PROGRESS ON 3RD/5TH AVENUE:The Board is waiting on final recommendations from the City planning process. Traffic, congestion, speeding, and overall consideration for the safety of all Willo residents is a major concern, and I humbly request each Willo resident to follow the speed limit as more residents will be enjoying the cooler weather outside.

WELCOME TO NEW BOARD MEMBER:Welcome to Mr. Jeremy Schachter, a long-time Willo resident who lives on Palm Lane. He will serve his term until March of 2019.

ELECTION SEASON:November elections are around the corner. This election cycle will include the Phoenix Mayoral Race so place let your voice be heard (see article on page 9).

WILLO HISTORIC NEIGHBORHOOD ASSOCIATION BOARDThe Willo Historic Neighborhood Association Board was established in the early 1980s. The members are volunteers and are elected every two years in March. The association does not collect dues and does not act like a Home Owners' Association (HOA). Rather, its function is to serve the collective well being of the neighborhood. Meetings are typically held the second Thursday of each month at 6:30 pm at the Fairfield Inn and Suites Hotel. All res-idents of Willo are invited to attend. Agendas are available online prior to the meeting at willophx.com.

Vision 3.5 Update

THE VISION 3.5 COMMITTEE received the Maricopa Association of Governments’ final report on the recommended changes to 3rd and 5th Avenues in Willo just as this issue of Inside Willo was going to the printer. This study was “undertaken to analyze the potential for multimodal alternatives to improve and enhance the existing physical and operational mobility conditions.” Although not conducted specifically for the purpose of reducing speeding in Willo, the study’s goals of improving pedestrian and bicycle safety and connectivity may further Willo’s goals. MAG serves as a regional planning Council of Governments, and this study will act as a pre-design phase to assist the City of Phoenix in future capital improvement projects. A cursory review

shows that the MAG report presents four alternative designs for 3rd Avenue [page 55] and three alternatives for 5th Avenue between McDowell and Thomas Roads [page 64, shown here]. The Willo Board strongly opposes the designs with two lanes of traffic and will continue to advocate for one lane each. Several City of Phoenix leaders support the Willo preferred configuration. We will schedule a committee meeting to plan our next actions as soon as we review the 115 page report, which can be found at this link — http://azmag.gov/Programs/Transportation/Transit/Multimodal-Level-of-Service-Study with the report listed under the Materials bar on the right. IN THE WAKE OF THE MOST recent Primary Elections that took place around the State and in the City on August 28, now more than ever it is important to get involved in local politics and governance. There are many ways in which to do so, from volunteering at a local non-profit agency or at a special event, or serving on a City or Board or Commission, to taking part in your Neighborhood or Community Association; as many of you are very active in doing so already. While this sort of activity is crucial to becoming more involved at the local level, by far the best way to do so is to make your voice heard and get out to vote in the General Election this November 6.

Your action at the polls and activity through voting by mail has a direct result on not only the direction the State goes, but even more importantly how the City moves forward into its next phase of development and growth; as well as how essential resources, facilities, programs, and services are allocated. The decisions you make also have the power to influence your local elected officials, and allow you to have a say in a shared, participatory process between your representatives and the community.

This is a critical time for the City of Phoenix. The choices made now will affect the trajectory of our community for many years and decades, and will undoubtedly

have an impact for generations to come. We are the 5th largest City in the nation. How we grow, build, evolve, and sustain has implications not only on a regional level, but are often looked at and scrutinized nationally, and you have the ability to help determine that through your involvement.

So make sure you are registered to vote in the General Election this November by October 9. Get your friends, family, and neighbors to do the same. Help get people to the voting booth and make sure they drop off their ballots in the mail. Now more than ever it is vital that we exercise this tremendous power and responsibility, together as a community. See you at the polls this November! ●

HELLO FRIENDS & NEIGHBORS! We are Anna and Samantha, your 2019 Home Tour chairs. While hard to believe, home tour planning is well underway. We have been hard at work over the summer ensuring the success of the 2019 Willo Home Tour. This year’s event will be held on Sunday, February 10th.

