    The temporary bloc@ flo8 ATBF is one of the most important concepts of the pac@et

    service+ It is a physical connection use% by t8o ra%io resource ARR entities to transfer

    99$ &;US in one %irection on pac@et %ata ra%io channels+ The TBF is allocate% ra%io

    resources on one or more &;$0s an% comprises a number of R9$:=)$ bloc@s carryin,

    one or more 99$ &;Us+ TBF is temporary an% is maintaine% only for the %uration of the

    %ata transfer Athat is until there are no more R9$:=)$ bloc@s to be transmitte% an% in

    R9$ ac@no8le%,e% mo%e all the transmitte% R9$:=)$ bloc@s have been successfully

    ac@no8le%,e% by the receiver+ Each TBF is assi,ne% 8ith a temporary flo8 i%entity

    ATFI by the net8or@+ The TFI acts as the =S i%entifier on the R9$:=)$ layer+ )n% one

    TFI can be use% for transmissions in %ifferent %irections Auplin@ or %o8nlin@+ The TFI is

    establishment process+ There are many factors that influence the TBF establishment

    success rate such as &$U processin, capability )bis transmission ban% 8i%th the

    number of &;$0s an% the transmission BER on the Um interface an% the )bis

    interface+ These factors 8ill influence the 8hole process of TBF establishment+ This

    article intro%uces all the factors that may influence TBF establishment 8ith the analysis

    of the TBF establishment process+ )n% it also ,ives su,,estions on ho8 to confi,ure

    relevant parameters to improve the U9:;9 TBF establishment success rate+

    chance to receive the U9 bloc@+ Even if it fails to receive the U9 bloc@ for one time

    the =S 8ill sen% ra%io bloc@s for many times+ )s lon, as the BS$ receives the U9

    bloc@ %urin, a certain perio% AT4177 5S or 8ithin a certain number of bloc@s

    count%o8n starts $> 8ill count a,ain so that the ne8 %ata can be transmitte% over

    the current TBF+ Therefore if this parameter value is too lar,e 8hen the =S that

    %oes not support eten%e% U9 TBF transmits U9 %ata %iscontinuously it has to 8ait

    until TBF is release% after $> is ? an% U9 TBF is reestablishe% so that ne8 %ata

    can be transmitte%+ If this parameter value is too small the TBF establishment

    success rate 8ill be impacte%+ Therefore proper settin, of this parameter 8ill help

    increase the avera,e transmission rate+ )s for T61>7 proper settin, of the time

    spent in 8aitin, for $A#ET A#5NA# 8ill facilitate 8in%o8 s8itch in the &S

    service+ For *41!6ma 8hen N61?8  reaches *41!6ma the pac@et accessprocess 8ill restart+ If the preemptive Gu%,ment is not complete% after the pac@et

    access process restarts for four times TBF establishment is re,ar%e% to be faile%+
