Prime Industrial LED Signage
Property:
Lot 101, #69 Craigie Street, Davenport

Background and Summary
The purpose and intent of the City’s Local Planning Policy relating to Advertising Devices (LPP) is to
control and guide the development of signage and advertisements on zoned land in order to safeguard
and enhance the character and amenity of the built and natural environment of the Local Planning Policy
Area.
The City’s Local Planning Policy seeks to ensure that signage and advertisements are treated as an
essential component of development.
In accordance with the LPP the stated objectives of the City’s LPP are as follows:

The LPP uses a Code Based approach utilising a nationally accepted practice of setting out
Performance Criteria and Deemed to Satisfy solutions. A performance based model allows flexibility to
determine compliance either through Deemed to comply or Performance criteria.
Part D Variation of Development Requirements of the Signage Local Law states:
Development in accordance with this LPP is deemed to comply. However alternative designs may be
considered subject to demonstration that he proposed land use and /or development is in keeping with
the intent and objectives of this LPP to the satisfaction of the local Government.
The policy states that in exercising discretion the local government should ensure the variation will not
contravene the following provisions of the scheme-
Purpose
The purpose of the Development Impact Statement is to allow for an applicant to demonstrate that a
signage application while not complying specifically with the Deemed to Comply provisions meets the
Performance criteria of the LPP.
Assessment
Prime Supplies is an independent locally owned business established in 2008 providing services to a
range of local and regional businesses. Prime pride itself on providing a range of services and stock
over 19,000 product lines on it shelves. The family owned local business is a major employer in the City
and employs over 25 people.
The owners of Prime Industries are proposing to construct an Electronic Graphic Display Screen on the
frontage or Western elevation of the existing building. The proposed signage was originally proposed
at over 60m2 however after discussions with the Council planning staff it was identified that a reduction
in the size of the sign would be more in keeping with the intent of the City’s LPP the applicant has
reduced the size of the sign to 50m2. Which equates to an area of only 4.8% of the site. A copy of the
plans detailing the signage is attached at appendix 1
With such a diverse range of services the owners have identified the need to provide signage that
effectively promotes the products and services they provide. The owners have also identified that the
effectiveness of large static signage is less than desirable for the nature and diversity of their business.
Prime industries is located on Lot 101 No 69 Craigie Street. The lot is 11466m2 in area and is zoned
Industry under the City’s operative Town Planning Scheme No 7. The building is setback 15 m from the
front boundary and in regards to the setback from road the building is setback over 50m from the nearest
intersection.

In addition to the setback the property is screened from Southwest highway by a dense landscaped
road reserve which provides a buffer between South West Highway road and the building. The front of
the property has a significant grassed/ landscaped verge maintained by the owners of the property.
The City’s LPP refers to the maximum area of signage on a Primary Street frontage as being calculated
with a formula of Frontage of the Lot, plus 10, divided by 2. In regards to the subject site this equates
to the following
Frontage 90m + 10 = 100 / 2 = 50m2 maximum area of signage allowed
Standard Design Requirements
The deemed to comply requirements for an Electronic Graphic Display Screen refer to the maximum
size of the sign on a single facade of 20m2. The proposed sign is 50 m2 therefore the applicant is
seeking approval through the Performance based approach or Impact assessment determination.
In justifying the signage the following points are noted:
• The use of LED Graphic Signage is becoming a far more utilised type of signage which provides
an attractive vibrant and effective mechanism for businesses to advertise. The technology
advances will see this type of signage becoming an integral part of many business operations.
• While the sign is larger in area than 20m2 it is argued that the size of the building, its setback
and location as well as the nature of the business , justify the marginal increase in size.
• The applicant does not propose a proliferation of other signage on the site, other than effective
discrete way finding signage. This ensures that the development inclusive of the signage
presents as a modern contemporary development which adds to the amenity of the existing
streetscape and the vibrancy of the area generally.
• The signage is well separated from any roads/ intersections and is also screened by the road
reserve vegetation buffer.
• The proposed signage is not intrusive on the existing/ surrounding built environment and the
luminance levels proposed will not impact on road users or surrounding land owners.
• The proposed sign will comply with the LPP requirements in regards to animated and digital
format and will only display static messages in either text or pictographic format.
• Messages will change instantaneously and have no blank screen between messages. The
duration of transition between the full display of one message and the full display of the next
message will not exceed 0.1 seconds. The sign will not display animated or digital format.
• The level of illumination and location to major road intersections is considered to be less
conflicting than similar LED signage approved elsewhere in the City.
The owners have sought comment from a LED signage supplier in regards to the luminance levels. The
following is a summary of comments provided:
The signage luminance will maintain minimum static periods as per the LPP requirements.
The City’s requirements for an outdoor LED screen will not be effective if maintained at levels
prescribed.
To be effective, luminance levels need to be varied according to conditions for example in bright sunlight
luminance levels need to be increased in overcast or at night the levels can be decreased. Issues that
need to be considered are for example other lighting sources.
It is suggested that a more appropriate and effective measure would be light measurement readings
from given parameters ( e.g. a distance from the LED screen) The luminance measurement of a LED
screen can be measured with and be specified for particular conditions without having a singular
reference which will not be effective or relevant in all conditions it is recommended that a more accurate

