IMPORTANT NOTES FOR COVER, FACE
The Cover, Face is classified as a non-regulatory FDA product.
Basic materials:
The basic materials for the face cover(s) shall have no finishes (pure form) and shall meet the
requirements of the FACE PURCHASE DESCRIPTION GL-PD-20-05D, 12 June 2020, SUPERSEDING GL-PD-
20-05C dated 8 May 2020.
There shall not be any DEVIATION to the basic material and DO NOT USE any material fabric that are
treated e.g. wrinkle free, water resistance and/or any other treated base material.
Dyes and compounds containing elementary sulfur capable of oxidation to sulfuric acid shall not be
used. The dyed cloth shall be “Free” of labile sulfur when tested as specified in GL-PD-20-05D.
The finished face cover(s) shall not present a health hazard and shall show compatibility with prolonged,
direct skin contact when tested as specified in GL-PD-20-05D, 12 June 2020,.
Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens or
hazardous shall not be used.
The Operational Camouflage Pattern (OCP) is not available to the public. Printing of OCP requires a
license of one (1) or more U.S. Patents. For additional information regarding OCP please contact the
Department of the Army, Combat Capabilities Development Command Soldier Center, Office of
Research Technology Applications (ORTA), 10 General Greene Avenue, Natick MA 01760- 5019, ATTN:
FCDD-SCG-OB.
This information is approved for use by all Departments and Agencies of the Department of Defense
(DoD) and the Technical Data Package is being provided as an open source of information for others to
produce face covers.
To prevent health risk, there should be NO DEVIATION to the TDP.

The U.S. Army Combat Capabilities Development Command Soldier Center designed and developed Army Face Coverings based on the guidelines from the Center for Disease Control (CDC) and Department of Defense (DoD) to wear cloth face coverings when social distancing protocols could not be met. The face covering is not regulated by the FDA.
These scientific research, product design and development efforts were fully transitioned as Technical Design Package under Product Description (GL-PD-20-05B) for U.S. Army PEO Soldier, Project Manager Soldier Survivability, Product Manager Soldier Clothing and Individual Equipment to execute the acquisition procurement and production of an Army Face Covering for Soldiers.
FACE MASK CLASSIFICATION:The Face Covering is available in two (2) types, and six (6) classes, one (1) size fits all

PRODUCT DESIGN SYSTEM ATTRIBUTES: • Face covering designs and material requirements
were selected with the highest Soldier acceptance for form, fit and function, and without interferences to other head borne protection systems and ancillary components.
• Two cloth materials, Nylon/cotton blend and polyester/cotton blends were selected based on suitability of fabrics from past and current Soldier
related clothing development efforts. • Covering base material can be printed with multiple
Class designs (OCP, Tan 499, Black). • Both Types of Face Coverings have adjustable nose
bridges for achieving a snug fit and an elastic cord with barrel lock for adjusting and securing the face covering to the face;
• Face Covering is reusable by laundering. Soldiers can easily self-release the face cover via the barrel lock hardware. The fabric has a smooth hand for comfort on face.
OTHER DESIGN FOR PRODUCTION FACTORS:• Materials selection factors considered sourcing
readily available materials from industry with the ease of production and manufacturing.
• Material selection involved determinations through extensive material characterizations and textile testing to down select to these materials that do not have any chemical treatments to ensure highest possible safety considerations.

This purchase description is approved for use by all Department and Agencies of the Department of Defense (DoD). 1. SCOPE
1.1 Scope. This Purchase Description (PD) covers the requirements for face covers, which are intended for wear by military personnel. The face cover is not certified or tested by any Regulatory agency for a specialized level of protection.

3.1 Inspections. 3.1.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.2. 3.1.2 Conformance inspection. When specified (see 6.2), a sample shall be subjected to conformance inspection in accordance with 4.3. 3.2 Standard sample. The finished face cover(s) shall match the standard sample for shade and appearance, and shall, unless otherwise indicated, be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 6.4). 3.3 Recycled, recovered, environmentally preferable, or biobased materials. Recycled, recovered, environmentally preferable, or biobased materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. 3.4 Materials. 3.4.1 Basic materials. The basic materials for the face cover(s) shall have no finishes (pure form) and shall meet the requirements of Table I when tested as specified in 4.6. There are three (3) cloths available that are specified in Table I; Classes 1, 2 and 3 are a nylon/ cotton blend, Classes 4, 5 and 6 are a polyester/ cotton blend, and Class 7 is an inherently flame-resistant fabric. The colors shall be Tan 499 for Classes 1 and 4, Black for Classes 2 and 5, and Operational Camouflage Pattern (OCP) for Classes 3, 6, and 7, unless otherwise specified in the contract or solicitation.