While new to Chairperson role, we have both been involved with the home tour in different capacities in years past. In taking on these new roles, we are committed to the continuation of highlighting the architecture and diversity of both our neighborhood and the larger community which we are all part of. We strive to make

the tour a great event for all involved - our neighbors, homeowners on tour, the artisans, local businesses, food vendors, and all who come to celebrate our wonderful piece of Phoenix.

At our first Home Tour Committee meeting on August 22, we discussed wins from last year, suggestions for improvement, and our exciting plans moving forward. Our next planning meeting is scheduled for Wednesday, November 7 at 6:30 p.m. Locations for future meetings have not been selected, so please reach out to us using the email address at the end of this article to stay up-to-date on where we will meet. We hope that you will join us to share your ideas and

Home Tour 2019 Plans in Motion

MUSIC CLASSES Music classes are back! We will be having 1-2 music classes each month at Hob Nobs on Sundays at 2:30-4:00 with Teacher Brad. The classes will be held the following Sundays: 10/14, 11/11, and 12/9. The classes are provided by Willo Kids Club, and food and drinks can be purchased individually. This is a great time for the kids to play music, make noise, and for the parents of Willo kids to play along. Hob Nobs is on the corner of McDowell and 3rd Avenue: 149 W. McDowell Rd.

HALLOWEEN CARNIVAL Willo Kids Club will be celebrating Halloween on Saturday, October 27. Plan on participating in the Costume Parade at 5:00 p.m. starting at Lewis Park. The parade will walk down the 500 block of Lewis and return to the park for a Halloween Carnival. There will be games, prizes, pizza, snow cones, a magician, and tons of fun! Don't forget your costumes! Wellness Market to Begin Events DowntownTHE DOWNTOWN PHOENIX Wellness Market is going to be held in the heart of downtown Phoenix hosted in conjunction with the University of Arizona College of Medicine Phoenix - Wellness Program. It will be on the Phoenix Biomedical Campus in front of the Health Sciences Education Building. A wellness market will have local and healthy produce like a farmers market, but we will have healthcare professionals available for health screenings and even talks! We are pushing the message that food is medicine! Each month will be a

different wellness theme such as October will be breast cancer awareness. We will have talks and education such as eating fruits and produce that are orange in color can reduce

your risk of breast cancer by 20%.Our first wellness market will be on

October 9 from 10:00 a.m. - 1:30 p.m. and is free for the public to attend. This will be a monthly event on the second Tuesday of the month. I believe the wellness market will be an unique addition to downtown Phoenix and a pilot concept to improve community health. ●

ELECTION SEASON IS UPON us, and whether you stomp like an elephant or trot like a donkey, it is hard to bypass the mass amounts of political signs and ads that inundate our lives this time of year. While most of the media’s attention will be directed at the larger races, I wanted to take time out to discuss the importance of the local K-12 school board elections.

Over the past year, I have become more aware of how and why school boards matter. A school board member’s most important responsibility is to work with the community they represent to improve student achievement in local public schools. In accordance with state and federal laws, school boards establish policies and regulations by which their local schools are governed. Additional school board responsibilities include the development and adoption of policies, curriculum, and district budgets, employing the superintendent, overseeing facilities issues, and adopting collective bargaining agreements. But before we can decide who takes a seat on the board, we should probably find out what school board we vote for.

This fall, Willo voters will help decide who takes the two open school board seats in both the Osborn School District #8 and the Phoenix Elementary School District

#1, plus the 3rd Ward seat of the Phoenix Union High School District. Willo voters who will be voting for the Osborn School District #8 board live on Edgemont Avenue, Windsor Avenue, and Cambridge Avenue along with a portion of Virginia Avenue running between 3rd Avenue and Central. Voters casting ballots for the Phoenix Elementary School District #1 board are residents starting at Wilshire Avenue, in addition to the homes on Virginia from 7th to 3rd Avenue, and those living to the south. Lastly, all Willo residents vote for the

Phoenix Union High School District’s 3rd Ward position.

