Introduction01Derby City Council is preparing designs for the comprehensive enhancement of The Spot area. The intention is to enhance the public realm to improve accessibility and attract new users to the area.
This report has been prepared by FPCR Environment and Design Ltd and Waterman Transport and Development working in conjunction with Derby City Council and various stakeholders. The intention of the document is to provide a further level of detail provided in the Stage C report (July 2013), giving enough information on the design proposals for others to take this forward to detail design stage.
The scheme proposals put forward in Stage C were subject to comment from Stakeholders at the end of this work stage. The relevant action points resulting from this can be summarised as;
• React to feedback from stakeholders that the scheme needs a ‘wow’ factor;
• Investigate ways of engaging younger users; and
• Engage an artist in the continued design process.
This report has sought to address these points, as part of the wider design process.

‘WOW Factor’
Phoenix Civic Space provides an urban oasis for users within the city of Phoenix, Arizona. The space provides a number of elements that appeal to a wide range of users such as green
space, water features and public art. Bold interactive LED lighting columns create a
fantastic feature throughout the park.
In response to stakeholder comments that the scheme needs a ‘wow factor’, a study of precedents has been undertaken, to establish a concept that would meet this remit. It is important that such a feature should have the following attributes;
• Scale – needs to have impact.• Opportunities to interact.• Local connection.• Create interest and engage the public.• Provide a slightly different experience with each
visit.• Create interest both day and night.• Use a small footprint to allow space for performances
and a mini market.

‘Wow Factor’

From the precedents studied, common design themes have been drawn, providing a basis upon which such a feature at The Spot could be designed.
Refl ectivity provides opportunities for taking photos, as well as refl ecting the surrounding art-deco architecture. Exploring three dimensions opens up further opportunities, such as walls which fold over into shelters.
It was decided by the design team, that because of the importance of such a feature, and the potential for this to re-defi ne ‘The Spot’, that this element should be commissioned as an art piece, to be integrated into the wider design. Please refer to Section 04 ‘Public Art’.

Opportunities to Engage Younger Users
Paramana Square gives a new identity to the city of Thermi in Greece. Pedestrian movement is incorporated in a dynamic 3D surface that varies in material, height and size. The diverse
range of materials and attention to detail creates an interactive
and quality space for the central area of the city.
Also, as a result of stakeholder feedback at the end of Stage C, further work has been carried out, investigating ways to specifi cally engage younger users.
Schemes such as Landhausplatz have been designed with younger users in mind, with varied profi ling of stonework creating an urban playground for wheeled activities, such as skateboarding. The layout also provides opportunities for socialising with friends.
A tiered amphitheatre arrangement, such as that at Millennium Square, Bristol, creates a multi-functional space. Although this is not specifi cally designed for skateboarding, it has become a popular ‘incidental’ use. Although such an approach could be employed at The Spot, the scale would be much smaller, due to limited change in level and limited available space which is separate from pedestrian or vehicular movement.
Further to this work, it was decided by the design team that The Spot was not of suffi cient size to accommodate features aimed specifi cally at younger users without detriment to the wider demographic. The fi nal design should not be aimed towards a certain age-group, but should be able to be enjoyed by all, thus still attracting younger visitors.

mecca for skate boarders from across the Bristol area. Eventually the site transformed into
the thriving heart of the Docksides.
Landhausplatz is a new public space that sets the stage
for a diverse array of urban activities to take place within
Innsbruck. A formerly neglected area was transformed with a 9000 sq. metre concrete fl oor sculpture that created
increased access between the memorials located there and
the pedestrian users.

Block Seating
The initial idea from Stage C of two deep, curved ‘steps’ to defi ne the southwest corner of The Spot has been further developed.
The initial concept would have required a substantial area of tactile paving to be laid, which would not be ideal along a well-used pavement. Instead, the proposals have been amended to include a wall, which would provide further defi nition to this space, and avoid the need for hazard warning paving. The proposed wall will provide a back-drop for the proposed block seating on the edge of the space.
The idea is to depart from formalised steps or amphitheatre approach often used elsewhere in city squares, such as Millennium Square in Bristol, but instead to employ a more contemporary approach thus producing something which is more unique. Such an approach will help to give The Spot an identity and Unique Selling Point.
The proposed wall would be constructed from black granite, to compliment the public realm proposals at St Peter’s Square. Details from surrounding art deco buildings and features would be highlighted in the wall, using the process of sand-blasting. To ensure inter-visibility between The Spot and Osmaston Road, this wall would be a maximum of one metre in height, allowing views over it.
Inspiration for the informal layout of the block seating came partly from Jack Evans Boat Harbour in New South Wales, where large fair-faced concrete blocks jut out at various angles into the sea, overlapping each other, to create a stepped effect. In a similar fashion, it is proposed that granite will be used to construct the informal block seat layout, providing large blocks at varying heights upon which the public can sit, either to eat lunch, meet friends or watch performances. Dependant on budget and lighting requirements, there is an opportunity to integrate strip lighting into the base of the seating.

Site Layout & Details
The ‘preferred design’ layout has been developed as a result of further design and consultation. The main alterations to this previous layout are summarised below;
• Carriageway demarcation altered at the junction of St Peter’s Street and Babington Lane to give more emphasis to the line of St Peter’s Street, which was historically the primary route for traffi c.
• Taxi Rank removed from Osmaston Road (near to Westfi eld entrance). This is to ensure all taxis use the proposed feeder rank on Babington Lane before moving onto St Peter’s Street. This has the secondary benefi t of signifi cantly widening the footway at this point.
• Extent of shared surface reduced on London Road and Osmaston Road, thus restricting this to the primary areas where pedestrians would wish to cross the carriageway.
• Carriageway widened at junction of Osmaston Road and London Road to accommodate bus movements (which currently overrun the carriageway).
• Additional locations for tree planters along St Peter’s Street, to help link this scheme to proposals at St Peter’s Cross, but providing visual continuity.
• Addition of ‘The Ring’ sculpture, as proposed by DPQ (See Section 04).
• Removal of 3 feature lighting columns and mist fountains to ensure a cohesive, simplistic design, and to avoid confl ict with ‘The Ring’ sculpture.
• Introduction of a stone-clad wall and block seating to the south-eastern corner of ‘The Spot’ to add defi nition, and provide opportunities for seating.
• Potential addition of a stand-alone automatic toilet, to replace the existing facility.
• Seating area added at the south-eastern corner of The Spot.

The extent of the shared space is illustrated on the Illustrative Layout. This will extend along St Peter’s Street, from the bottom of Babington Lane, extending onto the junction of London Road and Osmaston Road. Proposed materials and fi nishes are detailed in Section 8 of this report. The level of the carriageway will be raised to the same level at the pavement, gradually ramping down to meet existing carriageway levels at each end.
The purpose of shared space is to create a pedestrian dominated, accessible environment, where pedestrians have priority over vehicles. Such an approach has been employed very successfully through schemes such as New Road in Brighton and in Ashford, Kent. Best-practice guidance has been used to ensure that the scheme is safe, and works for all users. The majority of bus and taxi drivers will be repeat visitors, and will become accustomed to sharing the carriageway with pedestrians, however measures will have to be put in place to educate other road users, to ensure that vehicles are driven at low speeds. Such measures could include rumble strips on Osmaston Road and London Road, which provide a textural difference in the road surface, before vehicles enter the shared space. Signage should be avoided if possible, however temporary signage could advertise a change in priorities.
The opportunity to remove the zebra crossing at the junction of London Road and Osmaston Road is being explored. This would create a much larger area for pedestrians to cross, satisfying a number of desire lines. The introduction of shared space would not require a marked crossing point, as this area would become pedestrian dominated, requiring vehicles to slow down. Further work needs to be done to establish the parameters within which such a proposal could be employed without compromising the safety of pedestrians.
The traditional carriageway proportions will be retained, with drainage gulleys along kerbs-lines, however the majority of kerbs will be removed. Kerbs will only be used along the back of the taxi rank (50mm high kerb) and to the back edge of the bus bay (180mm high, bus kerb and adjoining 50mm high kerb). Where kerbs are not used, fl ush kerbs and carriageway margins will visually contrast to adjacent paving, to aid visually impaired pedestrians, and to identify a clear route for vehicle movement.

