FROM THE GENERAL MANAGERTwelve years ago this

month, fresh off our honeymoon, my hus-band and I started house hunting. One of our priorities was to build a home in a great school district for when or if we had children. One of the key reasons we chose Pearland was its stellar school district. It is important to recognize

the quality of the public school system in our area. With that in mind, our September issue focuses on our public education system for the Pearland and Friendswood areas.

For the 2015-16 school year, Friendswood, Alvin and Pearland ISDs all ranked above the state average for State of Texas Assessments of Academic Readiness tests and continue to focus on top-notch facilities, teachers and curriculum to give our stu-dents a strong foundation for learning.

Our two cover stories focus on the costs and needs of a such programs, namely, the schools bonds that are in motion for our area: The upcom-ing PISD bond that voters will weigh in on Nov. 8 and the AISD bond that passed in 2015. The PISD bond will focus on updating technology, campus security and managing overpopulated schools. AISD bond projects are in full swing with two new elementary schools under construction and three more in the planning and design stages.

We also include information, such as school feeder charts and district summaries, for Friend-swood, Pearland and Alvin ISDs. With new school additions and rezoning changes, this guide can help parents maneuver through the area’s schools, especially if they are considering a move in the near future.

C reative Edge Art Studio co-owners Caroline Serna and Janet Rogers said they have

always been enamored by art. Interior designers by trade, the two began dis-cussing a change in industry in 2015.

“One day we just got to talking about other possibilities that may be out there,” Serna said. “I have two daughters [who] are 5 and 7, and I have always been interested in art and teaching. I threw the idea out there that starting up an art studio for kids in Pearland might be something fun to do.”

The two opened Creative Edge in fall 2015 and have been teaching art classes to children ever since. The studio offers weekly classes to children ranging from ages 2 to 14; it also hosts art camps, birthday parties and Friday night activities.

Although Rogers said the pair were not unhappy at their design firm—Rogers was a principal designer and Serna was an associate principal— plans for the studio came out of a common dream.

“We started dreaming up what it would be, what we wanted it to become and why it was important,” she said. “What’s important about art in a child’s life? We both have a really strong passion about that. It was really easy for us to roll into it and come up with everything that we wanted.”

Serna said the lessons learned in their interior design education rolled right into their career change.

“We still use a lot of the skills with color, composition and balance,” she said. “A lot of the things that we were taught in design school translate over

to art. I think we still use those skills every day.”

The weekly classes are broken up into four categories based on age. The “Messy Masters” are the youngest at 2 and 3, and the “Mini Masters” are made up of 4- and 5-year-olds. Serna handles the instruction of these two groups.

“We had some kids start back in the spring that had never been in a room without their parent before,” she said. “At first, the parents would have to stay in the room with them. Gradually, as the weeks went on, they were able to leave. Now the kids come in the door and go running back into the room and don’t even tell mom and dad goodbye.”

The next group—instructed by Rogers—is the “Junior Masters” who range from ages 6 to 9. She also teaches the 10-14-year-old range, the “Mega Masters.”

Rogers said these groups are able to use the skills developed at the stu-dio far beyond a brush and canvas.

“The bottom line is when you start playing with paints, cutting things and drawing, you’re developing your motor skills,” she said. “Your brain cells are connecting in ways that don’t really happen [anywhere else].”

Although Creative Edge caters to children up to the age of 14, Serna said she has a goal to reach older students.

“[We want to be] a place for the community that maybe teenagers can come and want to hang out here,” she said. “They can bring their coffee and sketch in their sketch books. We can be more of a community center and a community hub.”

F or Central Texas Bar-B-Q owner Devon Nixon, barbecue is a way of life.

His grandmother Diana LeClere and mother, Ruth LeClere, began working at the restaurant in 1969 and bought it in 1970. In 1976, Nixon was born into the family business.

“When I was just a baby, they would keep me behind the counter and put a rib in front of me,” he said. “I would hang out and chew on a rib. It kept me quiet throughout the day.”

