(a) NATIONAL PREVENTION, HEALTH PROMOTION AND 4
PUBLIC HEALTH COUNCIL.—Subsection (i) of section 4001 5
of the Patient Protection and Affordable Care Act (42 6
U.S.C. 300u–10) is amended by striking ‘‘The Secretary 7
and the Comptroller General of the United States shall 8
jointly conduct periodic reviews’’ and inserting ‘‘The Sec-9
retary shall conduct periodic reviews’’. 10
(b) POSTCARD MANDATE.—Section 719(g)(2) of title 11
31, United States Code is amended— 12
(1) by striking the first sentence and inserting 13
the following: ‘‘The Comptroller General shall make 14
each list available through the public website of the 15
Government Accountability Office.’’; and 16
(2) in the second sentence, by inserting ‘‘of Con-17
gress’’ after ‘‘committee or member’’. 18
(c) ANNUAL AUDIT OF THE CONGRESSIONAL AWARD 19
FOUNDATION.— 20
(1) USE OF PRIVATE INDEPENDENT PUBLIC AC-21
COUNTANT.—Section 107 of the Congressional Award 22
Act (2 U.S.C. 807) is amended to read as follows: 23
‘‘AUDITS 24
‘‘SEC. 107. (a) CONTRACTS WITH INDEPENDENT PUB-25
LIC ACCOUNTANT.—The Board shall enter into a contract 26

with an independent public accountant to conduct an an-1
nual audit in accordance with generally accepted govern-2
ment auditing standards, of the financial records of the 3
Board and of any corporation established under section 4
106(i), and shall ensure that the independent public ac-5
countant has access for the purpose of the audit to any 6
books, documents, papers, and records of the Board or such 7
corporation (or any agent of the Board or such corporation) 8
which the independent public accountant reasonably deter-9
mines to be pertinent to the Congressional Award Program. 10
‘‘(b) ANNUAL REPORT TO CONGRESS ON AUDIT RE-11
SULTS.—Not later than May 15 of each calendar year, the 12
Board shall submit to appropriate officers, committees, and 13
subcommittees of Congress and to the Comptroller General 14
of the United States a report on the results of the most re-15
cent audit conducted pursuant to this section, and shall in-16
clude in the report information on any such additional 17
areas as the independent public accountant who conducted 18
the audit determines deserve or require evaluation. 19
‘‘(c) REVIEW BY THE COMPTROLLER GENERAL OF AN-20
NUAL AUDIT.— 21
‘‘(1) The Comptroller General of the United 22
States shall review each annual audit conducted 23
under subsection (a). 24

‘‘(2) For purposes of a review under paragraph 1
(1), the Comptroller General, or any duly authorized 2
representative of the Comptroller General, shall have 3
access to any books, documents, papers, and records 4
of the Board or such corporation, or any agent of the 5
Board or such corporation, including the independent 6
external auditor designated under subsection (a), 7
which, in the opinion of the Comptroller General, 8
may be pertinent. 9
‘‘(3) Not later than 180 days after the date on 10
which the Comptroller General receives a report under 11
subsection (b), the Comptroller General shall submit 12
to Congress a report containing the results of the re-13
view conducted under paragraph (1) with respect to 14
the preceding year.’’. 15
(2) AMENDMENTS RELATING TO COMPLIANCE 16
WITH FISCAL CONTROL AND ACCOUNTING POLICIES 17
AND PROCEDURES.—Section 104(c) of the Congres-18
sional Award Act (2 U.S.C. 804(c)) is amended— 19
(A) in paragraph (1), in the first sentence, 20
by— 21
(i) inserting ‘‘policies and’’ before 22
‘‘procedures’’; and 23
(ii) striking ‘‘fund’’; and 24
(B) in paragraph (2)(A)— 25

(i) in the first sentence, by striking 1
‘‘The Comptroller General of the United 2
States’’ and inserting ‘‘The independent 3
public accountant conducting the annual 4

COVERY THRESHOLD.—The third sentence of section 13
1862(b)(9)(B)(i) of the Social Security Act (42 U.S.C. 14
1395y(b)(9)(B)(i)) is amended by striking ‘‘for a year’’ and 15
inserting ‘‘for 2014’’. 16
