Colfax Ave., Dept. 508 Denver, Colorado 80202 IMPORTANT PARKING CHANGES PROPOSED FOR YOUR NEIGHBORHOOD May 10, 2017 Dear Resident, Property Owner, or Business, The Capitol Hill Parking Area Management Plan (AMP) Committee has worked throughout the last several months to develop an on-street parking management strategy for a portion of Capitol Hill (Phase I). The committee is comprised of residents, businesses owners, representatives from Capitol Hill United Neighbors, the District 10 City Council Office, and Parking Operations staff. This on-street parking management strategy is designed to better recognize and support current levels of activity in the area for residents, patrons, and employees. In addition to these proposed changes, a second Capitol Hill AMP (Phase II) will be developed once this plan has been finalized and implemented. As a result of the committee’s diligent work, Parking Operations is pleased to share a draft of the Capitol Hill Parking Area Management Plan that includes on-street parking modifications proposed for the neighborhood. Please see the enclosed draft AMP to view all the proposed parking modifications. Key highlights of the plan include: Create a “Capitol Hill West” Area Permit. This will allow current RPP holders within the “Capitol Hill West” zone with the ability to park anywhere within the blue area depicted in the plan (today RPP holders must park on their block of residence). Residential building eligibility requirements for the Capitol Hill West Area Permit would be identical to the current Residential Parking Permit (RPP) building eligibility program. Modify the Loading Only All Times spaces adjacent to residential buildings to Loading Only 7am-10pm to provide residents with more overnight parking options. Convert the Loading Only All Times spaces adjacent to commercial properties to Loading Only 7am-6pm to increase the number of parking spaces for patrons and residents in the evening. Adjust the length of Loading Zones and No Parking areas at intersections and remove loading zones when appropriate to increase the number of on-street parking spaces. On Lincoln between 12 th and 6 th , street sweeping will take place only on Tuesday mornings (2am-6pm), which will allow overnight parking six nights a week. To help the Capitol Hill Parking Area Management Plan (AMP) Committee and Parking Operations refine the proposed plan, please provide us with your perspective. As you review this proposal, please consider the following questions: 1. Does the proposal’s time limit duration (8am-6pm) for Lincoln feel adequate given the nature of late – night activities along the corridor? Note that a 2-hour time restriction ending at 6pm means that vehicles can park at 4pm and stay for the entire evening. 2. Currently, Sundays and holidays are excepted at most loading zones. It’s important to note that even with these parking adjustments, the level of on-street parking demand in Capitol Hill will still exceed the amount of on-street parking spaces available. If you have a personal vehicle, please remember that securing an off-street parking space will yield the best, most consistent parking experience. Please also note the variety of transportation options that are available in the Capitol Hill area including on-street bicycle lanes, car share vehicles, Denver B-Cycle stations, and RTD public transit services.
