NationalBoardofAccreditation(NBA)forhavingonceagaintakenuptheleadershippositioninexecutingthistask,

undertheguidanceoftheImplementationCoreCommittee.NBA’steam,togetherwiththeteamofitspartnerinstitute

the INFLIBNET Centre at Gandhinagar. These Teams, put together, have jointly played a remarkable role in the

executionofthistask.

TheFirstMeetingoftheImplementationCoreCommittee(ICC)forIndiaRankings2019constitutedbytheMinistryof

HumanResourceDevelopmentwasconvenedunder theChairmanshipofShriSukhbirSinghSandhu,Additional

thSecretary(TE)on7 January,2019atMHRD.TheCommitteereviewedthefeedbackandsuggestionsreceivedfromthe

participantsofRound-TableMeetingandapprovedtherankingdocumentsofIndiaRankings2019.

This year's rankings continueswith thepracticeofproviding anOverall rank in addition to a separate rank for

Universities,anddiscipline-specificranksinEngineering,Management,Pharmacy,Law,MedicalandArchitecture.

GeneralDegree Colleges are also being ranked for the third consecutive yearwithmuch larger participation of

colleges.

TheMinistryofHumanResourceDevelopment(MHRD)ishappytopresentthefourtheditionofIndiaRankingsforthe

year2019basedontheNationalInstitutionalRankingFramework(NIRF).ThefourtheditionofIndiaRankingsbuilds

uponthelastthreeannualexercisesundertakenbetween2016and2018withsomeimprovements.

A Round-Table Meeting for India Rankings 2019 (NIRF) was convened under the chairmanship of Shri R.

thSubrahmanyam,Secretary(HE)attheIndiaHabitatCentre,NewDelhion8 August,2018whereinstakeholdersfrom

institutesacrossvariousdisciplineswereinvitedtoparticipateandprovidetheirfeedbackonwaysandmeansto

improve this annual exercise.26participants from22 institutionsattended theworkshop.Domain-specific sub-

committeeswereset-upforvariousdisciplinestoexaminethefeedbackprovidedbytheparticipantsduringtheround

tablemeeting.Someofthesefeedbacks/suggestionswereincorporatedforrankingofdomain-specificrankingof

institutions.

ThisisthefourthconsecutiveeditionofIndiaRankingsoftheinstitutionsofhighereducationinIndia.TheNational

InstitutionalRankingFramework(NIRF),launchedinNovember2015bytheMHRD,isbeingusedforthiseditionas

wellasforthelastthreeeditionsofIndiaRankingsreleasedfortheyears2016,2017and2018.Unlikeotherrankings

inthepopularmedia,IndiaRankingsdeployobjectivecriteriaandmetricswithfactualdatagatheredfromthirdparty

sourcesaswellasfromtheinstitutionsthemselves.Severalimprovementswereeffectedindatacollectionformats,

metricsandcomparisonmethodologyusedforIndiaRankingsovertheyears.

TheIndiaRankingshassuccessfullyinstilledthecultureofcollection,compilationandcurationofdatarequiredfor

ranking of institutionswho are now carefullymaintaining data pertaining to their faculty, students, placement,

infrastructure,expenditureonlibraryandlaboratories,etc.Thiscultureisimportantforinstitutionsthemselvessince

analysisofthisdataprovidesthebigpictureoftrendsandpatternsthatcanbeusedforevaluatingandstreamlining

processes,creatingefficiencies,andimprovingoverallstudentexperience.Whileatinstitutionallevel,thedataandits

analyticscanhelpinassessinginstitutesthemselvesagainstinternalbenchmarks,atthenationallevel,thedatacan

serveasabaseforanalysisofthestatusofhighereducationinstitutionsinthecountry.

IndiaRankings2019:ProcessofConsolidationContinues

Thepracticeofpre-registrationofinstitutionsforNIRFrankingsandinvitingnewinstitutionsforrankingthroughan

openadvertisementcontinuedthisyearalso.A totalnumberof3127unique institutionsrespondedandoffered

themselvesforrankingunder“Overall”,category-specificordomain-specificranking.Inall,4867applicationsfor

rankingweremadebythese3127uniqueapplicantinstitutionsundervariouscategories/domains.

ItisimportantthatthecredibilitythattheIndiaRankingshaveearnedismaintainedwithcarefulattentiontodetails.