none 3.4.1.1 Operational Camouflage Pattern (OCP) (Classes 3, 6 & 7). The cloth shall be either dyed to a ground shade matching Dark Cream 559 and then overprinted with the remaining six (6) colors Tan 525, Light Sage 560, Olive 527, Dark Green 528, Brown 529, and Bark Brown 561 areas of the camouflage pattern (see Drawing 2-1-2592) or when the ground shade is not dyed to Dark Cream 559 all seven (7) colors of the camouflage pattern shall be printed to match all seven (7) colors of the pattern. 3.4.1.2 Pattern execution (Classes 3, 6, and 7). The pattern on the printed cloth shall match the standard sample with respect to design, colors, and registration of the respective areas. The various areas of the pattern shall be properly registered in relation to each other and shall present definite sharp demarcations and/or feathering as required for each color. Each pattern area shall show full coverage; skitteriness, feathering, haloing or trapping and off register exceeding that shown on the standard sample in any of the printed areas will not be acceptable. When the standard sample is not available for pattern execution, a pattern drawing will be provided (see

6.4) and the pattern on the finished cloth shall match that of the drawing (2-1-2592) when tested as specified in 4.6. The pattern repeat shall be as follows: Operational Camouflage pattern (OCP) - 25.25 (+1.25, -2.50) inches in the warp direction and 68-inches maximum camouflage printed area in the filling direction. 3.4.1.3 Labile sulfur (all classes). Dyes and compounds containing elementary sulfur capable of oxidation to sulfuric acid shall not be used. The dyed cloth shall be “Free” of labile sulfur when tested as specified in 4.6. 3.4.1.4 Visual shade matching. The color and appearance of the cloth(s) shall match the standard sample (see 6.4) when tested as specified in 4.6. 3.4.1.5 Color. The cloth(s) for the face cover(s) shall meet the colorfastness requirements of Table II when tested as specified in 4.5.

1/ AATCC Fading Units (AFU) 3.4.2 Elastic cord (all types). The elastic cord shall conform to Type II of MIL-DTL-43701 and shall be cut to 40-inches in length (unless otherwise specified). The color shall be Tan 499 for Classes 1, 3, 4, 6, and 7 or Black for Classes 2 and 5, or as specified in the contract. 3.4.3 Barrel lock cord closure (all types). The elastic draw cord closure shall be a plastic barrel lock type in accordance with drawing 2-6-1014, Barrel Lock with Keeper (see 2.2.2). The color shall be Tan 499 for Classes 1, 3, 4, 6, and 7 or Black for Classes 2 and 5, or as specified in the contract.

3.4.4 Thread (all types). The thread for the needle and bobbin shall conform to the requirements of A-A-50199, Tex Size 36-45 for all seaming, stitching and backtacks. The color shall be Tan 499 for Classes 1, 3, 4, 6, and 7, or Black for Classes 2 and 5, or as specified in the contract. 3.4.5 Stiffener (for bridge of nose-Type I). The stiffener for the bridge of the nose on the face cover shall be 5052 Grade Aluminum, .03 thick. The cut dimensions shall be 5-inches by 1/4-inch with all sharp edges radiused, and all corners radiused (full radius). 3.4.5.1 Wire (for bridge of nose - Type II). The wire for the bridge of the nose on the face cover shall be Welding Wire, 5356 Grade Aluminum, 1/16-inch (.0625) thick (see Figure 5 for details). 3.4.5.2 Stiffener. Material shall be high density polyethylene, .030 inch thick, natural color.
3.5 Labels. 3.5.1 Labels and bar code labels. 3.5.1.1 Labels. Each face covering shall have a combination identification and instruction label conforming to the requirements of Type VI, Class 15 of MIL-DTL-32075. The label color shall be Tan 499, or as specified in the contract. The label location and size shall conform to Drawing 2-6-1284. 3.5.1.2 Bar code label (all types). Each face covering shall have a bar coding label in accordance with Type VIII, Class 17 of MIL-DTL-32075. The bar coding element shall be a 13 digit National Stock Number (NSN). There shall be a 12 digit Universal Product Code (UPC) number assigned for all NSNs by the contracting activity. The initials “UPC” must appear beneath the code. The barcode for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the face covering when packed. The tags shall be clearly legible and readable by a scanner. 3.6 Toxicity. The finished face cover(s) shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 4.6.2. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens or hazardous shall not be used.
3.7 Design. The design of the face covers shall conform to Natick Drawings; 2-6 1280 for Type I, 2-6-1282 for Type II, and 2-6-1285 for Type III. 3.7.1 Configuration. 3.7.1.1 Construction detail. All seams shall be consistent and exhibit a uniform appearance. Stitches, seam types, and stitch placement, shall conform to ASTM D6193. Seams shall be sewn so that no raw fabric edges, open seams, twists, or puckers.

