This is our special Christmas edition. I hope you can peruse through Beyond Borders Gazette’s articles and find something that interests you, informs you or inspires you! That is our goal!

I definitely want to end this year with one single word: Gratitude! While this month raised some dormant anxieties, I am so grateful that I am in a position to create change, and against any statistics, be able to work towards our goal which is Uniting Our Borders!

En un artículo anterior escribe sobre la importancia del Project Management para impulsar los resultados en las organizaciones. Definimos lo que es un proyecto y

mencionamos los cinco grupos de procesos que de acuerdo al PMI® existen. Además hablamos sobre las 10 áreas del conocimiento que involucra el Project Management. Para el artículo de hoy vamos a enfocarnos en el primer grupo de procesos, el Grupo de Procesos de Inicio. Este grupo involucra dos elementos, Desarrollar el Acta de Constitución del Proyecto y la identificación de involucrados internos y externos. Estos procesos nos ayudan a definir un nuevo proyecto o fase de un proyecto, define el alcance del proyecto o fase, busca la aprobación inicial, se comprometen los

recursos financieros iniciales y se identifican a los interesados internos y externos que van a participar. Finalmente, si aún no hubiera sido nombrado, se selecciona el director del proyecto.

Una construcción requiere cimientos sólidos y los procesos de inicio son precisamente eso, los cimientos que darán una base sólida a nuestra construcción (proyecto). El primer proceso es Desarrollar el Acta de Constitución del Proyecto donde se define el alcance y una descripción general del proyecto. Los proyectos de gran tamaño deberían dividirse en fases separadas, y los procesos de inicio deben llevarse a cabo al inicio de cada fase para validar las decisiones tomadas durante los procesos originales al desarrollar el Acta de Constitución

In an earlier article, I wrote about the importance of project management in driving business results. We defined what a project is and we mentioned the five process groups that, according to the PMI®, project management involves: Initiating, Planning, Executing,

Monitoring and Controlling, and closing. We also mentioned the ten different knowledge areas concerned. For the sake of this article, I would like to focus on the first process group: Initiating. The initiating process group includes two elements, Developing a Project Charter and Identifying Stakeholders and they are process that help us define a new project or project phase, define the project´s scope, seek the initial go-ahead, commit the initial funding for the project, and identify stakeholders (i.e. all people involved, interested, or related in some way to the project). Finally, in this stage the project manager is decided (If they hadn´t been named before).

del Proyecto y de identificar a los interesados para cada fase y manetener el proyecto centrado en las necesidades de negocios que originalmente se describieron.

El segundo y último proceso de la fase de inicio es la identificación de los interesados internos y externos. El involucrar a patrocinadores, clientes y otros interesados durante el inicio genera un entendimiento común de los criterios de éxito, reduce los gastos generales de participación y, en general, mejora la aceptación de los entregables y la satisfacción del cliente y demás interesados. El identificar a los interesados asegura que todos los que deban ser considerados lo sean, y los que no deban participar, no lo hagan. En algún momento durante el grupo inicial de procesos de debe designar al director del proyecto a quien debe otorgársele la autoridad para gestionar y administrar los recursos asignados.

Al desarrollar el acta de constitución del proyecto nos aseguramos de que el alcance sea definido y los recursos financieros iniciales sean asignados. Al identificar adecuadamente a los interesados mejoramos la aceptación del alcance, apoyo financiero y satisfacción en general con el proyecto mismo.

Afortunadamente, Cetys Universidad no es solo un experto en este tema, sino que es también una de las tres universidades mexicanas que se encuentran registradas como Education Providers (REP´s) para el Project Management Institute y la única en el noroeste.

Los REP´s del PMI son organizaciones que el Instituto de Project Management ha aprobado para ofrecer entrenamiento en Project Management y expedir unidades de desarrollo profesional (PDU’s) que reúnen los requerimientos de educación continua para los socios del PMI. EDUCACIÓN EDUCATIONthe foundation that will provide a solid base to our construction (project). The first process is the Development of the Project Charter which is the document where the scope and overall description of the project is defined.

Larger projects should be defined in phases and the initiation processes must be carried out at the beginning of each phase. Making sure that each phase has its own initiating processes helps validate changes and decisions being made as the project develops after each phase is implemented and to make sure the project does not lose its focus on the needs the project originally addressed.

The second and final process in the initiating process group is to identify the project´s Stakeholders. Involving sponsors, customers, and other people involved generates a common understanding of the success criteria, reduces overall participation expenses and, in general, improves acceptance of the deliverables, customer satisfaction, and satisfaction of others involved. Identifying Stakeholders makes sure that all those who must be considered are considered, and those who don´t need

to get involved don´t. At some point during these processes the Project Manager must be designated and given the authority to use the resources of the organization that will be required for the project´s success.

By developing our project charter we ensure that the scope is defined and initial resources assigned to the project. When we properly identify all the stakeholders we improve the overall acceptance of the project´s scope, financial support, and overall satisfaction with the project itself.

