Apparel Training & Design Centre (ATDC) has emerged as India’s Largest Quality Vocational Training pro-vider for the Apparel Sector with over 200 directly – run ATDCs including 65 ATDC-Vocational Institutes spread across 24 states, 86 cities and about 150 dis-tricts PAN-India. ATDC is a unique skill training orga-nization offering Shop-Floor, Supervisory and Mana-gerial Level training courses i.e. 300 hrs. to 3000 hrs. ranging from NSQF level 01-03 to 05-07 i.e. from ISDS (MOT, GOI) short-term entry-level certificate courses to longer-duration Bachelor Degree (B.Voc) programs in academic collaboration with RGNYID (Ministry of Youth Affairs & Sports, GOI) through the ATDC-SKPs approved by the AICTE (MHRD,GOI)

ATDC has a vast pool of over 500 qualified and experienced faculty resources of instructors, trainers & lecturers with a whole range of domain expertise covering most of critical technology and skill intensive areas of textile-apparel value chain. The ATDCs render yeomen service to the downstream Apparel export and domestic industries having trained over 2, 17,000 can-didates in entry-level trade courses under ISDS of MOT, GOI since 2010 as a Component I implementing agency and also about 1 lakh candidates in longer-duration Vo-cational courses since 2010 thus rendering economic independence to nearly 1 million family members of the candidates who have received wage employment in apparel units post ATDC-training. The National Ad-mission and Placement Cell of ATDC through State/ Regional& National Level Rozgar Melas and Placement Meets have been able to place 70%-73% of candidates in wage employment as well as facilitating 10%-15% to take up self-employment.

ATDC has been availing of direct funding / bridge funding towards its various training projects from Cen-tral and State government departments/agencies like Ministry of Textiles (ISDS- now-SCBTS), Ministry of Skill Development & Entrepreneurship (PMKVY), through NSDC’s RPL Programmes, National Scheduled Castes Finance and Development Corporation (NSFDC), Na-

tional Safai Karamcharis Finance and Development Corporation (NSKFDC), National Backward Classes Finance and Development Corporation (NBCFDC), & PSU’s like Oil and Natural Gas Corporation (ONGC), Container Corporation of India (CONCOR),Gap Inc’s P.A.C.E. Program etc.

ATDC  has been honored  with Indi-an Achievers Award for Training & Skill de-velopment for Outstanding Achievements in “Education & Social Service at 44th Indian Achiev-ers Awards” on 20th February, 2018, Best Vocational Training, Provider 2016 – Gold by ASSOCHAM,  ‘Best Training Institution of the year-National’ by Franchise India along with ‘Best Institute: Innovation 2015’ by ASSOCHAM, Best Vocational Training Provider 2014 by ASSOCHAM, and the significant ‘UK-India Skills Fo-rum Award’ in 2011 and a host of other accolades and recognitions over the years. ATDC pursues skills-excel-lence in an integrated manner by creating a “step lad-der-training eco-system” with clear focus on “Skilling of Aspirational Indian youth especially women for wage & self-employment” for the downstream Apparel Sec-tor which has the maximum potential for employment generation, in urban and rural economies.”

Vision and Mission For a country of India’s size with such a huge youth and women population providing  ‘demonstrable’ and ‘employable skills’ has become critically important. Tex-tile and Apparel Sectors being spread far and wide in every nook and corner of the country not only provides wage and self-employment to millions of people but has the capacity to transform many clusters of rural economy if properly linked and nurtured.

The ATDC is a dedicated public Vocational training provider and has the largest number of exclusive training centres for the apparel sector and is argu-ably the single largest training provider for a specific vocational trade in India and has been the largest Nodal Agency for implemen-tation of a MOT’s Skill Development scheme, i.e. ISDS during 2010-2017.

ATDC’s Vision is encapsulated in “Imparting Skills and Improving Lives” and its mission is to train skilled workforce for the rapidly growing export and domes-tic sectors of the Apparel Industry and to upgrade the technical skills to improve quality, productivity and efficiency in a global context.

ATDC has a bouquet of short-mid and longer dura-tion courses which cover shopfloor, supervisory & managerial level trainings / courses within the edu-cation and training eco-system i.e. SMART Training Programmes takes care of courses of 1 month to 4 month duration (NSQF 01-03) and ATDC Vocation-al Institutes (NSQF 04-07).

ATDC following a two pronged strategy of consolidating and raising the bar of quality, offers Short Term Trade Programs under ISDS, MOT, GOI (ATDC-SMART) and  Long Term (AVI) Pro-grams through the ATDC Vocational Institute,

The SMART fast-track curricula helps in bringing out a more scientific approach to training of shop-floor workforce. “SMART” has become the SMART choice for the women, youth and disadvantaged sections of the society as it provides vocational training even to 5th – 8th standard dropouts.

ATDC Vocational Institutes offers long term programs which are a vital part of the vocational training system for careers in apparel, fashion and textile leading to award of Certificate, Diploma and Advance Diploma by ATDC and certification through MSDE, AMH –SSC etc. to provide qualified personnel to the Apparel Industry.

Bachelor Degree Programmes

ATDC had signed a significant MoU with AICTE on 31st  December, 2014 for implementation of new generation B.Voc Programmes in Apparel-Fash-ion-Textiles under the National Skill Qualification Framework (NSQF). 30 ATDCs were approved by AICTE as Skill Knowledge Provider (SKP) and the

MoU facilitated ATDC to join hands with a “Uni-versity” for offering 3 years Bachelor Degree Pro-grammes. ATDC has collaborated with Rajiv Gandhi National Institute of Youth Development (RGNIYD), an Institute of National Importance (INI) under an Act of Parliament 35/2012, and had started B.Voc AME and B.Voc FDR from July 2015.  At present 557 students are enrolled with 521 under training at 20 ATDC-SKPs.  The MoU with the AICTE was for a pe-riod of 3 years i.e. till 31st December, 2017.

AICTE subsequently accorded extension of approval to 30 ATDCs as Skill Knowledge Pro-vider (SKP) under NSQF for a further period of 3 years w.e.f. 31st December, 2017 till 31st December, 2020 on existing Terms and conditions vide its letter no. F.No. 2-2/D-SDC/ATDC-SKP/2017 dated  9th April 2018. The MoU with RGNIYD was signed on 14th  June, 2015 for a period of 6 years i.e. till 14th  June, 2021 and with the extension of MoU with AICTE till 31st December, 2020, ATDC has necessary approvals in place to offer 3 years B.Voc Programmes for 2018-19, 2019-20 and 2020-21 Admission sessions.