Years later, after attending classes at San Jacinto Community College, Nixon said he was summoned back to take care of the business.

With Diana and Ruth still on the job, Central Texas features four gen-erations working in the restaurant. Nixon’s sons, Julian, Jude and Devon II, all work part-time.

Despite all of those years of experi-ence, he said the restaurant’s barbecue method has remained consistent.

“We use hickory and a simple dry rub,” Nixon said. “We don’t get

technical with marinating and coating and doing all the new stuff that people are doing. We do it pretty much old-school. It’s the same way meat has been being smoked for the last 1,000 years. It’s not that complicated.”

The traditional approach has paid off for the family as Nixon said he goes through roughly 20,000 pounds of raw brisket each month.

He said he handles the barbecue pits the same way he prepares the meat: old-school. Nixon does not use a ther-mometer to measure the temperature of the pit or the meat.

“I can tell by the way it smells if it’s too hot,” he said. “I can tell by looking at a brisket if it’s cooked or needs to stay on for another hour. It’s part of our life.”

Having been open for nearly five decades, Nixon said the success of the restaurant can be traced simply to patience.

“We’ve grown very slowly,” he said. “Just as if you were building a build-ing, you build a good foundation.”

2 FM 518 Overlay project Work began Aug. 29 on FM 518 from SH 288 to San Antonio Avenue in Pearland. The project is multistep; crews will mil the old surface, then repair deficiencies in the concrete layer, according to TxDOT officials. A seal coat will then be used to protect against water damage to extend the life of the surface. Finally, the asphalt layer will complete the project. Work will be completed between 9 p.m. and 5 a.m. Sundays through Thursdays, with no work occurring on Fridays and Saturdays, according to officials. The project bid was awarded to Durwood Greene Construction in July.

3 Bailey Road widening As part of the city of Pearland project to expand Bailey Road, Veterans Drive will be closed until late September, officials said. The city closed Veterans Drive south of Bailey Road on July 25, and drivers must take Wellborne Road to Williams Road as a detour. All properties on Veterans Drive will be accessible during construction, officials said. The project also caused the closure of Berry Road at Bailey Road. Drivers are to take McLean Road to Amie Lane. The Bailey Road project will widen the thoroughfare from two to four lanes from FM 1128 to Veterans Drive. The project, which is expected to ease east-west traffic congestion, will also include raised

The repaving of Shadowbend Avenue, which had more than 1,200 feet of its surface replaced, was completed in July. Townes Road, which is also undergoing repavement construction, is about 35 percent complete, officials said. Mary Ann

Drive and Winding Road will also have portions of roadway repaved as part of the project. Mary Ann Drive is under construction, and the project is about 2 percent complete. 4 Friendswood Link Road widening The expansion of Friendswood Link Road from FM 518 to Blackhawk Boulevard in Friendswood is nearing completion, officials said. City Council is expected to accept completion of the project at its October meeting. The project, which will provide an improved emergency evacuation route out of the city, received funding from a Texas General Land Office disaster recovery grant in the wake of Hurricane Ike in 2008. Friendswood Link has been widened from two to three lanes from FM 518 to Hibiscus Lane. From Hibiscus Lane to Blackhawk Boulevard, the road has been expanded from two to four lanes with medians.

STAAR test glitches affect 2015-16 results for local studentsBy Bethany Knipp

Like many school districts across the state, Pearland and Friendswood ISDs suffered obstacles during the 2015-16 school year with state standardized exams, which affected student testing experiences and the reporting of scores.

Problems with the State of Texas Assessments of Academic Readiness tests, including online connectivity issues and inaccurate results, began in March and delayed the reporting of scores this summer.

“There were some issues in March with about 14,000 online tests,” Texas Education Agency spokesperson DeEtta Culbertson said.

Afterward, some campuses received other schools’ scores for March tests and May retake tests.

