Growing motorization means congestion!
5 EMTA Workshop – 05.11.2009, Warsaw
How to handle with the growing motorization?
Need to increase the attractivity of public transport, especially in the metropolitan area Attractive fare system Modern, passenger-friendly fleet Increasing speed of public
transport Internalization of the external costs of
the car traffic Intelligent parking policy Congestion charge
6 EMTA Workshop – 05.11.2009, Warsaw
Fare attractiveness
2008-2009: changes in fare system and first fare rise since 2001
Lowest monthly ticket price among the polish metropolitan areas and highest quality level
Very good price to performance rate from the passengers’ view
Consequence for the city budget: only 33% cost coverage!
7 EMTA Workshop – 05.11.2009, Warsaw
Fare attractiveness (2)
2008-2009: changes in fare system and first fare rise since 2001
New ticket types: 20-, 40- and 60-minute tickets, that
enable change (average trip: 44 minutes, 1 change)
Two-weekly tickets Yearly ticket for pensioners for a
reduced price At the moment, there is a full range
of ticket types from 20 minutes up to 3 months (and a year for pensioners)

12 EMTA Workshop – 05.11.2009, Warsaw
Barriers of the development of the public transport in metropolitan
areas Lack of competence
in Poland every municipality is responsible for its public transport on its own
The regional railways are under regional competence
Lack of a common planning and organizing unit for the whole metropolitan area
13 EMTA Workshop – 05.11.2009, Warsaw
Need for fleet modernization
Bus fleet age: 14% over 15 years, 47% over 10 years
Tram fleet age: 54% over 20 years, the oldest tram car in traffic was 50 years old this year!
The old trams and buses have a high floor level and are not accesible for everyone
Huge needs for modernization to increase the attractiveness of public transport
14 EMTA Workshop – 05.11.2009, Warsaw
Fleet modernization (2)
15 EMTA Workshop – 05.11.2009, Warsaw
Ways of fleet modernization
There are two practiced ways of fleet modernization: New fleet bought by municipal
operators on credit – in-house, long-term contracts serve as bank guarantee (4 operators, 4 contracts)
New tenders on bus services for 8-10 years – the operators have to buy new fleet according to the requirements of the tender (at the moment 3 operators after 8 tenders)

17 EMTA Workshop – 05.11.2009, Warsaw
Fleet modernization – trams
Between 2010 and 2013 Warsaw will renew 40% of its tram fleet
186 new tram cars will be delivered for Warsaw from the polish company PESA from Bydgoszcz
The new trams will be 100% low-floor, air-conditioned and surveillanced
18 EMTA Workshop – 05.11.2009, Warsaw
Increasing speed – infrastructure investments
Building of the 2nd metro line
Building of new tram lines and modernizing existing ones
Decreasing the level of unseperated tram tracks (currently 10%)
19 EMTA Workshop – 05.11.2009, Warsaw
Increasing speed - Bus priority lanes

Parking policy (1)
Parking charge in the city center
P+R facilities outside of the city center
25 EMTA Workshop – 05.11.2009, Warsaw
Congestion charge
Controverse topic The current mobility plan foresees
congestion charging „in further perspective”
Common opinion – first the road rings around the city and then CC
