on November 12, 2016 from 1-4 pm at
Rodgers Pavilion in Kokomo, Indiana.
The afternoon will feature a silent auction,
catered dinner, a possible speaker, and
socializing by the fire! All members are
welcome and encouraged to bring other
horsey guests as the more the merrier. All
attendees need to rsvp so the catering order
can be placed.
In addition to the great things you can bid
on at the silent auction, door prizes and
party favors will be handed out.

Paint, Ponies & Potluck Saturday, August 20, 2016
Muncie, IN
On August 20, a great group of IMHC members gathered at Leah Borders' farm for a day of
socializing and painting. Many of us struggled through torrential downpours to arrive or return
home. As always, there was an enormous amount of food for our potluck. Leah provided delicious
BBQ and assorted dishes. With everyone contributing also, we had a feast. Each of us had sent Leah
a favorite photo, which she enlarged on canvas. Some had more experience with this endeavor, so
they shared tips on painting. A special "Thank You" goes to Leah and Marie Blumer for their help.
We welcomed Morgan lovers Megan and Kelsey McMullen. They moved to Angola from
Connecticut and sought out our club. Kelsey is a former AMHA Youth of the Year program
participant. We hope to see more of them in the future.
Gayle Singer joined us for the day. She brought us up to date on AMHA matters. She also passed on
IMHC historical items and records. Gayle and Byron are moving to Arizona this fall. They will be
missed!
After tours of Leah's barn and horse visits, we all departed to end our enjoyable day. Thanks to Leah
for hosting our August event!

Fall Trail Ride—O’Bannon Woods State Park
The Fall Trail Ride will be in conjunction with another group of horse enthusiasts in
southern Indiana November 4th through the 6th at O’Bannon Woods State Park
(formerly Wyandotte Woods State Recreation Area) which lies in the central and
extreme southern part of the state, bordering the Ohio River. It is nestled inside
26,000-acre Harrison Crawford State Forest, but is managed separately, along with
Wyandotte Caves State Recreation Area. The park has 80 miles of marked looped
trails open to horses. For more information about O'Bannon Woods or Wyandotte
Caves, contact the park office at (812) 738-8232.
Morgan owner Miranda Ulery will be the contact for the weekend. If you would like

To book a campsite, you can go online to the O’Bannon Woods website. Miranda
and friends will be staying in the Horseman's Hideaway Campground which is the
primitive camp. There is also a Horseman’s Day Use area near the campground.

Understanding the Full Scope of the USDA Proposed Changes to
the Horse Protection Act and Why Your Action is Needed (Reprinted from www.morganhorse.com)
As many of you are aware, the U. S. Department of Agriculture’s (USDA) Animal and Plant Health
Inspection Service (APHIS) has proposed changes to the regulations governing enforcement of the
Horse Protection Act (HPA). The HPA was created in 1970 in an effort to end the practice of “soring” in
the Tennessee Walking Horse, Racking Horse and Spotted Saddle Horse industries.
The American Morgan Horse Association (AMHA) supports the HPA as well as the proposed PAST Act
(Prevent All Soring Tactics) currently proposed and in committee in congress. These are two separate
actions. The PAST Act has not passed through Congress and is not yet a law. The HPA is law and is
enforced by the USDA. The USDA therefore has the authority to create any Rules it feels necessary to
enforce this law after publishing such changes and a 60-day Public Hearing and Public Comment period.
After that period, the USDA has full authority to make these changes with no further input or
Congressional vote.

As stated above, the American Morgan Horse Association (AMHA) is adamantly opposed to any cruel
or abusive actions endangering the welfare of horses including the practice of “soring.” We support
the continued effort to eliminate these practices. HOWEVER, the proposed changes to the HPA as
written are far more reaching and potentially harmful to breeds such as the Morgan horse. The intent
of this law can be easily accomplished without causing any potential harm to the Morgan horse with
a few minor revisions.
Upon careful examination of the proposed wording, the new rule would forbid the use of ALL pads,
bands and action devices in Tennessee Walking Horses, Racking Horses, Spotted Saddlehorses and
related breeds. It also forbids ANY use of a foreign substance and further to include any horses that
“move with an accentuated gait.”
This language is too broad and would prevent the use of such aids as therapeutic pads, fly spray and
liniment to name a few.
The Morgan horse is a “trotting breed.” The health, welfare, happiness and soundness of our breed is
and has always been the number one priority for each and every one of us.
The AMHA, along with several other organizations representing other “trotting” breeds, is working with
the USEF and the American Horse Council (AHC) to lobby the USDA to further define these proposed
changes. The health, welfare and happiness of our Morgan horse is of utmost importance as is the ability
of their owners and trainers to enjoy and care for them to the best of their ability.
HOW CAN YOU HELP?
The comment period for these changes runs through September 26, 2016. It is vital that you share your
support for these changes while stressing the point the Morgan horse is a trotting breed and should not
be subject to such broad and restrictive measures.