“Like all other Texas districts, Pearland ISD experienced technical difficulties with the administration of STAAR exams this spring,” said Lisa Nixon, PISD director of testing and evaluation, in an emailed statement. “We promptly reported these issues to TEA and [vendor Educational Testing Service], and both worked with us to resolve the problems and ensure accurate test results.”

Nixon declined to say what campuses and how many students were affected, not wanting to cause parents “unnec-essary concern,” PISD communication specialist Courtney Morris said.

Friendswood ISD also experienced

problems, according to the district.“FISD experienced difficulties, like

other districts across the state,” FISD Communications Director Dayna Owens said. “Whether it was tech-nical difficulties, shipping issues or reporting delays, we worked quickly to resolve any problems with the administrations.”

The number of FISD students affected was less than 0.5 percent of the test takers, said Stacy Daugherty, FISD executive director of account-ability, testing, and research.

Culberston said the TEA attributes the slew of problems to Educational Testing Service, which started as a testing vendor in the 2015-16 school year after a contract with the previous vendor, Pearson Education, expired.

The TEA on Aug. 23 directed ETS to invest $15 million in its services as a result of the online testing issues and fined the company $5.7 million in liquidated damages.

The STAAR test measures Texas students’ academic progress in math, reading, social studies and science. High school students take end-of-course exams in English, U.S. history, algebra and biology.

Due to the problems with STAAR tests across the state, Texas Education Commissioner Mike Morath amended the consequences of affected scores.

He announced in April that nega-tively affected results for the reading and math sections for fifth and eighth

grades, as well as the May retakes, would not be included in the overall scores of districts and campuses.

The same concession was made for the writing sections for fourth and eighth grades as well as high school English tests. He also canceled a June retake of those tests.

Fifth and eighth grade math and reading tests are determining factors for grade promotion.

In a June 10 letter, Morath instructed districts to use their

discretion on whether to promote the students to the next grade. Because of the issues, the TEA delayed results to districts this summer to perform quality checks, Culbertson said.

“I think it was just a matter of first-time testing,” Culbertson said. “We’re testing 1 million to 3 million kids at a time, and if you’re a new vendor, sometimes there can be glitches with your delivery service, with getting everybody on track of how this is done.”

The fault in our STAARsVarious problems emerged with administration of the State of Texas Assessments of Academic Readiness tests in the 2015-16 school year. The Texas Education Agency attributes the issues to a change in the testing vendor and its delivery service.

September 2015: TEA hires new STAAR testing vendor called Educational Testing Service.

March-April 2016: A total of 14,220 students across the state experience technical problems taking online STAAR tests.

May 2016: Students retake STAAR tests.

June 2016: June retesting is canceled due to glitches.

June 2016: May test results are delayed until July.

June 2016: Districts receive May results with errors.

August 2016: STAAR results are released publicly on the TEA’s website.

August 23, 2016: The TEA fines ETS $5.7 million and directs the company to spend $15 million to improve its processes.

Keeping Pearland’s Athletes at the Top of Their Game

S ince opening last spring, Memorial Hermann Pearland Hospital has quickly estab-

lished itself as a leader in sports medicine among area athletes. Its team of affi liated sports medicine primary care physicians and ortho-pedic surgeons and highly trained athletic outreach professionals work in combination with a vast network of sports medicine and rehabilita-tion clinics to provide Pearland area athletes with rapid injury diagnoses and treatments that help them quickly and safely return to play.

Athletes benefi t from the Saturday Morning Injury Clinic, where full diagnosis and treatment services are available. Held on the Memo-rial Hermann Pearland campus at the UT Orthopedics Clinic in Medical Plaza 1, 10905 Memorial Hermann Dr., Suite 130, the Clinic is open from 8:30 to 11:30 a.m. every Saturday through November 5. Appointments are available by calling 713.486.6000 and walk-ins are welcome.

Medical Professionals in the Schools and on the FieldMemorial Hermann Pearland also lends support to Memorial Hermann Health System’s role as the offi cial healthcare provider of Pearland ISD Athletics.

When injuries do occur, Memorial Hermann Pearland is a convenient choice to provide high-quality medical care to our athletes to help them safely return to their sport.”

Along with conducting training for the Pearland ISD athletic staff,

Memorial Hermann licensed and certifi ed athletic trainers visit the district’s athletic training rooms throughout the year to help evalu-ate and treat sports injuries. Work-ing collaboratively with affi liated physicians, as well as team trainers, coaches and athletes, they provide essential sports medicine guidance and support.

Medical professionals are on the sidelines at all varsity football games for Pearland and Dawson High Schools. They will also be at junior varsity home games. For athletes who require care when playing outside the Houston area, the Memorial Hermann network is just a phone call away.

2 16Shadow Creek Ranch residents petition for annexation to Alvin ISD

Bay, a neighborhood in the Pearland master-planned community of Shadow Creek Ranch, are petitioning to detach from Fort Bend ISD.

Citing a disconnect between them-selves and the Shadow Creek Ranch residents whose children attend school in Pearland, the petitioners are asking to be annexed into Alvin ISD instead.

“The majority of students in Shadow Creek Ranch [Village of Diamond Bay] are attending schools other than the Fort Bend ISD-zoned schools, which leads to a disconnect within the community,” the petition stated. “The students are alienated and isolated from their peer groups.”

Every Shadow Creek Ranch residence has a Pearland mailing address, but unlike most of the mas-ter-planned community, the Village of Diamond Bay is in Fort Bend County. Students in the neighborhood attend Blue Ridge Elementary School, Christa McAuliffe Middle School and Willowridge High School.

FBISD will hold a public hearing on the petition Sept. 26. AISD Director of Communications Daniel Combs said his district will hold its hearing Oct. 3. Each school district affected by a potential detachment and annex-ation is required to do so, according to the Texas Education Code.

“FBISD is currently evaluating the petition and has not yet made any determination about the petitioner’s request,” said Kristin Tassin, president of the FBISD board of trustees.

The Village of Diamond Bay has 1,706 homes, according to the commu-nity’s management company. However, Combs and Amanda Bubela, FBISD director of external communications and media relations, said they do not know how many students would be affected by a potential annexation.

Combs said AISD is adding about 1,300 students every year.

The petition states the FBISD schools to which Shadow Creek Ranch residents are zoned received lower student achievement scores on their STAAR reports for the 2014-15 school year than scores received by the AISD schools zoned to the community. It also cited other factors.

“Given the lack of safe walkways and sidewalks, as well as distance, students in Shadow Creek Ranch [Village of Diamond Bay] are unable to walk or bike to school,” the petition stated.

According to the state’s education code, a petition for annexation must be signed by a majority of the regis-tered voters residing in the territory to be detached and annexed.

Both boards of trustees must sign to detach and annex the students, respectively. In addition, the Commis-sioners Courts in both Fort Bend and Brazoria counties must enter an order to redefine school district boundaries before the move is finalized.

If one board disapproves of the petition, the petitioners may appeal to the commissioner. However, if both boards disapprove the decision may not be appealed, according to the code.

With a petition presented by residents of the Village of Diamond Bay asking to be formally detached from Fort Bend ISD and annexed into Alvin ISD, the two districts will hold independent public hearings, as required by the Texas Education Code.

district,” he said. “If anything, we’re overdue.”

A 50-member long-range planning committee, which met seven times since November 2015, presented the bond recommendation to the board of trustees May 24. If approved, the bond package will mean a tax increase of no more than 7 cents over a five-year span, according to the committee.

“The committee from the very start said that they wanted to keep the tax rate manageable,” Kelly said. “From the very start, the idea was do not exceed a 7 cent tax increase over any part of the future. That’s basically guided the money decisions from that point on.”

Based on the maximum 7 cent increase, owners of a median-priced home in Pearland—approximately $200,000—could expect a $10.21 per month increase on their property taxes.

