LocationThe site is located in Ingol, a residential suburb north west of the city of Preston. The surrounding areas of the site are predominately residential use, whilst the site itself was allocated as an area of major open space in Preston City Council’s Local Plan, being part of the former golf club within Ingol.

Preston is a well-connected city in central Lancashire in the north west of England. The city is strategically positioned less than 3 miles west of the M6, providing access to the length of the country. Additional neighbouring motorway connections include the M61, M65 and M62, providing access to Manchester, Blackpool and Liverpool.

Preston train station is located within 4 miles of the site and offers direct trains to London Euston (approximately 135 minutes), Manchester (approximately 60 minutes) and York (approximately 150 minutes).

There are good amenities within walking distance of the site, including a Co-operative Food, Nisa convenience store and a number of independent pubs and restaurants. The Fulwood Leisure Centre and the Royal Preston

Hospital are in close proximity to the site, whilst nine primary and secondary schools are within a mile radius. Our Lady’s Catholic High School and Queen’s Drive Primary School are both located within this parameter and retain Ofsted ratings of ‘Outstanding’ (School year 2012 - 2013).

DescriptionThe site extends to approximately 16.10 acres (6.52 hectares) and is part of a former golf course, consisting of mainly open grassland with some wooded areas. The site also includes the former golf course’s club house and associated parking to the north of the site. This site is broadly flat and irregular in shape and allows for easy development.

The residential development site is shown edged in red on the plan below and includes a blue boundary which represents the public open space due to be delivered by the Vendor.

As part of the hybrid planning application, a further 155.68 acres (63.0 hectares) is apportioned between prospective residential development sites, public open space and a new training facility for Preston North End Football Club.

The site is bound to the north, south and

west by residential use of predominantly semi-detached and detached style housing, while the eastern boundary comprises open grassland. As a result, the site lends itself well to residential development of a similar nature.

PlanningThe site falls within the jurisdiction of Preston City Council and constitutes part of a larger hybrid planning application, which was granted in May 2018, for the redevelopment of the entirety of the golf course.

The application includes a full application for areas of public open space; an outline application for a new first team training facility for Preston North End Football Club and an outline application for residential development of up to 450 dwellings, for which this opportunity relates to. The planning reference is 06/2017/0757. Planning documents associated with the application are available upon request.

Bidding parties are to assume a policy compliant position on scheme densities to determine the number of units for the site. The opportunity exists to purchase the first phase of the residential planning permission only and does not include the development of public open space or training facilities for Preston North End Football Club.

S.106 AssumptionsWe are advised that the site is required to deliver 30% affordable housing but the tenure of the affordable housing units is to be agreed with the Local Authority. All other S.106 contributions will be settled by the Vendor.

Preston Link RoadA new 4.3km dual carriageway to the west of Preston is planned for development, connecting the A583 with a new Junction 2 on the M55. We understand there will also be a 3.4km long, east to west link road connecting to Lightfoot Lane, and Cottam Link Road linking to Cottam Way.

Conditional approval has been received meaning a comprehensive proposal for the scheme will now be prepared which will be reviewed by the Lancashire Enterprise Partnership and the Secretary of State next year. If approval is given by both, construction may start by Q4 2019.

We understand this development will not encroach on the subject site, however we would advise parties to contact the Local Authority for further enquiries.
