Niceville Building InspectorDarcy Chaney said PublixSuper Markets officials intendto submit final building plansby the end of December fortheir planned store northwest ofthe intersection of John SimsParkway and Rocky BayouDrive in Niceville.
Chaney, who spoke of theplans at the Niceville CityCouncil meeting Dec. 11, saidthe Publix officials want tobegin construction on the storeno later than the first week ofFebruary 2013.
The city of Nicevillereceived preliminary plans forthe site, which is owned byValparaiso Realty, in October.Those plans call for the con-struction of a 45,600-square-
foot Publix building and asmany as 13 adjacent stores,ranging from 1,400 to 2,900square feet, for retailers to bedetermined later.
Once Publix officials submitthe building plans, they will besubject to approval by Chaneyand Niceville Fire InspectorMike Valenzuela. If the plansare approved, Publix will beissued a building permit andwill be able to begin construc-tion.
Chaney said the constructionof a Publix store may stir upinterest development on landnear the Publix lot.
"Hopefully this will kickstart development of some otherplaces, like the Home Depotlot," Chaney said, referring toland west of the Publix lot, longearmarked for a Home Depot
store, but still undeveloped. "Ifpeople start seeing other storesstart shooting up in the area, Ithink it'll encourage them tostart building."
In October, Bruce Price,Niceville director of publicworks, said a traffic roundabout
would be constructed on RockyBayou Drive to connect it to thePublix shopping center. Thisroundabout would connect to aservice road running along thenorth side of John Sims, linkingthe Publix center with theWalmart shopping center to the
west by way of a bridge overSwift Creek. Plans also showas many as three accesses toJohn Sims from the service roadeast of Swift Creek.

James Campbell, a formerOkaloosa County commissionerwho was stripped of office inSeptember after his arrest on offi-cial-misconduct charges, said hewill remain in his position as Cityof Niceville recreation directoruntil his trial, scheduled for earlyFebruary, is over.
In the days following hisarrest Sept. 17, Campbell hadannounced he would retire Oct.25.
After his arrest, however, theFlorida Department ofManagement Services placed alegal lock on his state pension.Campbell's benefit rights will bedetermined based on the outcomeof the trial, according to a DMSspokesman.

Rodney Nobles, former OkaloosaCounty School District deputysuperintendent of operations,became interim principal ofNiceville High School Dec. 11, suc-ceeding Marcus Chambers, who wasnamed chief officer of quality assur-ance for the district.
Nobles will be principal for the
remainder of the school year. Hesaid he would apply for permanentappointment to the position.
Chambers was recommended forhis new position by the new superin-tendent of schools, Mary BethJackson, and was confirmed by theOkaloosa County School Board Dec.10.

Nobles took his most recent posi-tion in school district operations,which he held for the past sixyears.
Nobles said the Niceville HighSchool faculty and students arehelping to ease his transition.