3.7.1.2 Repairs. Repairs such as mends, darns, patches, or splices shall not be permitted on face covers.
3.7.1.3 Use of automated apparel equipment. Automated apparel equipment may be used to manufacture face covers to this purchase description, provided that the stitch and seam types are as specified and the finished component conforms to the required configuration. When a Government furnished shaper pattern is provided, the component shall conform to that pattern.
3.8 Workmanship. After completion of the final assembly, the face cover(s) shall be thoroughly cleaned and all threads, lint and foreign matter shall be removed. The face cover(s) shall not contain any fabric defects. The face cover(s) shall be uniform in quality and shall be free from irregularities or defects which could adversely affect performance, reliability or durability. The face cover(s) shall conform to the quality of product established by this purchase description.
4. VERIFICATION
4.1 Classification of inspections. The inspection requirements specified herein are classified as follows:
a. First article inspection (see 4.2). b. Conformance inspection (see 4.3)
4.2 First article inspection. A first article, submitted in accordance with 3.1.1 shall be inspected, examined for appearance, color and finished defects as specified in 4.5 and tested for the characteristics as specified in 4.6.
4.3 Conformance inspection. Conformance inspection (see 3.1.2) shall include the shall be performed in accordance with ASQ/ANSI Z1.4 and with acceptance quality limits as examination of the 4.5 and the tests of 4.6 through 4.6.2 as applicable. Sampling for inspection specified in the contract and/or order, except where otherwise indicated (see 6.2).
4.4 Inspection conditions. Unless otherwise specified, all inspections shall be performed in accordance with all the requirements of referenced documents, unless otherwise excluded, amended, modified or qualified in this specification of applicable procurement documents (see 6.2).
4.5 Methods of inspection. 4.5.1 End item examination. The finished examination sample size, acceptance quality limits and acceptance criteria shall be specified in the solicitation or contract (see 6.2).
4.5.2 End item visual examination. Each face cover shall be subjected to visual examination. All defects shall be scored in accordance with Table III which are clearly noticeable at normal viewing and affect serviceability and appearance of the face cover. Material defects are defined in ASTM D3990. If needed, closer inspection will be performed to verify compliance to specification requirements. Shade shall be evaluated at a distance of 3-feet and in accordance

with 4.5.2.1. 4.5.2.1 Visual shade matching. The color and appearance of the cloth(s) use in the face cover(s) as specified in 3.4 shall match the standard samples when viewed using the AATCC Evaluation Procedure 9, Option C (see 6.6), with sources simulating artificial daylight D75 illuminant with a color temperature of 7500K (± 200) illumination of 100 (±20) foot candles, and shall be a good match to the standard sample under incandescent A illuminant with a color temperature of 2856K (± 200).

4.6 Component testing. Components shall be tested for the characteristics listed in Table IV wherever applicable and the methods of testing as specified in Table IV shall be followed. All test reports shall contain the individual values utilized in expressing the final results. Unless otherwise noted, each lot of component material or end item must be tested, and the lot shall be unacceptable if one (1) or more sample units fail to meet any requirements specified. The number of samples tested per lot shall be in accordance with Table V, unless otherwise noted.

4.6.1 Presence of labile sulfur test. In the determination of presence of labile sulfur in textile materials with lead acetate, two (2) 1.50 (± 0.01) gram samples from each material submitted for evaluation shall be tested. Each of the two (2) samples shall be cut into very small pieces and placed into separate test tubes. The samples shall be submersed in a stannous chloride solution that contains 100 grams of stannous chloride crystals ACS in 100 milliliters of hydrochloric acid ACS (35 percent concentration) and 50 milliliters of distilled water. A filter paper wet out with a 5.0 percent lead acetate solution shall be placed over top of the test tube. The lead acetate solution contains 5.0 grams of lead acetate CP reagent grade and enough distilled water to make up a 100 milliliter solution; if the solution is not clear, add a few drops (one at a time) of glacial acetic acid until the solution is clear. The test tube containing the textile sample, stannous chloride and wet filter paper shall be heated over a low flame until the solution is boiling. The solution should not be heated for more than 15 seconds. A brown to black stain on the filter paper should be evaluated as follows:
Free - The filter paper shows no discoloration or staining of any kind. Slight - The filter paper shows a light tan to light brown discoloration stain. Moderate - The filter paper shows a dark brown discoloration stain. Severe - The filter paper shows a black color stain.

4.6.2 Toxicity test. When required, (see 6.2), an acute dermal irritation study and a skin sensitization study shall be conducted. When the results of these studies indicate the cloth is not a sensitizer of irritant, a Repeat Insult Patch Test shall be performed in accordance with the Modified Draize Procedure (See 2.3). If the toxicity requirement (see 3.6) can be demonstrated with historical use data, toxicity testing may not be required (see 6.2). 5. PACKAGING 5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Point’s packaging activities within the Military Department or Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD- ROM products, or by contacting the responsible packaging activity. 5.1.1 Packaging. Packaging of the face cover(s) shall be one (1) per sealed bag and 10 individually sealed face covers in larger sealed bag. 6. NOTES 6.1 Intended use. The use of the face cover is to be worn by military personnel for protection. This face cover is not intended to offer the filtering capabilities of medical-grade masks. 6.2 Acquisition requirements. Acquisition documents should specify the following:
