We have audited the accompanying designated account of Ministry of Agriculture and Natural Resource (MoANR) Agricultural Growth Program IDA Credit 47830 ET, IDA Grant H6000 ET, MDTF 99729, AECID 1811/11, GAFSP 11306, and Italian Development Cooperation for the year ended 7 July 2015.

Managements' Responsibility for the Designated Accounts

The project's Management is responsible for the preparation and fair presentation of the designated account in accordance with 1-nternational Financial Reporting Standards and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Auditors' Responsibility

Our responsibility is to express an opinion on these designated account based on our audit. We conducted our audit in accordance with International Standards on Auditing for designated accounts. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the designated account is free from material misstatement. ·

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Opinion

In our opinion, the financial statements thereof present fairly, in all material respects, the financial position of the designated account of the Ministry of Agriculture and Natural Resource (MoANR) Agricultural Growth Program IDA Credit 47830 ET, IDA Grant H6000 ET, MDTF 99729, AECID 1811/11,GAFSP 11306, and Italian Development Cooperation as at 07 July 2015 and the movements for the year then ended in accordance with International Financial Reporting Standards and are in agreement with the records maintained by the Project.

We have audited the accompanying financial statements of Ministry of Agriculture and Natural Resource (MoANR)-Agricultural growth program IDA Credit 4783 ET, IDA Grant H6000 ET, MDTF Grant TF No.99729, AECID Grant 1811 /11, GAFSP Grant TFO 11306, and Italian Development Cooperation set out on pages 3 to 11, which have been prepared under the historical cost convention and in accordance with the accounting policies specified on page 5.

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with I:nternational Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The ptocedures selected depend on the auditor's judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. ln making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accoun_ting estimates made by management, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obk ined is sufficient and appropriate to provide a basis for our audit opinion.

Opinion

In our opinion, the financial statements togethe · with the notes part thereof give a true and fair

view of the financial position of Ministry of Agriculture and Natural Resource - Agricultural

Grant 1811/1 1, GAFSP Grant 011306 and Italian Development Cooperation as at 7 July 2015

and of its sources and uses of funds for the year then ended in accordance with International

Financial Reporting Standards and are in agreement with the records maintained by the

1. BACKGROUND


Agricultural Growth Program was established based on agreement signed between Federal Democratic Republic of Ethiopia and International Development Association (IDA), Multi Donor Trust Fund (MDTF),

AECID,Global Agriculture and Food Security Program (GAFSP) and Italian Development cooperation.

The main objective of the program are to increase agricultural productivity in a sustainable manner,

strengthening marketing and facilitating value addition in selected target areas.

2. MAJOR ACCOUNTING POLICIES

The principal accounting policies adopted and applied by the program are stated here below:-

a) Basis of Accounting

The Program Financial Statements are prepared in accordance with fntemational Financial Reporting

Standards. b) Expenditures of Capital nature

Expenditures of capital nature are directly charged to expenditure up on purchase.

c) Currency The financial statements are presented in Birr. Transaction in foreign currency are translated in to Birr

at the approximate rate of exchange prevailing at the date of transaction. Cash balances denominated

in foreign currencies are translated in to Birr at the exchange rates ruling at the balance sheet date. The

closing rate as at 07 July 2015 was Birr 20.5858 for a USO.
