EXECUTIVE SUMMARY BACKGROUND:
Ministry of Road Transport and Highways (MORT&H) has embarked on a staged up gradation programme of various National Highway. The widening is necessary to develop National Highway corridors where traffic intensity has increased significantly and there is requirement of augmentation of capacity for safe and efficient movement of traffic. MORT&H has authorized National Highway Authority of India (NHAI) to implement the development projects for six laning of Barwa Adda to Panagarh section of National Highway No.2 in the state Jharkhand and West Bengal by way of Public-Private Partnership (PPP) mode.
The project corridor on NH-2, a part of Golden Quadrilateral is passing through plains of Gangetic region of landlocked states of Bihar & Jharkhand and connects the National Capital with Kolkata traversing almost 1465 km, passing through the states of west Bengal, Bihar, Jharkhand, Uttar Pradesh, Haryana & Delhi. Apart from cutting across several other NFs it traverses through major towns of Durgapur-Asansol, Dhanbad, Aurangabad, Varanasi, Allahabad, Kanpur, Agra, Faridabad, thereby catering to traffic with East West spectrum within the country.
The project road of NH-2 starts from Barwa-Adda in Dhanbad district in the State of Jharkhand Km 398.240 and ends at Panagarh in Bardhaman district of West Bengal km 521.120. Total length of stretch is 122.88 km passes through Barwaadda, Ponrki, Bhitiya, Kaladih, Amarpur, Govindpur Bajar,Fakirdih,Phufwadih, Gopalganj, Nirsa, Belchahri in the district of Dhanbad in Jharkhand State and Salanpur, Niyamatpur, Asansol, Bogra Chatti, Palas danga, Raniganj More, Mangalpur, Andal More, Kada Road, Durgapur, Muchipara, Rajbandh Chati, Panagarh in the district of Bardhman in West Bengal.
NHAI have awarded the task of Feasibility and Detailed engineering for improvement of this section of NH-2 to M/s ICT, India.
NHAI has awarded the work of “Design, Build, Finance, Operate and Transfer of Km. 398.240 to Km.521.120 including a bypass of length 8.120 Km. and service road of length 149.310 at selected locations to M/s Barwa Adda Expressway Ltd. ( Mumbai).
NHAI has awarded the Independent Consultancy for the project to M/s SA Infrastructure Consultants Pvt. Ltd. in association with Sugam Technocarts Pvt.Ltd.

Safety and traffic management:- Status of PPE on site :- Usage :- Personal protective equipment (PPE) to reduce employee exposure to hazards
when engineering and administrative controls are not feasible or effective in reducing these exposures to acceptable levels. Employers are required to determine if PPE should be used to protect their workers.
a. Be appropriate for the risks involved and the conditions at the place of exposure.b. Take account of ergonomic requirements, the state of health of the person who
wears it and the duration of its use;c. Be capable of fitting the wearer correctly.d. Be, so far as is reasonably practicable, effective to prevent or adequately control
risks involved without increasing the overall risks.
PPE availability on site :-
a. These 750 mm one piece composite Rubber traffic cones (CRC) come complete with D2 reflective sleeve which fully conforms to BS EN 13422:2004. These road cones are manufactured from recycled material.
b. Reflective tapes.c. Head Protection, Hand Protection, Safety Footwear, Yellow High Visibility
Clothing.
Functionality :-
a. Rubber Traffic Cones : Its function is on the crossing of roadways, maintenance of freeways, dangerous zone and road sites and so on.
b. Reflective tapes :- One of the most important attributes of road safety is line visibility. The importance of this function to resist the wear the tear cause by regular traffic and changing climate conditions. These reflective road tapes suitable for both longitudinal and transverse installation in locations that experience substantial traffic activity.
c. Head Protection, Hand Protection, Safety Footwear, Yellow High Visibility Clothing. : - These PPE are function in such manner, that the labour on site should be visible from long distance due to the reflective material and protect them from any uncertain hazard happen on site.