WHAT SHOULD I SAY?
Here are some suggested points to make in your comments to the USDA:
• The proposed rule is overly broad and goes well beyond the statutory authority of the HPA.
• The proposed rule is vague and open to interpretation.
• Inclusion of ‘related breeds’ captures many performance breeds not subject to soring practices, including
American Saddlebreds, Morgans, Hackneys, and Arabians.
• Prohibition of pads and wedges undermines the purpose and integrity of many breeds and is antithetical
to the intention of insuring both soundness and performance.
• The use of pads, wedges, hoof bands and weights are common practice in many USEF member breeds.
These aids do not involve soring, yet are prohibited under the proposed rule.
• Lubricants on outer extremities are prohibited under the rule without adequate definition and such
prohibitions could be detrimental to the horse.
• The rule, as currently written, would have major economic implications for the show horse industry and
would cause loss of jobs and devastate small businesses.
• We request the proposed rule be rewritten to exclude all trotting breeds.

News From AMHA Sun, Fun & Education: AMHA Convention in California

NMMH to Hold Fundraiser at Grand National The National Museum of the Morgan Horse (NMMH), located in Shelburne, Vermont, will hold an exciting new fundraiser at the Grand National & World Championship Morgan Horse Show® in Oklahoma City this October 8-15. The museum will hold a silent auction of donated "horse buckets" filled with products celebrating each state. Organizers already have received many donations! If you have something to donate to a state bucket or would like to sign up to create one for your state, please contact Gayle Singer, chair of the museum’s advisory council, at [email protected]. Funds raised from the silent auction will provide operating support for the museum’s digitization project.

Meeting was called to order by Kim Dollard at 7pm at Harvey Hinklemeyers. Those in attendance were Sharon Hicks, Kim Dollard, Leah Borders, Linda Laud, Loretta Schafer, and Cindy Nelson. Minutes were reviewed and approved. Loretta presented the treasurer’s report and will follow up with information on the $500 HHF breed promo grant along with the silent auction $100 designated for high point awards. Old Business
Biomechanics Clinic - unable to complete due to scheduling conflict, no plan to reschedule
Straightness Clinic Cancelled- due to surgery of clinician

IMHC will provide Fazoli’s dinner @ roughly $10 per person. Kim will place the order after confirming attendance. Both Kim and Sharon will work together creating invitation postcards with RSVP needed.
Leah will create a door prize item. Linda and Cindy Lou will bring ‘horse’ giveaways. (Peppermints, horse treats, etc.)
All board members are to bring a dessert.
Sharon will handle table coverings and firewood.
Loretta will bring mints/horse treats for party favors.
Members are welcome to bring guests at no charge, but all attendees will need
an RSVP.

to speak at the banquet, Kim to follow up on confirmation.
High Point Awards- Due to the fact we have zero nominations this year, the board
has voted to suspend all awards this year. The issue will be revisited again next
year. All awards are to be brought back to Linda to keep in her possession until
further notice.

Kim is looking into the dollar amount to join – Around $35, Board agreed to join for 2017.
Kim will reconfirm the details and membership timeline.
Membership gives 2 seats on the board to help make show decisions. They have two
major shows, spring and fall.
Board nominations
Sara has resigned from the newsletter editor position effective at the end of 2016. We will be actively looking for someone to fill that role. Cindy Lou offered to reach out to a long time Morgan owner and potential new club member to help with newsletter. Kim also agreed to take it over temporarily since she has the necessary software already. Sara will transfer all the files later this year.
Loretta has also submitted her resignation as Secretary/Treasurer but has agreed to take back the role of Trail boss.
All other Board members will retain their current positions.
Vacant AMHA positions
Gayle Singer and Sherry Cole are not continuing as AMHA Directors
Gayle is moving to Arizona; due to her move out of the region she no longer is allowed
to serve as this region’s director. Her term expires September 30.
There are multiple applicants for the position.
Director has monthly phone meetings, quarterly meetings with up to $500 paid for
airfare. Hotel and vehicle are on your own.
Gold Cup
There are enough funds to sponsor a Gold Cup class one more year (2017). After 2017
Gold Cup, club funds will be re-evaluated to determine how the club is to move forward.
If we do not sponsor, we lose our voice as a Gold Cup representative.
Classes we would like to see added: Sport Horse Events, Dressage, Hunter Over
Fences.
USDA Legislation on “Soring”
Currently the legislation is written too broad, we agree to vote against it and
stand with the AMHA until the wording is narrowed to be inclusive of only things
that will injure a horse.
Current wording does now allow for pads on your horse and does not allow for
liniments or fly spray to be used on your horse as it will show up in testing where
you will be prosecuted.
