BOARD OF EDUCATION OF THE SPECIAL SERVICES SCHOOL DISTRICT AND THE INSTITUTE OF TECHNOLOGY OF THE COUNTY OF BURLINGTON REGULAR MEETING The Regular Meeting of the Board of Education of the Special Services School District and The Institute of Technology of The County of Burlington was held on Tuesday evening, April 28, 2016, at the Rutgers Media Center, 2 Academy Dr., Westampton, NJ. able to take the findings of the various research presentations and apply them in their classrooms. Over 40 posters were viewed at this community and family event. BCSS Teacher, Belle Shields presented students, Cheyenne Dorsey and Dante Dorsey who read to the Board “Hop on Pop” for Read Across America. They were presented with a Certificate and a lapel pin in appreciation. Minutes: Theresa Margiotta presented Minutes of March 22, 2016. On a motion by Kathleen Burgess and seconded by Leon Jones the Board approved the Minutes. RESOLUTION 2015­2016 AUTHORIZING EXECUTIVE SESSION

Whereas, N.J.S.A. 10:4­12 allows for a Public Body to go into closed session during a Public Meeting,

Whereas, the Board of Education of the Burlington County Special Service School District/Institute of Technology has deemed it necessary to go into closed session to discuss certain matters which are exempted from the Public; and

Whereas, the regular meeting of this Board of Education will reconvene at the conclusion of closed session, at approximately 7:30 p.m. this evening.

Now, Therefore, Be It Resolved that the Board of Education of the Burlington County Special Service School District/Institute of Technology will go into closed session for the following reason(s) as outlined in N.J.S.A. 10:4­12: X Any matter which, by express provision of Federal Law, State Statute or Rule of Court shall be rendered confidential or excluded from discussion in public (Provision relied upon: BCIT­Westampton Campus­Administrative Leave and Non­renewals.)

Be It Further Resolved that the Board of Education hereby declares that its discussion of the aforementioned subject(s) may be made public at a time when the Board Attorney advises the Board of Education that the disclosure of the discussion will not detrimentally affect any right, interest or duty of the School District or any other entity with respect to said discussion.

Be It Further Resolved that the Board of Education, for the aforementioned reasons, hereby declares that the public is excluded from the portion of the meeting during which the above discussion shall take place and hereby directs the Board Secretary to take the appropriate action to effectuate the terms of this resolution. I, Theresa Margiotta, Board Secretary do hereby certify the above to be a true and correct copy of a resolution adopted by the Burlington County Special Service School District/Institute of Technology Board of Education at their meeting held on April 28, 2016 . On a motion by Leon Jones and second by Kathleen Burgess the Board went into Executive Session. Mr. Burns stated that they will be tabling the Executive Session item, taking no action until the May Board meeting. On a motion by Leon Jones and seconded by Paula Lee the Board approved the motions.

James Brand, BCSS Teacher, Stated the students who are working are doubling their income every marking period. Thanked everyone for participating in the Reunion Dance and gave out invitations to the Prom on May 13, 2016 at Touch of Class in Delran. Board Comments: Christopher Manno: Assured BCSSSD staff that the Board of Education valued their insight. Kathleen Burgess: Thanked everyone for sharing their concerns. Congratulated everyone for their successful events that she attended: Academic Awards Dinner, Advisory Dinner, Reunion Dance, Read Across America and the Play Chicago. Leon Jones: Thanked everyone for staying late and their support. Paula Lee: Thanked everyone and was truly appreciative of all the work that went into the events that she also attended: Read Across America, Reunion Dance, Play Chicago. President Silcox: Thanked everyone for their patience this evening. Adjournment Since there was no further business, President Silcox asked for a motion to adjourn. 6. Cosmetology Student Clinical Practice (Exhibit #6)

Recommend approval for Adult Education Cosmetology students to offer and perform services for the public, in line with the Cosmetology curriculum; and for students to offer and perform limited services for the Burlington County Women’s Opportunity Center at no charge.

7. Out of County Fee Recommend approval for Adult Education to charge a $50 Out of County fee for students registering from outside Burlington County (for 2 semester programs, this will cover both semesters).
