"Then comes the reckoDinc."And tbey l,uCh no more."

THE way tbings would appear tobe moving is enough to raise a

doubt in the minds of the tbougbtful as to whether rhe controllers'Of the woild's affairs really do'lVant peace or are out for w;r andat tbe moment are jockeying forposition.

The situation presents an interesting psychological study. Itis generally depicted as a conflictof ideologies between two groupsof (powers, labelled respectively, tbe demccrades and ~he communisms. The descriptions aregeneraUy admitted to be somewbat loose and inexact. It would;Ipper that tbe patterns of communism adopted by the severalcommunist countries are not aUthe same; that there are differences that ~istinguUh some fromotberes in important respects.

As regards the democracies,'Opinions differ as to how far eventhe U.S.A. deserves its title. Allagree that in most "capitalistcount riC! the Four Freedoms are,to ~y the least, somewbat unequally shared.

It would seem to be fairlyobvious that any fean the ruler oftbe democracies might reasonablyentertain of an erosion of communism into their own countriescan only be ascribed, to thatflct.

The removal of the causes ofthe danger anticipated wouldsimilarly suggest itself as theButest way of removing tbedanger itself. It is generally CODsidered thai a contented peopleprefer peace and arc averse fromchange, that rerklessness goeswith irresponsibility-with all togain and nothing to lose.

Nor, when impartially examined, does one find any evidenceof uneasiness in such countriesas Norway, Sweden, Denmark,Switzerland (Europe) and theseveral, British Dominions andIndia (outside Europe). TbeBritish as a people are emphaticaily not Marxian-minded..

Claiming tbe virtues and advantages of a Model Democracy

W H OS E

for her rugged individualism, which should, of course, implyall-round prosperity and contentment, the U.S.A. should, onewould expect, consider ber, elfcompletely immune from Marxianinfiltration or contamination. Thewidely reported witch-hunts oflome months ago would, however, seem to suggest something of thenature of an' unea3Y -conscience.Nevertheless, it can hardly bethat tbe Government of the U.S.A.anticipates even the remotestdanger of its people "going Communist."

The present highly explosiveand inflammable situation threatening the worlll is traceable toother causes, other motives.

The U.S.A. is the land of BigBusiness. The land of billionaires, whose billions have to findinterest-producing investments.Fields for profitable exploitationhave to be found. Fields such asAsia used to furnish. MatteI.,in this regard, are no lODger asthey were. The East no longer"bows down before tbe blast."The several eastern nation~ havebecome extremely self-consciousand self-reliant.

As Pandit Nehru said recently,in the course of a debate in theIndian Parliament:-

"Regarding our ForeignPolicy, we have many friendsand we collaborate and cooperate witb 'hem, but I am notprepared to surreDder my ;udg.ment or my country's judgmentor my COUlltry's decision 10 anysingle country or group ofcountries."

India i~ no I~nger .. TomTidler's Ground for tbe Oeddential exploiter. Neither is theChinese Republic. The old white"herrenvolk" fiction has beenexploded. The fever of Nationalism is firing the blood of otherAsiatic nations. The day of theWestern gate-crasher has passed.China, like India, formerly provided a very vast field for adven-

WA R?

ture, and one the U.S.A. can iIlafford to have no longer availableas it formerly was.

Chiang Kai Shek favourtd theold way; the old rel:ttionships;which makes the U.S.A.'s championship of him and his causeunderstandable. He and the President of Southern Korea wouldin many respects seem to be twoof a kind. The reputation ofneither is ex:.cdy enviablll, butboth would make relationshipsbetween their countries and the \West-including, of course theU.S.A.-much easier and probably mote lucrative.

As Major General de Guignonpointed OUt in 'The Rand DailyMail"'of a couple of weeks ago,the U.S.A. not unnaturally looksto ccuntriea of the Far East formarkets both for the. raw productsshe requires and for the sale ofher manufacturers.

The report of Shri B. N. Rau

of his interviews with the Representative of the Chinese Peoples

Republic would seem to throw at

least some light upon the attirudeof Ihe Peking Government.

"At each conversation (we hadfour fairly long ones) I asked theAmbassador whether I was right

in my view rhat the Peking Government di~ not want war withthe U.N. or U.S.A.

"His answer was "Mo~t rertainly we do not want war, butwe find that the forces of theUnited States are carrying onmilitary operations near ourborders., So war. has been forcedupon our people." •

"For nearly a generation" (SbriRau adds)' "China bas beenravaged by wars from one side oranother, and it is easy to understand why the Chincse people donot want another war and wouldwelcome a spell of peaCe. We

must remember tbat the terrible

ordeals through which ~hey have

passed have made them unduly

suspicious. In fact they seem tobe moving towards a Monroe Doc

trine for China." (Italics mine).

May this last shrewd observa

tion of Sri Rau perhaps help to

.I clearer understanding of the

U:S.A,s dislike of the Chinese

Peoples Government? The U.S,A.

knows all there is to know about

the workings of the Monroe

Doctrine.

Prosperity is usually associated

with Peace. That anyway was

tbe general idea, at one time.

Now that reasonable comfort,

securily and contentment are no

longer r~garded as constituting

prosperity, and two world war!

in less than forty years have but

sh.rpened the appetites of those

to whom war meant profits quickand larger, tbe slower, less ex

citing and more presaic tempo of

pe:lce-time business is found comparatively unallrac, ive.

The truth of tbe matter, ofcourse, is that war produces aprosperity which, wb,le in real'ty

fictitious and very temporary,

affords consider.:lble satisfac ion

while it lasts. It me.ns big for.tunes for contractors and fat pay

the aftermath, the backwash of

In fact, the shortperiod of fasting will do bim aw~r1d of good if he is :I little offcolour. If he is just naughty thediscipline of waiting will helpboth cbild and motber.

Tea, mffee, mma, beer andsoft-drinks sbould also never begiven to babies. They can do nogood and often calCle serioustrouble.

Finally, never, never prepareany of tbe baby's food .in aualuminium pot. Aluminium ispoisonous and may do great b.1rmto a child withoUI myone suspecting it. So avoid aluminiumlike the plague.

With due respects and deepgratitude for the untiring effortllof Sard:!r Patel and the othernational Indian leaders on behalfof the South African Indian community may we make a few ob·servations on the hasty commentsof "Shameful" which were ratherdisturbing. I

It will be of interest for"Shameful to know that SardarPatel and the other great men ofIndia were, throughout their lives, ardent protagonists of non-European unity and the carrying outof a militant struggle ag:linstoppression.
