VITAL STATISTICS FOR 1983
The statistics for 1983 on forms SD25, SD52 and SD52A will be distributed tohealth and local authorities over the next few months. There are changes fromprevious years in the content, format and presentation of the tables. Themajor changes were outlined in a consultation document, OPCS Circular (Stat)No 4/1983, sent out last May. This article explains and illustrates thechanges in more detail. The specimen tables are reduced in size from thestandard computer print which will be sent to customers.
Pre-printed stationery will no longer be used; all parts of the tables,including headings and text, will be produced by computer. This makes forgreater flexibility if alternative forms of output, for example microfiche,are needed in future. Good quality single-part stationery will be used,producing an improved print. The paper will be narrower, moving to the 13z-character width which is the standard for computer printing.
District Medical Officers, as well as District Administrators,will be sentstatistics for their areas.
SD25 – mortaiity statistics
There 2re charges in presentation. A line is printed for each of the 95 causesof death even when there are nc cases. The consistent layout will enableeasier comparisons to be made betweenDHAs and between years. The firstof thefour pages is illustrated below:

SD52 – vital statistics
There are substantial changes in content and format
Deaths of infants. The breakdown showing legitimacy LS dropped. The formerprocedure for assessing the legitimacy at death of infants was not suffL-clently accurate Better qual~ty reformationwill be available from the OPCSinfant mortallty file which WI1l be ready at the end of the year, and thefigures WI1l be publlshed m the DH3 series

Llvebirth rates, The standardisedfertlllty ratio replaces the area compara-b~llty factor, the local/regLonal adjusted rate and the ratio of the locallregl Onal ad Justed rate to the national rate. The standardisedFertllltyratioshows how the local/regionalrate compares with the national rate, ❑aking dueallowance for the age structureof the local/regionalpopulation. The generalfertllltyrate, the total period fertilltyrate and the proportion of llvebornInfants whose blrthweight IS below 2SO0 grams are introduced.
Death rates The standardisedmortality ratio replaces the equivalent ratesto those llsted above for live b~rths

A tape containing the SD25, SD52 and SD52A statistics will be supplled onrequest to each RHA. It WI1l have figures for England and Wales, standardregions, and each local and health authority. POPULATION ESTIMATES AND PROJECTIONS

TR.4NSFERABLE DEATHS
Following consultationswith members of the health service, OPCS has resumedthe notification of transferabledeaths starting with January 1984 registra-tions.
The procedures are similar to those in operation up to the end of 1980,exceptthat the area unit is now the district health authority. Inward transfers,that is deaths of residentsof the area which are registeredin other areas,arenotified in the form of photocopies of the registration particulars. Outwardtransfers, that is deaths of residents of other areas which are registeredwithin the area, are notified as a list of registrationnumbers. Notificationsarising from a month’s registrationsare normally sent out about seven weeksafter the end of the month.
The identification of transferable deaths is carried out continuously duringthe monthly clerical processing of the death entries. The Area Coding Sectionof ‘JitalStatistics Eranch is responsiblefor postcodixgthe usual ?esidenceofthe deceased and for coding the type of institutionin which death occurred.Asan additional task the coders now provide a cods for area of occurrence,asdescribed below.
If the death occured at home cr is otherwise ‘non-transferable’because of thetYPe Of institution or length of stay (see ‘Area coding o? deaths’ inNewsletter No !) then no further action is re~uired. If the death was
registered in a registration sub-district which is wholly within a DHA, oroccurred in an institution which is on the coders’ lists, then the 2E!Acoderelating tc that sub-district.OT institution is inserted on the death entry.Otherwise the address where the death acctirredis postcoded.
As a second clerical operation, and ignoring the ‘nofi-transferables’,thepostcod?s o? usual residence are transited into DHA codes using speciallyprepzred lists. The few postcodes relating tc address of occurrence aretranslatedat th2 same time. The two DEA codes, occurrence and residence,arecom~a?ea; if they differ the death entry is photocopie~ and the entry numberislisted under the DHA ~f occurrence.
Th2 photocopiesare sorted to DHA of usual residenceand representthe ‘inward!transfers. They are des?atcheti,a~~ng with the lists of entry numbers rep~e-
senting the ‘outward’ transfers, xithifia ?ew days cf completing the monthtsclerical processing.

The magnetic tape version of the tape will be set out as if the tableshad been prepared using the OPCS tabulation utility TAU and the tape hadbeen written using the TAU utility ALIENSAVE which saves tables in a formatsuitable for data interchange.
