1 INTRODUCTION

1.1 THIS DOCUMENT

This document comprises the Plan for Stakeholder Engagement and Information Disclosure (SE&ID) in connection with Phase 1 Development of the Shtokman Gas-Condensate Field (‘the Project). The SE&ID Plan has been prepared by the proponent of the Project, Shtokman Development AG (SDAG), with assistance from Environmental Resources Management (ERM). It is designed to provide the following:

(i) A review of stakeholder engagement and information disclosure activities carried out to by SDAG and other parties with an interest in the Project to date including:

(ii)

Results of a series of public hearings and consultations (Including the public hearing held by Sevmorneftegaz in June 2007.)

materials published by mass media.

(iii) A plan for future stakeholder engagement and information disclosure activities throughout the lifetime of the Project.

The SE&ID Plan has been prepared in accordance with guidance on information disclosure published by the European Bank for Reconstruction and Development (EBRD) (1) and the International Finance Corporation (IFC) (2). The SE&ID Plan will be updated and revised as the need arises throughout the implementation of the Project. The SE&ID Plan is a living document that will be revised and updated as SDAG makes any significant changes in terms of project layout, design and schedule.

1.2 OBJECTIVES OF THE PLAN

This SE&ID Plan summarises the measures taken by SDAG to-date in the process of preparatory work (pre-FEED and FEED) (3) for the Phase 1 development of the Shtokman gas-condensate field and presents the framework for development of a detailed action plan aimed at:

(1) The EBRD Environmental and Social Policy 2008 and related Performance Requirements (PRs); in particular PRs 1 and 10. (2) IFC’s Social and Environmental Sustainability Policy 2006 and related Performance Standards (PSs); in particular PS 1. (3) FEED - Front End Engineering Design.

Informing all stakeholders in a timely fashion about the potential impacts of the Project.

Identification of stakeholder concerns. Developing the mechanism for obtaining feedback and recommendations

from stakeholders. Establishing a mechanism for taking stakeholder feedback into account in

the course of preparation of design documentation and sequential implementation (construction and operation) of the Project.

This SE&ID Plan has the following objectives: Identification of the main stakeholders and mechanisms for engagement

with them. Development of a time schedule for consultations with different categories

of stakeholders and at different stages of the implementation of the Project.

Creation of mechanisms for updating this Plan during implementation of

the Project. Identification of the resources (personnel) required for the development

and implementation of this Plan The Plan will be subject to periodic revisions and amendments as new information becomes available in the FEED and Post FID process of the Project development and as a result of consultations with the general public and other stakeholders.

1.3 CONTENTS OF THE PLAN

This Plan covers the following issues:

i) Brief description of the Project.

ii) Review of requirements relating to pubic consultations and information disclosure in conformity with national legislation, relevant international standards and SDAG corporate standards.

iii) Overview of the public consultations and information disclosure about the Project to date.

iv) Consultation plan for construction and operation phases.

2 BRIEF DESCRIPTION OF THE PROJECT

This chapter of the SE&ID Plan sets out the current (September 2009) definition of the Project and will be subjected to ongoing review and revision as the Project evolves.

2.1 SHTOKMAN PROJECT OVERVIEW

The Shtokman gas and condensate field is located 610 km north of Murmansk in the Barents Sea (see Figure 2.1). The water depth is around 340m and the reservoir is situated 2000 m below the surface of the sea bed. The field reserves are estimated to be 3.8 trillion cubic meters (bcm) of gas and 37 million tons of gas condensate (1). The gas reservoir covers a geographical area of approximately 1 400km2, being approximately 48km long by 35km wide.

The size of the field dictates that it requires a progressive development of reserves. It will therefore be developed in three phases, each with a production capacity of close to 23.7 billion cubic metres of gas per annum (bcmpa). This project covers Phase 1 only and reference to ‘the Project’ refers to this Phase 1 development only.

Being situated in Arctic conditions, a number of new technologies are required and significant operational constraints imposed. For example the offshore field area can sometimes be covered in ice in the winter, is known for its icebergs and experiences long periods of darkness during the winter months. Facilities will therefore be subjected to very low ambient air temperatures, significant snow and surface ice cover and wind chill; consequently cold weather protection or ‘winterisation’ is a fundamental requirement of design.

2.2 OFFSHORE PROJECT ELEMENTS

2.2.1 Drilling

Approximately 20 wells will be drilled offshore using two drilling vessels working in parallel. The wells will be connected to three ‘drill centres’ on the seabed. Drilling produces cuttings that will also be coated with some residual muds (fluids used during drilling to lubricate the drill equipment and to circulate cuttings to the surface). Cuttings produced during drilling will be stored on the drill vessel/s, shipped to shore where they will be treated. Residue from the treatment will be recycled. An optimal solution on cuttings drilled with sea water will be selected.

2.2.2 Subsea Production and FPU Processing

The gas and condensate will be gathered and processed using an integrated Subsea and Floating Production Unit (FPU) concept. An illustration of the ship-shaped FPU is provided in Figure 2.2.