Fortunately, CETYS Universidad is not only an expert in the field, it is also one of only three Mexican universities that are Registered Education Providers for the Project Management Institute, and the only one in the North West of Mexico.

Un nuevo día ha llegado para Mexicali ahora que Gustavo Sánchez Márquez se convirtió en el nuevo Alcalde de

Mexicali. Una ceremonia especial se llevó a cabo el miércoles 30 de noviembre, donde el alcalde Sánchez y el Cabildo de Mexicali también tomaron protesta para el mandato de tres años que terminará en el 2019.

La ceremonia solemne contó con dignatarios del Valle Imperial, así como la presencia del Gobernador de Baja California, Francisco Vega De La Madrid y el Alcalde de salida Jaime Rafael Díaz Ochoa. Del Valle Imperial, los Supervisores del Condado John Renison y Ryan Kelley, los miembros del Consejo Municipal de Calexico Luis Castro, Joong Kim y Armando Real asistieron al evento, así como al miembro del cabildo electo Jesús Eduardo Escobar.

Durante su discurso inaugural, el nuevo Alcalde dijo que está listo para trabajar en

un gobierno que está organizado para servir a los residentes de Mexicali y de una buena manera.

“Estamos listos para servir a Mexicali con mucha dedicación porque nuestra ciudad lo merece y porque nuestros ciudadanos están exigiendo un gobierno que esté cerca de ellos”, dijo el alcalde Sánchez durante su discurso de apertura.

El alcalde Sánchez mencionó que sus siete objetivos principales serán la austeridad en el gasto, la mejora de los servicios públicos, la participación ciudadana, la transparencia y el ataque a la corrupción, mejor redimensionamiento de la administración pública, finanzas sanas y evaluación de resultados. El nuevo alcalde enfatizó que vendrán días desafiantes por la situación financiera, pero dijo que tomará medidas para mejorar dicha situación de la ciudad.

A new day has arrived for Mexicali as Gustavo Sanchez Marquez became the new Mayor of Mexicali. A

special ceremony was held on Wednesday, November 30, where Mayor Sanchez and the Mexicali Council took oath of office for the three-year term that will end in 2019.

The solemn ceremony had dignitaries from Imperial Valley as well as the presence of the Governor of Baja California, Francisco Vega De La Madrid and outgoing Mayor Jaime Rafael Diaz Ochoa. From Imperial Valley, County Supervisors John Renison and Ryan Kelley, Calexico Council members Luis Castro, Joong Kim, and Armando Real attended the event as well as council member elect-Jesus Eduardo Escobar.

During his opening remarks, the new Mayor said he is ready to work on a government that is organized to serve the residents of Mexicali and a good manner.

“We are ready to serve Mexicali with lots of dedication because our city deserves it and because our citizens are demanding a government that is close to them.” Mayor Sanchez said during his opening remarks.

Mayor Sanchez said that his seven main objectives of his administration will be austerity in spending, improvement of public services, citizen participation, transparency and attack on corruption, better re-dimensioning public administration, healthy finances and evaluation of results. The new Mayor emphasized that there are challenging days ahead because of the financial situation but said that they will take steps to improve the city’s financial condition.

Las tarifas por transacciones de inmigración aumentarán en un promedio de 21 por ciento a partir del 23 de diciembre del 2016. Las solicitudes o peticiones enviadas, con matasellos o presentadas a partir del 23 de diciembre de 2016 deberán incluir las nuevas tarifas.

Mientras que los honorarios para algunas peticiones seguirán siendo iguales, otros verán aumentos significativos. Según el USCIS, el aumento de tarifas era necesario porque la agencia no recibió créditos adicionales del Congreso para cubrir los costos asociados con la Dirección de Operaciones de Refugiados, Asilo, la Dirección de Operaciones Internacionales (RAIO), el programa de verificación sistemática de derechos para los extranjeros (SAVE) (otras de las que el usuario cubre), y la Oficina de Ciudadanía. USCIS asumió que seguiría recibiendo créditos del Congreso para estos programas, pero el financiamiento no se materializó.

Sin el financiamiento del Congreso, la

agencia tendrá que cubrir todos los costos con el dinero generado por el aumento de las tarifas. Durante muchos años, los defensores han argumentado que no se puede esperar que las cuotas de los usuarios cubran el presupuesto total del USCIS y que el Congreso necesite apropiarse de fondos adicionales. Pero por el contrario vemos un aumento del 21 por ciento en las tarifas.

Las tarifas de USCIS (Servicios de Emigración de EEUU)aumentarán en diciembre

USCIS Fees to Increasein DecemberFees  for immigration transactions will

increase by an average of 21 percent beginning on December 23, 2016.

Applications or petitions mailed, postmarked, or otherwise filed on or after December 23, 2016 must include the new fees.

