    ABSTRACT

    Md. Farid Ahmed, S241007003. I mplementation of E ducation Policy: Analysis ofM ohammad Monir uzzaman Miah Education Commission 2003 Poli cy Outcomes inBangladesh. Thesis: Postgraduates program of Sebelas Maret University Surakarta,Indonesia.

    This study was aimed at describing and exploring the education commission policy of Bangladesh to find out the reflections of outcomes in the MohammadMoniruzzam Miah education commission policy. The framework of the research studywas formulated around the aspects of responsible authority, education systemmanagement, education finance, education performance, and evaluation procedure. Inaddition, the comments these aspects from experts and implementations personnel werealso counted.

    The method used in this research is qualitative descriptive and time series methodand the sampling is using purposive sampling. The research took the location atBangladesh. The technique to get the data used documentation and interview study. Theinterview conducted directly with informant that regarded as competent of the problems.The observation conducted with observation at the object at Bangladesh. Documentationgot from repots books, notes of meeting, daily notes, etc.

    The result of research show that the MMM education commission policy the yearof 2003 on policy outcomes in Bangladesh has been implemented, but the results of theimplementation have not been optimal. The fund obtained has not been adequate tosystem management of general education in Bangladesh. 2003 to 2007 all level education

    are high dropout rate low enrolment rate and high education budget. Period of MMMeducation commission adult literacy rate are below 50% and education GDP are above2.1 %.

    The conclusion from this research that compliance aspect of conduction MMMeducation policy commission in Bangladesh had appropriate with conducted instructionand outcomes in Bangladesh. The MMM education policy was implements under generaleducation system management, Education Budget, and Education performance includingstudent enrolment, dropout, literacy and educational GDP. General and madrasaheducation system collaboration in the MMM education polices and plans. Therefore,Policy maker should consider issues of the MMM education commission policy ingeneral education systems in Bangladesh.
