Incident Briefing (ICS 201)

Incident Summary Heavy rains overnight across the central area (up to 7” in some areas) has resulted in widespread flash flooding heavily impacting the City of Louisville and surrounding counties. Multiple roads have been covered with water and schools have been canceled in Jefferson and Bullitt Counties. Over the course of the day, storms impacted the region causing scattered damage to homes. The rainfall associated with the storms led to flooding in numerous counties in residential areas. Rainfall ended late evening on April 3, 2015. During the event numerous evacuations due to flooding and mudslides prompted the opening of shelters. Staff has been in constant contact with the State EOC and County EM’s.

4/6/15 Several Counties have declared Emergency Declarations:

4/7/15 Severe weather is a concern for those impacted by the recent weather. Rain is expected most of this week. Additional Counties have declared Emergency Declarations: Jefferson, Clark Co, IN., Bourbon, Elliott

4/8/15 Bulk Distribution occurred in District 1, 3 and 4 (see maps). 3 shelters continued in District 1, 3 and 4. The DR transitioned to level IV.

4/9/15 Disaster Assessment finished collecting DA. Sheltering remained steady in Districts 1 and 3. Casework and Bulk Distribution planning for weekend push is in place. Mobile Feeding continued in Carter County.

4/10/15 Casework teams arrived on the DR and were allocated to the districts to begin casework. Bulk Distribution efforts occurred in 3 districts. 2 shelters closed and one transitioned to stand-by, one shelter remains open. Mobile feeding, supported by SBC, occurred in Carter Co. DA completed DDA in all districts and began compiling the data for CAS upload. 4/11/15 Day 1 of the Casework and Bulk Distribution push. Opened 52 cases and distributed 608 bulk items. DA focused on hotshots and preparing data entry for CAS. Logistics focused on ensuring staff are assigned to the right activities and work sites and all vehicles are accounted for. The Jefferson County shelter remains open. All others are closed or plan to close. Staffing planned for the close of the staff shelter. 4/12/15 Day 2 of weekend push for Casework and Bulk Distribution continues to be successful. An additional 31 cases were opened and 2,295 bulk items were distributed. One shelter remains open in Jefferson County. Leadership developed plans to continue a strong Bulk Distribution push in affected counties. Mentoring and training in ConOps and ICS response structure is strengthening the capabilities of both the local and visiting staff.