North Bay fire commissionersDec. 11 welcomed David Scholl,newest member of the five-mem-ber elected commission that gov-erns the North Bay Fire ControlDistrict.
In addition, they were briefedon the fire district’s renovatedweb site, and on a recent trip toNew York by North Bay trainingdivision chief Joseph Parker, whowent there in the aftermath ofHurricane Sandy as part of theFlorida 1 Disaster MedicalAssistance Team (DMAT).
Scholl, who ran for a four-yearterm unopposed in November,said little as he was welcomed tothe fire commission, except thathe looks forward to serving on thepanel. He succeeds James Miller,who did not run for reelection.
Assistant Fire Chief LloydLosinger told commissioners thatthe fire district’s new computersystem is now up and running,along with the district’s renovatedweb site. He advised commission-ers and fire department personnelto use their official email address-es for all fire district related emailcommunications, as such mes-sages are considered publicrecords, and any use of personalemail for district business couldpotentially cause a person’s entireemail history to become subject topublic examination in any futurelegal proceedings involving thefire district.
Losinger also provided the firecommissioners with copies of a"thank you" letter recentlyreceived from the Almarante FireDistrict, thanking North Bay forhelping make Almarante’sNovember open house and mediaday a success. Almarante FireChief Charles M. Carroll thanked
North Bay specifically for theloan of North Bay’s "Freddie theFire Truck" and "Children’s FireSafety House," which he saidwere “thoroughly enjoyed by thechildren and greatly appreciated.”
F i r eC h i e fJ o s e p hM i l l e rreported thata four-dayf i n a n c i a laudit of thefire districtwas recentlycompleted,and heexpects the audit report to beavailable in time for the fire com-mission’s January or Februarymeeting in 2013. He said noapparent problems were uncov-ered by the audit.
Last year's audit uncovered amultiyear $84,000 fraud by for-mer administrator Ralph Banegas,who was later sentenced to a yearin jail for stealing from the firedistrict.
Parker reported on his recenttrip to New Jersey and New Yorkwith the 50-member DMAT. Hesaid part of the trip was spent atMiddlesex Junior College in NewJersey, where a shelter forHurricane Sandy victims hadbeen established. Another part ofthe deployment was spent at alarger shelter at Queens Collegein New York City.
Parker described that part ofthe deployment as “more intense,”as it involved providing medicalcare and other help to manyhomeless or displaced people.One difficulty faced by shelterstaff there, he said, was that someclients who came for medical helprefused to leave the facility afterbeing officially discharged,because they apparently hadnowhere else to go.
“The people there were notprepared” for Hurricane Sandy,Parker said of officials and civil-ians in New York and New Jersey.“There had never been a stormlike that in the last hundred years,”he said, and neither state was
ready to cope with the massivestorm surge and flooding pro-duced by the storm.
In other business, Chief Millerreported that emergency calls dur-ing November included two struc-ture fires and 66 medical calls.Unfortunately, he said, two ofthose calls ended with the deathsof patients who had gone into car-diac arrest. The outcome of twoother calls remain unknown, asthe patients were turned over toOkaloosa County emergencymedical teams, and no reports onthe outcomes have yet beenreceived by North Bay.
In one such case the patientwas unconscious but alive whenturned over, and in the other casethe patient’s heart had stoppedbriefly but been restarted beforethe patient was turned over tocounty medical personnel.
Miller also said North Bayfirefighters responded to a boaterin distress on Nov. 4, in whichthey assisted the Coast Guard andother agencies in rescuing at leasttwo boaters.

He said he intends to retire assoon as the trial is over.
"I'm ready to be finished assoon as this all gets sorted out,
and I'm confident it will get sort-ed," Campbell said Monday."When they make a decision, I'llbe retired on that day."
Campbell has reduced his rolewith the city and is now a part-time employee.
He said he will continueworking for the city because hedoes not have access to his pen-sion benefits after the legal lock
was placed on them, and he stillneeds income.
According to city of Nicevillehuman resources, Campbell'spay will not be affected by hispart-time status, but he will nolonger have full-time benefits.
The city of Niceville beganusing Florida RetirementServices for employee pensionsabout 10 years ago. Campbell,
who began working for the city38 years ago, has as many yearsof retirement credit with FRSafter paying the service for theyears before the city switched toFRS pensions.
Campbell said the first hear-ing before a judge for his case isscheduled Dec. 27.

