INTRODUCTION AND BACKGROUND

West Anglia Training Association is a Group Training Association which was established in 1976 to provide training for employers in the Engineering and Manufacturing footprint.  Building on our extensive Health and Safety offer and Engineering delivery we are now looking to broaden our provision and deliver a vision which sees us being the very best group training association in the country.

With a Mission that is the development and delivery of an inclusive high quality curriculum offer to fully meet the needs with the Engineering, Manufacturing, Warehousing and Construction sector within the West Anglia Region and wider UK and overseas footprint and continued growth of our wider commercial portfolio, building on our strength in HSE training within the Public and Private sector

For West Anglia Training this means significant growth and an increased requirement for Associate Trainers across our full range of sectors and provision.  As such we are inviting tender submissions to join our contract trainer framework from quality trainers and assessors who have formal employment and teaching qualifications.  If you would like to apply to join our framework and be available to represent WATA in either a training or assessment role then please complete the attached tender documentation and return it to [email protected].

1.1 WATA delivers accredited qualifications and specialist apprenticeship provision to the engineering, manufacturing and construction sectors using a number of locations throughout the UK. WATA provision includes both vocational and academic courses across a range of occupational areas include:

1.3 The overarching objectives of this ITT are to procure a multi-supplier base for the development and/or delivery of training across a range of disciplines. WATA hopes to increase the quality and reduce the cost of contract trainer and assessor recruitment.

1.4 The ITT will:1.4.1source high quality candidates for the variety of roles to deliver training and assessment as

3. THE REQUIREMENT

2.1 GENERAL OVERVIEW

2.1.1 WATA offers a wide range of courses from its premises in Huntingdon, Cambridgeshire and a number of locations throughout the UK.

2.1.2 WATA seeks to establish a new bank of associates and assessors able to deliver its existing courses and/or develop bespoke courses for the industry in such subject areas as the company may require.

2.1.3 Where courses to be delivered are pre-existing course materials will be provided by WATA. 2.1.4 WATA gives no guarantee as to the volume of services required.

3 THE PROCUREMENT PROCESS

3.1 PROCEDURE

3.1.1 Please ensure you read in full the tender specification before submitting your application.

3.1.2 Applicants must ensure that they meet the stated requirements when applying.

3.1.3 Only applications received which include Documents 1 and 2 and supporting information will be considered.

Supporting information includes:

CV

Copy of Certificates and Qualifications which demonstrate vocational competency

CRB (within last 3yrs if required)

Teaching Qualifications e.g. Cert Ed, PTLLS, CTLLS or DTTLS

Copy of Public Liability Insurance

3.1.4 Applications must be submitted electronically.

3.2 PRICE

3.2.3 Contract trainers and assessors will be paid at a half day or full day rate for delivery/development as required.

3.2.4 Travel and subsistence expenses should be excluded and will be agreed separately, Mileage currently 45p per mile.

3.3 Requirements Applying to All Training Provision

3.3.1 The contract trainer or assessor appointed to deliver the required training shall at all times be accredited or approved by the Awarding Body relevant to the training being delivered.

3.3.2 Contract trainers appointed to deliver the required training shall at all times hold a relevant teaching qualifications such as Cert Ed. Where contract trainers hold PTLLS they should either hold or be working towards CTLLS or DTLLS or such equivalent qualification as may be required by law from time to time and/or be working towards qualified teacher status.

3.3.3 All individuals engaged in the provision of the services and who will be required to work with vulnerable groups as directed by WATA must hold a valid enhanced disclosure check undertaken through the Criminal Records Bureau within the last 5 years

3.3.4 All individuals likely to be engaged in the provision of the Services must have relevant industry experience.

3.3.5 All individuals are required to evidence of continuing professional development. Attend further training or standardisation events as and when required by WATA. At least one months’ notice will be provided prior any such event taking place.

3.3.6 All individuals will be required to comply with all environmental, health and safety, equal opportunities and safeguarding requirements and any policy and procedure that the company deems to be relevant.

3.3.7 All individuals will be required to undergo observation of Teaching, Learning and Assessment during the initial engagement and subsequently on a risk based approach as the company deems necessary.