20 ATDC-SKPs are presently offering B.Voc Programmes and 521 students are under training in these ATDC-HUBs.  July 2018 session is the 4th year of admissions in the B.Voc Degree courses and 4 new ATDC-HUBs at Tirupur, Bhopal, and Patna & Dilshad Garden are being added in terms of infra-structure & faculty resources to start the longer duration courses. About 300 new admissions have been confirmed for 2018-19 Academic session. The first batches of B.Voc students are ready for the 1st Convocation during the year. These students have bagged good placements in Garment and Retail Industries.

ATDC B. VoC progrAMMe (skill levels 05-07)

ATDC has collaborated with Rajiv Gandhi National Institute of Youth Development (RGNIYD), an Institute of National Impor-tance (INI under the Act of Parliament no. 35/2012) to offer B. Voc Programmes. ATDC has signed an MoU with All India Coun-cil of Technical Education (AICTE) to offer

 B.Voc in Apparel Manufacturing & Entrepreneurship and B.Voc in Fashion Design & Retail.

As per the scheme, for award of Diploma/Advance Diploma /Degree, the “Vocational Credits” granted by SKP and “General Credits” granted by University are to be collated. Accordingly, ATDC has Collaborated with Rajiv Gandhi National Institute of

Youth Development (RGNIYD) to impart Level 5, 6 and 7 of the NSQF as SKPs.

Rajiv Gandhi National Institute of Youth Development (RGNIYD) offers UG & PG Programmes in the area of Youth Development. RGNIYD has announced B.Voc Programmes in collaboration with ATDC has from the Academic Session July 2015-16 awards including for 2018-19 (refer RGNIYD website: www.rgniyd.gov.in).

The new generation courses are offered at select 20 up-graded ATDCs recommended and approved by AICTE as “Skill Knowledge Provider” (SKP’s ) located close to Apparel Tex-tile Clusters which are ATDCs at Jaipur, Okhla, Noida, Gurga-on, Faridabad, Bangalore, Hyderabad, Kolkata, Bhubaneswar,

Chhindwara , Indore, Surat, Mumbai, Kannur, Thiruvanan-thapuram, Raipur, Ludhiana and Ranchi and also through ATDC Chandigarh in the RGNIYD provided built-up space at Punjab Engineering College (PEC) Campus in Sector-12 Chandigarh. At present 552 candidates are enrolled and are under training at 20 ATDC-SKPs across the country.

65 ATDC Vocational Institutes (AVI) impart longer duration courses aligned with Nation-al Skill Qualification Framework (NSQF) level 4 to 7 as per Common Norms prescribed by the Ministry of Skill Development & Entrepre-neurship (MSDE). These students trained are readily absorbed in the Apparel Industry both in Export and Domestic Sectors. Students have been also placed in garments units abroad with the requisite skills sets. About 1600 Direct-Fees paying candidates were enrolled during 2017-18. AVI courses were also offered under various sponsored training programs, like NBCFDC,

NSKFDC, NULM, RECL, TNSDC, ASAP and other State Skill Missions.

GAP INC.USAAVI has offered scholarship scheme for about 100 students undertaking long term pro-grammes through GAP INC.USA for the first time. “Merit-cum-means scholarship” for the women candidates, offered by GAP has been helpful in bringing the meritorious students from weaker sections to take advantage of these programmes & build their careers in Ap-parel field.

ATDC TrAining oF TrAiners (ToT) ACADeMies

ATDC, has been systematically upgrading the training infrastructure, pedagogy, industry relevant curricula and system has emphasized the need for high-qual-ity trainers who would make a world of difference for building –up sound quality of the training programmes which will differentiate ATDC among the competitors as well as the minds of potential candidates.

ATDC in a pioneering initiative had set-up 3 Training of Trainers’ Academies in Gurgaon (NCR),

Thiruvananthapuram (Kerala) and Chhindwara (MP) since 2011 and the Academies have been actively formulating strategies and establishing methodol-ogies for development of Course Contents, Digital Contents, Soft Skill Modules, Conducting Training Pro-grammes and establishing technical collaborations to introduce emerging concepts like lean management, productivity improvement etc.

For a high level visit of Mr. David Hayer, President, Gap Foundation and SVP of Global Sustainability with his team Mr. Pal-lab Banerjee, Vice President, Gap India, Mr. Deep-ak Kini, Director Finance, Mr. Elvis Frances, Direc-tor & Mr. Prashant Das, Manager, P.A.C.E Global Initiative at ATDC Head Office on 5 Sept’2017 to review ATDC training initiatives and capability to implement their internationally recognized Life-skills education programme “Personal Ad-vancement & Career Enhancement” (P.A.C.E.). The Gap Inc. P.A.C.E. has been implemented globally across 12 countries including India. To enhance

the scale of the Gap Inc. P.A.C.E. program GIS In-dia has approached ATDC for up-skilling a large number of its candidates undergoing training at ATDCs across India by focusing on soft / life skills training useful to provide add-on life skills that will help students to advance in the workplace and in their personal lives apart from the technical skills supporting in building confidence & endurance for factory environment workplace.

After successful and impactful results of the P.A.C.E Pilot project implemented at AT-DC-NCR, ATDC has planned to take it for-

ward into a full-fledged Roll-Out across India in 2 phases with 10 states of India for the first year and another 10 in the 2nd year with mu-tually consent. The proposal of undertaking the P.A.C.E has been approved with the grant support. ATDC has proposed to build an inde-pendent & well equipped “ATDC-PA.C.E. Gap Inc. Train the Trainer (TTT) Central” at 18 ATDC Hubs with about 74-80 ATDC PA.C.E Trainers who will be taking the P.A.C.E. training for ATDC internal trainees targeting about 11,000 candidates during 2018-19 and ATDC P.A.C.E Master Trainer wize conducting TOT for ATDC faculty & other Gap Inc. Training Providers in coordination to Gap Inc. Office.

gap inc. india office support to female candidates for undertaking vocational education 210 female candidates under the aTdC-gap scholarship Merit-cum-Means scheme January – July 2018 sessionThe proposal for the Merit-cum-Means Scholar-ship Scheme for 1 year AVI Female Candidates for admission in the January’18 & July’2018 session submitted for 100 & 110 candidates respectively on PAN-India basis has been approved by Gap International Sourcing India. The Scholarships are financial aid to deserving Female Candidates, based on laid down criteria to advance student’s interests in completion of the vocational/skill development course. Schol-arships also aim to motivate the existing & fu-ture enrolments and hope to embed the Gap Inc. P.A.C.E. credentials as part of the training content. ATDC-GAP Scholarships are instituted to help those women/girls who are talented, creative and those who deserve best in Tech-nical Vocational Education & Training but don’t have the means to prepare them. ATDC-GAP believes in rewarding the excellence achieved by meritorious female students in academic endeavors.