Asamatterofpractice,100institutionsarerankedinOverall,UniversityandCollegescategorieswhereasrankingis

kept restricted to only15 to75 institutions in all otherdomain-specific rankings (Architecture, Pharmacy, Law,

ManagementandMedical)becauseofreliabilityofdata.However,numberofEngineeringinstitutionsthatareranked

this year has been increased from 100 to 200. It may further be noted that all data for ranked institutions is

painstakinglyverified,inconsistencies,contradictionsandoutliersarescreenedandidentified,whichrequiresalotof

diligence,patienceandtactfulhandlingofinstitutionswhomightfeeloffendedwithdirectandbluntquestionson

TheMinistryofHumanResourceDevelopmentishappytoannounceIndiaRankings2019.Weareindeedgratefulto

theHonourablePresidentofIndia,ShriRamNathKovind,foragreeingtoreleasetheIndiaRankings2019.

India Rankings 2019 continues with the consolidation process building upon the existing NIRF parameters,

experience gained over the years and feedback from stakeholders to establish effective benchmarks to assess

performanceoftheIndianacademicinstitutionsinthehighereducationspace.Slightchangesinmetrics,parameters

andnormalizationalgorithmswereintroduced,whilekeepingthebasicframeworkintact.Asaresult,therankingof

institutionsarelargelyconsistentwiththepreviousyears’results,althoughindividualranksmighthavechangedbya

fewspotsinsomecasesduetoperformancevariationsacrossinstitutionsonsomeparameters.IndiaRankingsis

successfulinidentifyingtopinstitutionsofhighereducationin“Overall”,“Universities”and“College”categoriesas

wellasdomain-specificrankingsinEngineering,Management,Pharmacy,Law,MedicalandArchitecture.

Itcanalsobeobservedthatpublic-fundedinstitutionsincludingCFTIs,afewdeemed-to-be-universitiesandcentrally

fundeduniversitieshogthemostofthetop-ranksinalmostallcategoriesofrankings.Moreover,asignificantnumber

ofstateandprivatelyfundeduniversitiesandinstitutionsappearintop100ranksinvariouscategoriesofranking.

validityoftheirdata.Itrequiresalotofpatienceineducatingindividualinstitutionsonthequalityrequirementson

thedata.NIRFTeamhasmadeextensiveuseoftriangulationmethodsfordetectingaberrations,contradictionsand

inconsistenciesandeffectingcorrections inconsultationwiththeconcernedinstitutions.Persistentemphasison

accuracyofdataonpartofNIRFisyieldingpositiveresultswithchangeintendencyofinstitutionstopresentinflated

numbers.Withcontinuingimprovementinreliabilityofdatafrominstitutions,itwouldbepossibleforNIRFteamto

concentrateonrefiningexistingrankingparametersandmetricsandpursuitforadditionalparametersthatcanbe

deployedforrankingofinstitutions.Moreover,itwouldalsobepossibletobring-inlargernumberofinstitutionsinto

theambitofrankingswithanultimategoalofrankingeverydeservinginstitution.

Besides,sourcingdataonvariousparametersfromapplicantinstitutions,thirdpartysourcesofdatahavealsobeen

used,whereverpossible.Scopus(ElsevierScience)andWebofScience(ClarivateAnalytics)wereusedforretrieving

publicationsandcitationdata.DerwentInnovationwasusedforretrievingdataonpatents.Dataretrievedfromthese

sourceswassharedwiththeinstitutionsfortransparencywithaprovisiontogivetheirinputsincasetheyarenot

agreeabletopublicationsandcitationsdatafromthirdpartysources.

Therankingframeworkevaluatesinstitutionsonfivebroadgenericgroupsofparameters,i.e.Teaching,Learningand

Resources(TLR),ResearchandProfessionalPractice(RP),GraduationOutcomes(GO),OutreachandInclusivity(OI)

andPerception(PR).Ranksareassignedbasedontotalsumofmarksassignedforeachofthesefivebroadgroupsof

parameters.Performanceofranked institutionscanbeseenonanyof the fivebroadgroupsofparameters.A5-

dimensionalviewofinstitutionsacrossthe5broadgenericgroupsofparametersprovidesrelativestrengthsofthe

institution.Moreover,positiveandstrongcorrelationisobservedbetweenrankofinstitutionsbasedallfivebroad

genericgroupsofparametersanditsrankonthebasisof“ResearchandProfessionalPractice(RP)”.Moreover,thefirst

toptenrankedinstitutionsretaintheirranksbetween1and10whenrankedbasedontheirresearchperformance,not

necessarilyinthesameorder.

