be necessary and remains unexpended at the close of business 22

on June 30, 2020, from a reappropriation heretofore made for 1
such purpose in Article 138, Section 25 of Public Act 101-0007, 2

grant for the Illinois Science and Technology Park, including 5
prior incurred costs. 6
Section 30. The sum of $33,581,935, or so much thereof as 7
may be necessary and remains unexpended at the close of business 8
on June 30, 2020, from a reappropriation heretofore made for 9
such purpose in Article 138, Section 30 of Public Act 101-0007, 10
as amended, is reappropriated from the Build Illinois Bond Fund 11
to the Department of Commerce and Economic Opportunity for 12
grants and loans pursuant but not limited to Article 8, Article 13
9, or Article 10 of the Build Illinois Act, including prior 14
incurred costs. 15
Section 40. The sum of $2,200,000, or so much thereof as 16
may be necessary and remains unexpended at the close of business 17
on June 30, 2020, from a reappropriation heretofore made for 18
such purpose in Article 138, Section 40 of Public Act 101-0007, 19
as amended, is reappropriated from the Build Illinois Bond Fund 20
to the Department of Commerce and Economic Opportunity for a 21
grant to the Illinois Medical District Commission for the 22
purpose of fostering economic development and increased 23

employment and the well being of the citizens of Illinois, and 1
for any other purposes authorized in subsection (b) of Section 2

Section 50. The sum of $26,308,022, or so much thereof as 5
may be necessary and remains unexpended at the close of business 6
on June 30, 2020, from a reappropriation heretofore made for 7
such purpose in Article 138, Section 50 of Public Act 101-0007, 8
as amended, is reappropriated from the Capital Development Fund 9
to the Department of Commerce and Economic Opportunity for 10
deposits into the Partners for Conservation Projects Fund and 11
other purposes authorized by subsection (c) of Section 3 of the 12
General Obligation Bond Act or for grants to State agencies for 13
such purposes, including prior incurred costs. 14
Section 55. The sum of $16,328,499, or so much thereof as 15
may be necessary and remains unexpended at the close of business 16
on June 30, 2020, from a reappropriation heretofore made for 17
such purpose in Article 138, Section 55 of Public Act 101-0007, 18
as amended, is reappropriated from the Capital Development Fund 19
to the Department of Commerce and Economic Opportunity for 20
grants to local governments for the acquisition, financing, 21
architectural planning, development, alteration, installation, 22
and construction of capital facilities consisting of buildings, 23

Section 60. The sum of $7,232,869, or so much thereof as 5
may be necessary and remains unexpended at the close of business 6
on June 30, 2020, from a reappropriation heretofore made for 7
such purpose in Article 138, Section 60 of Public Act 101-0007, 8
as amended, is reappropriated from the Capital Development Fund 9
to the Department of Commerce and Economic Opportunity for 10
grants to local governments for the acquisition, financing, 11
architectural planning, development, alteration, installation, 12
and construction of capital facilities consisting of buildings, 13
structures, durable equipment, and land as authorized by 14
subsection (l) of Section 3 of the General Obligation Bond Act 15

to the Department of Commerce and Economic Opportunity for a 23

grant to the Chicago Housing Authority for LeClaire Courts, 1

Section 71. The sum of $398,974,111, or so much thereof as 3
may be necessary and remains unexpended at the close of business 4
on June 30, 2020, from a reappropriation heretofore made for 5
such purpose in Article 138, Section 71 of Public Act 101-0007, 6
as amended, is reappropriated from the Build Illinois Bond Fund 7
to the Department of Commerce and Economic Opportunity for the 8
purpose of making grants and loans to foster economic 9
development and increase employment and the well-being of the 10
citizens of Illinois, and for any other purposes authorized in 11
subsection (b) of Section 4 of the Build Illinois Bond Act and 12
for grants to State agencies for such purposes, including prior 13
incurred costs. 14
Section 75. The sum of $3,414,314, or so much thereof as 15
may be necessary and remains unexpended at the close of business 16
on June 30, 2020, from a reappropriation heretofore made for 17
such purpose in Article 138, Section 75 of Public Act 101-0007, 18
as amended, is reappropriated from the Build Illinois Bond Fund 19
to the Department of Commerce and Economic Opportunity for 20
grants and loans including but not limited to broadband 21
deployment to expand and strengthen existing broadband network 22
infrastructure, health information technology, telemedicine, 23

