ABOUT IPAC
The Institute of Public Administration of Canada (IPAC) is Canada’s leading professional
organization supporting excellence in the country’s public sector. With 19 regional groups across
the nation, our members include public servants, academics and others interested in public
administration. The Institute also works closely with all levels of government to promote quality
public services and practices. IPAC is a recognized leader in research, training, knowledge sharing
and outreach including hosting a large number of conferences and events held regionally and
nationally. Since the early 1990’s, the Institute has helped to export Canadian public sector
expertise around the world.
ABOUT IPAC TORONTO REGIONAL GROUP
The Toronto Regional Group (TRG) serves IPAC members and others interested in public
administration in the Toronto region. Each year the TRG organizes topical events that address
important and relevant issues in public administration, foster collaboration and innovation, and
provide a forum for learning, exchanging ideas and networking. These events range from
breakfast and lunch sessions with featured speakers or panels to full-day conferences. The TRG
together with the National Capital Region and Southwest Region also hosts the prestigious
Lieutenant Governor's Medal of Distinction in Public Administration.

UPDATES FROM IPAC NATIONAL
Thank you for a successful 71st IPAC Annual Conference
Over 600 public sector professionals, academics and students from public administration across
Canada and globally met in Winnipeg over the course of three days to participate, engage and
learn at the IPAC's 71st Annual Conference - Public Sector Transformation: Action and Meaningful
Change. Delegates were provided opportunities to share knowledge and experience as well as
further the dialogue with powerful conversations on the following sub-themes: Public Sector
Transformation; Innovation and Disruption; Reconciliation in Action; and, Digital Government.
Livestream Sessions from Winnipeg!
In an effort to make the conference program accessible to our wider community, National
offered three session live-streams from Winnipeg:
• Hillary Hartley, Chief Digital Officer and Deputy Minister for Digital Government, Ontario,

• A session in French to discussion the history and impact of the Officials Languages Act
• A Roundtable Discussion on The Drivers of Public Service Transformation

REPORT FROM THE CHAIR
I am pleased to present the 2018-2019 Chair’s Report. It has truly been
a rewarding = year for the Toronto Regional Group and nothing could
have been possible without the commitment and dedication of the
TRG board of Directors and our dedicated members. Below is a
summary of a few notable accomplishments:
• Continuation of the delivery of the IPAC TRG Strategic Plan for 2018-2021 that created
a new vision, mission and strategic priorities for the board over.
• Continuation of board committees to help us deliver on our mandate within our
strategic plan to focus efforts on communications and marketing, volunteering and
mentoring, strategic planning and partnerships, etc.
• Launch of a New Professionals Annual Event to create learning and engagement
opportunities for new professionals from all levels of government, schools of public
policy and non-profit organizations.
• Development of a New Professionals’ Strategy with a purpose to attract new
professionals and create meaningful events and learning opportunities.
• Launch of our volunteer portal to post opportunities to work with the Toronto
Regional Group to deliver on our strategic priorities.
• Continuation of our recent partnership with the Ontario Ministry of Tourism, Culture
and Sport for the administration and coordination of the prestigious Lieutenant
Governor’s Medal of Distinction in Public Administration.
• A few notable full-house events throughout the year focused on key topics of
leadership, cities and mentorship.

▪ Municipalities of the Future - sponsored in partnership with York University, this event
brought key municipal speakers from all lines of business to discuss the work they are
doing and what the future for cities holds.
▪ New Professionals Annual Networking Event – held in July this year and brought
together over 120 new professionals providing opportunity for networking, speed
mentoring and unique presentations on topics in public administration.
▪ Lieutenant Governor’s Medal in Public Administration Award Ceremony – our annual
ceremony held at the Lieutenant Governor’s suite awarded David Cleaveley this
prestigious award in recognition to his dedication to indigenous services and innovation.
▪ Annual General Meeting and ‘Lightening Talks’ Networking Event – held in the fall each
year to recommend the new board of directors for IPAC TRG, board reports and other
administration as well as ‘lightening talks’ by numerous leaders.
IPAC TRG continues to strive to attract new members by creating promoting through events,
partnerships with schools of public policy and online. There are approximately 300 members
from provincial, regional and local municipal governments. Approximately one-third of our
members are made up of new professionals.

A special thanks is also extended to our Advisory Leadership Committee that have guided and
supported the board over the past few years. Our Advisory Leadership Committee is comprised of:

2018 LIEUTENANT GOVERNOR’S MEDAL OF DISTINCTION IN PUBLIC
ADMINISTRATION
IPACs Southwest, National Capital Region and Toronto
Regional Groups are honoured to partner with the
Office of the Lieutenant Governor of Ontario each year
to recognize excellence in public administration in
Ontario. Volunteers from the three Regional Groups
plan and oversee the nomination and selection process
and work with the Lieutenant Governor’s Office to plan
the Medal presentation ceremony and reception.
The Honourable Elizabeth Dowdeswell, Lieutenant
Governor of Ontario, and the Institute of Public
Administration of Canada (IPAC) were pleased to
present the 2018 Lieutenant Governor's Medal of
Distinction in Public Administration, to David Cleaveley.
David Cleaveley was recognized for his dedication to indigenous communities and commitment to
innovation in the public service over his 44 year career with the Government of Ontario's fire
program. David understood early on in his career the need to collaborate with indigenous
communities in the far north and appreciated the unique situation regarding living in this region.
Among many of his accomplishments, David championed the creation of a Fire Protection
Agreement between the MNRF and the Grassy Narrows First Nation. This agreement was the first of
its kind in Ontario and led to similar agreements with other First Nations.

NEW PROFESSIONAL’S UPDATE In 2019, IPAC Toronto Region launched a two-year strategy to reinforce the Region’s commitment to
New Professionals. Developed and led by Board Member Ashley Cabral, the New Professionals Chair,
the Strategy aims to provide our New Professional members with focussed programming, networking
opportunities and skills development to help them grow their careers.

2019 New Professionals Summer Summit
One of the first deliverables of the Strategy was holding an event targeting New Professionals
and students of public administration. On July 11 2019, the Region held a New Professionals
Summer Summit which officially launched the Strategy.
The theme the Summit was “Shaping the Future” and held at the
MaRS Discovery District we had a sold out crowd (with another 50
on the waiting list) with a total of 91 attendees. We were fortunate to
have the support of some fantastic sponsors: the Master of Public
Policy Program, Munk School of Global Affairs & Public Policy,
University of Toronto and School of Public Policy and Administration,
York University.
Our event objectives were to gather new professionals across
municipal, provincial, and federal and non-profit sectors to come
together, network and learn from a
multi-disciplinary roster of public
professionals to foster partnerships
and collaborate with various levels
of government experts who share an interest in public service.
The event included a speed networking session with 12 Senior
Executives from the provincial and municipal governments and
the government consulting sector. A special thank you to
Ontario Secretary of Cabinet, Steven Davidson, for delivering
the opening keynote.
IPAC TORONTO STRATEGIC PLAN 2018-2021
The Region continues to move forward with its strategic goals. We have begun to formalize volunteer opportunities with job descriptions
developed and posted to the Region’s website, have commence work to develop a mentorship program, have built internal capacity for new
board members with an on-boarding guide and have begun the process of identifying strategic partnerships.
