Estonia boasts a long tradition of high-quality higher education. For young people, Estonia’s vibrant and international environment together with access to the latest developments in information technology make Estonia an attractive place to study and live. Superior education in this small EU state comes at a good value, with relatively low tuition and living costs.

In the academic year 2011-2012, Estonian universities will offer more than 100 recognised degree programs in English. Shorter periods of study in Estonia are also available in semester or summer courses. Estonian universities have facilitated programs and structural changes in accordance with the European-wide Bolo-gna Process and the creation of a common European higher education area.

After class, scholars enjoy opportunities to wander the medieval streets of Estonian old towns, attend concerts, participate in the lively night-life of modern clubs and bars, or escape into the riches of preserved nature—endless forests, picturesque lakes, and white beaches. It is no wonder that Estonia, with only 1.34 million inhabitants, attracts annually more than 3 million tourists.

Institutions of higher education have made internationalization a priority. The Ministry of Educa-tion and Research of Estonia and the Archimedes Foun-dation lead the efforts to increase mobility of scholars and research within and outside of Europe. The Archi-

medes Foundation is an independent body established by the Estonian government in 1997 with the objective to coordinate and implement international and national projects for training, education, research, technological development, and innovation.

In 2008, the Archimedes Foundation initiated the “Study in Estonia” campaign to promote Estonian higher education abroad with support from the Euro-pean Social Fund. Study in Estonia has partnered with Estonian higher education institutions that provide international degree programs, fully English-taught and accredited.

* ECTS- European Credit Transfer and Accumulation System

Higher Education in Estonia The Estonian higher education system offers academic and professional higher education. Higher education is provided mainly by universities and professional institutions of higher education.

The academic year starts at the beginning of September and is divided into two semesters. In most cases inter-national students are admitted to the autumn semester.

I cycle (Bachelor’s)The nominal length of academic bachelor’s studies is 3 years, and studies are worth a total of 180 ECTS* credits. Graduates from bachelor’s programmes, are awarded a bachelor’s degree or bakalaureusekraad.

The nominal length of first cycle professional higher education studies depends on the subject area and is 3 – 4 years or 180 – 240 ECTS credits, leading to a diploma called the rakenduskõrgharidusõppe diplom.

After graduating from the first cycle of higher education, academic or professional, students can continue in the second cycle leading to a master’s degree or magistri-kraad.

II cycle (Master’s)The nominal length of master’s studies is 1 – 2 years and the studies are worth a total of 60 – 120 ECTS credits, but together with bachelor’s studies they should be not less than five years and 300 ECTS credits.

In addition to the two-cycle general structure, the study programmes for medicine, dentistry, pharmaceutical studies, veterinarian studies, architecture and civil engineering are single long-cycle studies with a nominal length of 5 – 6 years for 300 – 360 ECTS credits.

III cycle: DoctoralThe nominal length of doctoral studies is 3 – 4 years after which the postgraduate research degree doktori-kraad may be conferred.

QualityQuality assurance in Estonia is in full accordance with the European standards (ESG).

Information on the accreditation and recognition decisions is provided by the Estonian Higher Education Quality Agency and the Estonian ENIC/NARIC.

Visa regulationsYou are advised to consult the admissions office of your university about visa requirements and the temporary residence permit for study purposes. Important sources for finding more details about visa requirements are the Estonian Police and Border Guard Board www.politsei.ee and the Estonian Ministry of Foreign Affairs www.vm.ee

Living costs in EstoniaThe average tuition fees on Master’s programmes in Es-tonian univeristies are 2000-4000 euros per academic year. Additionally a student should consider spending ca 400-500 euros for accommodation and everyday costs per month. There is no tuition fee for doctoral programmes.

Professional Higher Education InstitutionsProfessional higher education institutions (rakend-uskõrgkoolid) provide first-cycle higher education programmes, but may also offer master’s level (magister) programmes and post-secondary vocational education programmes in the fields of their specialization. A professional higher education institution may inde-pendently provide master s programmes in the fields of theology, public security and national defence, master s programmes in other fields may be provided in collabo-ration with a university.

Since 2008 six professional higher education institutions have had the right to conduct master’s programmes.

Professional higher education institutions may be state or private. Professional higher education institutions are legally more restricted in their activities and the approval of the Ministry of Education and Research is required in order to open new study programmes or to establish the terms and conditions for admission. State professional higher education institutions are financed by the state.

Private professional higher education institutions provide study programmes mainly in the fields of social sciences, business administration, information technol-ogy and theology.

Tartu Health Care College currently has 33 partner institutions in 16 countries, and the college is a proud member of four international organisations: Euro-pean Federation of Radiographer Societies (EFRS), the European Federation of Nurse Educators (FINE), the European Network of Physiotherapy in Higher Educa-tion (ENPHE), and the NORDPLUS specialty net-works: Nordman Network (Nursing), Nordic Network for Midwifery Education (Midwifery) and Bio-Nord (Bioanalysis). We have carried out several successful projects (Erasmus, Leonardo da Vinci, Nordplus) and are always open to receiving intriguing new project proposals.

Applied researchThe College is proud of its ability to react flexibly to the expectations of society and recognizes the need for studying problems related to health care. Our interdisciplinary research groups and studies in health care involve resources from several institutions. For this purpose, we have developed relations with institutions of higher education, medical and research institutions as well as health care companies and associations. It is possible to initiate and conduct various research proj-ects on different topics. Research groups are ready to deal with topical issues and to help resolve the practical dilemmas facing commercial organizations.

The Estonian Academy of Security Sciences (EASS) is and has been the breeding ground for heads of internal security agencies that are in leadership positions today.

The Academy was created in the year 1992 after the Republic of Estonia regained its independence. The EASS is the only university of applied sciences in Estonia that belongs to the Ministry of the Interior, while meeting all the quality requirements provided for schools by the Ministry of Education and Research.

The EASS consists of four colleges: the Financial College, the College of Justice, the Police and Border Guard College and the Rescue College. Our graduates are expected to be employed by the Police and the Border Guard Board, the Tax and Customs Board, the Rescue Board and the emergency service as well as the prisons under the Ministry of Justice.

Academies master’s degree of Internal Security is given under Institute of Internal Security - a research unit subordinated to the vice-rector of research and development.

The most popular exchange program among our cadets and lecturers has been the ERASMUS program. Our people have gone abroad to obtain experience through college based or internship based academic mobility. We are opening our doors to ERASMUS students at the beginning of the year 2012 - in fact, we created a

curriculum targeted to ERASMUS students which can be passed as desired on the level of Bachelor Studies or Master’s Studies. The subjects cover the entire area of internal security and in the language module it is possible to study English, Estonian, Russian or Finnish languages.

Since the year 2007, intensive EILC Estonian language courses have been held at the Academy of Security Sciences in order to provide an opportunity for foreign students to become acquainted to our beautiful mother tongue and culture. For the participants of the lan-guage courses, exciting outings and trips are organized to different places in Estonia and the course ends with a traditional performance in the Estonian language to

the staff of the Academy. In three years, as many as 190 students have studied Estonian at our Academy.

Foreign lecturers arrive at the Academy through both the ERASMUS program in the framework of the Open Academy of the Academy of Security Sciences and the Internal Security Master’s program. Each academic year in the Internal Security master’s program a module of optional subjects is opened, where foreign language lectures on the topics of internal security are held by lecturers from our partner schools and specialists from foreign countries.

Research and PartnershipsThe Estonian Academy of Security Sciences is open to various projects in cooperation with both institutions of higher education and authorities in the field of in-ternal security. Current foreign partners are: CEPOL, FRONTEX, APEC, EFSCA, EURASHE, NISPAcee and BUP.

Every year in December the Academy issues the only scientific journal in Estonia specifically focusing on the area of internal security and safety - The Proceedings. The international board of The Proceedings will accept articles throughout the year. The international research and development directions are, for example: interna-tional security related research, innovative educational technologies, strategic goods control, (international) organized crime, police sociology etc.

Estonian security professionals and partners from foreign countries meet in November to exchange views in the annual conference of the Academy of Security Sciences. Meeting together in plenary and workshops, discussions on the current issues of internal security are held and the opportunity is used to meet and chat with the best in their field both locally and abroad. Short description of the institution

Lääne-Viru College was established on the basis of Lääne-Virumaa Higher Vocational School on September 3, 2007.

The curricula and the teaching are developed and conducted in cooperation with the employ-ers and professional associations. Accountancy, Business Administration, Social Work and Commercial Economics have been assessed by the international teams of experts and have been accredited by the Estonian Higher Education Quality Council.

The college is situated in a manor dating back to the year 1780 in Mõdriku, which is about 7 km from Rakvere. We participate in the national programme of manor schools.

The activities of the college are based on the statute. The basic objectives are:

1. To train specialists on the basis of higher educational and vocational curricula in the field of health and welfare, social sciences, business and law, science and service.

2. To carry out applied research and developmental activities in these fields.

3. To provide re-qualification courses.

Educational activities at Mõdriku started on January 1, 1927 with training of competent housewives for farmers, so educational activities have taken place here for over 80 years.

Lääne-Viru College has unique learning environment, hostels at Mõdriku and Rakvere, a library, a sports ground and a gym. The strengths of Lääne-Viru College are long tradition and continuity in the teaching, the teaching staff have high qualifications and a lot of practical experience. College has up-to-date learning environment. The internationalization strategy of Lääne-Viru College is based on the mission statement of the college and on strategic docu-ments and agreements of European and Estonian higher education. The current internationalization plan focuses on ac-tive participation in various international projects; a continued effort to increase student and staff mobility; developing the understanding between different cul-tures; increasing the interest of students and academic staff to study foreign languages, developing curricula in cooperation with international partners and representa-tives of labour market. We also support the lecturers exchange in order to give the other students, who do not take part in the international exchange the pos-sibility to benefit from the cooperation with the foreign educational institutions. The Tallinna Tehnikakõrgkool/ University of Applied Sciences (TTK UAS) provides applied higher education in the field of engineering. In TTK UAS, practical training forms up to 30% of the curricula. Since 2007, our program includes international study modules in English in all the faculties. In addition, our curriculum has a general international module for optional subjects.