Eve Puckett, a parent whose children attend multiple PISD schools, said she plans to vote on the November bond. Among her greatest concerns are the district’s dedication to science and tech-nology programs and the safety of the campus environments.

“After researching the bond issues, I do feel my concerns are being met,” she said. “Our elementary school, in partic-ular, is currently under a large renova-tion project that was much needed.”

The bond packageFollowing the May 24 presentation,

the board of trustees met twice to take an in-depth look at the proposal.

The board unanimously approved the recommendations Aug. 9 and called for the Nov. 8 election.

While the bond does not call for the addition of any new schools, it does focus nearly 50 percent of the $220 million on addressing growth. The bond calls for 28 classrooms to be added to Dawson High School as well as new classrooms at Pearland Junior High School East, Jamison Middle School and Sablatura Middle School.

“I think one of the objectives was to try not to open a new school if we can accommodate growth within a reasonable period of time,” Facilities and Planning Director Don Tillis said. “Any time you add a new school, you’re adding so much cost—the cost to hire all the additional staff: prin-cipal, assistant principal, counselors, cafeteria workers, custodians.”

Kelly said the decision to address growth needs through the expansion of current facilities instead of new schools allowed the district to keep the bond price to an amount they believed voters would support.

“We manage growth very carefully through demographic studies but also by rezoning,” he said. “Every year to two years we’re rezoning schools to balance the load. If we do that success-fully and keep doing that successfully, we think it will be eight to 10 years before we build a new school.”

Aging facilitiesAlong with expansion, plans call

for nearly 35 percent of the bond proposal to be used toward upgrading numerous aging facilities throughout the district. Nearly every school in the

district will receive HVAC, electrical and roof upgrades, Kelly said.

Although different schools would be set to receive specific upgrades, the goal of the renovations would be to address the distinct issues facing older schools, Kelly said.

“With each new school that’s built, they tend to incorporate the modern features,” he said. “That leaves older schools not so well-equipped. As we move into the technology age where things are concentrated in terms of providing technological assistance,

facilities have to be built for that. But in some cases, they are just old.”

The biggest upgrades will be seen at Pearland High School, which opened in 1991. Renovation recommenda-tions include upgraded science labs, medical science and computer lab

improvements, and renovations to the cafeteria kitchen and the auditorium.

Tillis said the effort was simply to bring the older schools nearly up to par with newer schools.

“I don’t think the committee was going for complete equity,” he said.

“It was more if there was an extreme where it was not fair at all, they pro-vided some equity. It wasn’t that we need to go after complete equity.”

Technology and securityAlthough they are smaller portions

of the bond, technology updates throughout the district and safety upgrades to each of the campuses were imperative, Kelly said.

About 10 percent of the bond is set to be used for technology, including the replacement of computers on a five-year refresh schedule.

“The unique thing about Pearland is that we don’t have the money per student that most of the surround-ing districts have,” he said. “Tech-nology has become harder for us to keep up on. This bond does not give us pie in the sky. It basically replaces old stuff and puts the right tools in the hands of all the teachers and makes it easy for the kids to at least have [access to laptops or tablets] during the school day.”

Additional technology upgrades include at least one classroom set of laptops per grade level on all campuses, the strengthening of Wi-Fi access points on all campuses and increased student access to laptops and tablets.

Safety and security makes up 7 per-cent of the bond package as the district attempts to quell concerns of parents stemming from recent school violence across the U.S. Tillis said this can be done by strengthening safety measures by which people can access the schools.

Upgrades include additional fencing at elementary and middle schools, addi-tional security cameras and upgrades

to existing equipment, security door controls and new security entrances.

Kelly said it was clear security upgrades needed to be a high priority.

“There are campuses where our people are too easily exposed to any outside presences,” he said. “For example, if you walk into even some of our newer elementary schools—the second you walk in the door—the entire school is open to you. We are trying to manage that.”