The decision to commission an artist was taken as a result of combined feedback from stakeholders and from a design review panel (OPUN).
A competition was launched in July 2013 by Derby City Council, which received entries from 33 artists. This was narrowed down to 4 fi nalists, who were given the opportunity to prepare initial concept designs, and present these to a judging panel.
The proposals from the four artists were also displayed at a public exhibition in August 2013, to allow the public to view the proposals and vote for their favourite. DPQ received 58% of the total ‘on street’ votes and emerged as a clear winner for both the public and the panel. (DPQ are a company of three
London-based architects who specialise in public art and the public realm.)
DPQ have produced proposals for a 7 metre tall ring sculpture, which will be integrated into the public realm at The Spot. Before fi nalising the position of the ring, a spatial study was carried out to determine the best location, in terms of how the sculpture was viewed from each approach to The Spot, and the effect it would have on framing particular buildings or features.
DPQ have been engaged to develop these initial proposals further into detailed designs.

05A public consultation event was held on 22nd August 2013 on St Peters Street. A set of 4 consultation boards were exhibited, providing the public with information on the concept of a new design for ‘The Spot’.
The public were asked a number of questions both relating to the existing situation and the design proposals.

The public were encouraged to provide comment, using the comments forms provided, which asked;
1. What do you like?2. What don’t you like?3. Any other comments?
The feedback received was largely positive, reaffi rming the decision to open the space up to be more fl exible for a variety of events as well as allowing greater priority toward pedestrian access/usage of the area in general. A number of suggestions as to how the scheme could be improved were also made. A full summary of the feedback received is included at Appendix A.
At the same event, the submissions from the four fi nalists in the public art competition were displayed for the public to vote on, using ballot papers. DPQ emerged as clear winners, with 58% of the votes.

06Vehicular and CycleAccess
As proposed at Stage C, the existing one-way system will be retained along Babington Lane and St Peter’s Street, with access being restricted to buses and taxis only (as well as loading prior to 10am and after 5pm). As a result, this will reduce the number of vehicles using the shared surface. As the majority of bus and taxi drivers will be repeat visitors, they will become accustomed to sharing the carriageway with pedestrians.
Bus stops will move from Babington Lane to a single location on St Peter’s Street, beside The Spot. A wider, more-level pavement with a much larger bus shelter will provide a more ideal setting for buses to stop.
Although a shared space does not require a separate cycle lane, it has been decided that a defi ned cycle lane will be marked out, as cyclists can travel in the opposite direction to buses and taxis. Due to the anticipated low motor vehicle fl ows no physical separation of the cycle lane and other traffi c has been provided at the junction of St peter’s Street with Osmaston Road/London Road.

The street furniture palette has been chosen to compliment the St Peter’s Cross scheme.
The luminaires and tree planters will be the same specifi cation, while materials chosen for the construction of seating will also match.
Luminaires, litter bins and cycle stands are standardised throughout the city centre, as specifi ed in the City Centre Regeneration Framework (CCRF).
A number of factors largely prohibit the planting of trees directly into the ground, and as such the proposed trees will be planted into planters manufactured from reconstituted marble aggregate. Further investigation should be carried out, to establish whether trees could be planted into tree pits around The Spot, as this would give the trees a much better chance to establish, and survive longer.
Two groups of four telephone boxes are located on the site; one outside each of the entrances to Westfi eld. These are unsightly and obstruct views along the street. There are plans to rationalise the existing telephone boxes, replacing these with more open, continental-style payphones. The locations of these replacement phones are to be agreed between Derby City Council and BT, but where possible, these will be located against the building line, away from pedestrian movement.
All existing bollards will be removed, and will not be replaced. Bollards are seen as a last resort for managing vehicle movement, as they constitute street clutter and not easily seen by visually impaired pedestrians.
It is assumed that all street furniture currently located on the site will be replaced, to ensure continuity across the scheme. Where existing street furniture complies with the palette set out here (i.e. litter bins), these should be refurbished by the manufacturer (Broxap).
From a survey of the existing street furniture, it is anticipated that the existing level of provision is suitable, and therefore the proposals aim to replace like-for-like.
Proposed benches will be constructed from dark granite, to compliment the benches at St Peter’s Cross. These will be 1800 x 600mm benches, with stainless steel arm rests to prevent use by skateboards. A further seat, with backrest, will be built into the proposed wall, facing the bus shelter.
Should the owners of the art-deco building at the London Road / Osmaston Road junction agree to lighting the curved façade, Gobo projectors would be mounted on a combination of new and existing columns. The exact positioning of these would be agreed at detailed design stage.
Two wayfi nding markers are located at The Spot and the junction of St Peter’s Street with Babington Lane. These will be retained, with the marker at The Spot moved into a ‘Street Furniture Zone’.
Columns used solely for supporting hanging baskets would be removed, as new tree planters would provide greening to the streetscape. Should there still be a requirement for hanging baskets, it is possible that these could be attached to proposed lighting columns.
Proposed 6m lighting columns will be used along the pedestrianised section of St Peter’s Street, and along each side of The Spot ‘plaza’. Elsewhere, existing 10m high lighting columns will be retained. Detailed lighting proposals will be developed by others.
Street Furniture Zones
As in Leicester City Centre, ‘Street Furniture Zones’ will be created at intervals along St Peter’s Street. Street furniture will be installed in groups, rather than spread out in an ad-hoc fashion. Such an approach results in clean lines, and defi ned ‘pause points’ offset from the main pedestrian fl ow. These are orientated in such a way as to maximise room for pedestrian movement rather than interrupting movement.