While the fees for some petitions will remain the same, others will see significant increases. According to USCIS, the fee increase was necessary because the agency did not receive additional Congressional appropriations to cover the costs associated with the Refugee, Asylum, and International Operations Directorate (RAIO), the Systematic Alien Verification for Entitlements (SAVE) program (other than what user fees cover), and the Office of Citizenship. USCIS assumed it would continue to receive Congressional appropriations for these programs, but the funding didn’t materialize.

Without the funding from Congress, the agency will have to cover all costs with money generated from increased fees. For many years advocates have argued that user fees cannot be expected to cover USCIS’s entire budget and that Congress needs to appropriate additional funds. But instead we see a 21 percent increase in fees.

A full list of the new fees is available on the USCIS website, but here are a few highlights:Although certain naturalization applicants will receive reduced fees, the cost of various naturalization-related forms will increase significantly. This may present a barrier to naturalization, or to obtaining documents proving citizenship, for some people who cannot afford the new fees.

Este nombramiento es el resultado del trabajo conjunto del Gobierno del Estado y los servidores turísticos 

Resultado de la constante labor de promoción turística de Baja California que realiza el Gobierno estatal que

encabeza el Mandatario Francisco Vega de Lamadrid, a través de la Secretaría de Turismo del Estado (SECTURE); la Ruta del Vino fue incluida en la lista de los 50 mejores lugares del mundo para visitar en 2017, de acuerdo a la revista internacional Travel + Leisure, en su artículo “50 best places to travel in 2017”, de la periodista Archana Ram.

El titular de la SECTURE, Óscar Escobedo Carignan, detalló que esta publicación es resultado de un recorrido que encabezó la Secretaría de Turismo del Estado con la periodista norteamericana Archana Ram el pasado mes de julio, en el que se cubrió un itinerario por toda la entidad, resaltando su riqueza gastronómica y natural.

“Esta es una estrategia que hemos impulsado desde hace unos años; traer a los periodistas de las publicaciones más reconocidas a nivel internacional y en coordinación con los servidores turísticos, les mostramos un poco de la diversidad turística que tiene nuestro Estado; de esta manera ellos viven

de primera mano lo que es Baja California y pueden constatar nuestra gran oferta”, dijo el funcionario.

Detalló que fue así como tan sólo este año se ha logrado la publicación de artículos positivos de Baja California en algunos de los medios internacionales más importantes como Vogue, New York Times, Food & Travel, National Geographic, entre otros.

El funcionario estatal explicó que de acuerdo al artículo “50 best places to travel in 2017”, la Ruta del Vino en el Valle de Guadalupe, es un destino de interés gracias a la variedad de casas vinícolas con las que cuenta, el hecho de ofrecer a sus asistentes restaurantes de autor que dan muestra de la cocina regional, además de brindarle al turista diferentes lugares para hospedarse de manera cómoda y lujosa, sin tener que transportarse o salir de la zona.

Cabe mencionar que en los últimos meses, el 32% del turismo registrado en Baja California ha tenido como principal fin degustar la cocina local, incluidos los vinos y la cerveza artesanal, en donde  la mundialmente conocida Ruta del Vino, ubicada a unos 35 minutos del municipio de Ensenada, forma parte importante en el recorrido gastronómico del visitante.

La edición 37 del Desayuno Anual de los Trabajadores Agrícolas tuvo lugar el 2 de diciembre durante las primeras horas de la

mañana para agradecer a los trabajadores por su arduo trabajo y dedicación durante el año.

Las personas que trabajan en los campos agrícolas hacen un esfuerzo titánico por trabajar largas horas para mantener una fuerte actividad agrícola en el Valle Imperial.

Los trabajadores agrícolas hicieron línea en las primeras horas de la mañana en el Departamento de Desarrollo de Empleo de Calexico y esperaron a recibir su desayuno antes de ir a trabajar. Los voluntarios que trabajaron el evento sirvieron comida para

3,000 trabajadores agrícolas y trabajaron de 1 a.m. a 5 de la mañana.

El desayuno de los campesinos comenzó hace treinta años gracias a una iniciativa de Loli Torres quien invitó a un grupo de gente a unirse y dar a los trabajadores del campo café y pan dulce. En 1984, el entonces alcalde Arturo Rioseco consiguió que la Ciudad de Calexico participara en el desayuno de los trabajadores agrícolas y también la Cámara de Comercio de Calexico comenzó a apoyar el evento. A partir de ese momento, el desayuno anual ha crecido y sirve a miles de trabajadores agrícolas con una buena comida que incluye tamales, frijoles, arroz, jugo de naranja y leche.

The 37th Annual Farm Workers Breakfast took place December 2nd during the first hours in the morning to thank

workers for their hard work and dedication during the year.

People that work in the fields make a titanic effort by working long hours to keep the agricultural business thriving in the Imperial Valley.