The Rig upgradesA final portion of the bond package

calls for several upgrades to Pearland Stadium—more commonly known as The Rig. As it stands, the stadium—which opened in 2001—holds a capac-ity crowd of 9,200.

The bond includes the addition of 3,000 seats, 400 additional parking spaces, an upgraded sound system, new field lighting and renovations to the locker rooms, concession stands and the press box.

“We want to be realistic and realize the number of citizens watching our games is not likely to decrease but increase,” Kelly said. “Since we’ve already had two straight years where we’ve had to bring in a substantial number of temporary bleachers we need to build that into the stadium. The Rig was built in 2001. The sound needs some improvement. The light-ing needs some improvement.”

New school constructionFive new schools were included in the

2015 bond—four elementary schools and one junior high school. The new schools will help the district handle its surging growth as well as overcrowding at existing schools, Combs said.

Gamma Construction crews broke ground on Elementary School No. 17, Shirley Dill Brothers Elementary School, on June 2. If weather permits, construction should be completed in May 2017.

Elementary School No. 18, which has yet to be named, is also under construc-tion with an estimated completion date of June 2017.

Elementary School No. 19 is a rebuild of the existing Alvin Elemen-tary School at 1910 Rosharon Road, Alvin, and it will be named Betty K. Nelson Elementary School. Construc-tion is slated to start in fall 2017 at a location that has yet to be determined. The former Alvin Elementary site will be transitioned into a facility to sup-port the district’s shipping and receiv-ing needs, Combs said.

A specific location and timeline for Elementary School No. 20 have yet to be determined, but Combs said both will be dependent upon which areas of the district experience population increase and overcrowding at nearby schools.

As new schools are constructed, Combs said, district officials are keep-ing an eye on its aging facilities to make sure they remain comparable. Annual maintenance and operations budgets allow for the older schools to keep up with current technology and materials.

“We strive to make sure there is equity in the programs across Alvin ISD, so regardless of which campus students attend they have access to top-quality education and extracurric-ular programs,” he said.

Lastly, Junior High School No. 7 should begin construction later this year. The new schools will be equipped with the latest technology, but Assistant Superintendent of Human Resources Allen Roberts said they are built with flexibility in mind for future growth.

“Technology changes so quickly, and so to spend our community’s money wisely we create a learning environ-ment that we don’t have to come back

and necessarily change every few years, but we are able to adapt and adjust to those situations,” he said.

Keeping costs lowIn terms of construction costs,

Combs said the district aims to keep each schools’ final budget low, and more often than not the totals are less than the original estimated amount. For Shirley Dill Brothers Elementary, the cost presented to the public was $24.5 million, and the actual amount awarded to contractors came to $17.6 million. For Elementary No. 18, the estimated cost was $27.7 million and the actual came to $16.3 million.

“We want to basically under prom-ise and over produce, and we want to deliver every project on time and under budget, so when we share a figure asso-ciated with a possible tax impact of a bond election, we do that from a worst-case scenario,” Combs said.

By reusing facility designs and con-sulting its team in the Building Pro-grams Department, which has expertise in the conceptualizing and oversight of the construction process, the district is able to keep its final costs low, he said.

During the 2015 bond election, dis-trict officials anticipated an 8.3 cent increase to the property tax rate, but the actual increase was 3.3 cents for the 2016-17 school year, Combs said.

CTE building The 2015 bond also includes funds

to complete construction of the dis-trict’s Career and Technical Education Building. Phase 1 of the project was completed in fall using funds from the $212.4 million 2013 bond referendum, which allowed the district to construct a centralized CTE facility, the J.B. Hensler Career and Technical Educa-tion Center, at the site of the original Manvel Junior High School.

Phase 2, now funded by the 2015 bond, will expand the facility to 135,000 square feet and initially accommodate about 800 students from the district’s high schools with the option of future expansion. It will offer more programs in areas, such as veterinary science, health science, culinary arts, criminal justice and construction management. There is no construction timeline yet.