As with street furniture, paving materials have been specifi ed to complement the scheme at St Peter’s Cross.
The majority of paving will comprise natural stone, to create a high quality scheme. Large paving units will be used to pavements, with smaller units on the pedestrianised carriageway (St Peter’s Street). Asphalt with buff-coloured chippings rolled into the surface will be used on vehicular carriageways.
The majority of paving will be ‘York Stone’ type, with grey granite used to defi ne spaces and edges. A palette of grey setts will be used to pave a defi ned area at The Spot, which is separate to the pavements on each side.
As the scheme will largely comprise of shared surface, the only locations proposed for upstand kerbs are to the bus bay and taxi rank. A proposed 180mm battered kerb will be used at bus stops, reducing to 50mm along the length of the bus bay. A 50mm high kerb will also be used along the taxi rank to prevent vehicle over-run.
Contrasting colours of natural stone will be used to denote the edges of the cycle lane, while cycle symbols will be inlaid into stone slabs, to avoid the use of thermoplastic markings.
No tactile paving has been specifi ed, as the scheme will largely be a shared surface.
The scheme has been costed on the basis of using natural stone (see Appendix C), however potential cost savings could be sought by using alternative materials. Concrete products offer a potentially cheaper alternative to natural stone, whilst creating a similar visual effect. Concrete street furniture could be used, in addition to concrete paving, which can still give the appearance of natural stone, by using coloured aggregates.

09Public Toilet
It is proposed that, subject to budget and the relevant agreements, an automatic toilet will be included as part of the scheme to replace the toilets being lost. This will be located in close proximity to the original toilets at The Spot, however the location will have to ensure that it does not compromise the overall design, or detract from the scheme.
After carrying out a location study, two possible locations for the toilet have been proposed. The fi rst is adjacent to the proposed bus stop on St Peter’s Street. The benefi ts to this location are that it is in close proximity to The Spot, and serves the bus stops. On the other hand, the toilet will restrict views along the street, and add to the general street clutter in this area.
The second location proposed is London Road. The taxi rank here will be removed as part of the proposals, creating a larger pedestrian area, which could easily accommodate the toilet. However, it is likely that a toilet in this location would be framed by ‘The Ring’ sculpture, when viewed from The Spot.
Due to the limited space available, the toilet will be a single, DDA compliant unit, with baby change facility. The toilet shown here is the Multi Automatic Public Toilet (MAPT) supplied by DANFO. This is a fully automatic toilet, thus limiting maintenance requirements.

Phasing of on-site works will be dependent upon available budget and traffi c management. For the purposes of costing, the site has been broken down into 4 phases;
1. The Spot (location of existing toilets)2. St Peter’s Street (between St Peter’s Cross and

The timing of implementation is dependant on budget and other considerations. It is anticipated that Phase 1 works will commence mid-late summer 2014.