distance learning, and public safety, including prior incurred 1
costs. 2
Section 80. The sum of $15,080,745, or so much thereof as 3
may be necessary and remains unexpended at the close of business 4
on June 30, 2020, from a reappropriation heretofore made for 5
such purpose in Article 138, Section 80 of Public Act 101-0007, 6
as amended, is reappropriated from the Build Illinois Bond Fund 7
to the Department of Commerce and Economic Opportunity for 8
infrastructure projects that lead directly to private sector 9
expansion or retention activities including but not limited to 10
public infrastructure construction and renovation, financing 11
for the purchase of land and buildings, construction or 12
renovation of fixed assets, site preparation and purchase of 13
machinery and equipment, including prior incurred costs. 14
Section 90. The sum of $125,591, or so much thereof as may 15
be necessary and remains unexpended at the close of business 16
on June 30, 2020, from a reappropriation heretofore made for 17
such purpose in Article 138, Section 90 of Public Act 101-0007, 18
as amended, is reappropriated from the Build Illinois Bond Fund 19
to the Department of Commerce and Economic Opportunity for a 20
grant to the Phoenix Foundation of Southern Illinois for 21
hospital renovation and equipment, including prior incurred 22
costs. 23

Section 95. The sum of $2,978,788, or so much thereof as 1
may be necessary and remains unexpended at the close of business 2
on June 30, 2020, from a reappropriation heretofore made for 3
such purpose in Article 138, Section 95 of Public Act 101-0007, 4
as amended, is reappropriated from the Build Illinois Bond Fund 5
to the Department of Commerce and Economic Opportunity for 6
grants associated with the redevelopment of brownfield sites, 7
including prior incurred costs. 8
Section 100. The sum of $9,000,000, or so much thereof as 9
may be necessary and remains unexpended at the close of business 10
on June 30, 2020, from a reappropriation heretofore made for 11
such purpose in Article 138, Section 100 of Public Act 101-12
0007, as amended, is reappropriated from the Build Illinois 13
Bond Fund to the Department of Commerce and Economic 14
Opportunity for grants for acquisition, construction, 15
renovation and equipping new charter schools, to a silver 16
certification from the United States Green Building Council's 17
Leadership in Energy and Environmental Design Green Building 18
Rating System as approximated below: 19
For Instituto Del Progresso Latino ...............9,000,000, 20
including prior incurred costs. 21
Section 105. The sum of $2,606,686, or so much thereof as 22

may be necessary and remains unexpended at the close of business 1
on June 30, 2020, from a reappropriation heretofore made for 2
such purpose in Article 138, Section 105 of Public Act 101-3
0007, as amended, is reappropriated from the Build Illinois 4
Bond Fund to the Department of Commerce and Economic 5
Opportunity to provide grants, loans, and other investments to 6
emerging technology enterprises to support and encourage: (i) 7
commercialization of technology based products and services; 8
(ii) technology transfer projects involving the promotion of 9
new or innovative technologies; or (iii) research and 10
development projects to respond to unique, advanced technology 11
projects and which foster the development of Illinois’ economy 12
through the advancement of the State’s economic, scientific, 13
and technological assets, including prior incurred costs. 14
Section 110. The sum of $5,938,000, or so much thereof as 15
may be necessary and remains unexpended at the close of business 16
on June 30, 2020, from a reappropriation heretofore made for 17
such purpose in Article 138, Section 110 of Public Act 101-18
0007, as amended, is reappropriated from the Build Illinois 19
Bond Fund to the Department of Commerce and Economic 20
Opportunity to provide grants for land acquisition, 21
infrastructure, equipment and other permissible capital 22
expenditures to businesses that will encourage new investment 23
and the creation or retention of jobs in economically depressed 24

areas of the State, including prior incurred costs. 1
Section 115. The sum of $3,301,210, or so much thereof as 2
may be necessary and remains unexpended at the close of business 3
on June 30, 2020, from a reappropriation heretofore made for 4
such purpose in Article 138, Section 115 of Public Act 101-5
0007, as amended, is reappropriated from the Capital 6
Development Fund to the Department of Commerce and Economic 7
Opportunity for a grant to the University of Chicago Medical 8
Center for costs associated with Provident Hospital, including 9
prior incurred costs. 10
Section 120. The sum of $1,125,000, or so much thereof as 11
may be necessary and remains unexpended at the close of business 12
on June 30, 2020, from a reappropriation heretofore made for 13
such purpose in Article 138, Section 120 of Public Act 101-14
0007, as amended, is reappropriated from the Build Illinois 15
Bond Fund to the Department of Commerce and Economic 16
Opportunity for a grant to the Cook County Health and Hospital 17
System for costs associated with medical equipment and capital 18
improvements at Provident Hospital, including prior incurred 19
costs. 20
Section 125. The sum of $15,000,000, or so much thereof as 21
may be necessary and remains unexpended at the close of business 22

such purpose in Article 138, Section 125 of Public Act 101-2
0007, as amended, is reappropriated from the Build Illinois 3