TheNIRFprovidesforrankingofinstitutesinfivebroadgenericgroupsofparameters,namely:i)Teaching,Learning

andResources;ii)ResearchandProfessionalPractice;iii)GraduationOutcomes;iv)OutreachandInclusivity;andv)

Perception.Fig.1providesanoutlineofthevarioussub-parametersforeachofthefivegenericgroups.Someofthe

sub-parameters(suchaspublicperception,earningsfrompatents,etc.)havebeendroppedduetoseriousquestionsof

reliabilityorconsistencyofdataprovidedbytheparticipatinginstitutes.Detailsofothermajorchangesaregivenin

2. NIRFParametersforRankingofInstitutes

The National Institutional Ranking Framework (NIRF) was developed during 2014-15 by a 16-member Core

Committee,appointedbytheMinistryofHumanResourceDevelopment,underthechairmanshipofSecretary(HE).

TheCoreCommitteeproposedarobustNationalFrameworkformeasuringperformanceandrankingofinstitutesof

highereducationandrecommendedinstitutionalmechanisms,processesandtimelinesforimplementationofthe

Ranking Framework after intense discussions and deliberations in a series of meetings of the Committee and

exchangeswithpeersandstakeholdersthroughonlinediscussions.TheNIRFenvisagedseparatecategory-specific

rankingsforcolleges&universitiesanddomain-specificrankingsintheirrespectivedisciplines.Assuch,discipline-

specificframeworksweredraftedforengineering,management,pharmacy,architectureaswellasforcollegesand

universitiesbasedonthebroadrecommendationsoftheNationalInstitutionalRankingFramework.TheMinistryalso

constitutedanImplementationCoreCommittee(ICC)tooverseeimplementationofrankingsunderoverallNational

InstitutionalRankingFramework(NIRF).

Thefinalrankingframeworkhasidentifiedbetween16-18parametersorganisedinfivemajorgroups.Severalofthese

parametersarecommontothoseemployedgloballyandserveaspointerstoambienceforteaching,learningand

research.However,thereareafewIndia-centricparameters,reflectingaspirationsoftherisingnumbersofouryoung

peopleenrolledintohighereducationinstitutes.Country-specificparametersrelevanttotheIndiansituationinclude

regionaldiversity,outreach,genderequityandinclusionofdisadvantagedsectionsofthesociety.

1. Background

AcommonOverallrankingwasintroducedforinstitutionsthathaveaminimumof1000studentsfromtheyear2017

onwards in addition to the category-specific and domain-specific rankings so as to provide a common view of

comparable institutions across categories and disciplines. This practice is being continued for past three years

including for the current year. In the year 2016, rankingswere announced for Universities and for the specific

disciplines of Engineering,Management and Pharmacy. In 2017, in addition to these four rankings, the Overall

ranking,andrankingofGeneralDegreeCollegeswasintroducedforthefirsttime.Intheyear2018,whilecontinuing

withabovementionedsixrankings,threedomain-specificrankingsinthefieldsofLaw,MedicineandArchitecture

wereintroducedbringingthetallytototalninerankings,i.e.OverallRanking(1),Category-SpecificRankings(2–

UniversitiesandColleges)andDomain-SpecificRankings(6). In2019,theNIRFiscontinuingwithall thesenine

rankings.

ThespiritoftheRankingFrameworkandparametersoriginallyidentifiedbytheCoreCommitteeandusedforIndia

Rankingsforpastthreeyearshasbeenretainedforyear2019.Afewchangeshavebeenmadebasedontheexperience

gainedintheprocessofrankingofinstitutesinpreviousthreeyearsandfurthertweakingofafewparametersand

metricsbasedonthefeedbacksoughtfromheadsoftheinstitutes.

Byandlarge,IndiaRankingscontinuestogivealotofemphasistocollection,verificationanduseofreliabledata,

unlikeglobalrankingsthatgivesdis-proportionateweightagetoperception,NIRFreliesonrankingbasedondata

whichismoreobjective,especiallyinalargehighereducationsystemlikeIndia,whereperceptiondataalonecanbe

quitemisleading.Although, the taskofcollection,verificationandauthenticationofdata froma largenumberof

institutions,ischallenging.

3. MetricstoComputeRankingScores

The framework for rankingof institutions isavailableon theNIRFWebsite (https://www.nirfindia.org/) in the

RankingDocumentsforvariousdisciplines.Thesedocumentsidentifytherelevantdatarequiredtosuitablymeasure

theperformancescoreundereachsub-parametermentionedaboveandenunciateasuitablemetricthatisusedto

computeascoreforthesub-parameter.Thesub-parameterscoresarethenaddedtoobtainscoresforeachindividual

parameter.Theoverallscoreiscomputedbasedontheweightsallottedtoeachofthefivebroadgroupofparameters.

4. MajorChangesIntroducedinIndiaRankings2019

ThefollowingchangeshavebeenintroducedinIndiaRankings2019basedonourexperienceofrankinginstitutesin

thepreviousthreeyearsandfeedbackfromstakeholders:

F Numberofpapersthatappearedinthetop25percentileofcitedpapersintheworld(insteadofIndia)fora

givendisciplinewastakenassub-parameterforevaluating“ResearchandProfessionalPractice”;and

InordertoencouragelargerparticipationinIndiaRankings,allinstitutionsthathadappliedinthepreviousyearsas

wellthosewhofulfilledpre-definedthresholdsintermsofnumberofstudentsenrolledasperAISHEdatabase,were

pre-registeredforIndiaRankings2019andwereinvitedtoparticipateintherankingexercise.Inaddition,other

institutesdesirousofparticipatingintheIndiaRankings2019wereinvitedtoregisterontheNIRFWebportalthrough

apublicadvertisement.AllinstitutionswererequestedtosubmittheirapplicationsonlineforOverallrankingaswell

asforrankinginoneormoredisciplinesalongwithrelevantdatainaprescribedformatby14thDec.2018.Table1

providesnumberof institutionsthatwerepre-registeredaswellasthosewhoregisteredthemselvesvoluntarily.

Table 2 and 3 provides participation numbers for Overall, Category and domain-specific Rankings and their

geographicaldistributionrespectively.

Intheabsenceofareliableandcomprehensivedatabasethatcouldsupplyallrelevantdatarequiredforcomputingthe

scoresforranking,registeredinstitutionswereinvitedtosubmittherequireddatathroughanOnlineDataCapturing

System(DCS).PublicationsandCitationsdatapertainingtoresearchoutputofapplicantinstitutionsweretakenfrom

Scopus(ElsevierScience)andWebofScience(ClarivateAnalytics).Dataonpatentpublishedandgrantedwastaken

fromDerwentInnovation.Moreover,numberofpapersthatappearedinthetop25percentileofcitedpapersinthe

worldforagivendisciplinewastakenassub-parameterforevaluatingresearchperformanceofinstitutions.

6.3.DataCollectionandDataCapturing

DataCapturingSystem(DCS),FeedbackSystemandthePerceptionCapturingSystemweredeveloped foronline

capturingofdata fromapplicant institutions, feedback frompublicand institutionalperception(fromPeersand

Employers respectively). Asmentioned earlier, the data on publications, citations and highly cited paperswere

retrieveddirectlyfromthird-partysources.Abriefdescriptionondatacollectionanddatacapturingisgivenbelow.

6.3.1.OnlineDataCapturingSystem(DCS)

Datacapturingsystemsoughtthedetaileddatainaformatthatfacilitatedcomputingtherankingmetricsforeach

parameteraswellasforcheckingconsistencyofdata.Detailednoteswereprovidedtoexplaineverydataelementto

Twohelpdesksweredeployedtoresolvegeneralandtechnicalissuesfacedbytheapplicantinstitutionsduringthe

entireexecutionprocessofIndiaRankings2019.

6.3.2. Publications,CitationsandHighlyCitedPapers(HCP):WebofScience(WoS)andScopus

Twosetsofcitationdatabaseswereusedassourcesforretrievingdataonthenumberofpublications,citationsand

highly cited papers for the registered institutions. These citation databases comprise: i) Science Citation Index

Expanded (SCI-Expanded), Social Sciences Citation Index (SSCI), Arts & Humanities Citation Index (A&HCI),

ConferenceProceedingsCitationIndex-Science(CPCI-S),ConferenceProceedingsCitationIndex-SocialSciences&

Humanities(CPCI-SSH),BookCitationIndex–Science(BKCI-S),BookCitationIndex–SocialSciences&Humanities

(BKCI-SSH),EmergingSourcesCitationIndex(ESCI)andCurrentChemicalReactions(CCR-EXPANDED)hostedonthe

WebofScienceplatform;andii)Scopus.Thesesourcesofpublicationsandcitationscoveralldisciplinesquitewell.

Thesedatabaseswere searched todetermine thequantitativeproductivityofall4867applicant institutions that

registeredthemselvesforranking.Thesearchincludednumberofresearcharticlespublishedandcitationsreceived

bytheminaspanofthreecalendaryears,i.e.2015,2016and2017.Acommontimewindowwasusedtoobtainthis

datacoveringashortspanoftwoweeksinthemonthofJanuary2019toensurefairness.

6.3.2.1SearchStrategyforRetrievingResearchPublications,CitationsandHighlyCitedPapersfromWoSand

Scopus

Allpermutations, combinationsandchanges in thenamesof institutionswereusedwhile searching forarticles

publishedbyfacultyandresearchersinthedatabasesmentionedabove.Sincesearcheswereconductedusingnames

ofinstitutions,articlesthatdidnothaveinstitutionalaffiliationsoftheirfacultyandresearcherswerenotretrieved.

Searchesforpublicationsandcitationsweredoneinthetwodatabasesmentionedaboveforapplicantinstitutions

without any subject-wise and discipline-wise restrictions for the Overall ranking of institutions. However,

subject/discipline-specificsearchesweremadeforallotherdiscipline-wiserankingsintheinterestofuniformityand

fairness.Carewastakentodesigntherestrictionsoastogetthewidestpossiblecoverageofsub-disciplineswithin

eachbroaddiscipline.

6.4OnlineFeedbackSystem

UniversitiesHandbook2014(AssociationofIndianuniversities,2014)andwebsitesof institutionswereusedto

verifychangesinthenamesofinstitutions.Manyvariationsinthenamesofuniversities,theirphysicallocationsand

theirspellingswerediscoveredduringthesearchesinthedatabases.TheNIRFhastakeneverycaretobeaccurateon

thiscount.Moreover,thedataonhighlycitedpaperswereretrievedfromWebofScienceanddataonField-weighted

CitationwasobtainedfromScopus(ElsevierScience).Dataonpatentsgrantedandpublishedforeachinstitutionin

thelastthreeyearswasretrievedfromDerwentInnovation.

6.5DataVerification

Issuesandpit-fallsintheprocessofdatacollection,verification,authenticationandinterpretationwereaddressedby

theImplementationCoreCommittee(ICC)set-upbytheMHRDtooverseetheimplementationofrankingworkforthe

year2019.ThisCommitteealsoreviewedtheparametersandformulaethatwerefinallyusedforrankinginvarious

disciplines.Besides,committeesconsistingofacademicexpertsexaminedthedatasubmittedbyinstitutionsunder

Severaluniversitieshostotherresearchinstitutionswithintheirphysicalpremises.Carewastakentoensurethat

creditforpublicationsandcitationsaregiventotheconcernedinstitutions. Manualcheckingofretrieveddatawas

done incases i)wheretwo institutionswithsame(orsimilar)names, ii) institutes thatsharethesamephysical

premise;andiii)multipleinstituteshavingthesamenameinthesamecity,forexampleGovernmentColleges,DAV

Colleges,etc.

Someprivateuniversitieshaveseveralconstituentcolleges,institutionsandhospitals(eitherinthesamecityorin

differentcities)thataretheirintegralpart.Informationwassoughtfromtheapplicantinstitutesanduniversities

aboutsuchconstituententities.Publicationsandcitationsreceivedbysuchconstituententitieswerecreditedtothe

applicantuniversityafterdueverification.

6.3.2.3OnlinePerceptionCapturingSystem

6.3.2.2RestrictingRetrievalofArticlestoaGivenDiscipline

Anonlineplatformwasdevelopedtocapturetheperceptioninputsfrompeersandemployers.Alargenumberof

peers(subjectexperts)wereinvitedtosubmittheirperceptionfeedbackonapplicantinstitutionsinaprescribed

format.