This scholarship is for young talented fe-male aspirants for admissions to candidates of AVI- long term programmes AMT & FDT (1040hrs).

ATDC is contributing to the marginal and disadvan-taged sections of the society by undertaking skill de-velopment programmes to the SC/ST, OBC, People with Disabilities (PWD) and Safai-Karamchari & train-ing them to become technically qualified personnel required for apparel industry converging skills in areas of quality & high productivity. ATDC with trainings / courses within the education and training eco-system offers shop-floor skilled work-force required in the ex-port and domestic garment industries i.e. SMART-AVI Training Programmes mostly of 3-6 months duration courses (Skill Level 01-04).

ATDC has successfully sought and received finan-cial support from several semi-government and other public sector organizations to train candidates from different sections of society. These efforts have helped youth & women, scheduled caste candidates, minority candidates and differently-abled candidates to enter the mainstream workforce.

During the current Financial Year i.e. 2017-18 sanc-tions of 3000 candidates belonging to different tar-get groups have been received from National level Apex Sponsoring organizations for skill development training under short-term courses at ATDC pan-India network directly and through CSR support of National Fertilizers Limited.

ATDC team is actively working on finding the right partners to achieve greater geographic spread and thereby enhance the number of candidates. ATDC aims at partnership arrangements with the right or-ganizational fit.

National Backward Classes Finance & Development Corporation (NBCFDC) Since, 2001, NBCFDC has been giving sanctions to ATDC for imparting Skill training to Backward Class candidates and approx. 30,000 Backward Class candidates sponsored by NBCFDC.

National Scheduled Castes Finance & Development Corporation (NSFDC): Since 2000, NSFDC has been giving sanction to ATDC for imparting skill training to Scheduled Caste candidates.  The ATDC’s pan-India network has so far trained over 30,000 SC candidates sponsored by NSFDC

National Safai Karamcharis Finance & Development Corporation (NSKFDC): Since, 2007, NSKFDC has been giving sanctions to ATDC for imparting skill training to safai karamcharis.  ATDC’s pan-India network has so far trained over 6000 safai-karamcharis sponsored by NSKFDC.

progress oF CollABorATions WiTH sTATe sKill DeVelopMenT Missions

1. uttar Pradesh skill development Mission (uPsdM)

A National Skill Development Policy was launched in 2009 with the aim of skilling 500 million persons by 2022. Under the National Plan, the State of Uttar Pradesh aims to skill over 4 million youth by the end of the 12th Five Year Plan. In order to achieve this tar-get and provide employable skills to the youth of the State, the Uttar Pradesh Skill Development Mission (UPSDM) has been instituted. Based on the learnings and experiences of other states, the Government of Uttar Pradesh has developed a unique structure for UPSDM. UPSDM acts as an integrated mission which combines the efforts of various State Departments in achieving the skill development targets for the State. UPSDM is the implementing agency for skill development targeted at enhancing employability in Uttar Pradesh, subsuming the targets of various State Departments such as Rural Development, Ur-ban Development, Labour, Minority Welfare, Social Welfare, etc. Established in 2013; mandated to co-ordinate all skill development initiatives, leveraging on State Skill Development Policy, UPSDM empan-eled Private Training Partners in addition to Govt. Training Partners for conducting skill development trainings.

An agreement between Uttar Pradesh Skill De-velopment Mission (UPSDM) & ATDC was signed on 8-11-2016 for training of 7750 youth over the proj-ect duration of 3 Years with first year target of 2300 youth in UP State for 24 SSC Courses along with Soft Skill Development Program known as “Employment Linked Skill Training Program”. As of now 8 ATDC Centres Lucknow, Kanpur, Unnao, Govindpuram, Barabanki, Bareilly, Pratapgarh Training under the & Noida have been registered on UPSDM Portal. In 8 centres 1100 Candidates were enrolled under various courses in FY: 2017-18.In current FY 2018-19 total 361 candidates have been enrolled.

2. additional skill acquisition Program (asaP) kerala

The Kerala State, has embarked upon an ambitious project named State Skill Development Project to equip its young population with skills in cutting edge sectors in order to effectively alleviate the unemploy-ment problem in the state. The project combines both preventive (Additional Skill Acquisition Programme - ASAP) and curative approaches (Additional Skill En-hancement Programme). On the preventive side, the General and Higher Education Departments together will implement the Additional Skill Acquisition Pro-gramme (ASAP) to amplify working hands in different sectors of the economy, by providing additional skill sets to students along with their regular courses. In the curative part, Additional Skill Enhancement Pro-gramme (ASEP), under the leadership of Labour and Local Self Government Departments, is envisaged to encompass skill development and grooming initiatives for unemployed persons registered in the Employment Exchanges across the State.

ATDC AWARDED - BEST PERFORMING INSTITUTE

ASAP is a joint initiative by Higher Education Depart-ment and General Education Department of Govt. of Kerala in order to offer vocational training to Higher Secondary Schools & Colleges across Kerala. ASAP has special summer skill Programmes (April to June) and regular inter passed with Academic schedules on weekends during their academic year (Second Satur-day & Sunday). Sanction of 1527 Candidates has been received for FY-2017-18 & all Candidates are enrolled in 53 Batches. During FY 2018-19 sanctioned received on 28th March 2018 for 1200 candidates.

ATDC has been conferred with “Best Training Ser-vice Provider “on 18th July 2017 at a function held at Mascot Hotel Thiruvananthapuram. The award was decided after considering the 30 parameters of ‘key performance area’ across various TSPs of all skill sec-tors.