3.4 Requirements Specific to Each Subject Area:

3.4.1.1 For each of the programmes listed below trainers must meet the following additional requirements:

3.4.1.2 Safe Working at HeightThe candidate must have Construction site experience, hold a NEBOSH Construction Certificate and/or be a CISRS Approved or Access Instructor (this can include Steeplejack or Lightning Conductor instructors). Familiarity with Working at Height and associated Regulations is essential.

3.4.1.3 CISRS Part 1, 2 and Advanced ScaffoldingThe trainer must be an Advanced scaffolder, hold an Advanced CISRS card,and must obtain approval from CISRS as a trainer.

3.4.1.4 CISRS Scaffold Inspection Training Basic and AdvancedThe trainer must be CISRS approved to deliver the SITS programmes

3.4.1.5 CISRS Scaffold assessment Level 2 and level 3The trainer must be an advanced scaffolder, hold an Advanced CISRS cardand must obtain approval from CISRS as a trainer.

3.4.1.6 Basic Access Systems Erector – BASEThe trainer must be an Advanced scaffolder, hold an Advanced CISRS cardand must obtain approval from CISRS as a trainer.

3.4.1.7 PASMATrainers must hold a PASMA instructors card to deliver this course.

3.4.1.8 Scaffold Safety Awareness.

The trainer must be an advanced scaffolder.

3.4.1.9 Two Day CISRS product System The trainer must be a CISRS approved Trainer through CISRS and have

product approval to deliver training for the system in use (Kwikstage, Cuplok, Haki etc.)

3.4.1.10 Scaffold Supervisors Course: The trainer must be CISRS approved to deliver the SITS programmes

3.4.1.11 Construction and Specialist Building

3.4.1.12 Street works   To deliver the NRSW course to the C&G 6156 for operative and supervisors,the trainer must be qualified to Assessor level and hold a recognised teaching qualification.They will be expected to be actively delivering this course at the present time and be able to show clearly that they are current with all aspects of this type of training and aware of current issues and updates. This appointment will be subject to approval from the awarding body.

3.4.1.13 FormworkMust be current with the Level 2 diploma/diploma NVQ and be familiar with Proprietary formwork systems, and have a traditional form work background. Must be able to carry out first and second fixing including setting out traditional roofs and must be trained to use wood machinery equipment.

3.4.1.14 Health and Safety AwarenessMust have a health and safety background specifically in construction ground works and construction plant and machinery. Be able to provide an appreciation of the legal and technical problems of health, safety and welfare in the construction sector. Be able to discuss management and planning in securing successful completion of construction activities and the common hazards. Have an understanding of the basic technical solutions for Excavations, Working at Height, Use of construction plant, electricity, buried services and common health, safety and welfare problems in the industry.

3.4.1.15 Temporary Works Must have relevant experience/qualification in the field of temporary works co-ordinator and be able to present 2/3 day course on the role of temporary works co-ordinator and supervisor, including a fault inspection exercise. Must be up to date with BS5975

 3.4.1.16 Confined Spaces

Must have relevant teaching and assessor qualification with appropriate C&G qualifications for medium risk, high risk and rescue training. Be trained and qualified tin working in confined spaces proficient in the use of: Tripods, escape sets, fall arrest

equipment, breathing apparatus, gas detection equipment and permits to work. The training involves practical exercises and entry into confined spaces.

 

3.4.1.17 Excavation supportThe candidate must have a certificate in H&S – SMSTS, SSSTS, or a Civils qualification, Assessor qualification, proven record of working in and supporting excavations using traditional and proprietary systems of support. This would include driven sheet piles, frames and drag boxes .

3.4.1.18 High Pressure Water JettingThe candidate must have relevant industry experience, knowledge of water jetting equipment and current relevant, regulations and legislation.

