Opportunities
2018 was a positive year for CINDE. We had multiple achievements despite a challenging national and international context.
The fourth industrial revolution, megatrends, new competitors and a complex international
context, throughout the last years, are important challenges that drive our present and our future.
Even though, greenfield investments have decreased lately, CINDE attracted 48 new investment projects and 12,961 new high quality jobs; which means more and better opportunities to Costa Ricans. It is key to strengthen Costa Rica’s investment climate and its competitiveness to continue being a top international competitor on FDI.
This report summarizes all CINDE’s efforts which exceeded 2018’s expectations.

This document groups four of the 17 objectives established by the United Nations and the Sustainable Development Goals. They were analyzed based on the
formal measuring parameters.
Intrinsically, CINDE impacts indirectly in most of the SDGs. However, we only chose those that the organization can effectively measure based on UN’s guidelines.
Generating quality jobs, contributing to the economic growth, innovating and promoting gender equality encourage us to create more opportunities in Costa Rica.
CINDE has evolved and 2018 results are highly satisfactory, especially considering the complex national and international context we had to face. The agency attracted a historic number: 48 investment projects.

Since last year, CINDE reports its results under the United Nations (UN) Sustainable Development Goals. In 2019, the organization
will also present its strategic vision contributing to UN’s 2030 agenda.
CINDE has made an impact in Costa Rica for over 37 years, promoting changes and development through foreing direct investment (FDI).
Therefore, it took the challenge to measure and report actions based on four SDGs previously identified to have a bigger impact in the organization.
To determine these objectives, we analyzed all SDGs parameters formally established as well as its traceability.

Through FDI, CINDE directly impacts national metrics of Decent Employment and Economic Growth, generating thousands of new jobs in the country for men and women of all ages, both within and out of the Greater Metropolitan Area. Furthermore, the sectors promoted by the organization diversify the economy, technological modernization, creativity and innovation that create more formal jobs in the country. At the same time, CINDE promotes training and employability of Costa Ricans.

Participating communities include Buenos Aires, Carrillo, Corredores, Coto Brus, Golfito, Grecia, Liberia, Limon, Naranjo,
Orotina, Osa, Palmares, Perez Zeledón, Pococi, Puntarenas, San Carlos, San Ramon, Siquirres, Turrialba and Valverde Vega.

THE FIRST COSTA RICAN COMPANY IN HISTORY TO BE LISTED ON NASDAQ
Establishment Labs is a global medical technology corporation focused on creating breast implants and medical technologies for breast reconstruction, founded in 2004 by the Costa Rican, Juan José Chacón Quirós.
Under the trade name “ESTA” and since July 19, 2018, the ordinary shares of the Costa Rican company, Establishment Labs Holdings, were listed on the Nasdaq Stock Exchange.
This is an example of the potential Costa Rica to venture into high value-added industries such as medical devices.
Costa Rica’s collaborative environment was key for its development, as well as new solutions developed with Intel.

CINDE is fully confident that human talent in Costa Rica is the greatest strength for the attraction of foreign direct investment. Transversally, Quality Education and Gender Equality have become key elements to the organization. Programs that improve Costa Rica’s investment climate have benefited thousands of young people in high school, specially from Professional TechnicalSchools (CTP), creating more opportunities to access quality jobs. Also, it has impacted their circle of influence through lectures, workshops, and multiple initiatives taking on issues such as empowerment, careers of higher demand and pedagogical tools for teachers who are interested in improving their educational processes.

INDUSTRY, INNOVATION, AND INFRASTRUCTURE
Industry, Innovation and Infrastructure are aspects identified by CINDE as fundamental for the success of companies and the competitiveness of the country. Technological transfers are achieved through FDI promotes technological transfer. It aims to attract companies committed to innovation, technology development, research and sustainability.Companies attracted by CINDE generate millions of dollars in exports, annually, andcreate linkages with small and medium local companies, actions that help boost scientificresearch and the country’s technological network development.
35CINDE reaffirms and reinforces its commitment to innovation and sustainable industrialization,
hand in hand with the environment and infrastructure development to increase its competitiveness.
Its energy-saving practices and the good use of resources has allowed it to maintain the Carbon Neutral seal, including the purchase of the first carbon credits.
R&DThe R&D environment continues to grow in Costa Rica. Multinational, academia, and local star-ups promote new projects in close coordination with CINDE and other organizations.
SUCCESS STORIES
For example, in the Life Sciences Sector, Boston Scientific has carried out R&D research in Costa Rica. To promote this even more, the company signed agreements with the National University and UCIMED, to conduct research and simulated preclinical tests as well as training in anatomy, physiology and human pathology for engineers.