 3. rajasthan state National Urban Livelihoods Mission (NULM) was launched by the Ministry of Housing and Urban Pov-erty Alleviation (MHUPA), Government of India in 23rd September, 2013 by replacing the existing Swarna Jayanti Shahari Rozgar Yojana (SJSRY).The NULM will focus on organizing urban poor in their strong grass-roots level institutions, creating opportunities for skill development leading to market-based employment and helping them to set up self-employment venture by ensuring easy access to credit. The Mission is aimed

at providing shelter equipped with essential services to the urban homeless in a phased manner. In addi-tion, the Mission would also address livelihood con-cerns of the urban street vendors.Target Population: The primary target of NULM is the urban poor, includ-ing the urban homeless.

MOU for training 3000 Candidates signed on 28-02-2017 with Local Self Department, Govt. of Rajas-than under DAY-NULM ESTP Scheme for FY: 2017-18. Out of 3000 Candidates, 1446 Candidates were en-rolled. For the FY 2018-19 fresh MOU has been signed on 27th June 2018 for 2000 candidates & up to 14th Aug 2018 total candidates enrolled are 500 in 10 Cen-tres (ATDC Balotra , ATDC Bundi , ATDC Chittorgarh , ATDC Dausa , ATDC Jodhpur , ATDC Ladnu , ATDC Malviya Nagat , ATDC Sitapura , ATDC Udaipur & ATDC Bikaner

Maharashtra State Skill Development Society has been registered on 15th February 2011 under the Soci-eties Registration Act 1860. The Society is the Nodal Agency for planning, coordination, execution & mon-itoring of Skill Development Initiative of Government of Maharashtra. The society is functioning under the Skill Development and Entrepreneurship Department, Government of Maharashtra. All the Skill Development schemes of various departments of Government of Maharashtra are integrated and implemented through the active coordination under the single umbrella of this society.

Training of 5000 Candidates over period of 3 Years ending on 31 March 2019 with NCVT/SSC Certification is in process. Navi Mumbai Centre has already been registered on MSSDS Portal & SMO Batch TBN No. of 25 candidates received. The candidates are being selected through Navi Mumbai Municipal Corporation under NULM. Another batch of 44 candidates under Pramod Mahajan Kaushalya Vikas Yojana has also been registered & awaiting for TBN No. Registration of five other Centres on MSSDS Portal is in process. An-other MOU with Department of Municipal Corporation, Mumbai has been signed to train 10000 candidates for three years in a phased manner under National Urban Livelihood Mission, under DAY-NULM ESTP Scheme. In this financial year 2017-18, 2500 candidates have been sanctioned out of which 555 candidates were

enrolled. In 2018-19 total 248 candidates have been enrolled in 6 Centres.

5. Madhya Pradesh state skill development Mission- MPssdM

Madhya Pradesh State Skill Development Mission is the nodal agency for Skill Development in the State. The mission is registered as a Society under the Mad-hya Pradesh Societies Registration Act, 1973 and aims at developing the State level agenda for skilling, coor-dinating and guiding other departments engaged in implementing skill development programmes in the state.

MoU has been signed with MPSSDM on 11th May 2017 to train 9030 Candidates covering 16 Districts under Maukhya Mantri Kaushal Samvardhan Yoja-na (MMKSY) and Maukhaya Mantri Kaushaya Yojana (MMKY) in state of MP. During FY 2017-18 total 201 candidates were enrolled in 2 Centres & 230 candi-dates have been enrolled in FY 2018-19, respectively in 5 Centres

6. Bihar state skill development Mission (BsdM)

Bihar Skill Development Mission (BSDM) was consti-tuted in the year 2010 with the vision to increase the capacity & capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet the growing demand for skilled manpower.

ATDC has registered 4 centres of Bihar (Patna, Chapra, Gaya & Hazipur) as Domain Skill Development Centres under BSDM against the advt. released in Newspaper. Online registration was done for imple-mentation of technical training under Apparel Sector to the Youth of Bihar. ATDC has received sanctioned order dated: 14th march 2018 for training of 3850 Can-didates to Industry Department under BSDM & await-ing for the sanction.

A meeting was held on 21st Sept. 2017 at Vikas Bha-wan Patna chaired by Principal Secretary Dr. S. Sid-dharth, I.A.S & attended by DG & CEO ATDC, Dr.Darlie Koshy along with ATDC officials & officials of BSDM & Industry Department Bihar. During the meeting DG & CEO, ATDC had requested to consider revised Cost

Norms for all ATDC Courses under Category -1 as per Common Norms notification of MSDE. After detailed discussions with Principal Secretary the necessary di-rections were given to Industry department & BSDM for considering the above matter.

7. Maukhya Mantri kaushal Vikas yojna (MMkVy)

Under Chhattisgarh State Skill Development Author-ity (CSSDA) Chhattisgarh- 3 ATDC centres Raipur, Bhilai and Rajnandgaon have been registered under MMKVY portal to train candidates for courses of more than 4 months of duration under MES/MMKVY & now 244 Candidates are enrolled during FY 2017-18 & for FY 2018-19 , total 79 candidates have been enrolled at ATDC Raipur Centre.

8. Tamil nadu skill development Corporation

Tamil Nadu Skill Development Corporation was reg-istered as a non-profit, Section 25 Company under Companies Act in the year 2013 to address the Skill Gap Requirement and to expand the ambit of its func-tions. Initially, it was formed as Tamil Nadu Skill Gap requirements Development Mission in 2009 and later converted as Society followed by incorporation as a Company under the Companies Act.

Hence the State Government of Tamil Nadu has de-clared the Tamil Nadu Skill Development Corporation as a Nodal Agency for entire state in the year 2013.

Sanction of 7050 Candidates training from TNSDC in Tamil Nadu has been received & out of which 2443 Candidates are already enrolled in 24 ATDC Centres across Tamil Nadu. During FY 2018-19 total candidates enrolled 1929 in 27 Centres. Out of 27 Centres 4 are in-factory Centres

9. west Bengal swarojgar Corporation limited

The State Government vide resolution no. 83-SH/2P/Prs-15/2009 dated 20th February 2009, formed a Corporation in the name of West Bengal Swarojgar Corporation Limited and in conformity with the erst-while Companies Act, 1956, presently replaced by the Companies Act, 2013.