3.4.1.19 Plant Operations

3.4.1.20 CPCS Training and assessmentTrainers must:

Hold a CPCS Trainer/Tester card for Category Hold PMSTS First Aid

Also hold one or more of the following categories: Crawler Crane, Tower Crane, Forward Tipping Dumper, Excavator 180deg below 5 tonnes and Ride on Roller

For the following programmes trainers must meet the following additional requirements:

3.4.1.21 Testing and Inspection (Plant)The trainer must: Be NVQ Level 3 Plant Maintenance or recognised mechanical/engineering qualification Have experience in carrying out statutory thorough examinations on various items of plant

and equipment Hold a recognised qualification for inspection of lifting equipment

3.4.1.22 Electrical safety testing (PAT)The trainer must: Hold a Recognised electrical/electronic qualification, Level3 City and Guilds 17th Edition City and Guilds 2377 Inspection and test of electrical equipment Inspection and testing 2391 or equivalent

3.4.1.23 Take Control-Vehicle MarshallingThe trainer must: Hold LGV/HGV licence (C or C+E) Have experience in driving large plant equipment

3.4.1.24 Introduction to the thorough examination of Tower CranesTrainer must: Hold NVQ Level 3 Plant Maintenance or recognised mechanical/engineering qualification Have experience in carrying out statuary thorough examinations on various items of plant

and equipment should include cranes. Hold a recognised qualification for inspection of lifting equipment.

3.4.1.25 WeldingTrainers must: Hold a recognised welding/fabrication qualification 3 – 5 years’ experience in welding to a coded standard, be Lloyds registered and be able

to delivery coded training to the BSEN in the following mediums: MMA, MIG & TIG Carbon steel – stainless Steel & Aluminium Oxy Fuel Gas Cutting

3.4.1.26 Assessment

3.4.1.27 The assessor must hold one of the following qualification clusters,

D32, D33, (D36 desirable but not essential) A1 (A2 not acceptable)

The assessor must hold: A nationally recognised occupational qualification at or above the level to be assessed Have sufficient verifiable industry experience A recent (with in the last two years) history of on site assessment that can be verified via an

awarding organisation, A record (covering the last two years) of continuous professional development covering both

assessment and the occupational areas to be assessed A CRB check (within the last three years)

The assessor will work to the WATA Assessment and Verification procedures and Quality Assurance standards.

3.4.1.28 Internal Verifiers (IV):

The IV must hold one of the following qualification clusters:

• D34 or V1• D32, D33, (D36 desirable but not essential) • A1 (A2 not acceptable)

The IV must have:

• Sufficient verifiable industry experience. • A recent (with in the last two years) history of carrying out quality assurance of on site

Assessment that can be verified via an awarding organisation,

• A record (covering the last two years) of continuous professional development covering Both quality assurance and the occupational areas to be assured

• A CRB check (within the last three years)

The IV will work to the WATA Assessment and Verification procedures and Quality Assurance standards.

3.4.1.29 Functional SkillsThe trainer must hold QTLS status and have DTLLS, together with appropriate subject specialism qualification(s) at Level 5 and a high level of personal numeracy and literacy skills.

3.4.1.30 Health safety and supervisoryFor all safety and supervisory programmes the trainer must be able to demonstrate evidence of Continuous Professional Development.

Trainers will also need to meet the following additional requirements to deliver the listed programmes.

3.4.1.31 Asbestos Awareness UKATA accredited.The trainer must be UKATA approved trainer.

3.4.1.32 Directors' Responsibilities for Health and SafetyThe trainer must have experience of site management on construction sites and a NEBOSH Construction Certificate as a minimum and have experience of giving presentations at board level.

3.4.1.33 Health and Safety Awareness (SS+)The trainer must meet the Site Safety Plus tutor criteria given in XA6P and be registered with Site Safety Plus with a tutor number

3.4.1.34 How to Write an Effective Risk Assessment and Method StatementThe trainer must be familiar with the subject matter and the appropriate guidance. Have experience of working on construction sites and hold a NEBOSH Construction Certificate as a minimum.

3.4.1.35 NEBOSH National Certificate in Construction Safety and HealthThe trainer must hold NEBOSH Construction Certificate as a minimum and be pre-registered with NEBOSH .

3.4.1.36 Site Management Safety Training Scheme (SMSTS) and Refresher (SS+)The trainer must meet the Site Safety Plus tutor criteria given in XA6P.

3.4.1.37 Plant Management Safety Training Scheme and Refresher (SS+)The trainer must meet the Site Safety Plus tutor criteria given in XA6P but with demonstrable experience within the plant sector and holder of a (S)NVQ 2 or above in plant or plant maintenance and be registered with Site Safety Plus for this specific course.

3.4.1.38 Site Supervisors' Safety Training Scheme (SS+)The trainer must meet the Site Safety Plus tutor criteria given in XA6P.

3.4.1.39 Supervising Behavioural PracticeThe trainer must be familiar with the subject matter and the appropriate course materials.

3.4.1.40 Tool Box TalksThe trainer must have Construction site experience and two years’ experience of course delivery.

3.4.1.41 Abrasive WheelsThe trainer must be familiar with the subject matter and the appropriate guidance, have experience of work on construction sites or engineering works and have experience or familiarity with the use of ABW and methods of dressing wheels.

3.4.1.42 Achieving Behavioural Change (SS+)The trainer must meet the Site Safety Plus tutor criteria given in XA6P and must be familiar with the guidance document HSG48; Reducing Error and Influencing Behaviour and be registered with Site Safety Plus for this specific course.

3.4.1.43 Fire SafetyThe trainer must be familiar with the subject matter and the appropriate guidance and have experience of working in a fire risk reducing role.

3.4.1.44 IOSH Managing Safely (and Refresher)The trainer must have NEBOSH General or Construction Certificate and be pre-registered with IOSH through NCC.

3.4.1.45 IOSH Managing Safety in Construction (and Refresher)The trainer must have NEBOSH Construction Certificate as a minimum and be pre-registered with IOSH through NCC.

3.4.1.46 Ladder SafetyThe trainer must be familiar with the subject matter and the appropriate guidance and hold NEBOSH Construction Certificate as a minimum unless a PASMA instructor’s card is held.

3.4.1.47 Manual HandlingThe trainer must be familiar with the subject matter and the appropriate guidance and have a NEBOSH Construction or General Certificate as a minimum.

3.4.1.48 Mobile Towers (1/2 day)The trainer must be familiar with the subject matter and the appropriate guidance and hold a PASMA card.

3.4.1.49 New Roads and Street works12

The trainer must be familiar with the subject matter and the appropriate guidance. Must hold both the NRSWA ops and supervisor cards and the appropriate A units or equivalent D units.

3.4.1.50 Noise and VibrationThe trainer must be familiar with the subject matter and the appropriate guidance. Have practical experience of noise and/or vibration assessment and hold NEBOSH General or Construction Certificate as a minimum.

3.4.1.51 Take ControlThe trainer must be familiar with the subject matter and the appropriate guidance hold a NEBOSH Construction Certificate as a minimum and a CPCS trainer card.

3.4.1.52 Technical and Professional Health and Safety AwarenessThe trainer must hold NEBOSH Construction Certificate as a minimum.

3.4.1.53 The Role of Co-ordinator in Construction (Design and Management) RegulationsThe trainer must have experience of the operation of CDM and hold a NEBOSH Construction Certificate as a minimum.

3.4.1.54 The Role of Client in Construction (Design and Management) RegulationsThe trainer must have experience of the operation of CDM and hold a NEBOSH Construction Certificate as a minimum.

3.4.1.55 Well BeingThe trainer must be familiar with the subject matter and the appropriate guidance.

3.4.1.56 Management and Personal Development

For all Leadership, Management and Innovation programmes the trainer must demonstrate evidence of Continuous Professional Development

3.4.1.57 Trainers will also need to meet the following additional requirements to deliver the listed programmes below:

3.4.1.58 Electrical skills:

The trainer must have 3 – 5 years industry experience, Assessor award and also have delivered C & G qualifications before as relevant:

Tutors must hold a current 17th Edition, inspection & Testing 2391 or equivalent, basic electrical Level 3 and relevant work experience.

3.4.1.60 Health, Safety and Environmental courses:

Candidates with CMIOSH accreditation and relevant CPD are preferred. Where CMIOSH is not available then the following high level qualification would be looked for in preference e.g.

NEBOSH Diploma in Occ. H&S Degree in Occ. H&S

MSc in Occ. H&S Post Graduate Diploma in Occ. H&S

Trainers will also need to meet the following additional requirements to deliver the listed programmes.

3.4.1.61 NEBOSH:

All trainers must be registered at the Approved Training Centre by NEBOSH prior to delivering training.

3.4.1.64 CIEH: All trainers must be pre-registered with CIEH, have a minimum two yearsexperience in training or a Level 3 qualification in training and be able to provide a verifiable statement of relevant experience and contact details of a referee in addition to one of the following:
