Welcome to the December 2012 edition of the International Certification Report.

In October we bid a fond farewell to Kathleen Becan-McBride, EdD, MLS(ASCP)CM. Dr. Becan-McBride, who finished her term as International Liaison in October, was awarded the ASCP BOC Distinguished Service Award during the 2012 ASCP Annual Meeting in Boston. The ASCP BOC thanks Dr. Becan-McBride for her service to the International Consortium for ASCPi, and wishes her all the best moving forward. Walter Oliveira, MLS(ASCP)CMSI, succeeds Dr. McBride as Interna-tional Liaison. Mr. Oliveira, Chair of the ASCP BOC Board of Governors and Laboratory Manager at the University of Virginia Health System, is an exciting addition to the International Consortium for ASCPi.

In this issue you will note the changes to International PBT and MB eligibility, as well as updates from the 2012 ASCP Annual Meeting in Boston. Additionally, from the first ever ASCPi examination preparation program in the Sudan to ASCP BOC’s upcoming participation in Medlab at Arab Health, you will see how ASCPi is making great strides in the Middle East and Africa.

• Medical Laboratories Technologists Recent Developments, Greece. On Oct. 19, 2012 in Thessaloniki, Dionysis Vourtsis, President of the Greek Medical Laboratories Technologists Association (PETIE) and Chair of the Greek Advisory Board, gave a presentation on ASCP BOC international certification to 400 technologists at an event titled “Medical Laboratories Technologists Recent Developments.” The event was organized by the Education Office of Medical Laboratory Technologists, General Hospital Papageorgiou, in collaboration with the Educational Institute of Medical Laboratory Technology-Thessaloniki.

International Updates from the November ASCP BOC Board of Governors Meeting

The Singapore Board would like to thank Woo Wee Hong of Singapore Polytechnic for his efforts in making the Singapore ASCPi

advertisement a reality.

The laboratory related biomedical diploma programs from 5 polytechnic institutions in Singapore have recently been rec-ognized by the ASCP BOC as meeting eligibility requirements for MLT(ASCPi) certification examinations.

A total of 15 Republic Polytechnic students who graduated in early 2012 registered for MLT(ASCPi) this year, of which 8 students completed the required internship. In addition to the candidates from Republic Polytechnic, 7 candidates applied from Temasek Polytechnic and 3 candidates applied from Ngee Ann Polytechnic Institutions.

According to Siew Kim Ong, Chair of the Singapore Advisory Board, the Singapore Advisory Board’s recent advertisement is attracting attention to ASCPi certification in Singapore. The advertisement was featured in Singapore’s top-selling newspa-per, the Straits Times on Sept. 26, 2012.

Polytechnic Biomedical Science Diploma Graduates in Singapore

BOG Approves Changes to International PBT and MB EligibilityOn Nov. 3, following the 2012 ASCP Annual Meeting, the Board of Governors (BOG) approved two international eligibility route changes, one for PBT(ASCPi) and one for MB(ASCPi). The BOG voted an additional Route 4 to the current list of routes for International Phlebotomy Technician, PBT(ASCPi). The new Route 4 specifically states that MT(ASCPi) or MLT(ASCPi) certification are viable prerequisites for taking the international PBT examination.

PBT(ASCPi) ROUTE 4: MT(ASCPi) or MLT(ASCPi) certification. For the International Technologist in Molecular Biology Eligibility Route 4, the BOG approved a motion to clarify the type of experience required.

MB(ASCPi) ROUTE 4: Baccalaureate degree in any biological science or chemistry from an accredited/approved** educational institution, AND one year acceptable experience (clinical, veterinary, industry or research) in a molecular biology laboratory* in an accredited/approved*** laboratory facility.

Mandatory Military Service The BOG approved a motion to waive the inactive status fee for individuals from countries requiring mandatory military service when that is the basis for the request for inactive status.

The ASCP BOC was pleased to once again welcome a number of international attendees to the ASCP Annual Meeting, in-cluding three honored International Advisory Board members.

On Nov. 1 Siew Kim Ong presented a research study entitled “Laboratory Medicine Internship Program in Singapore.”

