INDUSTRY OVERVIEW In Nigeria, crude oil contributes about 80% of budgetary revenues for governments at all tiers. It accounts for a massive 90% of all the foreign exchange earnings and 36.5% of gross domestic product

(GDP).

Medium-term, the dependence on Oil and Gas is set to increase. Improved fiscal conditions and an off-shore exploration opportunity for the oil majors have all contributed to giving Nigeria’s deep offshore frontier the allure of one of the world’s most exciting prospecting region. However, the government is open to alternative funding.

The key players in this exciting prospect that Nigeria’s deep offshore offers are the oil majors, who control both production and services in the sector. Of the slightly over 2 million barrels per day (bpd) OPEC quota currently enjoyed by Nigeria, annual expenditure on the oil industry is USD 7-9 Billion of which local content is approximately USD 350-450 million. Hence the clamour for increased percentage of local content derivatives in the upstream sector of the Nigerian Oil and Gas industry.

For Manpower customers, our Payroll service is extremely efficient and nearly effortless. The selected employees become our employees, our responsibility. All you need to do is approve the submitted hours for the duration of the employees’ assignments.

We’ll handle the payroll and related deductions, tax liabilities, benefits, insurance (including short-term disability, unemployment and workers’ compensation) as well as all employee issues. We’ll then send you a weekly invoice that will reflect a discount in our nominal staffing fee structure, because you’ve taken care of the recruiting process.

CURRENT CHALLENGES Challenges Nigeria is without doubt a key industry ‘hot-spot’ and is likely to remain so for several years, given the scale of reserves being discovered in this rapidly emerging play. As a result, industry interest is expected to remain high. To support the scale of investment required for Oil and Gas operations in the country, a new entrant would need to establish a local office, an operating base, build an organization and learn how to conduct business successfully within the local commercial and governmental framework. Profile of the Chief Executive Mr. Peter I. Okundaye Mr. Okundaye is President and CEO, Oases Offshore Nigeria Ltd, and Phil Nugent Nigeria, Ltd. With over 20 years energy

related experience, Mr. Okundaye has developed various business opportunities both in Nigeria and United States for a wide range of energy firms including Marathon, Burlington Resources, Spinnaker Exploration (Hydro Gulf of Mexico), Famfa Nigeria Ltd, Hoslyn Oil & Gas Services, Conoco Dupont Nigeria and NDPHC / NIPP, the Government Power Generation groups in Nigeria.

From 1983 to 1990, Mr. Okundaye was Manager of Budget Pricing & Gas Pipeline Transportation for the SW market areas

at Columbia Gas Transmission Corp, Houston, Texas. Following that he established Common Resources Ltd in 1991, and provided oil & gas related consulting services to Famfa Nigeria Ltd, the Nigerian oil company holder of the deepwater block - Agbami (1 billion bbls ChevronTexaco discovery). Between 1993 to 1998, Mr. Okundaye co-founded Hoslyn Oil & Gas Nigeria, and was responsible for the $9m,

10,000 bpd Oziegbe oil production field for NNPC. In 1998, together with Mr. Phil Nugent he co-founded Phil Nugent Nigeria Ltd, to cater to the needs of various oil & gas consulting services in Nigeria and West Africa.

Between 2000 and 2001, the Phil Nugent Ltd Group consummated a consulting deal with the ERHC Energy Corp for the

Sao Tome / Nigeria Joint Development Zone (JDZ) in the Gulf of Guinea, in West Africa. The JDZ holds over 14 billion barrels in potential reserves. The Phil Nugent Group holds substantial position in ERHC Energy shares.

Mr. Okundaye as President of Phil Nugent Nigeria Ltd recently secured a twenty (20yr) year contract with

Niger Delta Power Holding Company to process up to 1bcf/day of pipeline fuel gas which could yield up to 45,000 barrels of day of mixed natural gas liquids and condensates in Nigeria for further export to USA.
