Dear All,
BOC has issued CMO 48-2019 with subject implementation of Cargo Targeting System in Philippine Customs. The CMO provides the operational guidelines for the submission of advance cargo declaration, inward foreign manifest and consolidated cargo manifest.
This shall apply to airlines, shipping lines, NVOCC, Freight forwarders and ship/line agents whose cargoes are destined to the Philippines.
Reminders to strictly comply the following provisions:
Section 4.4.2 Cargo description shall be précised to enable to BOC to identify the goods intended to dis-
charge in the Philippines.
4.3.12-Kinds of Packages i.e cartons, boxes, crates, drums etc (undetermined or package is no longer
allowed)
4.3.13-specific contents of description of cargo with 6 digit HS Code,

Worldgate Group of companies which consist of Worldgate Express Services Sdn Bhd, Freight Transport Network Sdn Bhd, Worldgate Haulage Services Sdn Bhd and My Forwarder Internation-al Sdn Bhd, was awarded halal logistic certification under IHIAS 0100:2010 standard effective from 31st August 2018 by an International Halal Integrity Alliance an internationally recognised standard that ensures Halal compliant logistic services that meet the needs of clients through an effective Halal management system. Worldgate’s decision to work towards the IHIAS 0100:2010 accreditation demonstrates the commitments in providing an excellent and consistent halal service to the clients which covers both storage and transportation handling. The benefits of acquiring IHIAS 0100: 2010 certification not only meeting customer requirements but beyond that as a proactive commitment towards the halal industry which enhance professionalism of businesses and pro-vide a culture of exceeding expectations. The global halal market especially the food industry is sprouting and that the global halal management system has been urbanized, which addresses the products, processes, system inclusive storage and transportation in-dustry are at demand. As progressive Muslim country with consistent economic development and growth rate as well as political and social stability, Malaysia is the leader in the world’s halal industry. The success story of Malaysia as the pioneer in the halal industry began in 1974 itself and not forgetting it also being recognised by the Organisation of Islamic Cooperation (OIC). Worldgate’s engagements towards this achievement demonstrates enthusiasm to embrace the halal certification as a foundation towards the same goals which is the success of business growth and customer focus strategies and contribution to Malaysia’s direction on being global halal hub. Worldgate also committed in ensuring the halal quality is fully uphold and in providing the best possible services to the clients. Worldgate are dedicated to constant development and maintenance of IHIAS 0100:2010 accredita-tion and shall ensure the requirements of the halal standard always at strict adherence. Halal, which is based on fiqh (Islamic jurisprudence) now not only affecting the Muslims consumers but also the non- Muslims for the high hygiene standards. The halal supply chain has been defined by Omar and Jaafar 2011 as an amal-gamation of business processes and activities from point of origin to the consumption according to the Islamic law known as Syariah. The motive of halal supply chain is to sustain halal integrity of halal products in order to clear doubts amount the Muslim consumers at the point of consumption. All the halal goods must be confined from the non-halal until it arrives the final destination. In order to uphold the halalness of the halal goods, it must be handled by the right person with the right procedures. Once Halal goods is delivered to warehouse, Worldgate has allocated a designated halal zone in warehouse and is using all tools such as pallets or hand pallet truck segregated from the general goods in compliance with the halal standard requirement. Worldgate’s employees also well trained to perform the shariah ritual cleansing (sertu or samak) services for containers and vehicles if there is any evidence of severe najs contamination present or when there is doubt (syubah) on the status of halal and cleanliness to ensure the halal chain is not broken. Shariah ritual cleansing (sertu or samak) aims not only to purify but also to filter and to remove all possible remaining traces of contaminants in total so as to no evidence of contaminations remains.

In 2017 IPS Group Services Ltd. set up a special Project Division with the emphasis on moving OOG (out of gauge) cargo from Ireland to various worldwide destinations.
In the last 18 months, we have moved 12 projects with each project consisting of a minimum of 18 standard contain-ers and 7 OOG flatracks to many worldwide destinations.
As Dublin is an outport we had to move this cargo on a local vessel to catch the mother vessel from the various base ports.
Secondly, as Ireland is not a low cost economy, we have found that there are many multinational companies using Irish facility as a control tower for their shipping, even though the goods are not shipped to/from Ireland.