11Next Steps &
• Further investigation would need to be undertaken to establish locations for Gobo projectors. Ideally these would be mounted onto lighting columns, however the columns would need to be designed to take increased loading. The council will also need to seek agreements with building owners to light facades with Gobo projectors.
• Further Stakeholder Consultation will need to be undertaken to include bus and taxi operators and disabled users.
• Lighting consultants, or Balfour Beatty (in charge of the PFI lighting contract) will need to prepare detailed lighting proposals, to ensure that adequate lighting levels are provided, but also to make sure that lower levels of lighting are used where possible (e.g. at The Spot ‘plaza’). This work will also need to ensure that the lighting is not too bright, thus rendering Gobo projectors ineffective.
• Further work needs to be undertaken to establish whether the existing Zebra crossing could be removed, and replaced by shared space. This should involve further study of precedents, as well as a survey of pedestrian movement in this area. The detailed design will need to incorporate certain measures to reduce vehicle speeds.
• Although a toilet is proposed, further surveys and consultation needs to be undertaken to establish the best position for such a facility, and whether there is actually demand for this (bearing in mind that there would be a cost to the public for using this).
• Although trees are indicatively shown in planters along St Peter’s Street, the detailed design stage should look at whether these trees would provide signifi cant benefi t, or whether they could obstruct pedestrian fl ow and obstruct views to ‘The Ring’ sculpture. The opportunity to plant trees in tree pits should also be investigated, as this is likely to increase the lifespan of trees, while allowing them to establish better than in pots.
• Undertake value engineering exercise examining the potential for scheme cost reductions through the use of alternative materials/ refi nements in scheme design. Particular attention should be paid with regard to the scope for the replacement of the currently specifi ed use of natural stone materials.
• Further analysis of the existing structures within the Spot are required in order to provide more confi dence regarding the complexities and hazards arising from the proposed demolition works. Further surveys and analysis of existing drainage and other statutory undertakers equipment is also recommended.
• Potential phasing of the scheme will require further consideration and analysis, taking into consideration such factors as budget availability and traffi c management considerations

Summary of public consultation comments on The Spot redevelopment proposal – based on 43 response forms completed.
The general response given was a positive one with only a few responses considering the scheme would not be a good use of public money. However alongside there were a signifi cant number of concerns relating to particular elements within the proposal.Positive
Generally those who visited the consultation liked the proposal and reaffi rmed the decision to open the space up to be more fl exible for a variety of events as well as allowing greater priority toward pedestrian access/usage of the area in general.
The most favoured elements of the design were the DPQ proposal, the water feature and lighting as well as the more inclusive arrangement of the seating area.

Negative
The most signifi cant negative response was that the sculptural proposals were general weak in relation to their context, the rest of the design and the city in general. The reference to time and clock making made a poor attempt to include the companies referenced from the beginning and that it should be something that would be more relevant to people now – perhaps as something to go look forward with. There was also a concern that there would be a loss of the traditional clock face which can currently be seen along St Peter’s St.
The other signifi cant issue that was raised was that the proposal removes the current disabled parking from along St Peter’s St and there would be no short stay parking for people to drop off items at shops currently located around The Spot.
Along with the seating it was also felt that more trees with seating should be included allowing people to sit in the shade.

Among the other comments/suggestions included in the forms there were number concerned with how the rest of the area might be developed – particularly the quality and appearance of the surrounding buildings and shops - as well as including the issue of smoking, whether there would be a dedicated space or would it be banned completely. A several people also suggested that it would be a good idea to try and recycle the stonework that would be removed and use that to try and offset the costs of the new design.
Whilst people still seemed to be disappointed that the toilet would be lost although also acknowledge that there are a number of facilities in the Westfi eld centre and in the surrounding cafés. Finally there was a general concern that the overall promotion of the consultation seemed to be poor.

1. Background Information
1.1 Background to Proposals Waterman and FPCR have been appointed by Derby City Council (Derby CC) to develop the public realm proposals for ‘The Spot’ area of Derby to RIBA Stage D level. This appointment follows on from the earlier appointment to undertake the project development to Stage C level.
The Stage C report of July 2013 provides detailed examination of the existing situation and issues at The Spot along with the objectives of the proposals. The Stage C report then identifies concepts and case studies before providing the design options that were developed from this examination. The results from the public and stakeholder consultation are then summarised, followed by the identification of a preferred design and ‘Next Steps’ required to take forward the project from the Stage C level.

1.2 Purpose of Report The purpose of this report is to provide additional technical background information to support the full Stage D report to be produced by Waterman and FPCR. This technical report is designed to assist those taking forward the design of the project proposals to tender and implementation. The report therefore contains additional technical information and references to those contained within the Stage D report.