Studies from both left- and right-leaning foundations continue to support the idea that our nation’s 90,000-plus school board members and their attitudes and actions do matter. So it’s important to take seriously who gets elected, and do research on the candidates running for seats on your district’s board. So Willo, this November, let’s make sure individuals that reflect our values are elected to represent the children of our community. ●

APS Update

T H E P R O S P E C T I V E developers of the vacant lot at 1st Avenue/Cambridge and Virginia announced that they have finalized discussions with a capital partner who will fund the project through entitlements and construction. With that accomplished they will now pivot back to the comments from the city and adjust the site plan in preparation for formal submission of the rezoning request. The Willo Zoning Sub-committee will be meeting with the developers to see the revised plans which will incorporate the city comments. Once the formal

rezoning submission to the city occurs, the developers are required to send letters to all neighbors and conduct a formal neighborhood meeting for comments. The developers will also be asked to present to the Willo Board of Directors for board comments. Paz Cantina Returns with A-Bomb

M A N Y O F O U R W I L L O residents know a great Mexican restaurant and bar, Paz Cantina, was demolished several years ago to make way for a high-rise apartment building on 3rd Street and Roosevelt.

But the good news is Paz is back in the same location on the ground floor of Broadstone Roosevelt Row Apartments

Rooted in classic tradition and the vibrancy of downtown culture, Paz Cantina is Phoenix’s premier modern taqueria. Offering classic Mexican cuisine and craft cocktails in a lively arty environment as well as a patio area.

Paz is a cultural destination that celebrates the spirit of the southwest. Whether it’s

indulging in their intimate Tequila Room, lounging in the cafe or enjoying monthly art by a who’s who list of local artists, Paz is more than just a restaurant – they are a celebration of community.

September and October will feature the works of Adam “A-Bomb” Vigil. He has been creating works of art in all mediums from an early age, beginning as a graffiti artist in one of Arizona’s toughest neighborhoods.

Through his teens he was creating flyers for parties, airbrushing clothing, screen printing t-shirts and creating graffiti backgrounds for rap music videos. His work evolved throughout the years as he continued to digitally design custom logos and develop clothing line brands in the hip

hop community.In 1996 “A-Bomb” lost vision in his left

eye in a tragic accident. This event gave him a new perspective on life. Family and Art became his major focus.

A-Bomb’s colorful, Latino-influenced, works delight all ages of viewers. His murals can be seen throughout the downtown area and his paintings are in major galleries around Arizona and California. Don’t miss this rare opportunity during the month of October to see his paintings at PAZ Cantina (330 E. Roosevelt St.). ●

DO YOU EVER READ ABOUT the giant gyre of plastic trash circling the Pacific Ocean, or fret about humankind’s ever-growing collective trash pile and its effect on health and the environment and wonder what you can do to help? Start locally, by knowing the City of Phoenix rules for effective recycling:

Only the following list of items are accepted by the City of Phoenix to be placed in its blue bins for recycling:

Acceptable items:■ Paper and clean cardboard.■ Hard plastic (no foam). (Pro-tips: Leave bottle caps on. Clean plastic plates and food containers before placing in bin). ■ Metal, including aluminum/steel/tin cans and aluminum foil or trays. (Pro-tip: Roll aluminum foil into softball size before placing in bin). ■ Glass (Pro-tips: Remove lids from glass bottles and jars. Clean glass bottles and jars before placing in bin).

Don’t let your recycling efforts go to “waste” by placing these items in your City of Phoenix blue recycle bin. Mixing the following unacceptable items with your recyclables will likely result in the entire contents of your blue bin ending up in the landfill.

Unacceptable items:■ Plastic bags and other soft (stretchable) plastics. (Plastic bags such as grocery bags cause damage to the City’s recycling equipment. Never bag your recycling. Most grocery stores accept returned plastic bags and other soft plastics for recycling. Pro-tip: Switch to reusable grocery bags instead.)■ Small plastics less than 2.5” in diameter. Small plastics such as single-use utensils, straws, etc. are likewise incompatible with recycling equipment. (Pro-tip: Eliminate the use of single-use plastic items). ■ Paper towels, napkins, tissues, etc. (These have reached the end of their recyclable life. Pro-tip: Compost

them. Switch to cloth napkins, bar rags, handkerchiefs, etc. instead).■ Polystyrene or StyrofoamTM. (The City of Phoenix does not recycle polystyrene/StyrofoamTM, and the recycling of these materials is generally considered not to be cost effective. Pro-tip: Switch to reusable or recyclable cups, containers and packing materials instead.)■ Food scraps and yard waste. (Pro-tip: Consider composting.)■ Old clothing/fabric. (Pro-tip: Donate them.)■ Batteries and light bulbs. (Pro-tip: Retailers such as Batteries Plus Bulbs accept batteries and/or light bulbs for recycling. Car batteries will be accepted for recycling at the point of purchase.)■ Electronics. (Pro-tip: Return to point of purchase or contact a local electronics recycler).■ Large scrap metal/car parts. (Pro-tip: Take to a scrap yard for disposal).

Getting Arizonans Involved in Neighborhoods aka The G.A.I.N. Event

IT’S TIME FOR OUR ANNUAL GAIN event, a breakfast, held at our own Walton Park, at 3rd Avenue and Holly/Monte Vista. This is a great opportunity to catch up with neighbors after a long, hot summer, and to meet new neighbors as well. This event is put on every year by our

Block Watch Committee and is a fun way to connect and learn more about Block Watch, safety, and security.

The breakfast will run from 7:00 a.m. to 10:00 a.m. in conjunction with our fall yard sale, going on throughout the neighborhood. We will be inviting some of

our elected officials who often show up to chat with Willo residents.

We will need neighbors to set up, cook, and clean up, so if anyone would like to volunteer, please contact Brad Brauer at [email protected] or 602.690.1400 to call or text. ●

NORMALLY, WILLO neighborhood yard sales are the second Saturday in April and October each year, but this month the yard sale is scheduled for the THIRD Saturday, October 20, to coincide with our annual GAIN Event that same day. So this season, you will be able to fuel up with a delicious breakfast before your treasure hunt begins, or if you are out exploring very bright and early, you can celebrate finding some bargains and have breakfast after your shopping spree.

Most yard sales will begin around 7:00 a.m. and conclude by 1:00 p.m. There is no charity organization designated to receive items that did not sell once the yard sales conclude, so sellers will be responsible for disposing of their remaining items (or, of course, storing them until the next yard sale day in April 2018). If you have been storing items since our last sale in the spring, now is the time to organize and get them ready for display and purchase on October 20. As always on yard sale day, watch for increased

traffic in the neighborhood. There will be an ad in the Arizona Republic as well as the Phoenix New Times to help draw eager buyers into the neighborhood, so keep an eye out for drivers who may be unfamiliar with the area, perhaps paying more attention to neighbors yards than the road. Hopefully it will be a beautiful fall morning to get out, say hello to neighbors, and potentially find some new-to-you treasures. ●

New Board Member

I HAVE LIVED IN THE WILLO neighborhood since 2009. I have always wanted to live here ever since I moved to Central Phoenix well over twenty years ago. I truly fell in love with this great

neighborhood after attending my first Willo Home Tour years ago. I love the feel of a neighborhood where people actually know each other and where residents take pride in their historic homes.

I am currently a Branch Manager at Fairway Independent Mortgage Corporation near 7th Ave/Missouri. I originate residential mortgage loans (purchase and refinances) and have been in this business for well over seventeen years. I have been married to my husband Nick for over five years. We have two dogs named Gracie and Leo. Gracie is a Boston Terrier and Leo is a Frenchie/Boston Mix. You can see this crazy duo every morning on their walk.

I believe in giving back and being part of a community. I have been on several boards in the past including one n ten, The Greater Phoenix Gay and Lesbian Chamber of Commerce, Touchstone Behavioral Health, and Mulligans Manor. I was honored to be a Phoenix Business Journal 40 under 40 Award Recipient a few years ago. I took a break for a bit, then wanted to get on a board again. Brad Brauer, the current Willo Vice President, asked if I was interested in applying and I said yes. The biggest reason why I wanted to join is to help solve the traffic and speeding issues in our beautiful neighborhood. My main focus will be on the Vision 3.5 Committee. I see the amazing development of Mid-Downtown and want to ensure Willo will always keep its charm and be a safe place to live. ●
