She is an active Associate Value Specialist (AVS) with SAVE International. Tammy has been involved in over 15 VE Studies. Ms. Dow received her Module 1 Training in 2005 and her Module 2 Training in 2008 from SAVE International. Ms. Dow received an award for outstanding contribution to the 2006 Canadian Society of Value Analysis Conference (CSVA). She was on the 2007 CSVA Board of Directors and was the 2008 CSVA Conference Chair. Value Engineering (VE) is a systematic, organized system of investigation, using trained, multi-disciplined teams to analyze the functional requirements of a project for the purpose of achieving the essential functions at the lowest total cost (capital, operating and maintenance) over the life of the project.

A VE study involves a multi-disciplined team of subject matter experts following the VE Job Plan. The Job Plan is an organized approach for searching out high cost and potential value improvement areas. By using creative techniques and current technical information on new materials and methods, alternative solutions are developed for speci�c functions, eliminating or modifying components and their costs that are not essential to required performance.

Mr. Scot McClintock, PE, CVS-Life, PVM, FSAVE, Head of Value Management for Faithful+Gould, is a Value practitioner with 26 years of experience. He has incorporated the use of Risk Management into his VE/VM workshops, as well as leading edge consensus-building techniques such as Project Performance Criteria and Measures, Choosing by Advantages, and Functional Performance Speci�cation. Scot has led over 240 VE studies identifying value improvements of nearly $2.7 billion on projects totalling over $15 billion. He has trained over 350 personnel for agencies and corporations in the U.S. and Canada and is an Adjunct Professor of VE/VM at Syracuse University. Scot has facilitated VE studies on governmental, military, educational, environmental, correctional, industrial, medical, aviation, and national park facilities, and highway and rail projects in the US, Canada, Korea, Kuwait, Saudi Arabia, and the U.K. He is on the Board of Directors of the Canadian Society of Value Analysis (CSVA) and won the inaugural Stars and Stripes award for his contributions to VE and the CSVA. He has spoken at several SAVE conferences; two annual CSVA conferences, and three AASHTO VE conferences and has been published in Value World and Quality By Design. Scot has Bachelors and Masters of Engineering degrees from Cornell University in civil & environmental engineering.