Sanction Orders of total 1300 Candidates has been received from WBSCL for various course for financial year 2017-18. 609 Candidates are en-rolled in 9 centres & during FY 2018-19 total 171 candidates have been enrolled in 3 centres.

10. MEPMa andhra Pradesh The Mission for Elimination of Poverty in Munic-ipal Areas (MEPMA) is a Government of AP So-ciety forming part of Department of Municipal Administration & Urban Development. It was launched on 1st September, 2007 Hon’ble Chief Minister of Andhra Pradesh is the Chairman of Governing body.

MEPMA, Andhra Pradesh has sanctioned 520 Candidates recently for four Andhra Districts. Out of 520 Candidates about 70 Candidates have been enrolled in Vishakhapatnam Centre.

11. Centre of Entrepreneurship development, gujarat

Sanction has been received from CED to train 400 Candidates under ISDS of MOT for different ATDC centres in Gujarat, out of which 372candi-

dates were enrolled during FY 2017-18 & further for FY 2018-19, a fresh MOU has been signed with DAY-NULM for training of 800 Candidates on 03rd July 2018.

12. Chief Minister’s kaushalya karnataka yojne (CMkky) karnataka

Kaushalkar.com is the web-portal of Skill Devel-opment Entrepreneurship and Livelihood (SDEL) Department under the leadership of Honorable Chief Minister of Karnataka.

The government of Karnataka has set up the Skill Development, Entrepreneurship and Liveli-hood Department (SDEL) to help the youth to acquire necessary skills and expertise to increase their employability.

a. Csr Partnership with M/s. wacker Metroark Chemicals Pvt. ltd. (wMC), kolkataSatisfied with the success of 1st ATDC- WMC partner-ship at ATDC - Kolkata WMC has come forward on a bigger scale to sponsor the course fee of 25 candi-dates in One Year Apparel Manufacturing Technology (AMT) diploma course at ATDC-Okhla, New Delhi. The 1st semester of the course is over and all 25 candidates have moved to the 2nd semester. The sponsored course is running smoothly at ATDC Okhla.

aTdC-rECl-Csr PartnershipATDC-RECL long-term CSR project has been imple-mented at 12 ATDC locations Pan-India. The 3rd Party Assessment of candidates undertaking training under the above project has been done and wherever results have been declared, their Industry Placement is in pro-cess. The project will close with the Impact Study of above training program, once the target of placement is achieved. The Sponsoring Agency is satisfied with the progress of the project.

gree course at ATDC-Chandigarh and 10 candidates for 1 year Apparel Man-ufacturing Technology (AMT) diploma course at ATDC-Ludhiana.

From the beginning of undertaking of above project ATDC took extra care to maintain stringent quality require-ments expected by M/s. Groz-Beckert Asia Pvt. Ltd. (GBA) and satisfied with the quality training, M/s. GBA have fur-ther sponsored a larger project for 120 candidates in 7 states, M/s. GBA are closely and actively associated with ATDC to ensure the quality of training right from selection of the candidates to punctuality in attendance and actu-al training.

d. aTdC-Csr partnership with M/s. Tynor orthotics Pvt. ltd, Mohali a Med-ical Textile Manufactur-ing-Exporting Company

ATDC had approached M/s. Tynor for CSR-partnership for B.Voc candidates at ATDC-Chandigarh and looking at ATDC’s record, M/s. Tynor have not only agreed to ATDC’s request for CSR partnership but have also employed 04 ATDC trained candidates in their company through rigorous recruit-ment process. The association, though has started in a small way is likely to scale up in future.

The basics of ATDC’s CSR Initiatives are the selection of meritorious candidates belonging to poor fami-lies who in-spite of being meritorious, are not able to pursue their further studies due to economic reasons. Under ATDC-CSR Initiatives, help is extended to such candidates belonging to weaker sections of the society through funding of their course fee under CSR endeavor of various PSUs/Companies. On completion of training, ATDC helps them getting wage employment extending succor to the disadvantaged sections of the society. Each person trained would help a family of 3-5 mem-bers on gainful employment which would have a ripple effect on quality of lives of poor people and thus would meet the CSR objectives of the funding agency too.

Baseline survey on potential of skill development and Employment in apparel sectors in 9 states of indiaRural Electrification Corporation Limited (RECL), a Mini Navratna Company and one of the leading Public Sec-

tor Enterprises of the Govt. of India, under administra-tive control of Ministry of Power, has sponsored under their CSR initiatives, the training of 540 candidates be-longing to weaker sections of the society in 6 months (Production Supervisor Sewing/Apparel Pattern Mak-ing Basic) course to be conducted at ATDC Centres in 9 States Pan-India.

As a pre-requisite for CSR funding of the project, it was desired by RECL to conduct a Baseline Survey in the targeted states, for potential of skill development and employment in Apparel Sector.

The task of survey was given to an IICA (Indian In-stitute of Corporate Affairs), empaneled agency who conducted the survey in terms of Scope of Work and Terms of Reference given to the agency.

The 9 States covered were Himachal, Chandi-garh, Punjab, Odisha, Gujarat, West Bengal, Haryana, Jharkhand and Bihar. The Baseline Survey Report was submitted by the agency on 27th September, 2017.The Baseline Survey Report was released during the

area for potential candidates.

ii. Members by gender

Out of 1531 persons covered, about 53% were females.

iii. social structureAmong the 390 households covered, the share of var-ious categories was as under:-SC-33.6%, ST-2.6%, OBC-27.9%, Minority-18.2%, and others (General etc.)-17.7%.

iV. Economic statusOut of 390 households covered, 87.7% belonged to BPL category. Income level was estimated based on possession of assets.

V. youth’s awareness about aTdC and source of awareness98.5% of youths surveyed were aware of ATDC. About 61% of such awareness was though friends, 17% of awareness was gained from relatives and rest from the other sources.