Stakeholders(thatincludedpublicorotherindividualsorentitieshavinganinterestinoneormoreinstitutions)wereth thinvitedtogivetheirfeedbackthrough“OnlineFeedbackSystem”from13 to20 February2019onthedatasubmitted

bytheinstitutions,throughapublicadvertisementinthenewspapersandothermedia.Thecomments/feedbackso

receivedwereauto-transmittedthroughanemailwithoutdisclosingtheidentityofthestakeholdertotheconcerned

institution(s)fortakingnecessaryactionattheirend.

6.5.1. ScoutingforOutliers:CommitteesofDomainExperts

Data for India Rankings 2019 under category-specific and domain-specific ranking was taken from applicant

institutionsunderfivebroadgenericparametersand16-18sub-parameters.Moreover,dataonpublications,citations

andpatentswastakenfromScopus(ElsevierScience),WebofScience(ClarivateAnalytics)andDerwentInnovation.

Besidesusingthisdataforrankingofinstitutions,thecombinedcollectionofdatafornearly4,867institutionsoffersa

uniqueopportunityforanalysisandtogetinterestingandusefulinsights.Someoftheimportantobservationsbased

onasimpledataanalysisaregivenbelow.

eachofthefivebroadgenericgroupsofparameters,foreverycategory/discipline.TheseCommitteesexaminedthe

dataonvariousparametersminutelyandidentifiedoutliersandanomaliesforfurtherscrutiny.Institutionswhose

dataseemedexaggeratedorhadanomalieswerecontactedtelephonicallyandviae-mailtoconfirmorcorrectthe

data.Whereitwasfeltnecessary,theywereaskedtosupporttheirdatawithdocumentaryevidence.Severale-mails

weresentandtelephoniccallsweremadetovariousinstitutesforverificationofdataondifferentparametersandsub-

parameters.

7.VisualizingDataBeyondRankings:AdditionalInsights

NIRFhasadheredtotheseguidelines.IISERscontinuedtobeanexceptiontothisrule.IISERshavebeenincludedinthe

RankingsfortheOverallcategorydespitefallingshortintherequirednumberofenrolledstudents,sinceotherwiseit

would not be possible to include them in any other category. The ICC considered it only fair that an applicant

institutionbeincludedatleastinonecategory.

6.5.2. CommunicationwithNodalOfficers

EachinstitutionwasaskedtonominateoneoftheirseniorfunctionariesasanodalofficerfordealingwithNIRF

matters.Thesenodalofficerswerecontactedtocleardoubtsortoattendtothefeedbackandanomaliespointedoutby

theexpertcommittees.Nodalofficerswerealsocalledinperson(wherenecessary)tointeractwithmembersofthe

committeeandverifytheirdata.Forincreasedtransparency,anadvisorywassenttoeachinstitutiontouploadthis

dataontheirownwebsitefordisseminationtothepublic.Forallthetop-rankedinstitutions,thelatestversionofthe

correcteddatabasedonfurtherinputsfromtheinstitutionswasmadevisibleontheNIRFportal.

6.5.3. VerificationofDataonPublications,CitationsandHighlyCitedPapers

6.6 InclusionsandExclusions

TheNIRFwebsiteandNIRFguidelinesprovidesbasicqualifiersforaninstitutetoparticipateinIndiaRankings2019

forOverallrankingaswellasfordomain-specificandcategory-specificranking.Forexample,aninstitutionshould

have at least 1,000 students enrolled for various courses to participate inOverall ranking. Institutions are also

requiredtohavegraduatedaminimumofthreebatches.

Whilesignificanteffortsweremadetoauthenticatethedata,thefinalresponsibilityfortheaccuracyofthesubmitted

datalieswiththeconcernedinstitutions.

Thedataonpublications,citationsandhighlycitedpapersweresharedwitheachapplicantinstitutionfrom11thto

15thFebruary,2019.Applicantswereinformedthatthedatawascapturedbetween25thto31stJanuary,2019forall

institutions.

Engineering education has witnessed a phenomenal growth in India in past two decades with thousands of

engineeringinstitutions,inprivatesectoraswellasinGovernmentsector,coming-upinalmostallpartsofthecountry.

Assuch,disciplineofengineeringisselectedforanalysisoffacultydatatogetabiggerpictureofhighereducation

institutionsinIndia.Thedisciplineisalsoundergoingamajorchallengeintermsofqualityandemployabilityofits

graduates.