Farm workers lined at the early hours of the morning at the Employment Development Department in Calexico and waited to receive their breakfast before going to work. Volunteers that worked the event served food for 3,000 farm workers and worked from 1 a.m. to 5 a.m.

The farm workers breakfast started thirty-years ago thanks to an initiative by Loli Torres who invited people to join her and give farm workers coffee and sweet bread. In 1984, then-Mayor Arturo Rioseco got the City of Calexico involved in the farm workers breakfast and also the Calexico Chamber of Commerce started supporting the event. From that time forward, the annual breakfast has grown and serves thousands of farm workers with a good meal that includes tamales, beans, rice, orange juice, and milk.

Se acerca el fin del año inquietándonos, dejando sentir que algo nos falta por hacer, decir o concluir, sea esto algún propósito o meta planteada anticipadamente. Sentimos

que la tradición Navideña llega presionando con sus efectos colaterales; cierre contable, mantenimiento de casa, la inversión del aguinaldo, compra de regalos y un sin fin de “pendientes” que nos “colgamos“ como aretes y mochilas al hombro afectando nuestro estado emocional y paz mental, mermando el verdadero gozo de la temporada. Seas o no creyente, diciembre es tiempo de celebrar en familia y estar juntos.

Pasamos por alto nuestros logros y aciertos, los dejamos a un lado y nos enfocamos solo en los propósitos no alcanzados. Muchas veces nos castigamos antes que congratularnos por todo aquello que si concluimos.

Diciembre es un mes de reflexión, de cierre, de evaluación. Da valor y toma nota de todos aquellos propósitos y acciones que consumieron tu tiempo, que lograste y te dieron oportunidad de crecer o aprender. Tendemos a ser implacables ante nuestro desempeño dejando poca holgura en el resultado de nuestros actos. Muchas veces vemos el vaso de agua medio vacío en vez de medio lleno, cuando en realidad está a la mitad.

Sin caer en la postergación sistemática de nuestros propósitos, debemos contemplarles desde afuera. Como un observador

imparcial y objetivo - Contemplación. Piensa en un propósito no logrado, lo describes utilizando una frase corta de entre 4 a 6 palabras, la puedes escribir. Ahora enfoca toda tu atención a encontrar el motivo real que impidió lograrlo haciendo el siguiente ejercicio.

Utiliza el dibujo anexo, un “mandala”, solo contempla la situación y deja que se revele ante ti lo que te impidió

lograrla mientras pintas con colores el dibujo.Mantén tu enfoque en la frase citada.

No desvíes tu atención, escoge colores o trazos y pinta evitando que tu pensamiento divague. Solo fluye -

Meditación. Veras como se revela ante ti el verdadero obstáculo, dándote oportunidad de replantearlo si lo

consideras importante.

Muchas veces nos fijamos propósitos o metas que no son prioritarios. Debemos dar peso en orden de importancia a nuestros propósitos. Establecer claramente cual tiene prioridad y etiquetar los demás en corto, mediano y largo plazo. Define muy bien que es mediano y largo plazo en meses. Los de largo plazo, digamos más de doce, no deben restar atención de lo que verdaderamente es importante para nuestro bienestar emocional. Si bien es cierto que los compromisos nos obligan a planear, trata de vivir en el hoy y ahora.

Dedica estas últimas semanas del año para evaluar tus acciones

logradas mes a mes. Establece un valor del 1 al 5, siendo 5 la de mayor importancia. Has un recuento de las metas logradas y dales valor. Por otro lado anota las acciones no logradas y de igual forma dales valor. Haz el recuento y, sin juzgar, las evalúas, las descartas o las replanteas para el año entrante.

The end of the year approaches troubling, making us feel something is yet pending to do or finish. Maybe a goal set or a commitment made. We feel Christmas time

arriving with its collateral effects, taxes, house maintenance, Christmas bonus investment, gift shopping and an endless list of “pending” matters that actually “hang” like earrings and backpacks affecting our emotional and mental peace, diminishing the real pleasure of Christmas holidays. Believer or not, Christmas is time for family and joy.

We sometimes forget all our accomplishments, leaving them aside and focusing only on what we didn´t do. Sometimes we reprimand ourselves instead of congratulating ourselves for what we did.

December is a month of thought, closure and evaluation. Take note and give worth to all those commitments and actions that took up your time, accomplished and gave you an opportunity to learn and grow. We tend to be hard with our performance leaving little tolerance with the outcome of our acts. Many times we see the glass halfway empty instead of halfway full when it’s really at the middle.

Leaving aside procrastination we should observe our commitments as an outsider, as an impartial observer - Contemplate. Think about a commitment not accomplished, describe it a short sentence with maximum 6 words to it, you may write it down. Now focus all your attention in finding

without judgment appraise it. Now, eliminate or reestablish them for next year if worthwhile doing so.