Findings of the Baseline Survey in brief:

i. area of CoverageThe survey was conducted in 9 states i.e. Punjab, Chandigarh, Himachal Pradesh, Odisha, Gujarat, West Bengal, Haryana, Jharkhand & Bihar. 14 ATDC centres in these states were covered and 52 sampling units, 390 households, 452 youth. 13 District Stakeholders and 52 opinion leaders were surveyed. 73% of the population in the targeted area was urban papulation. The survey was carried out up to around 20 KMs pe-riphery of the respective ATDC centres, the catchment

iX. stakeholder’s perception on demand and supply of trained workforce in apparel sectorThe survey revealed that there was Poor to Good sup-ply of trained workforce in Apparel Sector. Most of the Apparel Units in the area commented on insufficient supply of skilled workforce, as against demand. As such there was great demand of trained youths in the targeted locations.

X. status of Vocational infrastructure at Project locationsATDC was found to be on top among the various Vo-cational Institutions in the areas surveyed.

Xi. availability of ‘self-Help groups’ and potential to absorb skilled Candidates The Survey Report revealed over one lakh Self-Help Groups in the surveyed areas. Survey has revealed that enterprise characteristic of the Self Help Groups (SHGs) in Apparel Sector was negligible and thus there was poor potential to absorb skilled workers in Apparel Sector SHGs as employees. As such there was ample scope to nurture the SHGs in the form of enterprises by skilling and linking them with Apparel Training and Manufacturing units. It was pointed out that ATDC could further tap the tremendous potential of such Self-Help Groups.

Vi. youth’s potential / intention to join apparel related skill TrainingMost of surveyed youths belonged to deprived com-munities, making their entry into job market just after completion of secondary or higher secondary educa-tion for their households livelihood.Out of 452 youths covered, 91.6% were willing to join Apparel related Skill Training at ATDC, for dignified employment. As such there was huge potential to get candidates for training in ATDC courses, in targeted areas.

Vii. youth’s need assessment of skill/Courses-31.2% of youths surveyed, were interested to join Fash-ion Design course, 30% Production Supervisor and rest, other streams.

The Training of Trainers Academy (ATDC-ToT Acad-emy) is an ATDC initiative with the key objective to upgrade the Knowledge Base and Skill Levels of ATDC Faculty Resources and Industry Personnel in the Apparel Industry while providing better quality trainers/supervisors for industry. Various activities undertaken by ATDC-ToT Academy were as under:

(i) Training of TrainErs (ToT) of various implementing agencies (ias) of skill Training Projects:ATDC-ToT Academy had signed a MOU dated 14th June, 2017 with Apparel, Made-ups & Home furnishing Sector Skill Council (AMH-SSC) for conducting the Training of Trainers of authorized Training Partners (TPs) of various State Skill De-velopment Missions, PMKVY, ASAP etc. ATDC-ToT Academy under the provisions of above MoU, has conducted 44 AMH-SSC ToTs, covering the training of 1251 trainers of 467 authorized Training Partners including the training of 125 ATDC’s own trainers.

For conducting the above ToTs, ATDC-ToT Academy has a pool of 40 SSC Certified Master Trainers and 101 SSC Certified Faculty Trainers in North, South, East and West zones to take care of training of trainers in all regions.

Based on the capacity and capability of ATDC-ToT Academy, M/s Raymond an International Brand, has awarded a prestigious project to ATDC for Advance Level Customised Training Program for their Master Tailors/Supervisors.

For this purpose, first ATDC’s selected Trainers were imparted ToT by Raymond’s Capability Team and then such trained ATDC Trainers conducted Advance Level Training of 294 Master Tailors/Supervisors of Raymond’s Network at 12 locations PAN India viz Kolk-ata, Bengaluru, Chennai (Guindy), Hyderabad, Nashik, Mumbai, Ahmedabad, Delhi/NCR, Jaipur, Jamshedpur, Pune and Patna.

(iii) Technical intervention Program for members of garment Clusters:Government of Maharashtra has notified certain Garment Clusters in Maharashtra, for the growth of garment industry in clusters. ATDC has been chosen by the state government authorities for conducting ‘Technical Intervention Program’ for cluster members of such garment clusters and accordingly three Technical Intervention Pro-grams were organised for cluster members of Parbhani, Nanded and Aurangabad.

The Technical Intervention Programs were well appreciated by cluster members and government authorities.

DDU-GKY, Flagship scheme of Ministry of Rural Development (MoRD), GoI, is envisaged to impart training for longer term vocational skill courses of 576 hrs to 2500 hrs to enhance wage-employment opportunities to the rural youth. As per the MoU with MoRD, ATDC has been recognized as broadly Govt Category Training Public Training Institute with Pan India Operations.Further considering ATDC’s average turnover of Rs.34.02 Crores for last 3 years, ATDC is eligible for submission of Skill Training project applications to the tune of Rs. 136.10 Crores subject to the maximum cap of Rs.15 Crores (aprx) for each state subject to each specific PAC approval and signing of MOU’s.So far, ATDC’s have submitted proposals with 12 states and have made significant progress towards appraisal and approval of proposals as under:

1. Odisha: PAC meeting has approved an initially target of 475 candidates for 1st year would be sanctioned with Residential fa-cilities to begin with at 4 existing ATDC Centres i.e. Bhubaneswar, Cuttack, Rourkela and Baripada 2. Jammu & Kashmir: Pursuant to the visit of Hon’ble Minister of Rural Development, Govt of J&K to ATDC NHO, residential proj-ect proposal for 1500 candidates,to be trained at 3 Centres in NCR i.e. Dwarka, Rohini & Faridabad over next 3 years is under approval process..3. Telangana: Target of 200 candidates with Residential facili-ties would be sanctioned for 1st year. Formal sanction is awaited.4. Uttrakhand: The Project Management Unit (PMU) has indi-cated that initially Residential Proposal for 555 candidates for 1st

year only would be considered. Accordingly, in view of limited training resources in Uttrakhand, revised residential proposal has now been submitted for training at 2 Centres in Uttra-khand i.e. Kashipur and Dwarahaat and 1 Centre in NCR i.e. Dwarka. The proposal has been cleared by the “Project Ap-proval Committee” meeting. 5. West Bengal: Non-Residential project proposal for 1975 can-didates to be trained over 3 years has been submitted.In-prin-ciple approval of PAC has given has been received and formal sanction is awaited. 6. Jharkhand: Residential project proposal for 1200 candidates has been submitted to be implemented in 6 districts i.e. Ran-chi, Lohardaga, Purbi Singhbhum, Koderma and Deoghar in Jharkhand for the next 3 years. The proposal has been cleared for “Initial Screening” Project Approval Committee” meeting for final approvals. 7. Bihar: The PAC meeting held on 6th-7th August, 2018 it to convert the proposal to 4-5 districts with “Residential” facilities. Sanction order is being awaited to submit revised “Residential” proposal and initiate process for various formalities for signing the MOU and opening of “Dedicated Escrow Bank Account”. 8. Punjab: An Initial target of 500 candidates is being sanc-tioned for 1st year only. Formal sanction is awaited.9. Gujarat: Non-Residential proposal for 1800 candidates, was submitted. Awaiting schedule of state “Project Approval Com-mittee” meeting for final approvals. 10. Haryana: The state govt. has conveyed that the state has already exhausted their targets and awaiting fresh targets from MoRD to consider our proposal.11. Andhra Pradesh: It has been conveyed that state has already exhausted their targets and awaiting fresh targets from MoRD to consider our proposal.12. Himachal Pradesh: It has been conveyed that ATDC may resubmit the proposal against their fresh EOI which will be floated shortly.

As soon as PAC’s approvals are received and MoU’s with respective states get executed, appropriate steps would be taken up to augment the training resources like branding centres with DDU-GKY guidelines, requisite experienced SSC certified faculty, IT and other infrastructure etc. to commence the training programs in a time bound manner which will change ATDC’s overall performance to another level.

Gradually, seeing the effective mobilization and implemen-tation of DDU-GKY projects along with SCBTS & State Mission targets, fresh proposals would be taken up for states lacking sufficient training targets, to optimize and utilize the existing training resources and infrastructure.

Voc students showcased their talent and skills of combining Design, Crafts with Innovative styles. Students identified local textiles and crafts and prepared a range of garments depicting the crafts of the region. The collections were prepared and submitted by selected ATDC Centres, from Northern, Eastern, Western & Southern states. The show was conducted on 25th May, 2018 at Hotel Conrad, Bengaluru and received a huge applause from fashion fraternity.

Dr. Darlie Koshy, DG & CEO, ATDC and the Committee Chairman of NISTI (TI, UK) signed an MOU on 27th March, 2018 to launch NISTI-ATDC collaborative programmes for Textile & Apparel(T&A) industry linked Continuing Education(CE) Programmes which will build the ‘knowledge workforce’ and managers in the ‘Textile & Apparel Value Chain’. Under this Division, following initiatives will be taken:

(i) ATDC will initially will take up six short-courses (jointly selected) under this initiative and the repertoire can be expanded through mutual discussions.

(ii) ATDC will seek license approval from TI, UK

for using the ‘Monogram’, ‘Logo’ etc., on the Certificates subject to the courses being of-fered jointly with NISTI.

(iii) ATDC will initially launch select programmes at

our ATDC Centres close to the Textile / Appar-el Clusters and the final list of centres where the programmes are going to be offered will be part of the Annexures to the MoU being proposed between NISTI & ATDC.

The workshop mainly covered Monitoring Key Performance Indicators (KPIs) to drive margin delivery across the ‘Go To Market cycle’ is key to any fashion business. Understanding what to keep an eye on, right from the beginning of their career will help establish graduating fashion and retail students as high performing employees in their organization. ATDC Thiruvananthapuram was approached by Kannur International Airport to design a Uniform for their entire newly appointed staff, which was well executed by ATDC-IAM Cell and was delivered in time.

Krala’s fourth international airport, at Kannur, that is expected to serve more than 1.5 million passengers annually has commenced its operations.With the opening of Kannur International Airport Ltd (KIAL),

Kerala will be the only state in the country to have four international airports with the others at Thiruvananthapuram, Kochi and Kozhikode.

Being an international airport, they planned to introduce a common office uniform among its employees. It was decided that the proposed uniform should be unique in color and design.

The management team approached NIFT first, being a premium fashion design institute for designing of uniforms for its upcoming International Airport. However the KIAL was not happy with the results submitted by the students and decided to approach Apparel Training & Design Centre (ATDC), known to have a strong foothold in design and technical aspects. Since ATDC is having 200 ATDC centres all over the country, KIAL first approached ATDC Kannur and was directed to

finalise select the best suitable design out of the submitted models. Once the design and shade is finalized, ATDC shall assist in the production as per the required quantities and size. The uniform designs should look into the need to minimize the environmental impact of the uniform’s production. The new uniform will consist of the signature elements as specified in design briefs and, at the same time, incorporating new elements that make a fashion statement and must support the progressive nature of the brand.

India International Garment Fair (IIGF) is now one of the established fair in the international apparel fairs arena. This was 61st edition of IIGF which was held from 16th to 18th July 2018 at India Expo Centre & Mart, Greater Noida. ATDC showcased the theme

“Converge” in its 32 Sqmts of space, which mainly consisted of showcase of collections of B. Voc final year graduates. The collections were earlier show-cased at the Bangalore at Hotel Conrad, during Times Fashion Week Participation on 25th May, 2018.

Honorable Sr. Vice Chairman Sri Rakesh Vaid, inaugurated the ATDC Denim Pavilion at Gartex India in the presence of Gaurav Jeet Singh, Director Gartex India. Gartex India is a compre-hensive tradeshow on garmenting & textile machinery and is targeted to address the interests of those who wish to reach out to the textile and garment machinery & accessories market in India. Gartex fair was organised from 18th to 20th August, 2018 at Praga-ti Maidan, New Delhi. Gartex tied up with ATDC to be their knowledge part-ner for the fair having its knowledge base and reach across pan India. Dr. Koshy on this occasion, deliberated on the emergence of the fourth industrial revolution com-monly termed as “Industry 4.0” the current trend of automation and data exchange in manufactur-ing technologies, which includes cyber-physical systems, the Internet sort of things, cloud com-puting, cognitive computing and robotics in pro-duction. ssC-ToT Program for Master Trainers/faculty Trainers’ Certification Two days Orientation and Assessment program for cer-tification of ATDC Master Trainers and Faculty Trainers by AMH-SSC was conducted at ATDC – KTM Centre of Excellence under the guidance of ATDC-ToT Academy, NHO, Gurugram. This program was conducted on 19th April 2018 & 20th April 2018. Total 18 ATDC Faculty Resources from Southern Region participated in this program and were assessed for 18 job roles. AMH-SSC certified Master Trainers and Faculty Trainers shall be subsequently used to conduct RPL/AMH-SSC TOT for various Training Agencies and other skill projects in Southern Region.

GROZ-BECKERT ASIA PVT LTD-CSR sponsored AMT Course at ATDC – KTM Centre of Excellence Tirupur:GBA, a German Company based at Chandi-garh and leading provider of Industrial nee-dles, precision components and tools as well as systems and services for the production and joining of textiles, has sponsored Course Fee and other expenses under their CSR ini-tiatives, for various courses at ATDC Centers in 7 states including one year AMT Diploma and 600 hours Sewing Machine Maintenance Course at ATDC – KTM Centre of Excellence Tirupur.

Selection of candidates for the above Courses was done by a Team of GBA Chan-digarh and ATDC – KTM Centre of Excellence, Tirupur, on 10th and 11th July, 2018. Admis-sions for 20 selected candidates in Sewing Machine Maintenance and 9 candidates in one year AMT Diploma course are completed and the conduct of courses is being undertaken smoothly.

Launching of B. Voc program One of the objectives of ATDC-KTM Centre of Excellence is to conduct long term Vocation-al Training Programs including 3 years B. Voc Degree Course. In this context, the launching of B. Voc program at ATDC – KTM was done at 10.00 am on 13.08.2018. Shri. V. Elangovan (SNQS International) & Sri R. Ramu (Fashion Knits) the Executive Committee members of AEPC and LMC members of ATDC graced the occasion and motivated the students and par-ents for choosing a promising career.

Centralized Finance & Accounts Department at ATDCThe Finance Function plays a vital role in the success of any organization. This is because finance impact very segment of an organization’s operations and pro-grams. The Finance & Accounts Department of ATDC is committed to the objective of maintaining sound Financial and Accounting systems across all level of the organization, with high standard of accountability and transparency.

This is achieved with the help of having the stan-dardized policies and procedure with respect to ac-counting system, reporting system and a formalized Internal Control System and procedures at all the lev-els. All the systems are formally documented into pro-cedures manual which is followed across the organiza-tion. Further ATDC’s financial systems and procedures are regularly reviewed, upgraded and documented.

Ongoing orientation and training is provided to the finance and accounts staff across the organization to build capacities and further enhance effectiveness. The Finance & Accounts Department of ATDC is also committed to accountability and recognizes that to achieve this they must have a strong code of conduct towards is FSG / BOG / AGM members. In order to promote this the Finance & Accounts Department of ATDC provides FSG / BOG / AGM members with reg-ular reports on the performance of ATDC related to financial and accounting matters.

Financial Results Of ATDC For Financial year 2017-18The Financial Year 2017-18 was a tough year so far reve-nue generation was concerned as the MoT had abruptly

discontinued the ISDS (SMART) Project w.e.f February 7, 2017, thus affecting operations and cash flows across India.

Financial OutcomesWith a reduction in Revenues by Rs. 2.62 crore along with significant reduction in administrative and other Expenses in the FY 2017-18, ATDC has been able to achieve a modest Surplus of Rs. 1.07 crore in the fiscal year as compared to the Surplus of Rs. 0.58 crore in the previous FY 2016-17.

 3rd Party Assessment & CertificationThird-party assessment of candidates trained in ATDC is to have independent evaluation to provide an un-biased evaluation system. Such system also helps to improve the ability of individual as well as the organiza-tion. Since NSQF has been adopted in ATDC across the country, therefore, a standardize Assessment System has been adopted across all ATDC centres.

Till ISDS Main Phase, all candidates were getting assessed through Assessment Agencies appointed by RSA of ISDS i.e. Textiles Committee. After completion of Main Phase, ATDC has signed MoU with AMH-SSC and started getting each candidate assessed through AMH-SSC because as per Common Norms of MSDE, 3rd Party Assessment is mandatory. Each candidate trained by ATDC Pan- India whether sponsored or Direct, Cer-tificate Course, Diploma or B. VOC Degree in the F.Y. 2017-18 get assessed through AMH-SSC. Certificates are given to all successful candidates.

INDUSTRy PLACEMENT AND ALUMNI LINKAGESATDC training centres conduct placement workshops to prepare students to write applications, hone presenta-tion skills, face job interviews and aptitude tests so that they are ready to step into the industry on completing their course. After successful completion of the course, assistance is provided to students through the National Placement Cell at the ATDC National Head Office as well as other centres for suitable placement or self-employ-ment. The Placement Cell is very active in linking the industry.

‘Rozgar Melas’ and regional / local placement drives are also organized during which reputed companies take interview and recruit students. The ATDC network thus has a strong connection with the key apparel manufacturers and exporters through AEPC’s members, there are over 8,000 registered exporters. ATDC has formally signed an MOU with AEPC for better placement opportunity for our students. Most of the students find employment in different apparel units including Export, Domestic, Retail, E-Commerce sector and Overseas Organizations.

‘Rozgar Melas & Placement Meets’ are regularly con-ducted ‘Rozgar Melas’ in major catchment areas while taking the industry there to recruit candidates. In just 44 Melas wherein 220 companies have participated, over 5600 candidates have been selected and offered gainful employment. Report on HR 2017-18

Due to the closure of the ISDS SMART scheme in March 2017 and thereafter taking-up the State Skill Missions targets, overall review of total human resource was car-ried out to reach at optimum Faculty & Staff as required Centres in various States in a need based manner.  In order to keep trained and qualified teaching faculty

and to improve quality of education the 6th edition of Faculty Competency Test (FCT) has been conducted and the appointment / joining of selected faculty is being done in a phased manner as per specific re-quirements. Till date 63 candidates have been given appointment orders and 47 candidates have joined their duties at the respective Centres.

  The duly constituted DPC has recommended 63 employees for Rationalization of salary and 47 for Promotion to the next higher posts.

  The salary of Attendants and Machine Mechanics which was being paid under ‘Minimum Wages’ Act of the respective States has been converted back to CPS based Scales of Salary benefitting Group ‘D’ employees.

  Sanction of Annual Increment to the employees has been brought at par with the Central Government Policy i.e. on 1st January and 1st July instead of 1st April every year.

  Renewal of Group Medi-claim Policy for the year 2018-19 has been done for 440 lives with less annu-al premium (Approx. 20% less) and enhanced buffer amount and better terms.