In addition, these agreements have also brought greater outreach and engagement between the company and the medical community while executing such investigations and training.
The Belgian company Primoris, one of the new announcements of 2018, stands out as a project of high added value, with a high-tech lab for chemical and physical food analysis. The company studies waste and food contaminants, to improve its general safety, quality and sustainability in the agro-industry.
The company strengthens its services in the Americas. The company established in Costa Rica due to its local human talent, the country’s stability, and its strategic location to serve its customers.
PRODUCTIVE LINKAGES For the fourth consecutive year, CINDE collaborates with PROCOMER identifying linkage opportunities. 40 linkages were referred and 15 were confirmed, mainly in the Manufacturing and Life Sciences sectors.
During the Life Sciences Forum, 15 transnational medical devices companies joined a business roundtable with Procomer. The outcome was 80 meetings with national suppliers.
ENVIRONMENTAL SUSTAINABILITYYear after year, CINDE confirms its commitment to the environment. For fifth consecutive year, it has renewed the Carbon Neutral Seal. The organization followed INTECO’S technical parameters. The results encouraged CINDE’s employees to take actions to reduce the impact of their work on the greenhouse gases emissions, by saving
electricity and a responsible solid waste management, for example.
In addition, CINDE purchased 300 carbon credits, creating awareness in its associates and other groups of interest about this mechanism and inviting them to join in the purchase of bonds.
HUMAN TALENT INITIATIVESHR-GPS
One of our main efforts out of GMA was to identify the talent in each of the 20 communities that work hand in hand with CINDE.
In 2018, the HR-GPS tool was applied in 12 areas. 8,349 people completed the form, mainly residents from Pococí, the Huetar Norte area, Cañas, and Tilarán.
The results reveal that 28% of the participants have a high level of intermediate (B2-B2 +) and high (C1-C2) English, while 36% are intermediate (B1 and B1+).
HR Forum
The 4th edition of the HR & Talent Acquisition Forum was held in August. It reviews key human resources topics and aims at corporate representatives and their local counterparts, to educate and contextualize about the Costa Rican market, labor legislation, share good practices, trends, innovation in the field, among others. The activity had more than 200 participants.
Infrastructure
As part of our interest to improve the country’s competitiveness, we invited 20 communities from outside GMA, that work with the Multidisciplinary Unit of CINDE to identify

priority projects of public infrastructure in those regions. As a result, CINDE organized the first round table. The Minister of Public Works and Transport, Rodolfo Méndez, and other national authorities participated in the event, as well as local governments, community leaders and other social actors.
Deloitte joined the conversations and proposed to the more than 100 participants new ways to finance the infrastructure required by the country in the upcoming years. Participants rated the Life Sciences Forum Costa Rica as a world-class event and as a "must" for companies in the life sciences sector in the continent, highlighting the networking opportunities. Deloitte ranked this activity as one of the top 10 best worldwide. Besides placing Costa Rica on the world map, this event helps to generate investment leads and promotes productive linkages.
The event included government representatives, suppliers, university students, technicians, among others.
The number of attendees almost doubled previous editions (2016). Over 70 sponsoring companies participated.
The main topic of this IV Edition was the Technological convergence leading the future of MedTech, for which 9 international speakers from the United States, India, and Mexico participated.

Contributed by the COMEX, PROCOMER, and CINDE agreement.
For 2018, the Board of Directors approved a budget of US $ 4,896,530.00 to meet the objectives set by the Administration.
US $ 3,221,933.00 This amount includes US $ 1,750,000.00 of the national budget contributed by COMEX, according to the COMEX-PROCOMER Addendum. This sum was fully allocated to meet the objectives established by the agreement, an aspect that was confirmed by the report of the external audit prepared by BDO Auditores S.A., with outstanding performance this year. CINDE provides the remaining amount to reach the total budget.
This means that CINDE executed its goals taking full advantage of public funds.