Habiendo quedado en segundo lugar en la eliminatoria estatal, se mantuvo siendo la favorita del público en todo el estado,

por lo que la Cachanilla de 24 años, licenciada en educación, fue designada representante de nuestra Belleza Baja California por el Comité Nacional de Nuestra Belleza.

“Fue un mérito y una hazaña porque hace 11 años que no sucedía este tipo de designación en Baja California, en donde en vez de 1 representante hay 2, y no es algo que pase muy común en algún otro estado,” mencionó Kenia.

Su primer concurso que la llevó a conocer el mundo de la moda y el modelaje, fue en Fiestas del Sol Mexicali en el 2011, donde se convirtió en la portadora de la corona de las fiestas de la ciudad. Cuando ganó se dio cuenta de que si se lo proponía, de la misma forma en que lo había hecho localmente, podría representar a su estado, Baja Califonia. Así que decidió perseguir la corona estatal con la ilusión de seguir los pasos de su antecesora, Lupita Jones, y convertirse en la portadora de la Corona de México para después ir tras el gran título de Miss Universo. La joven de 1.70cms de estatura y 54 kg de peso, considera que la belleza es muy subjetiva, así que lo más importante en un certamen no es tanto la belleza física, sino lo que se proyecta al exterior, la personalidad.

Se siente agradecida pero también siente que esta designación fue también un premio a su perseverancia, porque participó 2 años continuos y quedo casi en la raya, estando a nada de ganar la corona, cuando este tipo de fracaso desmotiva a muchas aspirantes y renuncian o no vuelven, sin embargo, ella al contrario, se preparó y llego con ánimos, así que la designación la tomó como un premio a la perseverancia.

La Cachanilla, Kenia, tiene ya un par de meses preparándose, al igual que sus 43 contrincantes en el concurso nacional, que se llevara a cabo el 12 de Marzo del 2017 en la Ciudad de México.

Dentro de esta preparación ha estado participando como conductora en el programa de Revista de Televisa Mexicali: “Hola Mexicali” que se transmite todas las mañanas de lunes a viernes de 8:00AM a 10:30am por el Canal 3.

Ella aspira a lograr su sueño con el fin de ser un modelo de inspiración para otras concursantes locales.

old Cachanilla, bacherlor’s in education, was appointed representative of Miss Baja California Beauty by the National Committee of Miss Mexico.

“It was a merit and a feat because 11 years ago this type of designation did not happen in Baja California, where instead of 1 representative there are 2, and it is not something that happens very common in some other states,” said Kenya.

Her first contest which brought her to the world of fashion and modeling was at Fiestas del Sol Mexicali in 2011, where she became the bearer of the crown in the city’s festivities. When she won he realized that if she wanted to, in the same way she had done it locally, she could represent her state, Baja Califonia. So she decided to pursue the state crown with the illusion of following in the footsteps of his predecessor, Lupita Jones, and becoming the bearer of the Crown of Mexico and then go after the great title of Miss Universe.

The 5.60ft tall and 120lbs young girl, considers that beauty is very subjective, so the most

important thing in a contest is not so much the physical beauty, but what is projected to the exterior, personality.

A través de los Estados Unidos, los tribunales de tratamiento tales como tribunales de drogas, tribunales de

veteranos y tribunales de salud mental están cada vez más disponibles para los acusados con problemas y necesidades especiales. Estos tribunales ofrecen una alternativa a los modos tradicionales de justicia, y funcionan.

Durante más de dos décadas, los tribunales de drogas, en particular, han llevado la carga hacia un sistema de justicia más humano y rentable. Las investigaciones demuestran que los tribunales de drogas ofrecen una alternativa muy eficaz al encarcelamiento de las personas cuya participación en el sistema de justicia penal está arraigada en la adicción grave a las drogas y al alcohol. Al mantener a los delincuentes drogadictos fuera de la cárcel y en el tratamiento, los tribunales de drogas han demostrado reducir el uso indebido de drogas y la delincuencia, y a su vez el ahorro de dinero.

Los tribunales de drogas y otros tribunales de tratamiento funcionan de manera diferente que los tribunales de justicia tradicionales. Las personas acusadas de hacer algo delictivo penal reciben planes de casos para tratar sus problemas de adicción.

Los servicios pueden abarcar desde el asesoramiento farmacéutico ambulatorio hasta el tratamiento a largo plazo del paciente, dependiendo de las necesidades del individuo. Los veteranos responden favorablemente al ambiente estructurado dadas sus experiencias pasadas en el ejército.

Sin la estructura, muchos veteranos reincidirían y permanecerían en el sistema tradicional de justicia penal. Los tribunales de tratamiento de veteranos son capaces de asegurar que los veteranos acusados de delito penal cumplan con sus obligaciones para con ellos mismos, el tribunal y su comunidad.

Muchos tribunales también tienen tribunales especializados en salud mental, para manejar casos en los que un acusado criminal tiene graves problemas mentales. A menudo, estas personas no entienden

completamente la naturaleza de su conducta o las posibles consecuencias. En esos casos, el proceso penal debe suspenderse hasta que el individuo reciba el tratamiento necesario para comprender el proceso. Una vez restablecidos los procesos penales, los tribunales de salud mental pueden seguir ofreciendo tratamiento y asesoramiento para ayudar al individuo y para prevenir la reincidencia.

Los tribunales de tratamiento son buenos para los individuos y para las comunidades en las que viven. Como país, nos estamos alejando del encarcelamiento como respuesta al crimen. Across the United States, treatment courts such as drug courts, veterans’ courts, and mental health courts

are becoming more and more available to criminal defendants with special issues and needs. These courts provide an alternative to traditional modes of justice, and they work.

For over two decades, drug courts in particular have led the charge towards a more humane, cost effective justice system. Research demonstrates that drug courts provide a highly effective alternative to incarceration for individuals whose involvement in the criminal justice system is rooted in serious addiction to drugs and alcohol. By keeping drug-addicted offenders out of jail and in treatment , drug courts have been proven to reduce drug abuse and crime while saving money.

Drug courts and other treatment courts operate differently than traditional justice courts. Individuals accused of criminal wrong doing are given case plans to address their addiction issues. Services may range from out-patient drug counseling to in-patient long-term treatment, depending on the individual’s needs. Drug testing is an integral part of drug court, as is referrals to job and

housing resource providers. Those who succeed at drug court often partake in a graduation ceremony, and are rewarded with certificates, cake, and recognition from the judge.

Most importantly, the individuals who succeed have the opportunity to have their criminal charges dismissed or significantly reduced.

Veterans’ treatment courts work similarly. They require regular court appearances as well as mandatory attendance at treatment sessions and frequent and random testing for substance use. Veterans respond favorably to the structured environment given their past experiences in the military. Without the structure, many veterans will reoffend and remain in the traditional criminal justice system. Veterans’ treatment courts are able to ensure that the veterans accused of criminal wrongdoing meet their obligations to themselves, the court, and their community.

Many courts also have specialized mental health courts, to handle cases in which a criminal defendant has severe mental issues. Often, these individuals do not fully understand the nature of their conduct or the potential consequences. In those cases,

criminal proceedings must be suspended until the individual gets the treatment needed to understand the process. Once criminal proceedings are reinstated, mental health courts can continue to offer treatment and counseling to help the individual and to prevent re-offending.

Treatment courts are good for individuals and for the communities in which they live. As a country, we are moving away from incarceration as a response to crime. The passage of recent criminal justice reform legislation in California exemplifies the changing trends. Accordingly, treatment courts will continue to proliferate.

En una reciente publicación del Journal of Dental Research, se estimó que cerca de la mitad de la población adulta requiere tratamiento contra la enfermedad periodontal en los estados del sur en Estados Unidos.

“Este es el primer estudio en modelar la distribución de periodontitis adulta en estados y áreas locales en los Estados Unidos” comenta el Dr. Paul Eke, autor principal del estudio.También aseveró que la distribución geográfica estimada de periodontitis en adultos es mayor en estados del sureste y suroeste, con concentraciones importantes en reservaciones Nativas y a lo largo de la frontera México-Estados Unidos.

Dada la ocasión de estas fechas, con sus cálidos encuentros y festividades, no resulta extraño presenciar durante el consumo y disfrute de los alimentos las penas que algunos amigos y familiares sufren. In a recent study published in the Journal of Dental Research, the CDC estimated that nearly half of the adult population in the southern states suffers some form of periodontal disease, requiring prompt treatment.

“This is the first study to model the distribution of adult periodontitis in states and local areas in the United States,” says Dr. Paul Eke, CDC epidemiologist and lead author of the study.Dr. Eke also estimated geographic distribution of adult periodontitis to be highest among southeastern and southwestern states, with concentrated pockets among Native American reservations, and along the US-Mexico border.

Given the occasion to meet and celebrate, it is not uncommon to notice the shame that some endure at the dinner table. There’s no shortage of frail, sensitive or just-plain missing teeth that ruins the day with trouble and depression taking place of wellness.

Washington, D.C.—El día 7 de diciembre del 2016, la Ley de Preservación del Parque Chicano

(H.R. 3711), patrocinada por el congresista Juan Vargas (CA-51), fue aprobada en la Cámara de Representantes de los Estados Unidos. Este es un gran paso adelante para el Parque Chicano, que está un paso más cerca de convertirse en un hito histórico.

“El Parque Chicano es un hito en la comunidad de San Diego del Barrio Logan y debe ser preservado para que las futuras generaciones disfruten”, dijo el Representante Vargas. “La aprobación de mi proyecto de ley en la Cámara es muy emocionante porque esto significa que estamos más cerca de asegurar que los bellos murales, la rica historia y el patrimonio cultural que compone el Parque Chicano seran salvaguardados en los próximos años”.

nacional y determinar la factibilidad de que el parque se convierta en un Monumento Histórico Nacional.