Ms. Ong, who was attending the Annual Meeting for the first time, said she was impressed with the concurrent seminar talks which she found to be informational and useful for networking purposes. “Overall, the Annual Meeting was a wonderful experience and I will recommend to my colleagues that they attend the 2013 Annual meeting in Chicago,” said Ong.

The following day, Nov. 2, Hideo Sakamoto, PhD, Chair of the Japan Advisory Board, participated in the poster session with a poster entitled, “Introducing the Mobile Health Care System to Home Healthcare Using POCT Devices in Japan.”

As an educator, Dr. Sakamoto said he was impressed by the 2012 Annual Meeting’s learning environment. “With a strong emphasis on education and innovation the 2012 meeting shows how dedicated ASCP is to improving the health care system,” said Dr. Sakamoto.

On the final day of the Annual Meeting, Nov. 3, Uganda Advisory Board Chair, Ali Elbireer, PhD, MBA, MT(ASCP), gave a presentation on utilizing best practices in resource limited

countries entitled, “How to Build World-Class Laboratory Services in Resource Limited Settings: Case Study Uganda.”

Dr. Elbireer said he truly enjoyed the An-nual Meeting sessions, but found Donald M. Berwick’s “Scientific Address” to be particularly enlightening. Dr. Elbireer also said that “personally, attending the Board of Governors meeting was the icing on the cake. As a 16 year ASCP BOC certified MT, I was extremely proud to see the level of broad consultation and keen preparation that goes into ensuring the credibility and authenticity of ASCP BOC both locally and internationally.”

These individuals bring a unique perspec-tive to the ASCP meeting and add sig-nificantly to our further understanding of laboratory practice worldwide.

Throughout the meeting Advisory Board Chairs took advantage of opportunities to network with each other, peers, staff and the ASCP and BOC respective Boards.

ASCP BOC Reaches Out to International Volunteers at IFBLS Conference in Berlin

What are ways to encourage medical laboratory professionals to take the ASCP BOC International Certification examination? How do professionals in other countries perceive becoming ASCPi credentialed?

Those were some of the questions raised at a dinner the ASCP Board of Certification (BOC) hosted for members of its Inter-national Advisory Boards attending the 30th World Congress of Biomedical Laboratory Science (IFBLS), held Aug. 18–22 in Berlin, Germany.

“Our volunteers from Korea and Philippines served as our experts at the dinner. They shared ideas with volunteers on newer International Advisory Boards in Greece and India.” — Jennifer Young, CT(ASCP)CM

“The members of the various International Advisory Boards spoke about the importance of having an international certifi-cation, the details of the examination, future plans for special-ties, and ways that every board promotes the ASCPi certifica-tion,” said, Dionysis Vourtsis, who serves on the ASCP BOC Advisory Board for Greece.

This event marked the first ASCP hosted dinner for Interna-tional Advisory Board members during the IFBLS biennial con-ference, providing an opportunity for volunteers to meet and exchange ideas. In addition to Greece, this year’s participants represented India, Korea, Taiwan, and the Philippines.

“Our volunteers from Korea and Philippines served as experts at the dinner sharing ideas with volunteers from Greece and India,” responded Jennifer Young, CT(ASCP)CM, ASCP Board of Certification’s Senior Manager of International Certification. Preparing for ASCP BOC International certification exami-nations has been a challenge for some. The International Advisory Boards for the Philippines and Korea have designed certification preparation study sessions and they spoke about the development of those programs. The Advisory Boards for Korea and the Philippines were established in 2006, and are the longest serving of the BOC International Advisory Boards.“IFBLS is also a good source of contacts of people who are excellent volunteers on these boards.”

In addition, it provides an opportunity to identify individuals to serve on or establish a board in their own country. At the conference, Ms. Young met with an individual who inquired about establishing an advisory board in Croatia.

Ms. Young attended the conference, along with ASCP (then) President C. Bruce Alexander, MD, FASCP, and Patricia Tanabe, MPA, MLS(ASCP)CM, Executive Director of the ASCP

BOC. Dr. Alexander spoke about the globalization of laboratory medicine as part of a panel discussion sponsored by Abbott Laboratories.

