Objectives

1. To increase access to free and public quality healthcare and education (including affordable medicines) for the world’s poorest and marginalised people, by changing policy and practice of governments, institutions and corporations, and by citizens and civil society advocating for comprehensive, publicly financed national health and education plans in at least 6 focus countries by 2015.

3. To improve the social and democratic fabric at a national level by reducing inequality in access and quality of public services

2. To ensure sufficient and stable funding for government-delivered public health and education by increasing the quality and quantity of finance for development: made up of a basket of aid, innovative finance and progressive domestic taxation; and by increasing the proportion of these funds allocated to public health and education

OBJECTIVES – Sept 2014Statement

•Everyone (individuals and companies) should be taxed according to their means.

•We aim at rebuilding the social contract, by support for fair tax and the role of governments to use these revenues to reduce inequality and reversing the on-going trends of facilitating tax dodging and reduced levels of taxation.

•Progressive tax systems will be seen both as a way to generate resources to finance essential public services and a way to reduce inequality by ensuring that everyone (both individuals and companies) pays according to their real wealth and nobody can avoid paying their fair share.

•It has been confirmed that Citizens who have more positive evaluations of government performance through the provision of quality public services such as water, health, education and sanitation are more committed to tax norms and have become more willing to pay tax

•It has been agreed that advocacy is going to be on-going all along 2014 and will influence key opportunities around OECD, G20, EU and national work.

•At national level, Oxfam will support nine countries through the CRAFT program to develop research and power analysis by September 2014.

• Oxfam will approach Egypt, Senegal, Uganda and Nigeria to become focus countries.• Priority funding will be provided to Senegal and Dominican Republic to ensure they are ES

focus countries by September 2014

•At least 4 countries will be supported to develop work around Extractive Industries domestic resource mobilisation. (Peru, Ghana, Zambia and South Africa)

•Oxfam will continue to support the Global Alliance for Tax Justice and in particular will encourage campaign activities on Public Services Day 23 June 2014 across all Oxfam countries.

• July 2013 - Began a formal process to develop a new priority public facing campaign for the ES campaign.

• Scope & Scale: A three year public campaign, aiming involve 10 countries and 9 affiliates by year 3. Our ambition is to reach millions, and engage hundreds of thousands.

• Process is being lead for ES by our public campaign’s team, ‘ESPOP’ with Victoria Harnett (OI) and Adam Musgrave (OGB) at the helm.

• Core team includes representatives from OGB, Oxfam America, Oxfam Intermon, Oxfam Novib, Oxfam in South Africa, and from campaigns, policy, media and southern campaigning.