El Parque Chicano, ubicado en Barrio Logan, alberga la mayor colección de murales al aire libre del país, además de las diversas esculturas, terraplenes y una pieza arquitectónica dedicada al patrimonio cultural de la comunidad.

Vargas representa el 51 distrito del congreso de California que incluye la porción meridional del condado de San Diego, de todo el Condado de Imperial y de la frontera entera de California de EEUU. Vargas fue elegido por primera vez para la Cámara de Representantes de Estados Unidos en el 2012 y actualmente está cumpliendo su segundo mandato en el Congreso. This is a major step forward for Chicano Park, which is one step closer to becoming a historic landmark.“Chicano Park is a landmark in the San Diego community of Barrio Logan and it should be preserved for future generations to enjoy,” said Rep. Vargas. “The passage of my bill in the House is very exciting because this means that we are closer to ensuring that the beautiful murals, the rich history, and the cultural heritage that makes up Chicano Park will be safeguarded for years to come.”

The  Chicano Park Preservation Act  instructs the Secretary of the Interior to conduct a thorough study of Chicano Park in order

to evaluate its national significance and determine the feasibility of the park becoming a National Historic Landmark.

Chicano Park, located in Barrio Logan, is home to the largest collection of outdoor murals in the country, in addition to the various sculptures, earthworks and an architectural piece dedicated to the cultural heritage of the community.

Vargas represents California’s 51st Congressional District which includes the southern portion of San Diego County, all of Imperial County and California’s entire US/Mexico border.  Vargas was first elected to the U.S. House of Representatives in 2012 and is currently serving his second term in Congress.  He serves on the House Financial Services Committee and the Committee on House Administration.

Esa misma receta la llevó a buscar emprender su sueño y poner su propio restaurante, el cual tituló: 2El Peraltón” y se encuentra junto al restaurante Kotori aviación, en Mexicali.

Como parte de su menú, cuenta con tacos de cahuamanta, taco de cahuamanta con camarón, jugos bichis, jugos con carne, y ordenes de cahuamanta e invita a la comunidad a tomar el reto de conocer su deliciosa receta sonorense.

Dice ella: “Me siento muy motivada e inspirada. Pienso que nunca es tarde para realizar lo que uno desea, se siente uno tan agusto y realizado, yo me siento feliz.”

During her upbringing she worked in the restaurant that belonged to her family, where Andres Peralta, her brother-in-law, along with her sister Vicky, taught her to cook the traditional Cahuamanta Sonorense.

Guadalupe told us that her father was well known in the state of Sonora for his unique and delicious Cahuama recipe, which was banned because of a law prohibition, so Pancho el Cahuamero, as people knew him, from Obregon, had to adapt and implement a new recipe that was just as unique and customers liked. So with mantarraya he imitated the flavor that had his famous dish and baptized it as Cahuamanta, achieving great success in Sonora.

In an interview she said: “I grew up in Hermosillo, where my dad left us a restaurant, that’s where I learned the recipe because my brother-in-law and my sister knew it and they taught it to me. This recipe was a family recipe created since 1955 by my dad.”

That same recipe led her to pursue her dream and set up her own restaurant, which she titled: “El Peraltón” and is next to the Kotori aviacion restaurant in Mexicali.

As part of its menu, it has cahuamanta tacos, cahuamanta taco with shrimp, naked juices, juices with meat, and cahuamanta orders so she invites the community to take the challenge of knowing her delicious sonorense recipe.

She says: “I feel very motivated and inspired. I think it’s never too late to do what you want, you feel so comfortable and fulfilled, I feel happy. “

Las elecciones en Estados Unidos no sólo dieron como resultado la victoria de Donald Trump, también se votó la legalización de la marihuana en los estados de California,

Maine, Nevada y Massachusetts, de esa manera ahora son 8 entidades, una quinta parte de la sociedad, que acepta el uso recreativo de la cannabis a las personas mayores de 21 años para portar hasta 30 gramos y cultivar plantas en sus hogares.

Esta es una pequeña gran decisión para la región, pues durante todo el Siglo XX hemos estado combatiendo la producción, el tráfico y el consumo de la marihuana. Desde 1925, año en que fue prohibida en México, ha habido más corrupción y violencia, ya que el poder de los cárteles de la droga se ha incrementado y en muchos casos sobrepasa las capacidades del Estado mexicano.

En materia de seguridad, en particular en la lucha contra el narcotráfico, México se comprometió en el marco de dos mecanismos internacionales: el primero, la Asociación para la Seguridad y Prosperidad de América del Norte (ASPAN); el segundo, la Iniciativa Mérida en donde el gobierno de la Unión Americana proveía de equipo y financiamiento para la seguridad en nuestro país.