The BOC International Advisory Boards were first established in 2006 to help promote international certification in other countries. The ASCPi credential certifies professional com-petency among new and practicing laboratory professionals in an effort to strengthen standards of patient safety worldwide. Graduates of medical laboratory science programs outside the U.S. are challenged with content that mirrors the standards of excellence established by ASCP examinations.

Leila Florento, MS, PhD, RMT (PRC), who represents the In-ternational Advisory Board for the Philippines, said her board performs all functions, such as providing advocacy to students in schools, holding seminars, answering queries, and certifying applicants. She asked how the role of the ASCP International Ambassadors differs from that of the International Advisory Board members.

Ms. Tanabe and Ms. Young explained that the International Ambassador’s role is to help in the promotion and advocacy of the ASCPi credential. Ms. Young noted that the role of the International Ambassador is being redefined.

Ms. Young noted that ASCP BOC will have an opportunity to meet with more of its Advisory Board volunteers when it at-tends the ASEAN Conference of Clinical Laboratory Science (ACCLS), Nov. 27–30 in the Philippines.

Yih-Hsin Chang, PhD, MB(ASCPi), International Ambassador and Taiwan Advisory Board member, gave a brief talk about the overseas medical technology market, with emphasis on ASCPi certification, at the Asia-Pacific Medical Technologist Forum in Taichung on April 28. On Oct. 12 Ms. Chang gave

another presentation on ASCPi certification at Central Taiwan University of Technology. In November, Taiwan Advisory Board Chair, Tsu Lan Wu, promoted ASCPi during the student forum of the Taiwan Society of Laboratory Medicine.

ASCP BOC at the 11th National Clinical Laboratory Congress in Panama

On Aug. 30 the ASCP BOC Mgtr. Dalys Sagel de Wong, MBA, MT(ASCP), MHSM, Treasurer of the Panama Advisory Board, presented ASCPi at the 11th National Clinical Laboratory Congress in Bijao, Panama.

As a sponsor of the congress, ASCP BOC was entitled to a booth where brochures, flyers, and other promotional materials were distributed to the attendees. At the booth, Mgtr. Wong answered questions regarding certification. Many

of these attendees signed up to receive additional information on continuing education webcasts, promotion of certification, and other related issues via email.

In addition to ASCPi, the congress was host to numerous outstanding presentations from professionals who work at local public hospitals, health research institutes such as Gorgas Memorial Institute of Health Studies and the Panama Research Institute of Science and Medicine (INDICASAT), public and private universities and the National Secretariat of Science, Technology and Innovation. Other presentations included graduation theses from professionals who completed their master’s degree in education in Panama. International guest speakers included Claudia Escobar MT(ASCP)SH, from Chicago Ill, Evan Jensen from Costa Rica, and Fernando Chaves from Brazil, who works for Coulter Co. in the U.S.

Presentation topics included hematology, blood bank, microbiology, parasitology, molecular biology, flow cytometry and a general overview of medical laboratory research in Panama.

As a result of the ASCP BOC’s presence at this event, a group of medical technologists from the province of Bocas del Toro contacted Mgtr. Wong to invite members of the Panama Advisory Board to present ASCPi at a Caja de Seguro Social (CSS) meeting in Bocas del Toro from Oct. 4-5 (the CSS, or Social Security Fund in English, is a Panama government body similar to the U.S. Social Security Administration). The chosen ASCP BOC representative for this event was Mr. Nelson Cedeño, MT(ASCP), the Panama Advisory Board’s Media Director and expert on IT and webcast related issues.

On Monday, Aug. 27 Regional Representative Alexandra Dólleman met with Dr. María Paola Isenrich, Dean of the University Peruana Cayetano Heredia (U.P.C.H.), Licda. Greenlandia Ferreiros, Director of the Medical Technologist School of the U.P.C.H, and Licda. Silvia Flores, Peru Advi-sory Board Chair. Dr. Paola was very receptive to the pilot project the which is anticipated to prepare 18 students of the U.P.C.H. for the MT(ASCPi) examination. He commit-ted to provide support and hire professors if necessary for further training. Ms. Dólleman gave a presentation to a group of 40 medical technologists, professors, and stu-dents of the U.P.C.H. from the first through the fifth year of study.