Moreover,alookattheFSRacrosstheEngineeringcategory(Fig.6)revealsthatamongsttheparticipantinstitutes,

representingthemostaspirational904inthecountry,FSRof3institutionsisbetween1to10,of341institutions,itis

between11to20,of419institutions,itisbetween21to30,of112institutions,itis31to40andof27institutions,FSR

isbetween41-50.Assuch,asignificantnumberofinstitutionshavealongwaytogotohavereasonableFSR.Inafield

likeengineering,thisgreatlylimitsthequality,sinceitimpliesthatafacultymemberisexpectedtoteachalarge

numberofstudents,andperhapsteachseveralcourses.

Inotherwords, theburdenof the teaching is largely in thehandsofrelatively inexperienced faculty,whichputs

anotherseriousquestionmarkonitsimpactonthequalityofeducation.

Table4alsoconveysthattheshareofresearchpublicationsinManagement,PharmacyandgeneraldegreeCollegesis

Table4summarisesthetotalnumberofpublicationsforvariousdomainsandcategoriesofIndiaRankings2019.The

tableprovidesacomparisonofresearchpublicationsoftop100institutes(bypublications)withtherestoftheeligible

institutesinthesamedomain/category.Itisinterestingtonotefromthesecondrowthat69.63%oftheresearch

publications come from the top 100 universitieswith the remaining 203 participating and eligible universities

contributingonly30.37%ofresearchpublications.Asimilarconclusioncanbedrawnforallothercategoriesexcept

forColleges.ThedataseemstofollowthefamousPareto’sprinciple,inthesensethatmostoftheresearchisbeing

conductedwithinthetop100ineachcase.Onthepositiveside,thereseemtobeagoodnumberofgeneraldegree

colleges(lastrow),whichhavesomepublicationssignature.However,thereisasignificantoverlapamongstvarious

categories/disciplinessincemostoftheinstitutesareapplicantforrankinginmultiplecategories/domains.

7.2 ResearchandProfessionalPractice

Asmentionedearlier,NIRFhasusedthirdpartysourcestoextractinformationonscholarlyoutputfromtheinstitutes.

Forthebriefanalysispresentedhere,wehaverestricteduseofdatafromonlyonesource,i.e.,WebofScience,inthe

interestofsimplicity.Dataquotedhererefertothethree-yearperiod,i.e.2015to2017.

thesamediscipline/category. Asincaseofpublications,79.74%oftheHCPcomefromthetop100engineering

institutionswithremaining804participatingandeligibleengineeringinstitutionscontributingonly20.26%ofHCP

(row 3). Similar observations can bemade in case of Universities and Overall categories. However, in case of

ManagementandPharmacy,94.60%and90.65%HCPisattributabletothefirst100institutesrespectively.

Furthermore, a deeper look at one of the larger disciplines, viz., Engineering shows that percentage share of

publicationsofdifferenttypesof institutesamongstthetop100rankedinstitutions intermsofresearcharticles

publishedinthisdomainrevealsthatIITstakethelion’ssharewithnearly35%oftheEngineeringpublicationstotheir

creditfollowedby20%bydeemed-to-be-universitiesand17%byNITs(SeeFig.8).Thereis,atthesametime,agood

sprinklinginallcategoriesofparticipatinginstitutes.Thisclearlyaugurswellfortheresearchproductivityinthe

engineeringdomain.

also.Thisdemonstratesthehigh-qualityparticipationandaspirationofqualityinstitutesfortheNIRFranks,whichis

verygratifying. It seems from thisFigure, though, that a significantpartof research fraternity (~22%)maybe

unrepresented.This conclusion,however, is likely tobe faulty, since thereareagoodnumberofResearchLabs,

belonging to theCSIRSystem, theDAE system, ISROandprivate research labswhoalsopublish significantly in

Engineering,anddonotformpartofthemainstreamacademicsysteminIndia.

Onotherhand,increaseinpublicationsfromIndiaaswellasfromNIRFapplicantscanalsobeattributedtoincreased

emphasisonpublicationsinqualityjournals.

ItcanalsobeobservedfromFig.13thattotalresearchpublicationsofNIRFapplicantsfortheyearsapplicablefor

IndiaRankings2017,2018and2019constitute67.84%,74.30%and78.32%oftotalIndia’sresearchpublicationsin

thefieldofEngineering.