measurement would be that the output is managed so that the cd ( Candela , which s luminous intensity)
reading would not exceed a given specification cross a range of conditions that the screen is operating.
The proposed screen is 9m above ground and 12m at the top. From a given distance, this is not going
to provide the same candela reading as the same screen located 1 m above the ground at the same
distance.
Road Safety Audit
The City’s LPP for Signage refers to the possibility of the requirement for a road safety audit being
undertaken where the following is applicable:
Located within 50m of traffic signals or road intersection and / or visible from within 50m of traffic signals
or road intersection
It is clear that the location of the illuminated signage is not within any of the specified distances as
referred in the LPP for consideration of a Road Safety Audit. Furthermore the road reserve vegetation
strip provides further screening of the signage from the nearest road intersection.
Distances from Intersections
View shed Analysis
In accordance with the provisions of the LPP a visual impact assessment has been undertaken
analysing the proposed location, type and design of signage and its impacts on the landscape character
and visual amenity with particular reference to the following:
• Surrounding Buildings
• Affected Residential premises.
• Impact on Road Network and Road Users
A view shed analysis has been undertaken and viewpoints are attached at appendix 2

The viewpoints analysed are from the entry into the city form a southern direction indicating impact from
entry into the City via South West Highway. A view point from the north of the site reflecting the view
from Roberts Drive and view point from the Western side of the property or directly in front of the
property taken from the intersection of Halifax and South west Highway.
These view points while analysed are not considered to be major public view points of noted significance
however as a major entry into the City an analysis of the impact has been undertaken.
As can be seen by the photographs in appendix 2 the building is in keeping with the scale and type of
development in the area and the addition of the illuminated signage will not be a dominating aspect on
either the streetscape or any views of significance. The setback and the mature landscaped buffer on
the South West Highway Road Reserve provides an effective and attractive barrier / separation and
significantly reduces any impact on any viewpoints.
The proposed signage has significant positive implications on the surrounding properties and the area
generally. Creating a vibrant and attractive façade to the building. The surrounding landowners are
supportive of the proposed signage and perceive the proposal as a positive contribution to the area.

Lumination of the immediate area will support the principals of Crime Prevention through Environmental
Design (CPTED). Of high consideration to the applicant is to ensure that there are no impacts
associated with any light spill on adjoining land.
It is argued that illuminated signage is not only more effective for the business but provides other
advantages such as enhancing driver safety by ensuring that signage is clearly legible and easily
recognisable to drivers. This is balanced by ensuring appropriate illumination levels that operate with
consideration to both day time and night time operation.
Conclusion
The proposed signage is marginally larger than the maximum area specified for an Electronic Graphic
Display Screen as prescribed in the Deemed to Comply provisions of the City’s LPP however the
maximum area of signage is compliant with the LPP in regards to the maximum area of 50m 2 as per
the LPP requirements for the lot.
Importantly the size of the signage is in keeping with the scale , design and nature of the building and
is setback a considerable distance from the Primary Street. The signage does not impact on the road
network and is separated by distances compliant with the LPP to ensure that there is no percieved
negative impact on road uses.
The site is screened by natural vegetation buffer of mature trees in the South west Highway Road
Reserve and as demonstrrated in the view shed analysis there are no views of significance that are
affected. In fact the addition of the development including the signage is a positive addition to the area
increasing the amenity of the area generally and improving the existing streetscape.
It is clearly demonstrated that the proposed signage complies with the City’s and Main Road
considerations for LED signage and as such there is no need to undertake any further analysis or
advertising.
The proposal is supported by the surrounding land owners who welcome the development generally
and the signage as proposeed.
The City’s LPP identifys the ability to approve signage on a Performance Based approach and it is
clearly demonstrated that the proposal meets the objectives of the City’s LPP. The applicant urges the
City to support their proposal.
