Governing Authorities

• 10 U.S. Code § 2012 – Support and Services for Eligible Organizations and Activities Outside

the DoD

– Authorization to provide assistance that is incidental to military training

– For a non-profit organization, the determination includes a review of the organizations:

• IRS 501(c)3 determination letter

• Bylaws

• Articles of Incorporation

Organizations and Activities Outside the DoD (Innovative Readiness Training)

– Establishes policy and procedures for civil-military IRT projects under authority of 10 U.S. Code § 2012

Restrictions

• Must take place within the United States/US territories

• Must accomplish mission-essential military training

• Must result in 100 hours of training or more

• Must not compete with the private sector, non-competition clause

• Must not include commercial development (CE Only)

• Military members cannot provide law enforcement during IRT projects

• IRT authorities cannot be used to respond to natural or manmade

disasters (though an IRT project may assist with long-term recovery)

Mission Selection

• Mission selection is based upon:

– Training opportunities for the military participants

– The community application which demonstrates the best

opportunities to meet the military participants training

requirements

• Program Managers representing their branch of military

service work with their units for training requirements


The *Best* Applications

• The application is complete

– Required informational blocks are filled

– Primary contact individual’s phone and email are included

– Document is signed by authorized individual

• If it is possible

– Have the public affidavits finished and included

– Include the Environmental Assessment(s) for Civil Engineering Missions

• Please remember: Include as much detail as possible about what you

are looking for – the more options for training the military units have,

the higher possibility for selection