One of our most exciting international projects on stu-dent level is Formula Student, a competition between student teams who design and build a small one-seat formula car. The car will be presented and tested on the competition day, and the students will race their cars on a speed track. In Europe, the races have taken place

since 1998. The TTK UAS team has also participated in the official Formula Student series in Silverstone, where in 2010 the team achieved the seventh place out of 76 entrants.

TTK UAS is an active participant in the EU educa-tional co-program ERASMUS. Our partners include 55 higher education establishments in Austria, Bulgaria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Holland, Hungary, Ireland, Italy, Latvia, Lithuania, Norway, Portugal, Poland, Portugal, Romania, Sweden, Switzerland and Turkey. In addition to international students, we welcome guest lecturers from our partner universities and professionals from technology companies to hold lectures or trainings in TTK UAS.

TTK UAS also encourages the mobility of students, lectures, staff and specialists by participating in various international projects in the Baltic Sea region and be-yond. We have participated in projects of the 7th Frame-work Programme, Leonardo Da Vinci Programme, EDUPROF, NordPlus Networks and several Erasmus IP programs.

T TK UAS has got 20 laboratories where students can practice their acquired knowledge and perform various tests. At The Haas Training Centre, mechanical engineering students can work with CNC machining centers. Our mot to is: “Practice makes perfect!”

Graduates in this field of study will have a thorough knowledge of different programming languages and tools, development environments and teamwork basics that are necessary for the development of modern application software.

Information Systems Analysis Graduates in this field of study will have a balanced knowledge of the processes occurring in both IT and business systems. They will be able to participate in devising complex business information systems, applications or services and work as applications integrators, system architects, data systems developers and system analysts.

Technical Communication This new field of study in Estonia introduces students not only to the basics of IT but also skills in oral and written self-expression, and knowledge of design, printing technology, etc. Graduates in this subject area will be able to work in positions that require providing users of IT products and services with specific IT terminology and content. InternationalisationIT College has been part of the Erasmus Programme since November 1, 2003. The very first students were exchanged already in 2004.

In 2011, IT College has 22 partner universities in twelve different countries with which lecturers and students are exchanged actively. The number of outgoing and incoming students is increasing year after year. Foreign students are in IT College supported by ESN (Erasmus Student Network in Tallinn). IT College and our tutors work in close cooperation with ESN.

Increasingly more IT College teaching staff is giving lec-tures in foreign higher education institutions (Erasmus partners) and more and more partner lecturers come to our school to teach, which we welcome enthusiasti-cally. IT College is prepared to offer lectures/subjects in English totalling 173 ECTS, and a study programme in English is currently in development.

IT College participates in a range of Intensive Programmes (IPs) in the Erasmus Programme. An Intensive Programme is a short-term project to develop a study programme, which brings together higher edu-cation institutions of at least three European countries. The academic institution’s role in the partnership is to provide teachers and educational facilities to teach the students the various curricula offered through the CNAP programme.

Estonian Entrepreneurship University of Applied Sciences (EUAS) is a private institution of professional higher education that commenced its activities in 1992. One of the specifics of the EUAS is its network of study centre’s that covers the whole of Estonia and through which it offers the opportunity to obtain higher education in eleven Estonian towns without leaving the home place.

EUAS provides the opportunity to study both on the level of professional higher education and that of Master’s studies. The school is entitled to provide education according to the following curricula: business administration, arts and computer science and information technology. Lectures are delivered in Estonian, Russian and English.

EUAS is the largest private institution of higher education with the largest network of study centre in Estonia.

One of the greatest values of the EUAS in the Estonian higher education system is that it increases the regional accessibility to higher education. Short description of the institution

Estonian Maritime Academy (EMA) is the only institution providing maritime education in Estonia. The studies are conducted on the basis of (the internationally recognized document) „The Standards of Training, Certification & Watchkeeping Convention“ (STCW 78) and other provisions governing maritime education. We operate since 1992 and from 2006 onwards we also provide programmes to Masters level. In 2009 the former separate educational institution Nautical College was integrated with the Academy to become the Nautical College of the EMA, a structural unit offering vocational training.

There is also a Research and Development Centre set up under Estonian Maritime Academy with the aim of developing co-operation between the Academy and Estonian maritime enterprises; organising transfer of knowledge outside the organisation and offering internationally competitive training, research and development, as well as innovative services to Estonian maritime enterprises (for their sustainable development) (e.g. Erasmus, DoRa, SPINNAKER, STOCA)

We also have Continuing Education and Retraining Department. The main aim of this department is to organise courses and trainings for ship officers, owners of small (until 24 m length) ships, as well as representatives of public authorities.

Estonian Marine Academy has many traditions, we hold an annual conference dedicated to the European Maritime Day (May 20th) and a sailing regatta „TORMILIND CUP“.

The goal of Estonian Maritime Academy is to offer internationally recognised quality maritime education, to perform and coordinate the activities of maritime teaching and development and organise applied and scientific maritime research professional higher educatation.