Por si eso fuera poco, el 11 de diciembre del 2006, el ex presidente Felipe Calderón inicia un combate frontal en contra de los cárteles de la droga, lo que generó muchas críticas por la violencia desbordada nunca antes vista en el México contemporáneo. Con la alternancia en el 2012 la situación no cambió, de hecho se mantienen los mismos niveles y al día de hoy, en 10 años de pelea intensa ya son más de 150,000

muertos y 28,000 desaparecidos en todo el país. De 2006 a 2015 han sido asesinadas 48 personas al día y en lo que va del 2016 se registraron en México un total de 8,815 asesinatos cometidos por presuntos grupos del crimen organizado.

La situación es insostenible y aunque los medios de comunicación ya no abordan la violencia del crimen organizado de la misma manera como se hacía en el sexenio pasado, la realidad es que el panorama sigue igual y en muchos casos ha empeorado.

Es urgente replantear los objetivos y la política pública alrededor del uso de la marihuana, tomando en cuenta que Estados Unidos no enfrenta la misma violencia y por ende, no tiene el mismo compromiso para combatir al crimen organizado en su país, por ejemplo, no nos han dicho quiénes son los capos en su país.La prohibición o legalización de cualquier producto en Estados Unidos y México afecta invariablemente a ambos, lo malo es que los costos no se han repartido de la misma manera y el más afectado por esta regulación ha sido nuestro país al consolidarse, lamentablemente, como el mayor productor de marihuana del continente y principal abastecedor de los norteamericanos.

Con la legalización nos enfrentamos a un escenario adverso para nosotros, ya que a la despenalización de la marihuana en California y otras entidades se suman los rumores de que Canadá ya plantea revertir la prohibición, lo que representa un reto por la contradicción política, económica, social, cultural, y de seguridad que será para ambas naciones la prohibición del lado del productor y la legalización del consumidor.

•En Estados Unidos aumentará el costo de la marihuana por los impuestos y las especificaciones sanitarias que deberá cumplir para su compra y venta.

•Compradores mexicanos podrán cruzar la frontera para comprar marihuana legalmente en California.

•La droga que no pueda entrar en Estados Unidos deberá quedarse y buscar un mercado en México.

•México deberá asimilar el impacto por el mayor consumo entre su sociedad.

•El crimen organizado se diversificará aún más, incursionando en otros delitos.

•Nuestro país seguirá perdiendo vidas y gastando recursos por tratar de impedir la producción, consumo y tráfico hacia una nación que ya no la prohíbe.

Debemos terminar con la “ley de la frontera” que dice que Estados Unidos pone a los consumidores y México la droga y los muertos. Para nosotros es muy común reaccionar cuando el tren ha pasado, afortunadamente en este caso tenemos todavía un año para que entre en vigor el 1º enero de 2018, actuemos ya.

The prohibition or legalization of any product in the United States and Mexico invariably affects both, the bad thing is that the costs have not been distributed in the same way and the most affected one by this regulation has been our country, unfortunately, consolidated like the greater producer of marijuana in the continent and main supplier of North Americans.

With legalization we face an adverse scenario for us, since the decriminalization of marijuana in California and other entities, rumors have been heard that Canada already proposes to reverse the ban, which represents a challenge for political, economic, social, cultural, and security contradiction which this prohibition will bring to both nations: prohibition in the side of the producer and legalization in the consumer’s.

Facing this scenario and if nothing is done, the consequences are:

• In the United States, the cost of marijuana will increase because of the taxes and sanitary specifications that someone must meet in order to purchase and sale.

• Mexican shoppers will be able to cross the border to buy marijuana legally in California.

• The drug that cannot enter the United States must stay and look for a market in Mexico.

• Mexico must assimilate the impact of increased consumption among its society.

• Organized crime will be further diversified, venturing into other crimes.

• Our country will continue to lose lives and waste resources for trying to prevent production, consumption and trafficking into a nation that no longer prohibits it.

We must end with the “law of the border” which says that the United States brings the consumers and Mexico the drug and the dead. For us it is very common to react when the train has passed, fortunately in this case we still have a year to go until it comes into effect on January 1, 2018, let’s act now.

El desfile anual de Navidad se ha llevado a cabo durante 53 años en Calexico, convirtiéndolo en el evento más esperado

del invierno para el Valle Imperial y Mexicali para disfrutar la época decembrina.

Los representantes de Mexicali este año fueron el Instituto Salvatierra, el Colegio Félix de Jesús Rougier y el Secundaria # 50 José F. Guajardo.

of December 10th in Downtown Calexico as schools, business people, and public safety paraded in the annual event.

The annual Christmas parade has been going on for fifty-three years in Calexico making it the most anticipated event of the winter for Imperial Valley and Mexicali, to enjoy the upcoming Christmas.

The representatives from Mexicali this year were Instituto Salvatierra, Colegio Felix de Jesus Rougier, and Secundaria #50 Jose F. Guajardo.

And like every year, Santa Clause closed the parade accompanying the Calexico Fire Department.
