With these figures in mind, the risk of “Electric Shock” cannot be ignored. Accordingly, the requirement for a better control means was needed. Hence NPCC procedure PLT-703 was developed and enforced with management support for implementation.

Objectives

• NPCC, has more than 8,0008,000 employees working in welding & fabrication activities in Mussafah Fabrication Yard, Onsite Project & Offshore locations in UAE as well as other areas in the region.

• As an average, NPCC uses more than 5,0005,000 portable electrical tool/equipment distributed to all locations every day. With these figures in mind, the risk of “Electric Shock” cannot be ignored. Accordingly, the requirement for a better control means was needed. Hence NPCC procedure PLT-703 was developed and enforced with management support for implementation.

Applications:

Portable & Hand-Held Power Tools Such as: Grinders, Drill Machines, etc.

Power Extension Cords and Leads.

Portable Hand-Held Light Fixtures and Lamps.

Standards & Compliance

1) AS/NZS 3760:

In Service safety inspection and testing of Electrical Equipment.

PLT-703 complies and conforms with the following standards & practices where applicable:

2) BS 7671:

Requirements for Electrical Installations.

3) OSHA 29 CFR 1910:

General Industry Regulations.

4) NFPA 70E

Electrical Safety in the workplace.

5) IEEE, Transaction Vol. IGA-7

Electrical Safety in Industrial Plants.

Roles & Responsibilities

Roles and responsibilities for the implementation of PLT-703:

Tagging of Tool/EquipmentTagging is the 3rd step towards deciding if the electrical tool is [SAFE] or

[UNSAFE] for use in the workplace.

Equipment/Tools that passed the visual inspection and electrical testing will be tagged as per the following:

Tag: Industrial grade, heavy-duty & attached to the cord with rubber self-adhesive as well as clipped for extra strength (specially designed clip).

The tag is color-coded based on four colors (RED-GREEN-BLUE-YELLOW), one color every 3 months to identify validity of inspection & testing.

The tag shall contain the following information, written with industrial-strength black marker:

- Equipment ID/Description.

- Inspection Date.

- Next Inspection Date.

- Authorized Electrician Signature/Name.

Schedule

Tools are inspected 4 times a year as per the following schedule:

RED TAG:

1st January up to 31st March.

GREEN TAG:

1st April up to 30th June

BLUE TAG:

1st July up to 30thSept.

YELLOW TAG:
