UNION PUBLIC SERVICE COMMISSION

WHAT IS UNION PUBLIC SERVICE COMMISSION

❖ Union Public Service Commission is a constitutional body responsible for conductingExaminations for various services including the Civil Services Examination.

❖ UPSC Civil Services include twenty four groups of services under the CentralGovernment. i.e. IAS/IPS/IFS/IRS/IAAS etc. These services provide opportunities towork under the Central Government as well as various State Governments, UnionTerritories and even foreign countries.

❖ These services perform a variety of crucial governance functions and comprise thefamed bureaucracy or executive of the government.

UPSC SCHEME FOR CIVIL SERVICESEXAMINATION (CSE)

The Union Public Service Commission conducts the Civil Services (Preliminary)Examination, which is common for the candidates applying for Civil ServicesExamination and Indian Forest Service Examination and acts as a screening mechanismfor selection of candidates for the Civil Services (Main) Examination and Indian ForestService (Main) Examination.

THE ENTIRE PROCESS IS DIVIDED IN 3 PARTS

i. Preliminary examination

ii. Mains examination

iii. Interview

i. PRELIMINARY EXAMINATION

It consists of two Objective type papers (multiple choice questions) and carry amaximum of 400 marks. On the basis of the marks obtained by the candidates in thePreliminary Examination, the candidates will be declared qualified for admission to theMains Examination, but the marks obtained in Preliminary Examination, will not be countedfor determining their final order of merit. Thus these two papers will be qualifying in nature.

Both these papers will be of matriculation or equivalent standard. Candidates willqualify for Civil Services (Main) Examination based on the criterion of minimum qualifyingmarks of 33% in General Studies Paper-II of Civil Services (Preliminary) Examination andtotal qualifying marks of General Studies Paper-I and II of Civil Services (Preliminary)Examination as may be determined by the Commission.

There will be negative marking for incorrect answers.

The number of candidates to be admitted to the Mains Examination will be abouttwelve to thirteen times the approximate number of vacancies notified by the UPSC.

ii. MAINS EXAMINATION

The written examination will consist of the following papers :

Compulsory Qualifying Papers:

Paper-A

Languages 300 marks

One of the Indian Languages to be selected by the candidate from the Languagesincluded in the Eighth Schedule of the Constitution.

Not compulsory for candidates hailing from Arunachal Pradesh, Manipur, Meghalaya,Mizoram, Nagaland & Sikkim.

Paper-B

English 300 marks

(25% marks in ‘Indian Language and 25% marks in English are minimumqualifying marks in these two compulsory qualifying papers.)

Part - A Preliminary ExaminationThe Preliminary Examination is also known as C-SAT (Civil Services Aptitude Test)

as it aims at judging the abilities and aptitude of candidates.

Note 1 Paper-II of the Civil Services (Pre.) Exam will be qualifying paper with minimumqualifying marks fixed at 33%.

Note 2 The questions will be of multiple choice, objective type.

Nore 3 It is mandatory for the candidate to appear in both the papers of Civil Services(Pre.) Exam for the purpose of evaluation. Therefore a candidate will be disqualifiedin case he/she does not appear in both the papers of Civil Services (Pre.)Exam.

❖ Functions and responsibilities of the Union and the States, issues and challengespertaining to the federal structure, devolution of powers and finances up to local levelsand challenges therein.

❖ Separation of powers between various organs, dispute redressal mechanisms andinstitutions.

❖ Comparison of the Indian constitutional scheme with that of other countries.

❖ Parliament and State Legislatures - structure, functioning, conduct of business, powers& privileges and issues arising out of these.

Questions mayutilize the case study approach to determine these aspects. The following broad areaswill be covered.

❖ Ethics and Human Interface: Essence, determinants and consequences of Ethics inhuman actions; dimensions of ethics; ethics in private and public relationships. HumanValues – lessons from the lives and teachings of great leaders, reformers andadministrators; role of family, society and educational institutions in inculcating values.

❖ Attitude: content, structure, function; its influence and relation with thought andbehavior; moral and political attitudes; social influence and persuasion.

❖ Aptitude and foundational values for Civil Service, integrity, impartiality and non-partisanship, objectivity, dedication to public service, empathy, tolerance andcompassion towards the weaker sections.

❖ Emotional intelligence-concepts, and their utilities and application in administrationand governance.

❖ Contributions of moral thinkers and philosophers from India and world.

INTERVIEW GUIDANCE PROGRAMMEImmediately after the declaration of Civil Services Main Examination results, an

Interview Guidance Programme is organized for successful students.

For interview, UPSC selects twice the number of vacancies to be filled.

Interview Guidance Programme (IGP) conducted by Samkalp is the most acclaimedprogramme in the city. It has been by far the best and successful also.

Duration : About 60 Days

TRANSIT ACCOMMODATION FACILITY

Samkalp provides Transit Accommodation to those outstation male students whoare appearing for the Civil Services Examination during the year at Samkalp Bhawan,Sector-IV, R.K. Puram, New Delhi. Admission for the transit accommodation is given onthe basis of potentiality and social commitment of the candidate assessed through aprocedure and as per rules. However joining our regular coaching classes is a prerequisite.

PG Accommodation for female students arranged at their request.

READING ROOM FACILITIES

Samkalp provides air conditioned and comfortable Reading room facilities from earlymorning to evening with Laptop charging arrangements both for male and female studentsat Samkalp Bhawan, Sector-IV, R.K. Puram, New Delhi. Admission is given on the basisof potentiality and social commitment judged through a procedure as per rules. Howeverjoining our regular coaching classes is a prerequisite.

i) CIVIL SERVICES EXAMINATION ORIENTATION PROGRAMMES

This programme is held thrice a year. Selected students of 2nd year and above of undergraduate and post graduate classes and from IIT, Medical, CA, MBA courses are eligibleto participate in this programme.

Duration : 3 days

Period : (i) 3rd week of July, (ii) 4th week of October, (iii) 3rd / 4th week of December.

Venue : Samkalp Bhawan, Dhirpur, Delhi, and Samkalp office, Udaseen Ashram,Panchkuia Road, New Delhi or any other place decided on special request.

ii) DISHA BODH SHIVIR (SOCIAL ORIENTATION CAMP)

This programme is to awaken the sense of responsibility towards society among thestudents who are appearing or have appeared in the Civil Services Examination. They aremade aware of the great cultural heritage of this sacred land and to arouse in them thesense of patriotism, compassion and nurture the qualities of excellence and integrity.

Duration : 3 days

Period : 2nd week of January (including Swami Vivekanand’s Birthday–12th January)

Venue : As decided.

iii) SPECIAL LECTURES

They are organized from time to time on various important topics relevant for UPSCExamination.

iv) Reading Material and Periodical Class tests are also planned. Arrangementfor those who want to opt for Test Series is also being made.

v) SAMKALP also provides Transit Accommodation, Reading Room Facility,in-house mess, tea/coffee etc.
