DIRECTION STATEMENT AND GENERAL DESCRIPTION OF DUTIES Under direction of the Information Technology (IT) Supervisor II, the IT Specialist I will perform duties related to Business Technology Management, IT Project Management, and Client Services, including, but not limited to, Business Analysis and Performance Management, Portfolio Management, Communications Management, Human Resources Management, Time/Schedule Management, and IT Training. 17. ESSENTIAL/MARGINAL FUNCTIONS Relative % of time required (in descending order) 25% Project Management (E) Serves as a Project Specialist responsible for the successful completion of small- to medium- sized IT projects, including monitoring scope, schedule (via Microsoft Project Professional), budget, and resources via DMV’s Enterprise Project Management tool. Leads all phases of the project and software development life cycles in accordance with the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK), the California Department of Technology’s Project Management Framework (CA-PMF) policies, processes, and the DMV’s Project and Portfolio Management Methodology. Manages and documents projects ranging in complexity based on business and technical factors. Plans and monitors project activities, milestones and deliverables to ensure that the project deliverables are on time and at the required level of quality. Uses common tools and templates to create a detailed work plan which identifies and sequences the activities and resources needed to successfully complete the project. Meets regularly with the project teams to review project progress, discuss outstanding project issues and mitigation strategies, and communicates upcoming project activities. IT Consultation (E) Provides IT consultation to business community to support business programs. Coordinates and consults with users, administrators, and engineers to identify business and technical requirements to proposed system modifications or technology requirements. Leads and participates in Joint Requirements Development (JRD) sessions to define new and changed requirements and Joint Application Design (JAD) sessions to develop technical specification requirements, design, and performs gap analysis, data collection, and solution analysis and provides recommendations to management. Provides lead direction and mentoring to IT Associates regarding the intake process.

Release Management (E) Responsible for the governance over the application releases through the daily Application Release Review Board (ARRB) at the Daily Change Advisory Board (CAB). Ensures that each release Change Request (CR) has been completed with the required documentation from both internal and external constituents according to the ISD policies and procedures prior to any release to the production environment. Develops and maintains release management-based policy and procedure documentation pertaining to change and release management. Performs reflective analysis of past releases, evaluating lessons learned to realign and reinforce practice to policy. Contributes to the Release Management Team (RMT) knowledge base and expands on the procedure documentation pertaining to change and release management.

Training, Coaching and Mentoring (E) Develops, implements, and maintains Intake and Release Management procedures. Provides training on Intake and release management processes. Provides mentoring and coaching on Intake and Release Management processes to new and/or junior Intake staff.

Miscellaneous (M) Performs other job-related duties as required.

18. SUPERVISION RECEIVED

This level works under direction of the IT Supervisor II. The incumbent receives assignments in terms of broadly defined missions or functions. Plans, designs, and executes programs, studies, and other work independently. If the work should be reviewed, the review concerns such matters as fulfillment of program objectives, effect on the overall program, or the contribution to the advancement of technology. Administrative and technical policies and precedents are applicable but are stated in general terms. Guidelines for performing the work are scarce or of limited use. Uses judgment and ingenuity in interpreting the intent of the guidelines that do exist and in developing applications to specific areas of work. Frequently recognized as a technical authority in the development and interpretation of guidelines. Recommendations for new project and alteration of objectives are usually evaluated for consideration of fund or other resources availability and broad program goals or priorities.

Works in an office setting, in a cubicle as well as in meeting rooms. Will be sitting for long periods of time. Will be accessing a computer and typing for long periods of time. This position is eligible for telework.

21. SPECIAL REQUIREMENTS AND DESIRABLE QUALIFICATIONS

Ability to work well with others, communicate well, understand the principles of supervision and staff management and be able to facilitate meetings and conduct presentations. Complies with security policies and procedures established by the data owners and the Information Security Officer. Implements the technical means to preserve the integrity and security of the department's information assets and manage the risks associated with those assets. Advises the data owners and the Information Security Officer of control vulnerabilities and recommendations for alternatives that enhance data security and integrity for existing and developing systems.

Personnel with responsibilities that include Operations functions, such as patching systems for security or performance, will comply with all policies, procedures, and standards for operational effectiveness. Adhere to departmental standards for data back-up, recovery, integrity, control, and management.