2. Existing Conditions and Information
2.1 Introduction As previously mentioned the Stage C report of July 2013 contains a significant amount of information on the existing conditions at The Spot. This includes a street audit that identifies the locations of individual shops and other businesses, the materials used within the existing public realm and the location of street furniture.
2.2 Accident Analysis Accident data for the five-year period 1st September 2007 to 31st October 2012 was provided by Derby CC. The analysis of this accident information is contained within Appendix A. It should be noted that the accident data provided does not include detailed descriptions of the accidents and therefore it is often unclear as to their causes.
A high number of the accidents (11 out of the total of 15 accidents within the study area) involved pedestrians and these predominantly occurred during daylight (10 out of the 11 accidents). It was noted that four accidents occurred along the short section of Babington Lane within the study area, three of which involved pedestrian casualties. Possible reasons for the high proportion of pedestrian accidents within the study area include the high levels of pedestrian activity and the constrained vehicles speeds. It was also noted that accident 5 of the analysis was a cyclist colliding with a pedestrian in the pedestrianised section of St Peter’s Street.
2.3 Parking, Waiting and Access Restrictions In addition to the information contained within the Stage C report of July 2013 a drawing has been produced of the existing parking provision and restrictions in the vicinity of the study area (Drawing 14014/C/SA/02/001 Rev A01)
2.4 Accessibility A technical note reviewing existing pedestrian and cycling accessibility was produced by Waterman on 12th November 2013. This technical note separately reviewed the accessibility of the study area for pedestrians and cyclists against identified criteria. Of particular significance within the conclusions from the pedestrian assessment were the location of some of the existing uncontrolled pedestrian crossings away from desire lines and the difficulties at the crossing points caused by the proximity of parked vehicles. For cyclists the conclusions included the narrowness of the existing contra-flow lane and presence of vehicles on either side. It was also noted that most cyclists did not use the cycle facility as they were travelling to/from the pedestrianised section of St Peter’s Street.
2.5 Signing and Street Furniture In addition to the information contained within the Stage C report of July 2013, sketch drawings were produced (Existing sign location plans 130828) showing the location of all existing signage within the public realm area. This included all permanent highway traffic, pedestrian and advertising signs within the public highway area, but did not include temporary advertising boards.

It is clear from this information that there is a significant quantity of existing signage within the scheme study area. A significant proportion of this signage is waiting restriction related. It is noticeable that attention has been paid on the eastern side of St Peter’s Street to using existing poles and other features in order to mount highway related signs. Less effort has been made to reduce the installation of specific traffic sign posts in others parts of the scheme study area.
2.6 Street Lighting No information has been provided to the Design Team in relation to existing street lighting provision and illumination levels. The following photograph illustrates the existing type of lighting columns present within the study area.

2.7 Statutory Undertakers Information in relation to statutory undertakers equipment within the study area has been provided by Derby CC. This information was included within topographical survey drawing 17514/OGL Rev 1 dated 20th September 2012.

2.8 Drainage The information provided by Derby CC in relation to existing drainage was included within the overall drawings for statutory undertakers (topographical survey drawing 17514/OGL Rev 1 dated 20th September 2012).
The statutory undertakers information and the topographical survey has been used to produce Drawings 14014/C/92/500 and 14014/C/92/501 of the existing drainage provision within the study area. It should be noted that assumptions have had to be made at this time with regard to the connection of existing gullies to public sewers and the location of gully connectors etc. It is recommended that a survey of gully connections is undertaken prior to scheme implementation in order to confirm the accuracy of these assumptions.
2.9 Construction In addition to the information contained within the Stage C report of July 2013, Derby CC have provided a selection of drawings in relation to the structure of the existing public toilets and clocktower. These drawings are dated from the late 1980’s and early 1990’s.

