THE TRAINING COMMAND

The Indian Navy has a full-fledged Training Command, which is located at the picturesque port city of

Kochi, Kerala in South India. The Commander-in-Chief Training Command is also the Commander-in-Chief

of the Southern Naval Command, thus wearing two extremely important hats simultaneously.

The Training Command is functionally responsible for the organisation, conduct and overseeing of all basic,

professional and specialist training throughout the Navy. To enable this, the Training Command continu-

ously evolves policies, formulates syllabi, reviews and restructures the scope of training in various schools

and establishments. The Command also coordinates, monitors and controls the day to day training activi-

ties of the schools and establishments and also conducts various watermanship, adventure and sports

activities.

The overall responsibility for policy issues relating to training in the Navy rests with the Chief of Person-

nel (COP) at Integrated Headquarters, Ministry of Defence (Navy), New Delhi, who discharges this re-

sponsibility through the Directorate of Naval Training (DNT). The DNT is responsible for liaison with

various directorates at Integrated Headquarters (IHQ) and with the Central Government Agencies (MoD/

MEA) to obtain financial sanctions and promulgate training policies for implementation by the Training

Command.

3. Climate and Altitude - Delhi has a varied climate from being very hot in summer to

very cold in winter. The monsoon is from end Jun to end Aug

and the average rainfall is approximately 65 cms. The city is

located at 216 Mtrs above the Mean Sea Level (MSL).

4. Communication - Delhi, being the capital, is very well connected both by rail and

road with major cities of the country. Delhi is connected by

International flights with most of the countries in the world.

5. Clothing and Bedding - (a) Clothing. Officers are to be in possesion of winter / sum-

mer uniforms / private clothing. A good raincoat is essential.

(b) Bedding. Blankets, bed sheets, pillows, towels and quilts

are not provided. These can be purchased locally.

6. Accommodation - (a) Single Accommodation. Single Service Officers are ac-

commodated in the Officers Mess.

(b) Married Accommodation. Married accommodation is

provided to the officers accompanied by families.

7. Officers’ Mess - Officers Mess is located in the college premises.

8. Medical Facilities - Medical facilities are available in the Armed Forces Clinic, situ-

ated near the college. Military Hospital and number of Gov-

ernment / Private Hospitals are also located close by.

9. School for Children - A number of schools and colleges, with English as a medium of

instructions are located close by.

and can be approached via Chennai Central and Mettupalayam.

A narrow gauge train runs between Mettupalayam and

Wellington. Officers arriving by train are, however, advised to

disembark at Coimbatore and proceed to Wellington by road.

3. Climate and Altitude - The temperature ranges between 6 Deg C to 26 Deg C. The

annual rainfall is approximately 350 cms. The monsoon and win-

ter seasons are cold and chilly and woollen clothing is essen-

tial. Wellington is located at an altitude of 1880 mtrs (MSL) in

the Nilgiri hills.

4. Communication - (a) By Rail. From Chennai Central, only one train namely

“Nilgiri Express” operates. One change from broad gauge to

narrow gauge is to be undertaken at Mettupalayam.

(b) By Air. Daily Air Services connect Coimbatore with Banga-

lore, Kochi and Chennai. Taxis are available from Coimbatore

to Wellington.

5. Clothing and Bedding - The trainees should be in possession of following items:

(a) Uniforms. Trainees are to be in possession of both sum-

mer and winter uniform (working rig, ceremonial and mess

dress).

(b) Civilian Clothes.

(i) Normal country wear for a temperature climate, and

atleast two lounge suits. For visits to the plains, tropi-

cal clothing is necessary.

(ii) A dinner jacket (tuxedo) with soft shirt and collar is

the normal evening wear for special functions. Tropi-

cal evening dress may be required in the plains.

(iii) Riding Kit, if officers wish to participate in riding.

(c) Clothing for Families.

(i) Overcoats / Raincoats.

(ii) Cotton and tweed clothes.

(iii) For children, gum boots, Play pens, cots and mattresses

can be procured locally.

(d) Bedding. Blankets, bed sheets, towels and quilts are not

provided. These can be purchased locally.

6. Accommodation - (a) General. Houses earmarked for accommodation for over-

seas officers are furnished with essential items of furniture and

fitted with waterborne sanitation. Curtains, carpets and mat-

tresses are not provided. These can be purchased locally.

(b) Quarters.

(i) Single officers’ quarters consist of sitting cum bedroom

with attached bathroom. These are located close to

the mess. Blankets, linen and other furnishing material

are not provided.

(ii) Married officers’ accommodation is available near the

campus.

(iii) Officers accompanied by their families are expected

to run their own house hold and to provide their own

cooking utensils, glass, china crockery, cutlery, clean-

ing material and so on. These items are available in

the local shops.

(c) Use of Electrical Gadgets. Electricity for power and light

is 220V/230V, AC, 50 cycles. The fitting caters normally for do-

mestic consumptions through 5 ampere energy meters for light-

ing and a 15 Ampere meter for power.

7. Recreation - (a) Sports. The sports facilities available in the college are bas-

ketball, croquet, cricket, Angling, football, golf, hockey, hunting,

riding, sailing, shooting squash and tennis.

(b) Light Entertainment. Films are screened in the college

auditorium, twice a week.

8. Medical Facilities - The College has a Medical Inspection Room. Cases requiring

investigation / hospitalization are referred to the Military Hos-

pital, Wellington, located one and half Kilometres from the

College. Services of specialists are available at the Hospital.

The Hospital also has a well equipped Dental Centre. All offic-

ers and their families must be protected by vaccination & TAB

inoculation, before arrival, to cover the entire course period.

9. Arms / Ammunition (a) Import. Officers importing arms and ammunition for sport-

ing purposes are required to obtain a transit license, on arrival

in India. Transit license for fire arms can be arranged by the

college, provided details of bore, license, type, maker’s name,

registration number and quantity of ammunition are provided

one month in advance, prior to the date of arrival of the officer

in India.

(b) Custody. Immediately on their arrival student officers will

hand over arms and ammunition in their possession to the Quar-

ter Master for safe custody in the armoury. Necessary arrange-

ments exist for drawing & deposit of private arms.

10. Banking Facilities and Other - Banking, Postal and Telephone (STD / ISD) facilities are avail

11. School for Children - (a) High Schools. Several good schools (from 1st Standard to

XII Standard) are located at Coonoor and Ootacumund.

(b) DSSC School. For the convenience of children of Staff

and Officers undergoing course, the college runs a school within

the age group of 3½ to 6 years, with English as a medium of

instruction.

3. Climate and Altitude - The climate is dry during summer and not very cold in winter.

The annual rainfall is about 60 cms, most of it takes place in

July and August. Khadakvasla is 550 meters above Mean Sea

Level (MSL).

4. Communication - Khadakvasla is well connected by road with Pune. The nearest

airport is Pune, which is connected by domestic flights with

Mumbai, Delhi and Chennai. These cities are connected by in-

ternational flights.

5. Clothing and Bedding - All cadets are issued with necessary clothing on arrival at the

Academy. They are, however required to bring personal items

of clothing at the time of joining the Academy:-

6. Accommodation - Each cadet is allotted a furnished cabin. Messing and allied ser-

vices (including light, water, conservancy and laundry) are also

provided.

7. Recreation - (a) Sports. The games like Hockey, Basketball, Swimming, Wa-

ter polo, Tennis, Cricket, Riding, Polo, Squash, Football, Boxing,

Athletics, Volleyball, Sailing, and Cross Country are considered

as a part of training syllabus and are played during the term.

(b) Hobbies / Clubs. In addition, the following indoor and out-

door clubs exist for the recreation of the cadets:-

(i) Indoor Art Club. Debating and Declamation (English),

Indian and Western Music, the Young Parliamentarian

Club, Workshop, Radio Electronic and Telegraphy, Cam-

era and Cinema, Model makers, etc.

(ii) Outdoor. Automobile. Rifle and Pistol, Wild Life and

Shikar, Physical Culture, etc. Membership of a club for

the cadet is compulsory.

8. Officers’ Mess - Separate messes are provided for Officers and Cadets.

9. Medical Facilities - A Military Hospital and Dental Centre are situated within the

campus of Academy.

the stay at the Academy, free of charge.

3. Climate and Altitude - The climate of Ezhimala is hot and humid. The temperature

varies between 25 deg C to 35 Deg C and relative humidity

65% to 95% throughout the year. The approximate rainfall dur-

ing the months of Jun to Sep is 273 mm and the approximate

total annual rainfall is 335 mm. The Academy includes a large

forest area with a variety of flora and fauna.

4. Communication - INA is 152 Kms South of Mangalore Airport and 156 Kms North

of Kozhikode Airport. The nearest railhead is Payyanur, 07 Kms

from the Academy and major railway station is Kannur (35 Kms).

5. Clothing and Bedding - (a) Clothing. Tropical clothing is worn throughout the year.

There is no special requirement for winter clothing at Ezhimala.

(b) Bedding. This is provided by the Academy.

6. Accommodation - Trainees are accommodated in single cabins in their respec-

tive squadrons.

7. Recreation - (a) Swimming Pool. A world class indoor swimming pool

along with a diving pool which hosts a 10 mtrs diving platform.

(b) Sports. Facilities for outdoor / indoor games are available

in this establishment.

(c) Watermanship Training Centre. The centre provides

facilities for sailing, wind surfing, rowing, canoeing and kayaking.

(d) Cinema / TV. Movies are screened for trainees on Satur-

days and Sundays. Facility exists for viewing satellite channels

on TV. A multi facility auditorium, with a capacity of 1800 is

under construction.

8. Medical Facilities - Medical facilities are available in a 26 bed MI Room located

inside the Academy. A 64 Bed fully equipped Hospital INHS

Navjivani is under construction within the premises, which will

be commissioned by mid 2012.

(b) By Rail. Ernakulam is the main railway station, which is

connected by rail to all major cities in India. Ernakulum has

two stations namely - Ernakulam Town and Ernakulam Junc-

5. Clothing and Bedding - Clothing items for cadets are centrally procured and issued on

with each cadet being provided a bunk and a locker.

7. Recreation - (a) Gunroom. All ships of the Squadron have a Gunroom with

(b) Library. All ships have a well stocked library. The catego-

ries of books include fiction, Naval / Military History, Technical

a daily basis.

dling and Yachting are available onboard the ships and at the

cadets undergo physical training everyday in the morning. Games

are conducted every day in the evening and on Sundays / Holi-

days. The sports facilities of the Southern Naval Command are

also available for conduct of games.

8. Medical Facilities - All the ships of the Training Squadron have a Medical Officer

onboard with a Sickbay. For specialist treatment, the cases are

referred to the Naval Hospital, INHS Sanjivani.

3. Climate and Altitude - The climate in Jamnagar can be described as mild to hot during

summers and mild in winters. The presence of the Gulf of Kutch

adjoining INS Valsura makes the summer evenings extremely

pleasant, due to the cool offshore breeze blowing in from the

sea. The summer temperatures rise to a maximum of about 35

- 36 degrees Celsius. The winter months from end November

to mid February is very pleasant, with the mercury dipping to

about 10 degrees Celsius during the coolest nights. The mon-

soons in Jamnagar occur during Jun to Aug along with the on-

training for Sub Lieutenants (Direct Entry) of all the branches,

the 10+2 Executive entry, the cadets should have qualified with

Lieutenant Tech Courses.

(b) Sailors. Professional training to sailors on courses as indi-

cated in Part III (Sailors’ courses).

INS Agrani 9. The establishment conducts training on Leadership and Man-

agement for all senior sailors.

INS Hamla 10. The Naval School of Logistics, Catering, Management, Admin-

istration and Computer Training is situated in this establish-

ment. The following training is imparted to officers and sailors

in this school:

(a) Specialised Training in Logistics and Management to

officers of all branches.

(b) Training in Divisional duties and Management to officers of

all branches.

(c) Professional training to sailors on induction into Logistics

Cadre.

(d) Professional training to sailors for higher rank qualifications.

(e) Computer Training in Programming and Basic Systems

Analysis and Design, to officers and sailors of all branches.

INS Shivaji 11. This premier Marine Engineering training establishment for of-

ficers and sailors conducts training as follows:

(a) Officers

(i) Professional training in Basic Engineering to Cadets of

10+2 (Tech) Scheme and Officers of Engineering and

Electrical Branches.

(ii) Training in Marine Engineering Specialisation to offic-

ers of the Engineering Branch.

(iii) Basic and specialist training in NBC Defence and Dam-

age Control, including fire fighting.

(b) Engine Room Artificer Apprentices

(i) Professional training to Engine Room Artificer Appren-

tices on initial entry and for higher rank qualifications.

(ii) Basic training in NBC Defence and Damage control,

including fire fighting.

(iii) Professional training is also given in Engine Room Ar-

tificers and sailors of the Engine Room Branch for pro-

motion to Commissioned rank.

(c) Sailors

(i) Professional training to sailors of the Engine Room

Branch on initial entry and for higher rank qualifica-

tions.

(ii) Basic training in NBC Defence and Damage Control,

including fire fighting.

INS Valsura 12. Is the premier training establishment engaged in training

Naval personnel in Electrical, Electronic and Weapon Tech-

nology / Equipment as follows:

(a) Officers

(i) Training in Electrical Specialisation to officers of the

Electrical Branch.

(ii) Short Electrical courses to officers of other branches.

(b) Electrical Artificer Apprentices. Professional training

to the Electrical Artificer apprentices on initial entry and for

higher rank qualifications.

(c) Sailors. Professional training to sailors of the Electrical

Branch on initial entry and for higher rank qualifications.

School for Medical Assistants 13. Professional training is given to sailors of the Medical Branch

(SOMA) / Institute of Naval on initial entry and for higher rank qualifications, includin

Medicine (INM) promotion to Commissioned rank. Training in certain medical

specialisations is also imparted to these sailors, in tandem with

INHS Asvini.

INS Chilka 14. In this establishment, ‘ab-initio’ training is imparted to sailors

of all branches.

National Institute of 15. The National Institute of Hydrography is located within INS

Hydrography (NIH) Gomantak. The training on Hydrography is imparted to

officers and sailors as follows:

(a) Officers. Basic Long Hydrographic and Advanced Hydro-

graphic Courses.

(b) Sailors. Courses for Survey Recorder I, II and III Class.

INS Kunjali 16. The establishment is responsible for conducting courses for

Musicians.

INS Garuda 17. The following schools are situated in the establishment for ad-

ministrative purposes:

Naval Shipwright School 20. Professional training is imparted to shipwright Artificer

(NSS) Apprentices on initial entry and for advancement to higher

ranks, including Commissioned ranks.

Inter-Service 21. Training to Naval personnel, at various levels, is also imparted

General 1. The training year in the Indian Navy is from 01 Jul to 30 Jun.

Demands 2. Friendly foreign governments desirous of availing training fa-

cilities in the Indian Navy are advised to forward the training

requirements to the Government of India, Ministry of External

Affairs through normal diplomatic channels by 15th Sep. of the

preceding year, in the format at Appendix ‘A’. The requirements

are to be exhaustive and complete, as all vacancy allocations in

the various courses are finalized by Nov for the ensuing train-

ing year.

3. Details of any pre/post course attachments required for re-

orientation of foreign trainees may also be included in the de-

mand.

Allocation 4. The details of the vacancies allotted are notified to the foreign

governments through normal diplomatic channels by the end

of Jan/feb in the format at Appendix ‘B’.

5. The acceptance of vacancies by friendly foreign governments

is to be intimated immediately to the Ministry of External Af-

fairs.

6. The personal details of the nominees are to be forwarded to

the Ministry of External Affairs as per the preform at Appendix

‘C’ in duplicate, at least two months prior to the scheduled

date of commencement of the course.

7. If a vacancy is not availed, owing to any reason, intimation is to

be sent at least two months prior to the commencement of

the course, to enable re-allocation of the vacancy.

GENERAL GUIDELINES AND

INFORMATION

Joining Instructions 1. Joining instructions for various training establishments are in-

dicated in Part II. Detailed Joining Instructions, as relevant to

each training establishment / school will be made available to

the Indian Mission abroad by respective training units on

receipt of MEA Allotment / Sanction letters for every course.

Security Clearance 2. Foreign governments are to forward certificate of security and

Certificates assurance for each trainee, in the format at Appendix ‘D’, in

duplicate, through the Ministry of External Affairs, at least two

months in advance.

Passports and Visas 3. Foreign governments are to ensure that the passports and vi-

sas of the trainees (and family members, if they accompany the

trainees) are valid for the entire duration of the course.

It is the personal responsibility of the trainees to ensure their

safe custody.

Arrival of Trainees 4. The foreign trainees are to report to the training establish-

ments at least two days prior to the commencement of the

course, to enable them to settle down.

5. The friendly foreign governments / Indian, Missions should in-

timate DNT, Naval Headquarters, New Delhi, the Chief Staff

Officer (Training), Southern Naval Command and the training

establishment concerned, the expected time of arrival of train-

ees and the mode of travel, for arranging reception at least

two weeks prior commencement of course training estab-

lishments.

Baggage 6. Indian Airlines allows free accompanied baggage of 20 Kg for

economy class and 30 Kg First Class on all domestic flights.

Free baggage allowance in train varies with the class of travel

and is generally between 30 and 50 Kg. Freight changes on

excess baggage has to be paid prior to the commencement of

the journey.

Custom Clearance 7. Trainees are advised to acquaint themselves with the customs

regulations in force in India, through the Indian High

Commissions / Embassies / Consulates in their countries.

Documents in Possession 8. Foreign trainees are advised to be in possession of the

of the Trainees following documents for administrative convenience:-

(a) Identity card.

(b) Medical fitness and any other medical documents, as re-

quired by the immigration authorities.

(c) AIDS Free Certificate.

(d) Pay books / documents indicating authorization of pay and

allowances.

(e) Statement of identification (Appendix ‘E’).

Medical 9. All trainees who do not bring along records of their medical

examination will be medically examined, on arrival in India, prior

to the commencement of training to assess their fitness. The

medical documents are finally forwarded to the respective

countries. The casualties in respect of personnel sustaining in-

juries or taking ill, affecting their training are notified to con-

cerned foreign countries.

Identity Card 10. Foreign students will be issued temporary identity cards at the

training establishments. These will be withdrawn at the end of

training. Loss of identity cards is viewed with serious concern

and trainees are to acquaint themselves with the latest

regulations on the issue soon after arrival.

Clothing & Bedding 11. Trainees are advised to bring adequate clothing, as per the de-

tails contained in the Joining Instructions, pertaining to the

respective training establishments.

Arms and Ammunition 12. Cadets and Sailors are not permitted to be in possession of

private fire arms and ammunition. Officers, who are in posses-

sion of arms and ammunition, will deposit them in the Ship’s

Armoury, immediately on arrival. Import of weapons requires

specific permission from the Government of India. However,

all establishments forbid Indian /foreign trainees to bring / hold

private arms / ammunition. It is, therefore advisable NOT to

bring arms / ammunition to India.

Registration 13. All trainees reporting for courses will get themselves regis-

tered under ‘Registration of Foreign Rules, 1939’. The registra-

tion will be carried out at the training establishment through

the Commanding Officer or the Registration Office may de-

pute an Officer to the training establishment for this purpose.

They may be required to furnish their photographs to the reg-

istration authorities.

Accommodation 14. (a) Single Accommodation

(i) Officers are accommodated in the Messes within the

Naval Base. Bachelor Officers and married Officers

without families are also permitted to stay outside

Naval Base in recognized hotels under own expense.

Necessary assistance is rendered to hire hotel accom-

modation, if required.

(ii) Officer Cadets are accommodated in the Mess within

the Naval Base.

(iii) Sailor trainees are accommodated in Cabins / Barracks,

according to their rank and status.

(b) Married Accommodation

(i) Married accommodation, according to the rank and

status, may be provided to the foreign officers under-

going Advanced / Long Courses of duration exceeding

twelve months.

(ii) Officers and Sailors nominated for courses of shorter

duration, who are permitted by their government to

bring their families to India, are given assistance to hire

suitable accommodation, near the Naval establishments,

at their own expense. Such requests are to be sent at

least two months, prior to the commencement of the

course. At training establishments with adequate mar-

ried accommodation, the same may be provided to the

international officers / sailors on a case to case basis.

(iii) Married accommodation is not provided or arranged

for Officers deputed for initial training.

Canteen Facilities 15. Canteen facilities, as admissible to Indian trainees, are also ex-

tended to all International trainees. These facilities are avail-

able in almost all schools / establishments.

Transport 16. During training, transport required in connection with training

will be provided to the International trainees, as per the rules

applicable to Indian trainees.

Animals/Pets 17. Training schools and establishments do not permit trainees to

bring / keep animals and pets without permission during their

stay in India.

Banking/Postal/Telephone 18. Bank facilities and Telephones (STD/ISD) are available within

bases, or are located within close proximity.

Servants 19. Officers accommodated in Officers Mess are provided with

Civilian Bearers at nominal charges, as applicable to Indian stu-

dents.

Hotels/Clubs/Restaurants 20. Naval Training Establishments are located in close proximity of

towns /cities which have good hotels and restaurants serving

Indian / Chinese / Western cuisine. Membership of service clubs

is available to foreign students at subsidised rates / as appli-

cable to their Indian counterparts.

Libraries 21. All schools / establishments have well stocked general / refer-

ence / technical libraries, which are open for use by foreign

students.

Public Transportation 22. All Schools / Training Establishments are well connected to

the nearest town /city by buses, auto rickshaws / taxis or local

trains.

Promotion 23. Promotion of Officers and Sailors, while undergoing training in

India, are implemented as and when notified by the concerned

Foreign Missions.

Discipline 24. International trainees are subjected to Indian Civil Law while

in India. The Commanding Officers of the training establish-

ments exercise control over all the trainees based on the Navy

Orders and the Training Directives of the Training Commands

in vogue for the purpose of local administration and discipline.

Disciplinary cases of serious nature are reported to concerned

foreign Governments / Missions, through normal diplomatic

channels.

Leave 25. No leave is normally granted to trainees except during the

authorised breaks / vacations in a course. Leave apart from that

scheduled in the curriculum will be granted only if recom-

mended by the respective Foreign Missions or Service Head-

quarters.

26. Trainees who wish to go abroad during leave are to submit

their requests to the Commanding Officer, after obtaining prior

concurrence from their missions in India or their service head-

quarters.

27. Leave restrictions may be imposed by the Commanding Offic-

ers on trainees showing unsatisfactory progress.

28. Repatriation arrangements of all trainees, either on comple-

tion of course, or on withdrawal, are to be made by the respec-

tive countries, unless otherwise agreed on the Govt. of India.

Visa 29. All International trainees arriving India for training are to en-

sure that they are in possession of valid visa covering the en-

tire duration of training.

Pre-Course Training and 1. It is in the interest of parent countries to ensure that the

Standard of Trainees selected candidates possess the requisite qualifications and

should arrange, if necessary, any pre-course training in the coun-

try, prior to deputation.

2. Training in all the courses are imparted in English. In excep-

tional cases, it may be possible to arrange an English Language

Course in India. Such requests are to be sent sufficiently in ad-

vance, for consideration.

Uniform 3. International trainees are to wear uniform of their own Navies,

which are to be provided by their respective countries. A mini-

mum of four sets of summer working dress, two sets of winter

working dress (if applicable to the station, where a trainee re-

ports) and one set each of summer / winter ceremonial uni-

forms, should be brought by the trainees.

Examination Results and 4. Examination results, course reports, certificates and parchment

Course Reports of all trainees, will be forwarded to the respective countries

through their Embassies / High Commissions.

Withdrawal from Training 5. Trainees, who are unable to assimilate instructions and meet

the required standards, will be withdrawn from the course and

repatriated.

FINANCIAL ASPECTS

Currency 1. It will help the foreign trainees, if they bring with them, easily

convertible foreign currency / traveller’s cheques for exchange

into Indian rupees, to meet their expenses till they reach the

training establishments. Foreign governments are, therefore, re-

quested to provide sufficient funds to their trainees to avoid

financial hardship during transit and immediately on arrival at

the training establishment.

Pay and Allowances 2. Advances to trainees on account of pay and allowances are to

be made by the High Commissions / Embassies of the con-

cerned countries, unless alternative arrangements are agreed

upon with the Government of India. Living allowance under

admissible schemes as per laid down rates will be paid by the

training units to applicable trainees at the end of each month

of training / part thereof.

Messing 3. Separate messes exist for Officers, Officer Cadets and Sailors.

The trainees are accommodated in appropriate messes, along

with Indian personnel, depending upon their rank and status. It

would not be possible to arrange separate messing facilities

for the foreign trainees. At INS Valsura and INS Shivaji, how-

ever, special accommodation facilities consisting of a limited

number of well furnished, air-conditioned cabins have been

provided, which may be availed for an extra payment.

4. Messing charges are to be paid by the Officers at the rates

prevalent in the messes of the establishments. In addition, they

are charged monthly contribution towards subscription etc. as

applicable to Indian Naval Officers. In case of Cadets and Sail-

ors, ration is issued on the same scale as laid down for Indian

Navy Cadets and Sailors and recoveries are effected from the

government at the rates prescribed from time to time for non-

entitled personnel accommodated in Indian Naval Ships and

Establishments.

5. All trainees are expected to pay their monthly Mess Bills by

the 10th of the following month, for efficient functioning of the

mess. Those delaying payments are liable to be called upon to

make advance payment in a lump sum, subject to final adjust-

ment.

1. Guidelines for recovery of training charges for students fromfriendly foreign countries under the Indian Technical and Eco-nomic Co-operation Programme and Self financing Scheme aredetailed in the succeeding paragraphs.

Indian Technical and 2. The list of countries, which are beneficiary under the ITECEconomic Co-operation programme are promulgated by the Ministry of ExternalProgramme (ITEC) Affairs, Government of India, from time to time. The two

categories of ITEC programmers are as follows:-

(a) ITEC - Category I. The Indian Government will provideto and fro airfare from the foreign country to the airports closerto the training establishments, free training, lodging, messingfor Cadets and Sailors and free internal travel for training visits.In addition, the trainees will be paid the following LivingAllowances per month which may be revised from time to time:-

Miscellaneous Payments 5. In case a student is unable to complete a course, he will be/ Recoveries charged up to the time he has undergone training. The remain-

ing recoveries made on this account, will be adjusted againstthe next student attending the course in the same Institution. If,however, no such student is deputed within a reasonable time,the country concerned can claim the balance from the Con-troller of Defence Accounts (Navy), Mumbai, through our Mis-sions abroad.

Mess Charges 6. On arrival at the Institution, the Officer trainees will have topay a sum of Rs. 1000/- as mess deposit. The trainees will settletheir bills at the end of each month and the deposit will beadjusted at the end of the course.

7. The expenditure on account of messing of Officers and otherpersonal expenditure such as expenditure on wine, cigarettes,extra messing, servants, mess charges, maintenance subscrip-tion, service facilities etc., due from all International trainees,will be recovered completely from the trainees before theyleave the training establishments and only then, a clearancecertificate will be issued to them.

8. Cadets are not required to pay for their messing. The expendi-ture on messing will be recovered from the Government con-cerned, along with the cost of training and allied charges.

9. Recovery statements, indicating details of expenditure on thetraining of International trainees, are forwarded to the respec-tive Foreign Governments through diplomatic channels. Theprocedure for payment of dues is normally contained in therecovery statements.

Aviation Training 1. Naval Aviation since its inception has developed into an ex-

tremely professional and competent arm which has contrib-

uted significantly to the Indian Navy’s ability to conduct Blue

Water Operation. In the Indian Navy, Naval Aviation encom-

passes all aspects of Maritime Surveillance, Patrol, Search &

Rescue, Air Defence and interception in all weather day and

night operations from afloat and ashore.

2. Towards achieving these extremely demanding and multifari-

ous tasks basic flying training for pilots in the Indian Navy is

conducted together with the Indian Air Force. Consequent to

the award of ‘Wings’ at the Air Force Academy, the young pilot

undergoes ‘ab-initio’ Helicopter, Maritime Reconnaissance and

Fighter training at various Naval Air Stations. The premier Train-

ing Establishment for conduct of Aviation training including

those of personnel belonging to various technical and non-tech-

nical cadres is INS Garuda at Kochi. The following Aviation

1 Para 12 of Appendix ‘D’, be completed with appropriate security classification, which are defined as

under, in accordance with the current Government instructions.

(a) ‘TOP SECRET’ - Documents, information and material, the security of which, is

of paramount importance and whose unauthorised disclosure

would cause exceptionally grave damage to the nation.

(b) ‘SECRET’ - Documents, information and material, the unauthorised disclo-

sure of which, would endanger national security, cause serious

injury to the interest or prestige of the nation or serious em-

barrassment to Government or would be of great advantage

to a foreign nation.

(c) ‘CONFIDENTIAL’ - Documents, information and material, the unauthorised dis-

closure of which would endanger national security, would be

prejudicial to the interest of prestige of the nation, any Gov-

ernment activity or individual, or would cause administrative

embarrassment or difficulty or great advantage to a foreign

nation.

(d) ‘RESTRICTED’ - Documents (other than covered by higher categories), which

should not be published or communicated to anyone except