The ASCP BOC presentation on international certification was followed with Cecila Padilla Salas MT(ASCPi), from Peru, sharing her own ASCPi certification experience. Ms. Salas described certification as a personal challenge and gave her perspective on the application process, examination preparation, and correspondence with the ASCP BOC. Her input was very positive as she mentioned the benefits she obtained through the certification, such as recognition from her peers, inclusion in the global network of ASCPi certified professionals, obtaining additional credit for ongoing research projects and having access to a wider range of opportunities. Ms. Salas motivated the students and was invited by Alexandra Dólleman to join the Peruvian Advisory Board to help promote international certifica-tion in Peru. On Aug. 28, following the previous day’s meeting with U.P.C.H., Ms. Dólleman and Ms. Salas met with Licda. Regina Medina, Dean of the University Nacional Federico Villareal (U.N.F.V.) and Licdo. José Bernaola Uchuya, Director of the Laboratory and Anatomic Pathology School of the U.N.F.V., and delivered a presentation on ASCPi. Ms. Salas, who is a former student of U.N.F.V., again shared her personal experience and advice on what it takes to become ASCPi certified. The presentation was attended by approxi-mately 80 medical technologists, profes-sors and students, and was followed by a Q&A session.

The 10th National Peruvian Medical Technologist Congress was held at the University Alas Peruanas in Arequipa from Aug. 30-Sept. 1. The congress included 21 health and labora-tory providers and attracted 598 participants, of whom 90% were medical technologist students of clinical laboratory, radiology and physical therapy. The congress was split into 3 tracks based on the aforementioned 3 areas of study. ASCP BOC Participates in the National Medical Technologist Congress in Arequipa, Peru

All of the attendees expressed an interest in offering ASCPi certification to graduating students. The medical technol-ogy program with specialization in clinical laboratory and anatomic pathology at the University Alas Peruanas meets eligibility requirements for the ASCP BOC International Medical Technologist examination, while Chiclayo’s program requires further evaluation. Ms. Dólleman was invited by Licdo. Cadenillas to visit the University of Chiclayo and meet with medical technologist students. Representing

the Pan-American Medical Technologist Association, Chair of the Chile Advisory Board, Juan Carlos Araya, was also present at the congress. The ASCPi presentation took place on Aug. 31 to an audience of approximately 60 participants, 40 of whom visited the ASCP BOC booth after the presenta-tion. During the closing ceremony Sara Valer, Dean of the C.T.M.P., announced the next International Medical Tech-nologist Congress May 17-19, 2013 in Lima.

Update from ChileIn July, the Chile Advisory Board held its monthly meeting and recognized Macarena Lépez’s success in attaining MT(ASCPi)CM, Juan José Díaz’s master’s degree in educa-tion, and Juan Carlos Araya’s birthday. The board also assessed the activities carried out to date and proposed new strategies to promote ASCP BOC inter-national certification among professional medical technologists and students.

Juan Carlos Araya, Chair of the Chile Advisory Board, participated in the 1st International Medical Technologist and Biomedicine Student Congress which took place at the Universidad Mayor in Santiago, Huechuraba Campus, in Chile on July 11-13, 2012.

During the second day of the event, Juan Carlos Araya gave a presentation on international certification which was attended by 47 participants from the following universities:

ASCP BOC Participates in the Chinese Medical Doctor Association 2012 Congress in Shenzhen, China

ASCPi review classes for Medical Laboratory Professionals are now taking place in the Sudan. These courses are taught by members of the ASCPi Sudan Advisory Board and instructors from other medical technologist programs. The first group of 40 students started on August 25 and is scheduled to com-plete the program in December. All students have a bachelor’s degree in medical laboratory sciences and most plan to immi-grate to the Persian Gulf region after completing the program. In addition to the students’ fluency in Arabic and English, hav-ing the ASCPi certification will provide them with a competi-tive edge when applying for jobs in the Persian Gulf region.

About the Review CenterAdvance for Professional Development, a medical laboratory center in the Sudan which promotes ASCPi examinations, prepared a complete package for medical laboratory scientist graduates. The package includes diploma evaluation, as-sistance with examination registration and scheduling, ASCPi review courses, examination coaching, CV preparation, and assistance in searching for a job.

The intensive review course consists of over 170 contact hours in all subjects covered in the medical technologist examina-tion. The program offers mock ASCPi examinations to better prepare students for the test. Due to difficulties in acquir-ing books in the Sudan, the center library contains all books recommended by the ASCP BOC.

For those who are planning to immigrate to the U.S. the center offers TOEFL preparation courses. Passing the TOEFL exami-nation is one of the requirements to obtain the VisaScreen® certificate which is necessary to be able to work in the U.S. on an H1B visa.

The Center’s GoalsCurrently, less than 10 percent of ASCPi applicants originate from Africa and the Middle East. It is clear this region is fall-ing behind in terms of the number of applicants and individu-als certified. The center will play a major role in increasing awareness about the ASCPi credential and provide assistance to applicants from the Middle East and Africa. The center also accepts international applicants who are interested in joining the program or need assistance with the evaluation process.

From Sept. 22-24 Fany Fan, East Asia Regional Representa-tive, participated in the Chinese Medical Doctor Association (CMDA) 2012 Congress.

During the congress Ms. Fan met with Mr. Cong Yulong, Direc-tor of Clinical Laboratory Science for the Chinese Medical Association (CMA). According to Ms. Fan, Mr. Yulong, who is familiar with the ASCP BOC, is one of CMA’s top officials and will be helpful in designing promotions for ASCPi examinations.

Chinese Journal of Laboratory MedicineMr. Guan Ming, Director of Shanghai Huashang Hospital and committee member of CMA’s Clinical Laboratory Sci-ence (CLS) branch, has committed to introducing ASCP and ASCPi in the Chinese Journal of Laboratory Medicine. His personal endorsement will increase ASCPi awareness and interest in the Chinese market.

Teaching Staff A majority of the instructors hold a PhD in the subject they teach, and two serve as medical laboratory scientist program directors. The medical laboratory scientist program directors believe the ASCP BOC international certification will better prepare students for global mobility.

Who is Behind This Success? The establishment of this review program was a team effort lead by Abdel Rahim Muddathir, PhD. Since the completion of his PhD work at the Karolinska Institute in Sweden in 2007, Dr. Muddathir has worked tirelessly to raise the quality of medi-cal laboratory scientist education in his home country of the Sudan. He climbed the education ladder till he became the medical laboratory scientist Program Director at Shariq Elniel University, Sudan. He was credited for modernizing Shariq Elniel Univeristy’s medical laboratory scientist program, which is now one of the best programs in the country. Additionally, he worked with other medical laboratory scientist program direc-tors to update their curriculum to incorporate current technolo-gies and innovations. Dr. Muddathir also contributed greatly to the formation of the ASCP BOC advisory board in the Sudan to assist with the applicants’ verification process.

Examination Arrangement The first group will complete the review course on Dec. 12, 2012. Since there is no Pearson Vue examination center in the Sudan, most of the applicants will be taking the examina-tion in neighboring countries. The center will sponsor the travel and accommodation for the top three performers in the class to take the ASCPi examination in Cairo. Remaining members of the class plan to take a road trip by bus to test in Addis Ababa, Ethiopia.

On Nov. 6 Faisal Ibrahim, MBA, HCM, MT(ASCP), International Ambassador to the Middle East and Africa, visited the University of Jos. During his visit, Mr. Ibrahim met with the Medical Labo-ratory Science (MLS) Program Director, Dr. Eugene I. Ikeh, and delivered a presentation on ASCP BOC international certification to Jos Teaching Hospital’s MLS students and laboratory staff.

The MLS Department started during the 2007/2008 session following the approval granted to the University of Jos by the National Universities Commission (NUC) to start a Medical Laboratory Science degree program.

On Oct. 3 David Chhieng, MD, MBA, MSHI, MA, FASCP, Pro-fessor of Pathology, Director of Cytology and Outreach Service Department of Pathology Yale University, and member of the BOC Board of Governors, presented ASCPi to a group of pro-fessionals at the 37th European Congress of Cytology in Du-brovnik-Cavtat, Croatia. Dr. Chhieng’s presentation provided details on the history and progress of ASCP BOC international activities along with an overview of the ASCPi application and examination process with a focus on the International Tech-nologist in Gynecologic Cytology, CTgyn(ASCPi) examination.

Dr. Chhieng received a great deal of positive feedback from those in the audience, and had a number of pathologists from Kuwait and the Sudan indicate they would encourage cyto-technologists in their countries to take the examination.

On Oct. 3 an introductory meeting for ASCP BOC International Certification was organized by Sumedha Sahni, MD, Laboratory Director, Tawam Hospital and member of the U.A.E. Advisory Board. Participants included Ms. Salwa Shamsi, Laboratory Manager, Mr. Hamad Al Mulla, Administrative Director, Re-gional Blood Bank and 25 U.A.E. national laboratory technolo-gists. The objective of the meeting was to create awareness of ASCP BOC certification and encourage U.A.E. national staff to obtain ASCP BOC certification following receipt of their medi-cal laboratory technology degree. The speakers at the meeting were U.A.E. Advisory Board member Ms. Maighdlin McKean, HT(ASCP)SCTCM Supervisor, Cytopathology, Tawam Hospital Laboratories; Mohammad Jamali, PhD, Laboratory Supervisor, Zayed Military Academy Laboratory, Al Ain; and Ms. Hafsa Al Shebli, CTgyn(ASCPi)CM, Senior Medical Technologist, Tawam Hospital Laboratories. After a brief welcome message emphasizing the objectives of the meeting, Dr. Sahni introduced Ms. McKean, main speaker, Dr. Jamali, guest speaker, and Ms. Al Shebli, Tawam Hospital’s first U.A.E. national laboratory staff member to have received ASCP international certification.

Through an audio-visual presentation, Ms. McKean provided a thorough insight into the ASCP BOC – its location, programs and certifications, decades of good reputation, outreach, benefits, and the promotion of a culture of continuing educa-tion. She provided instructions on how a candidate can enroll and be successful at qualifying for ASCP BOC certification. Ms. McKean spoke in glowing terms of her colleague and apprentice, Ms. Al Shebli, who had pursued Cytology as a career option, seeking practical training at an institution of great repute in Australia and then successfully completing the ASCP BOC International Technologist in Gynecologic Cytology examination. Ms. Al Shebli is now ready to take on the role of cytoscreener in the Tawam Hospital Laboratory.

Dr. Jamali detailed the advantages of acquiring ASCP Interna-tional certification, encouraging all U.A.E. national laboratory

staff present to take on the challenge, stating that this effort will reflect positively on their respective careers, self confi-dence and institution.

Ms. Al Shebli summarized her personal experience in earning CTgyn(ASCPi), providing a detailed account of steps followed:

ASCP BOC has become the gold standard for certification of clinical laboratory staff.

The HAAD regulations and Audit Division led by Dr. Hala Ab-dul Rahman and Dr. Ahmad Sultan, Chair of the U.A.E. Advi-sory Board, have been instrumental in promoting the adoption of ASCP certification by U.A.E. national and other laboratory professionals in the United Arab Emirates. The movement is gaining momentum, following the first board meeting which was held in October in Sharjah.

Following this initial meeting on ASCP BOC certification in Al Ain, Tawam Hospital’s laboratory management plans to intro-duce training courses, workshops, and interactive platforms in order to create widespread awareness of ASCP BOC certification among laboratory professionals throughout the Abu Dhabi Health Services Company (SEHA) and other healthcare establishments. With a large group of very keen laboratory professionals in the Al Ain region, the future of ASCP international certification in the Emirate of Abu Dhabi looks very bright indeed.