3. Scheme Proposals
3.1 Introduction The Stage D Report will contain most of the background information in relation to the development of the proposed scheme. The purpose of this report is to provide additional technical information to assist the further detailed design of the scheme proposals.
Discussions have been held with Derby CC with regard to the extent of the scheme proposals. It has been agreed that whilst the scheme should consider the expanded study area, the extent of improvements should be restricted in order to remain within available budget limits. An example of this has been the decision to amend the parking/waiting restrictions along the length of Babington Lane to the junction with Gower Street. However, no accompanying physical alterations to the layout of Babington Lane near Gower Street have been progressed at this time. Such physical changes to the highway layout in this vicinity could be beneficial in terms of deterring use of this section of Babington lane by inappropriate traffic and also potentially for providing for the taxi layby, but are considered to be beyond the scope of this appointment.
3.2 Parking, Waiting and Access Restrictions The proposed parking and waiting restrictions are summarised within Drawing 14014/C/02/003. The overall aim of the proposals is to restrict access to the sections of Babington lane and St Peter’s Street to buses, cyclists and taxis (except for access), with loading allowed between 5pm and 10am.
The proposed alterations to the existing laybys along Osmaston Road have maintained the widths of those existing laybys.
The taxi rank layby on St Peter’s Street has a width of approximately 2.4m. The feeder rank located on Babington lane has a marked width of approximately 2m. This is because passengers will not be collected from this point and therefore movements should be limited to the driver’s side of the vehicle on the footway side of the carriageway. This should limit potential conflicts with users of the adjacent cycle contraflow lane. The feeder rank is designed to have line of sight view of the end of the taxi rank layby on St Peter’s Street.
3.3 Public Transport The relocation of the bus stops along St Peter’s Street and the stop on Osmaston Road are based upon discussions with the bus operators. The width of the layby on St Peter’s Street is 3m, based upon DCC standard detail 11698/02. This standard detail has also been used in relation to the use of bus kerbs at the bus stops.
The length of the bus layby on St Peter’s Street is approximately 42m (measured at the narrowest point). This is designed so as to provide a section of the layby at the northern end for use by community transport vehicles. The design provides a length of approximately 17m for each bus stop. This is below the 19m suggested by standard detail 11698/02, but is in excess of the approximately 16m lengths provided at the bus stops for southbound vehicles on Osmaston Road. This leaves an approximately 8m length of the layby for the community transport vehicles. It is considered that this length of layby for community transport should be sufficient, while not being so long as to encourage inappropriate use by

other vehicles. This is due to the additional length provided by the kerbline taper into the layby and the fact that, according to the DCC public transport officers, the second bus stop will only be used when the one nearest to the bus shelter is already occupied.
DCC public transport officers have identified that the bus shelter at St Peter’s Street should be 6-bay enclosed Landmark bow shelter. It has been advised that this shelter should be located at least 500mm back from the kerb edge.
3.4 Cycling The cycle contraflow lane has been designed to be a minimum width of 1.5m. In order to keep with the emphasis upon removing kerb upstands within this section of St Peter’s Street it has been identified that the beginning of the cycle contraflow lane does not have a physical separation from vehicles travelling in the opposite direction. This proposal has been based upon the assumption of effective restriction of motor vehicle traffic using this section of St Peter’s Street to buses, taxis and service vehicles. This restriction in access for motor vehicle traffic will reduce traffic in the opposing direction to the cyclists to primarily buses and taxis.
3.5 Accessibility Information in relation to the kerbing proposals associated with the improvements at The Spot are included within the Stage D report.
Tracking has been undertaken for a variety of vehicles during the development of the scheme proposals. This has included the tracking for a 16.5m maximum articulated vehicle, in order to provide for a worst case assessment of the layouts. It should be noted that some allowance has been allowed for such a vehicle to overhang the carriageway width. This is due to the low likelihood of such a large vehicle (this vehicular tracking is included as an xref within Drawing 14014/C/90/101).
The width of the carriageway along London Road in the vicinity of The Spot has been widened to allow for easier manoeuvrability of buses around the nearly 180 degree bend. This widening has been based upon vehicular tracking for a single deck bus in both directions (this vehicular tracking is included as an xref within Drawings 14014/C/90/101 and 14014/C/90/102).
3.6 Signing and Street Furniture Information in relation to the street furniture proposals associated with the improvements at The Spot are included within the Stage D report.
There is scope for rationalisation of highway signage compared to the existing situation. Partly this is due to the proposed changes in waiting restrictions and also due to the potential for locating signs on lighting columns etc rather than installing specific sign posts.
The following photograph illustrates the existing signage at the junction of St Peter’s Street with Osmaston Road/London Road. It should be noted that it is now permissible for entry signage at cycle contraflow lanes to be significantly simplified from the layout currently used. As part of this simplification it is now authorised to use ‘except cycles’ plates in association with No Entry signs.

3.7 Street Lighting Information on the lighting proposals associated with the improvements at The Spot are included within the Stage D report.
3.8 Statutory Undertakers Information in relation to statutory undertakers equipment within the study area has been provided by Derby CC. This information has been included as an xref for Drawings 14014/C/90/103 and 14014/C/90/104 of the proposed layouts in order to assist those taking forward the detailed design.
3.9 Drainage Indicative plans of the drainage requirements associated with the scheme proposals are included within Drawings 14014/C/92/500 and 14014/C/92/501. The previous comments in Section 2 regarding the limitation of the existing drainage network information and recommendations for additional surveys should be noted.