A committee of representa-tives from the Okaloosa CountySchool District and OkaloosaCounty Education Association,which represents the teachersunion, discussed creation of asurvey to determine the effective-ness of late start and early releasein Okaloosa schools at its Dec.12 meeting in Niceville.
Marcus Chambers, chief offi-cer of quality assurance for theschool district, said at the meet-ing he is creating a survey whichwill ask teachers whether theyfeel the practice of late start inhigh schools and early release inelementary and middle schoolsoffers them a useful period ofprofessional development andallows them to effectively handletheir students on those shorteneddays.
Schools in Okaloosa Countycurrently have one late start or
early release day every month,with high schools beginning atabout 10 a.m. on those days andelementary and middle schoolsbeginning on time and releasingat about noon. Times vary fromschool to school.
The shortened days areintended to provide teacherswith extra time to plan anddevelop curriculum.
Some high school teachers atthe meeting noted that on highschool late start days, class peri-ods are only 20 minutes, makingit more difficult to get studentsto focus on instruction.
Chambers acknowledged dif-fering views on the process andsaid the results of his surveywould factor heavily into deci-sions on whether to continueimplementing late start andearly release.
The committee also voted toroll the current working schoolcalendar forward to the calendar
meeting Jan. 14, 2013. Theworking calendar for the 2013-14 school year currently hasAug. 19, 2013 as the first day ofclasses.
Ryan Gore, information sys-tems director for the school dis-trict, said members of the com-mittee are also discussing thepossibility of adding four addi-tional teacher work days to thecalendar.
This year's calendar has fourtotal teacher work days, oneafter each nine-week gradingperiod. On these days, studentshave the day off and teachershave the day to finish gradingand complete any other organi-zational tasks.
Gore said the committee andother employees of the schooldistrict are working to determinewhere the four additional workdays would fit best on the newcalendar, if at all.
Gore also said the State of
Florida has yet to announcewhether Okaloosa County quali-fies as academically high per-forming. If the county receives
such a designation, its schoolswould be allowed to start earlierthan two weeks before LaborDay. The working 2013-14 cal-
endar was drafted under theassumption that OkaloosaCounty schools will not receivethe designation.

After stopping Fairley forhaving a defective left brakelight, the arresting officer askedfor Fairley's driver's license,proof of insurance and registra-tion. After Fairley failed to pro-vide the requested paperwork,the officer asked Fairley out ofthe car and handcuffed him.Fairley allegedly began tostruggle and spin the officeraround, eventually pulling a pillbottle from his pocket andthrowing it in a nearby trashcan.
The officer retrieved the bot-tle, which allegedly containedseven Oxycodone pills Fairley
did not have a prescription for.The officer then searchedFairley's vehicle, finding anenvelope holding three plasticbags containing a white powderwhich later tested positive forcocaine.
Fairley's required courtappearance is scheduled Jan.29, 2013.

Vick allegedlyswung his fist at the arrestingofficer, missed, and was wres-tled to the ground by the officer.

The victim then searched thewebsite Craigslist and found theGPS she believed to be hers forsale on the site. The victimarranged with Bourgoin to meetand inspect the GPS device andthen informed Niceville policewhere Bourgoin would be. Thevictim identified Bourgoin insurveillance footage of the theftfrom the Walmart at 1300 E.John Sims Parkway.

The Westteam returned home with thetrophy as the East team fellone-half point shy of retrievingthe Cup. This year’s event tookplace on The Meadows courseat the Bay Point WyndhamResort in Panama City Beacha.
The West Team, which haswon the competition five of thelast six years, jumped out to an
early lead (4.5 to 1.5) after themorning fourball matches. TheEast returned the favor in theafternoon, winning four of itssix matches to tie the score (5.5to 5.5). A Sunday morning finalmatch gave the West honors(6.5 to 5.5) going into theSunday singles.
The momentum and energykept the matches close duringthe singles competition and theEast closed the gap to 12 to 12,a half point shy of the totalneeded (12.5) to take the Cup.

