The Communications and Activi-ties Committee is responsible for putting together our community newsletter and we are happy to announce that in the future the newsletter will be posted online. With more than 300 homes now in our community the cost of put-ting out the newsletter and mail-ing it to each homeowner is about $1000.00. Due to our budget we have only been able to send out the newsletter 2-3 times a year. In an effort to reduce costs and increase communication we are planning to publish the newslet-ter online only in the future. All homeowners and renters will be able to view the newsletter by going to the website, www.wood-streamcommunity.com

Homeowners that are interested in getting notification that a new newsletter is available need to login to the website. After signing in you need to click on My Preferences

(left side) and scroll down to the forth box and click on the box next to Association Announce-ments and make sure you click on Save Website Notifications Preferences.

If you have not signed in before, you will need your account num-ber from your HOA fee coupon book. If you have any questions about how to find this or have difficulty signing in the website, please contact Rebecca Lyons at [email protected] or by calling CMC Management at 703-631-7200.

We currently have 3 active com-mittees in the community. Get-ting involved with a committee is a great way to meet your neighbors and give back to the community you live in. If you are interested

in finding out more about joining a committee please contact the committee chairperson or fill out the Committee Candidate form and return it to Rebecca Lyons at CMC.

Hello Woodstream neighbors, If you would like to stay informed on the community happenings and activities please subscribe to the Communications Committee e-blasts by sending an e-mail  to [email protected] and enter “Subscribe” into the subject field.  Anyone who is on this lists receives e-mails, even renters who may not have access to the full community website. This email address is also the way to RSVP for community events. And don’t forget to find us on Facebook. Please slow down! The speed limit in our community is 25mph. If you see a vehicle speeding,

please send an email to Rebecca Lyons at CMC (and cc Trey Kennedy at [email protected] or Daniel Callison at [email protected])

In the email message explaining the incident include information about the route taken by the driver, the make/model, and color of

the vehicle, their address, and the car’s tag number if possible.

Please be especially careful when children are waiting for the bus. There have been at least two incidents in the last month when vehicles have nearly hit children waiting for or getting off the bus. Currently we have a school bus stop at the corner of Woodstream Blvd and

Pike Place. When a bus is stopped in the traffic circle vehicle traffic in all directions must stop. No cars should be entering the traffic circle when the bus is loading or unloading children. Information from the Stafford County Public Schools Transportation Services website states:

IT IS ILLEGAL TO PASS THE FLASHING RED TRAFFIC

WARNING LIGHTS OF A SCHOOL BUS THAT IS STOPPED TO TAKE

ON OR LET OFF STUDENTS.

Per Virginia State Law 46.2-844 The driver of a motor vehicle approaching from any direction a clearly marked school bus which

is stopped on any highway, private road or school driveway for the purpose of taking on or discharging children, in violation of 46.2-859, fails to stop and remain stopped until all such persons are clear of the highway, private road or school driveway, is subject to a civil penalty of $250.00.

LandscapingAt the Board meeting at the end of September there was a good bit of discussion related to the landscaping services the community receives from Valley Crest. A map of the community has been posted on our community website showing which areas are designated as common areas that Valley Crest is responsible for maintaining. Under All Documents, it is the last item titled LandscapeMaintenanceMap. The Board asks for you assistance in reporting any landscaping issues or areas being neglected by Valley Crest. Pool InformationThe Pool Committee would like to remind you to keep your pool pass cards in a safe place until next summer. Your pool pass will be reactivated next spring in time for pool season. Replacement cost will be $10.00 for each card that was previously issued. New neighbors will be given their original pool pass at no cost before pool season starts. More information about how to register will be included in the Spring newsletter.

Annual Meeting and Board Meetings

Woodstream Homeowners Asso-ciation meets quarterly for the Board of Director’s meeting. The next meeting will be December 7, 2011 at 6:30pm at the pool house. The meeting includes time for community member questions and comments. All homeowners are welcome and encouraged to attend.

Woodstream Residents,Dan and I attended the VDOT HOT/HOV Lane meeting and we would like to forward the following information to you. Keep in mind that nothing is final and the planning continues as challenges arise.

The HOV/HOT  lane extension project  will be starting in 2012 and  is  estimated to take 3 years  to construct. The project calls for changing the current 2-lane  HOV that runs from the Dumfries area up to Washington to 3-lanes, and extending a 2-lane portion down to Garrisonville Rd/610 -- our  neighborhood’s exit.  Also, the  current HOV  (High Occupancy Vehicle) lanes  will also provide drivers the capability to pay a toll to allow access to the roads. Vehicles that do not have the required 3-passengers to use the HOV lanes may pay a toll (prices will vary depending on the time of day, but VDOT expressed about $6/vehicle at peak times) making the current system HOT (High Occupancy Toll) compatible. VDOT shared that drivers will have EZpass devices in their vehicles that allow you to switch what category (HOV or HOT) you fall into with the flip of a switch. The devices are read automatically by scanners on the road and will keep traffic moving. Motorcycles will always be considered as HOV vehicles and will not be charged.

In the future the HOV/HOT system will continue expanding South to Route 3 in Fredericksburg. There are no dates associated with this part of the project, but planning/development has been going on for some time.

Here’s how it affects the Woodstream Community:

The number 1 concern expressed to the board from residents in the community is the increasing noise level. Currently VDOT has no plans for a sound wall for our neighborhood. The good news is that they did their study on the area a while back before many of our houses were built in the community. Project leaders will be conducting another study within the next 3 weeks in this area, and hopefully they will determine that a sound  barrier between the community and the Interstate  is necessary.

The board is currently planning the steps to take if the study is unsuccessful for the community. We are being proactive and have been consulting with legal and our county supervisors. Although it may not seem so, the community has legal rights, and we want to make sure that these are honored. We will keep you informed on the process.
