The alma-mater is most often sung as if it was a hymn, a song of reverence and one that harkens to the higher spirit of education. However, the manner by which the alma-mater is sung also suggests a certain reverence among those that are singing and harmonizing. No one in 1901 had a computer or knew what those machines were and no one had any idea that pictures and sound could be transmitted through the air and received by an electronic box, such as a television. The graduates shown here had vaudeville as one form of entertainment besides high school events, attending church and Sunday school meetings or even amateur theatre and choral performances as their entertainment. The class of 1901 included men and women who were proud of their accomplishment, to graduate from high school and to embark on the new chapters of their lives. That is what a graduation from high school and college is, an opportunity to recognize the accomplishment of the graduate and to celebrate their transition into a new chapter of life. Few times occur in many lives when men or women are recognized for their accomplishments and celebrated for moving into a new phase of life. Such will soon be the case for the graduates from Belvidere High School and Belvidere North High School. Crime Briefing Sheet To April 13th

On 04/04/16 at approx. 5:45 PM, BPD Officer met with

a complainant reference an auto theft. The complainant stated approximately 3 months ago she left her vehicle at a business in the 2300 block of Newberg Rd. The complainant recently learned the company is no longer in business and the shop is empty. Case forwarded to detective section.

On 04-04-16 at 20:01hrs BPD Officer was dispatched to the 1100 Block of Nettie for a report of a stolen cell phone. The complainant stated she placed her Samsumg cell phone in her vehicle and now she can not find her phone.

On 04/05/16 @ approx 1004hrs, BPD Officer was dispatched to the 100 Block of N. State St. in ref. to damage to property. The complainant stated that sometime between 04/04/16 @ approx 2000hrs - a subject (s) appeared to have attempted to break into the building through the back door.

On 04/07/2016 at 1035 hours, BPD Officer was dispatched to the 2000 Block of N. State Street in reference to a theft report. An employee reported between 04/05/2016 at 2300 hours and 04/06/2016 at 0633 hours, a subject was arrested for Retail Theft.

On 4/08/16 at 1102hrs, BPD Officers went to the 1200 Block of Logan Ave in reference to damage to property. The complainant stated sometime between 1054hrs and 1102hrs, his rear window was shattered to his vehicle.

On 4/08/16 at 1403hrs, BPD Officers went to the 200 Block of N. State, in reference to damage to property. The complainant stated sometime between 1330hrs on 4/07/16 and 1400hrs on 4/08/16, unknown person broke a key off in this door.

On 04/09/2016 at approx. 0636 hrs, BPD Officer was dispatched to check the area of the 1600 block of Whitney Blvd. for a suspicious subject. A male who matched the subject’s description iwas arrested for Criminal trespass to residence and Burglary to motor vehicle.

On 04/09/2016, at 0704 hours BPD Officers observed a vehicle parked with the driver side door open in teh 200 Bock of E. 6th Street. The owner stated they were missing items from the vehicle. A subject was located and arrested for Burglary to Motor Vehicle.

On 04/09/16 @ 1157hrs, BPD Officer was dispatched

to the 900 Block of Union in ref. to a possible residential burglary. The homeowner stated someone had entered his residence between the hrs of 1045 - 1157 on todays date and took items.

On 4/9/16 at 2051 hrs, BPD Officer was dispatched to 2101 Gateway Center Dr (Wal-Mart) in reference to a Retail Theft. An employee stated two males had stolen items from the store.

On 04/10/2016, at 1300 hours, BPD Officers were dispatched to the 100 Block of E. Madison St. in reference to a residential burglary. The complainant stated that sometime between 04/07/2016 and 04/10/2016 someone had entered into his apartment. The complainant stated that he was missing items from his residence.

On4/12/16 at 1159 hrs. BPD Officer responded to the 2100 Block of Derby Ln. for criminal damage. The complainant stated between 4/11/16 1600 & 4/12/16 1145 hrs. someone struck his garage door damaging it.

On 4/12/16 at 1202 hours, BPD Officer was dispatched to Walmart (2101 Gateway Center) in reference to a Retail Theft. An employee stated they followed a subject through the store and watched as they placed multiple items in Walmart shopping bags, and walk past the last point of sale without paying for the items.

On 04/04/16 at 1241 hrs. BCS Deputy was dispatched to the 100 Block of Breakaway Tr. reference damage to property. The complainant

stated that a subject had punched the front door of his house leaving three large dents in it.

On 04/04/16, at 12:56 hrs, BCS Deputy responed to the 2100 Block of Candlewick Drive for a report of identity theft. The complainant attempted to file her taxes and the State of Illinois notified her that she would not be receiving an IL tax return due to unpaid medical bills. The complainant was told that she needed to file a police report in order to appeal the charges.

On 04-04-16 at approximately 2148 hrs., BCS Deputy was dispatched to the 11000 Block of Abbotsford Place in reference to a theft. The complainant stated between 0830 hrs. and 1900 hrs., someone entered his home and removed several items. Case forwarded to detectives.

On 04-05-16 at 2103 hrs., BCS Deputy was flagged down on Edson St., reference burglary to motor vehicle. The victim advised that his vehicle was burglarized in his driveway at an unknown time between 1600 hrs. on 04-04-16 and 1100 hrs. on 04-05-16. Several items were taken from the car. Case forwarded to the detectives.

On 04/10/16, at 05:24 hrs, BCS Deputy responded to the 300 Block of Springmeadow Dr. reference a smoke investigation. The complainant stated that she and her family have been on vacation and when they returned this morning and when they opened their garage they smelled smoke. Boone County District 2 Fire investigated and it appeared that the fire started in the living room on the first floor where the fish tank was.

On 04-11-16 at approximately 1001 hrs., BCS Deputy spoke with a complainant regarding damage to property. The complainant stated that between 04-09-16 and 04-11-16 unknown person(s) spray painted his mailbox.

Letter to editor:Once again, Boone County finds itself caught in the

nexus of outside money and industrial development. As more and more people are becoming aware, the Great Lakes Basin Railroad intends to build a heavily trafficked rail line through Illinois and Wisconsin to the detriment to those living in the vicinity of the proposed route

On April 7, my husband and I attended the Block GLB Railroad informational meeting at the Belvidere Community Building. Attendance was substantial and consisted of concerned people from many of the areas that would be affected by the proposed rail line: folks from several Illinois counties as well as a representative from Rock County, Wisconsin.

Until recently, the community has been adrift in an ocean of rumors regarding the specifics for the proposed railroad: hours of operation, number of tracks, and actual path of the routes. The GLB Railroad has just recently informed the public of these intentions. The meeting on Thursday night

offered community members the opportunity to understand these facts and write your concerns based upon facts to legislature and Surface Transportation Board, Washington DC.

Sadly there were people in the audience that were attempting to use this informational meeting to unjustly berate the Boone County Board President Bob Walberg. And even more disturbing was County Board Member, Kathy Ward’s conjectures concerning Mr. Walberg. Her responses were misleading and created a misunderstanding of the protocol for the County Board discussions and final decisions. Bob Walberg has consistently been a just and powerful proponent for the people of Boone County. An informational meeting, at which representatives from other counties and states are present, is simply not the place to harass a dedicated Board member. I strongly put my faith in Bob Walberg’s ability to lead our county in the right direction.

Fortunately, there continues to be a strong presence of motivated and concerned citizens fighting to preserve the rural spirit of our neighborhoods and to maintain the levels of health, safety, and well being that citizens in Boone County expect and deserve: If Boone County is to keep the GLB Railroad from acquiring eminent domain and ultimately destroying the environment which we all share, it is essential that all members of the County Board work together as well as concerned citizens put their efforts to good use.

One of the great pleasures I have in being mayor is working for positive improvements in Belvidere that people can see and appreciate. However, if our roads are pockmarked with potholes, or our sewers overflow, my office hears about it.

When I see you at the supermarket, or at the gas station, or the bank, and you share with me the problems you see in our community, it is my job as mayor to listen, and find effective ways to find solutions. One way we can do a better job is to streamline services. A more transparent, more accountable, better functioning and less costly way to accomplish results serves everyone.

It is no secret that Illinois has nearly 7,000 units of local government. That is 2,000 more than any other state. About 6,000 of the 7,000 can levy taxes. All of these units of government are charged with providing services, and sometimes there are duplicative or redundant efforts that could be better managed from many perspectives, not the least of which is cost containment and control. When every unit of government supports at least one, and sometimes many separate facilities, each with its own office hardware and IT expenses, the dollars add up quickly. In turn, our residents pay more in taxes, but seldom receive more in return.

Redundant layers of government are often ineffective. They increase bureaucratic inefficiencies, while making it more time-consuming and difficult to navigate through the system to get things done. Government should make it easy for constituents to find the information they need and, hopefully, get their business done at a central, easily accessible location.

Belvidere deserves better, YOU deserve better. Local governments work because we know our

communities. Springfield does not. We know the infrastructure challenges of declining roads and bridges.

Locally, we are chained to State unfunded mandates that gobble up taxpayer dollars that should be spent for more necessary local needs.

“Now for SomethingCompletely Different”

This newspaper is being delivered on the day when many people in the nation will have sent or will send their annual income tax report that is to varying degrees, a work of art or fiction. However on this date, instead of deepening the same old rut, let’s consider something completely different. Why not imagine replacing the hated income tax with a consumption tax?

The idea of a consumption tax is actually a “Value Added Tax” or a VAT. Many conservatives would turn ashen and feint at the very idea of a VAT being imposed. Their fear is that VATs must run similar to European VATs that escalate until the tax in place mirrors Denmark where a 25% VAT is law.

A VAT in America could easily function similar to the VAT in Canada and Australia. Both nations have not increased their VATs in over two decades.

The National Bureau of Economic Research has estimated that if the federal government imposed a 17% VAT that exempted food, medical care and housing, federal personal income tax, corporate income tax, and estate and gift taxes could all be eliminated.

It has also been proposed, if a 17% VAT was imposed, the highest earners would continue to file an income tax return. Those with income ranging in the hundreds of thousands and higher would continue to file income tax returns paying at a comparable rate as today and employing similar deductions. The major difference is that the “average” wage earners and most hourly workers would be freed of making this annual report that costs American’s many millions of dollars.

These are estimates but for the sake of discussion, creation of such a tax policy should be considered. But this idea has already been labelled as the “Fair Tax” and is supported by some of the candidates running for President of the United States. Perhaps the strongest proponent of this new tax is Texas Senator Ted Cruz (R).

One of the benefits proposed by the “Fair Tax’ is that everyone is a tax payer and everyone is a tax collector. As current tax law stands today, approximately 47% of American’s do not file an income tax return and do not pay income tax. If the “Fair Tax” was enacted as a VAT, then everyone buying an automobile would pay the VAT. Everyone buying a computer, a six-pack of beer, a package of bubble gum or clothing would pay the VAT.

One area of concern asks if a VAT is revenue neutral or revenue escalating and there is no consensus answer. The idea of imposing this “Fair Tax” has come before the U.S. Congress but has not yet emerged from committee hearings. The idea was proposed in 1999 by Georgia representatives John Linder and Rob Woodall. A Senate version of the same legislation was proposed by Georgia Senator Saxby Chambliss. In order for the bill to advance, the bill would have to be included in a final version of tax legislation and be approved by the U.S. House Ways and Means Committee. Under the current administration, it is believed that such a bill has little chance for approval. President Barack Obama is opposed to the bill and he instead favors a more progressive change to the current income and payroll tax systems.

Some have polled American citizens and in a 2009 a Rasmussen poll found that 43% of American’s supported a VAT while 38% of those polled opposed such a move. The poll further found that the sales tax was viewed fairer by 52% of Republicans and 44% of the Democrats.

There are noted economists, some of whom are Nobel laureates, who claim that the VAT would improve the overall national economy. The Beacon Hill Institute estimated that the Gross Domestic Product (GDP) would increase by 10.7% in five years after a VAT was imposed. Arudin, Laffer & Moore Econometrics estimated that GDP would improve by 2.4%$ in the first year and 11.3% after 10 years with the nation paying and collecting a VAT. Some suggest that domestic investment could improve by 86.3% with real wages improving by 10.2% and consumption improving by 1.8%.

Some economists claim that taxing income decreases productivity because money spent on taxation cannot be used to expand a business or personal income. Some economists claim that taxation on consumption will decrease spending because the taxation a corporation or a person would pay is dependent upon their level of spending. Another aspect of consumption taxation could result in less spending for consumer goods that could reduce the price of those goods and also lead to a drop in consumer debt. It has also been argued that families would be encouraged to have more capital for investments if the tax burden on those investments were removed.

If the income tax was removed and taxation resulted from a consumption tax, corporations might be less willing to transfer assets to foreign countries to avoid paying taxes on income. As recent as last week President Obama asked the Treasury Department to rewrite the rules covering corporate inversion. Further, with the corporate tax rate in America being reduced from one of the highest in the world to one of the lowest tax rates, foreign companies might be encouraged to move to America, thereby improving the economic condition of the nation and expanding employment opportunities.

There are advantages and disadvantages to considering such a move that bears discussion. The very idea of making such a change is an idea whose time might have arrived. It could be many years, as we have witnessed for even incremental changes to be written into the American tax code that now encompasses more than 74,000 pages of fine print describing “Red Tape.” This is not to say that such a change is in everyone’s best interest, but it is an idea that could benefit from greater consideration. Discussion of a consumption or VAT tax could be one of those “teaching moments” that could benefit the nation.

Choosing a PlannerBy James Middleton

Since the start of the New Year, Boone County officials have been preparing to sever a relationship with the City of Belvidere to use shared planning services. This agreement had been in place for decades. The decision to sever that relationship came in January and the actual severance occurred in the February Boone County Board meeting.

The intergovernmental agreement relationship specified that either party could sever the agreement after a subsequent 90-day period lapsed. The severance was made formal after the retirement of Kathy Miller, the former interim planning director. The City of Belvidere hired Ms. Miller’s assistant and Boone County moved forward on their own without a planner in place.

In the short term, Boone County will be using planning services provided by DeKalb County however, that will sustain for a very short period, according to the Boone County administrator, Ken Terrinoni. He added, “Using the planning services at DeKalb County would be a limited option because of the time constraints.” With Boone County consulting with DeKalb County planners that would mean double the work for DeKalb. It could be assumed that the needs of DeKalb County would supersede planning needs of Boone County.

The fee that DeKalb County will charge for planning services, according to Paul Miller the DeKalb County planning director would be a flat rate of $70 per hour for planning services. Mr. Miller wrote to Boone County officials, “An analysis from out finance department has determined that

DeKalb County would simply charge a single rate of $70/hour for providing zoning services to Boone County.”

County government here has been solicited by a number of urban planners to acquire the opportunity to serve the county needs. Mr. Terrinoni said that there have been discussions and consideration of some of those firms.

Of those that have been considered, Mr. Terrinoni said, “There is one firm that stands out because of their qualifications.” The firm that he identified was Fehr Graham of Rockford. He said that the firm would dedicate a planner to the needs of Boone County. He added, “They have experience working with the Comprehensive Plan (Boone County Comprehensive Plan of 1999)” and he also suggested that the firm has experience working with the Boone County Zoning Code.

Though many municipalities have zoning plans that meet certain standards, every municipality has elements that are unique to them. For example, one code entry that was the subject of discussion in last week’s Boone County Board roads and capital improvements meeting related to an entry that requires heating and air conditioning equipment installed on a roof to be shielded from neighbors. Another unique element of the Boone County zoning code was added as a text amendment last December when the County Board approved a half-mile setback to be in place separating wind turbines from adjoining property owners. The text amendment requires that wind turbines be no less than a half-mile from adjoining property owners unless they opt out of that code

requirement. Mr. Terrinoni suggested that the Fehr Graham firm would

be presented to the full County Board for consideration as a planning consultant. The charges specified by the firm for their services amounts to $123 per hour and that fee would take effect when a specific need for planning services was brought to the firm. This fee does not apply unless the firm is providing planning services. Mr. Terrinoni added, “The work that they would perform would be pre-approved regarding the time needed for them to assess and to report on a zoning application.”

Mr. Terrinoni also said that the county is awaiting receipt of a contract from the planning firm. Upon receipt of a contract, the Boone County state’s attorney, Michelle Courier would evaluate the contract and report back to the County Board.

In the time leading from January when the decision to sever the agreement with Belvidere arose, Mr. Terrinoni and his staff have developed a job description for a planner that the county could seek in the future. This is an option that is available to the county that could be engaged any time during the year.

As planning needs stand now, Boone County will use services provided by DeKalb County on a case-by-case basis. In the Boone County Board meeting in April, the County Board members could approve employing the Fehr Graham planning firm.

Over 300 attended an information and organizing meeting in opposition to the Great Lakes Basin Railroad coming to Boone County Thursday the 7th of April. Grassroots organization in the American tradition could not have seen a better example that evening with attending County Board members and bold citizens speaking to the crowd to form up and organize the effort to stop this development before it starts. Coordinating with other counties that had sent representatives to show solidarity and provide information this group is clearly already a powerful movement. First step is to persuade the Surface Transportation Board of the federal government to give these affected counties a year to build an case to require an environmental study here in Boone County. The road of life can be long and winding, especially when one reaches that moment when retirement becomes a real option. The road can also be long and winding when your primary job has been to be responsible for all county roads and bridges. But if anyone wonders at the twists and turns in the roads of Boone County, they should speak with Rich Lundin the chief engineer in Boone County.

He announced his intention to retire from Boone County government in the County Board roads and capital improvements committee meeting last week. During that meeting the committee members agreed to ask the County Board to engage in a formal search for a new person to fill that vacancy.

Mr. Lundin said, “I gave my official date of retirement as May 1 but that will not happen.” He indicated that résumés will be accepted into May 13 when he will meet with the chairman of the County Board Bob Walberg (District 1) and the county administrator, Ken Terrinoni to evaluate the applications and move forward with interviews.

Mr. Lundin earned a college degree in civil engineering and after graduation he went to Winnebago County in 1974. He remained there as an engineer until coming to Boone County. He came to Boone County after the retirement of Jim Gang in 1983. Mr. Lundin has served the county since that time.

Much of Mr. Lundin’s responsibility to the taxpayers is to manage the maintenance and upkeep of all county roads and the bridges. With more than 100 center-line county miles of road, that duty involves a lot of work. He said, “Many of the bridges in Boone County are nearing their maximum life of from 50 years to 60 years of use.”

He added, during the tenure of Jim Gang, from the middle 1950’s to the middle 1960’s, he initiated a program of replacing about three bridges per year. Most of those bridges were built using wood piling, literally tree trunks to support the bridge itself. However, Mr. Lundin added, “Weight supported is the problem with bridges. With wood pilings, the wood can break down, water seeps into the wood and the wood pilings disintegrate.” Many of the county bridges today have wood pilings.

One fact that Mr. Lundin disclosed is that all bridges in the state and Boone County are owned by the State of Illinois. This gives the state control over the weight factor of those bridges and Mr.

Lundin said, for the county to change the weight bearing rating of a bridge, the state must approve that change. Bridges today in Boone County are rated to support 80,000 pounds and county roads are also built to bear 80,000 of weight. That 80,000 pounds is the weight of most semi-trucks rolling on highways.

As people drive through the countryside, they can cross bridges that have a sign designating a specified load bearing. These are bridges that have not been tested to support the 80,000 load bearing that is standard today.

Change has occurred over the years since 1983 when Mr. Lundin came to Boone County. For example, he spoke of one bridge that will be rebuilt this year on Poplar Grove Road near the Green Giant plant. The bridge crosses the Kishwaukee River and to replace that bridge, the cost will be $2.2 million. He said that the county has a number of sources for available grant money to fund that construction. The ability to obtain funding from the federal and state government is reliant on the rating of the bridge.

For example, bridges are inspected every two to four years when the bridges are rated. If that rating drops below 50% which is the case today with some county bridges, significant federal funding can be available. Mr. Lundin added, “When the rating is low, federal funding can extend to almost 80% of the total cost to replace the bridge.”

Mr. Lundin also said, at the end of his career in Boone County, county roads are in good shape. Mr. Lundin pointed to Jim Gang who set policy that he has sought over his tenure to sustain. “He would overlay at least 10 miles of county road every year and that kept the roads in good shape. That put the maintenance on a 10-year cycle,” Mr. Lundin said. In the days of Jim Gang, the cost to overlay a roadway ranged from $50,000 to $55,000 per mile. Today, that cost has grown to over $120,000 per mile that is overlaid.

Also in the days when Jim Gang built roads, the weight bearing capability of roads was 73,000 pounds. Today, county roads bear 80,000 pounds. Mr. Lundin said that adding that extra 7,000 of load can deteriorate the roads by 20% more than at the lower weight bearing.

Mr. Lundin added, “My last day will actually arrive when the county finds someone to take my place.” He said that, if asked, he would stay around for a few days to help and acquaint the new county engineer. However, from that point forward, Mr. Lundin and his wife who retired a couple years ago, will want to travel and see the country. He mentioned his desire to see Washington DC and the Civil War and Revolutionary War sites in New England and in the south. “We want to travel a lot more and we will see how that goes,” Mr. Lundin said.

After 33 years, Rich Lundin the Boone County engineer will soon chart a new course and open a new chapter in his life. Instead of analyzing and building roads and bridges, he will likely soon be traveling and crossing many more bridges. The road can be long and winding but around every curve here is something new to see and Mr. Lundin and his wife intend to see what lies around that next curve.