The Ballet Conservatory andDestin School of Music andDance will perform their annualpresentation of “TheNutcracker” Friday Dec. 21, 7p.m., and Saturday Dec. 22, 2p.m., at the South Walton HighSchool auditorium, Santa RosaBeach.
Noreen Poppell, the show’sdirector, has presented “TheNutcracker” since 2000. Eachyear she makes small changes tosurprise the audience, becausemany former students and atten-dees come back to see the show.
“The students love it and Ilove seeing them grow asdancers and performers,”Poppell said. “This really pro-
vides many wonderful memo-ries, not only for the dancers butfor the entire family.”
More than 80 dancers andcrew, 43 from the Niceville-Valparaiso area, will participatein the holiday classic withdetailed costumes, elegant back-drops and new props. The castalso grows larger each year,Poppell added.
Tickets will be sold for $20at the door and the proceeds ofthe show will go to the schools’scholarship fund.
The production features theclassic story of Clara, a younggirl whose holiday dream of herNutcracker Prince takes theaudience into a world of danc-ing and classical music.
Georgia Pearce, a Niceville
High senior, will play the role ofClara in Saturday’s perform-ance. She has been performingin the school’s “Nutcracker”since 2005, but this will be herfirst lead role.
“I’ve kind of grown up with‘The Nutcracker’ and watchedmy friends grow up in it,”Georgia said.
Georgia has danced for morethan 13 years, with a short breakto try other sports. She willgraduate in June and plans toattend college in the fall.

The Bluewater Bay Marinawill host its first Christmas BoatParade and Decorating ContestSaturday at 5:30 p.m. around theRocky Bayou.
The marina will not charge aregistration fee since this is itsfirst parade, Jimmie Boisjolie,parade coordinator, said.
“The marina is stepping out-side of the box,” Boisjolie said.“We’re fortunate to have our
docks full and would like to pro-vide more activities for patrons.”
The parade will depart fromthe Bluewater Bay Marina andwill be led by the marina’s pump-out boat. Boats will travel Northto Nelson’s Cove, around RockyBayou, then head South to theRocky No. 1 marker and return tothe marina.
Spectators can view the litboats in the parade from theBluewater Bay Marina board-walk, LJ Schooners Dockside
Restaurant and Oyster Bar andseveral other places with bayoufrontage.
Overall best entry winner ofthe Destin boat parade, NormLeonpacher of Niceville, will par-ticipate in the parade. He willshow off his prize-winning 50-foot cruiser, Power Packer, thattook more than a month to deco-rate with the help of his wife,Carolyn.

Anna Hall, a Niceville Highsenior, will play Clara onFriday’s performance. Clara isthe only role that will swap. Allother cast members will performboth nights.
Brittany Swain, a real-estateagent and dance teacher fromBluewater Bay, will play the sug-arplum fairy.
Emma Ludwig, a BluewaterBay Elementary School kinder-gartener, will represent theyoungest of three generations ofher family in the show as she per-forms the role of a young partyguest.
Emma’s parents, Nicki andJamie Ludwig, will appear asguests in the opening partyscene. Emma’s grandparents,Tammie and Tim Johnson, willperform as Herr and FrauSilberhaus, who host the party inthe show.
Emma’s aunt, KyrstenJohnson, a Northwest FloridaState College student, will alsoshare the stage with her familyduring the party scene, and laterappear as a snowflake, a Russiandancer, and a rose princess.
There is one other cast mem-ber in kindergarten performing inthe party scene, Poppell said.The rest of the cast are in secondgrade and up.
Melissa Pearce, Georgia’smother and volunteer at the stu-dio, has seen the dancers workjust as hard and long as soccerand softball players.
“For many dancers, it’s theirsport,” Pearce said.
The girls will be dancing enpointe, except the younger girlsthat haven’t been put en pointeyet, Georgia said. En pointe is aFrench phrase meaning to danceon the tips of one’s toes.
Auditions were held inSeptember and the cast list wasposted a couple weeks later,Georgia said. Any dancer fromeither school who was at least 7years old could audition.Rehearsals began in October andwere held almost every weekend,she added.
All rehearsals took place atthe Bluewater Bay studio, butdancers from Poppell’s DestinSchool of Music and Dance alsoparticipated.
To audition, dancers signedup and performed. The directorand staff decided who was bestfor each role.
The schools plan to hold a
recital May 18.“We just want to continue to
provide the best dance educationfor our students,” Poppell said.
