Key Issues in maintaining the UDB
Not all district
governments support data
updating activities
Many districts/
villages lack human
resources & skills to
update data
Requires a large budget
to update data
Difficulties to visit
households located in
remote areas
Households scattered accross 34 provinces
(514 districts with 75 K villages)

The three implementation strategies have been proven to successfully reform UDB data management in Indonesia
1. Prepare regulations for UDB management
2. Build an Integrated Social Welfare Information System (SIKS-NG) to facilitate the reform of UDB management
3. Socialize the regulation and system and provide technical guidance on system utilization

Proof-of-concept will greatly help to get buy-in from the stakeholders• SIKS-NG greatly supports the business processes of the stakeholders
• Province and district governments
• Ministries and institution such as Ministry of National Development Planning, Ministry of Finance, and The Audit Board are granted access to the system
• Data that have been updated by the district governments are actually used for social assistance programs at the districts
• Transparancy in UDB management
• Give an understanding that data updating activities by the local government are for their own benefit the hardest thing to achieve