A network of subsea infrastructure will include seabed equipment, flow lines, communications lines and structures on the seabed. This infrastructure will enable the gas and condensate from the wells to be transported to the FPU for processing and for subsea equipment as necessary to be controlled from the FPU. A schematic indication of how this infrastructure could look, and how it is connected to the FPU, is illustrated in Figure 2.3. The FPU will be specially designed for operation in the particularly challenging environmental and climatic conditions at the project location site. These conditions are especially severe during the winter when very low temperatures are combined with high relative humidity, high wind, waves and potentially sea ice. Approximately one winter every three years could be expected to give rise to sea ice conditions. In order to manage such risks, an Ice Management Plan will set out both prevention and protection measures to follow in the event of encountering sea ice and iceberg hazards. Implementation of the Ice Management Plan will play a key role in the safe operation of the FPU during all project phases. Prevention will mainly consist of iceberg and ice monitoring/ surveys during relevant periods of the year. Protection means may include ensuring that ice breaking vessels are on standby if required, appropriate design of the FPU and its mooring lines to withstand foreseeable ice load; that rerouting of the iceberg is implemented if it is identified as being on a threatening towards the FPU; and FPU disconnection if required.

2.3 PIPELINE SYSTEM ELEMENTS

The pipeline system will transport gas and condensate from the offshore field to the onshore facility. The system will comprise two (36 inch) outer diameter pipelines. The offshore section of the pipelines will be approximately 550 km in length. The onshore sections will be approximately 8 km. Two fibre optic cables will also be laid alongside the pipeline system to carry data and voice traffic between the Onshore Production Facility and the FPU.

Seabed surveys have been conducted and the information produced by the surveys has been used to advise routing of the pipelines, eg so that the pipeline can be routed away from areas of seabed that could cause instability (eg pockmarks, or iceberg scours). Routing onshore has avoided, as far as possible, construction on side slopes and other features that could lead to instability.

2.4 ONSHORE PROJECT DESCRIPTION SUMMARY

2.4.1 Overview of the Onshore Facilities

The footprint for the onshore facilities is approximately 663 ha. The main parts of the onshore facilities are shown in Figure 2.5 and include: Phase 1 Process Area (PA1): LNG plant, Power Generation Unit (PGU),

flare areas. Storage and Loading Area (SLA): LNG storage tanks, condensate storage

tanks, product jetties and breakwater in Zavalishina Bay. Operational Support Area (OSA): buildings, offices, warehouses,

laboratories and workshops. Service Harbour Area (SHA): Interim service harbour in Zavalishina Bay,

to the north east of Teriberka village. Construction Camp: comprised initially of a pioneer camp, then

incorporating the site preparation camp and then finally the main camp. Major project components are listed in Table 2.1 and their locations depicted in Figure 2.5.

2.4.2 Site preparation

Extensive site preparation works will be required in advance of construction activities. In order to achieve a level area, depressions will be filled and hills will be levelled, whilst the harbour areas will be upgraded so that they are suitable for material import, site preparation will be optimize to minimize the excavation. The overall philosophy for the site clearance is to achieve a mass balance between the excavated materials and the backfill, so that to the maximum practicable extent all material is reused on site (both onshore and also in the construction of the harbours, jetties and breakwater). Large quantities of rock will excavated by blasting and the blasted rock will be filled in compacted layers to raise the level of depressions in the topography. A system will be installed during the site preparation to manage site drainage and run-off. In addition site and access roads, bridges, culverts and other infrastructure will be constructed during site preparation. Dredging will be required in Zavalishina Bay for the construction activities (port, break water, etc.). The Temporary Service Harbour will be used during site preparation for mooring boats, importing cargo, distribution of fuel and oil products and for storage and security. The site preparation phase is expected to last for two years with a workforce of approximately 2000 personnel (preliminary) housed on a pioneer camp served by dedicated utilities, such as water provision, waste management, power and sewerage.

2.4.3 Construction

Construction work will be minimised onsite due to the severe Arctic conditions and the constraints these will place on the construction window. A large proportion of the equipment will be pre-fabricated and therefore a modularisation approach will be followed. The majority of the construction materials and the modules for the construction of the LNG plant and PGU will arrive by sea to the Construction Jetty in Zavalishna Bay. From here the materials and modules will be unloaded into the lay down areas adjacent to the harbour before being transported to other parts of the site where they will be assembled.

2.4.4 Commissioning

The commissioning period of the LNG plant is anticipated to take approximately 6 to 9 months. During commissioning, the LNG, process equipment and all the pipelines and condensate storage tanks will be hydro

tested using demineralised water. Following testing, this water will be directed to waste-water treatment plant prior to discharge. Drying of the pipelines and process vessels will be achieved using inert Nitrogen. There will be a limited amount of flaring during commissioning which is normal. It is likely that there will also be some venting of the pipeline which is only foreseen in exceptional circumstances.

2.4.5 Operation

Liquid Natural Gas (LNG) Plant

The Onshore operation will begin with the LNG Plant receiving the gas from the offshore field where essentially it will be cooled to its condensing temperature of minus 162°C at atmospheric pressure for storage and transport. The capacity of the LNG train will be 7.5 million tonnes per year and it will operate continuously. One LNG carrier at a time will be allowed to move to and from the loading Jetty for safety reasons. There will be an operational support area in the Teriberka area. This will consist of medical centre, warehouse and workshop buildings, vehicle maintenance garage, fire fighting station and hanger. There will also be a permanent workers’ camp. Emissions and Discharges

The operation of the onshore elements will lead to emissions of pollutants to air, discharges of water and the production of waste. During normal operation, there will be emissions to air from four stacks which form part of the PGU unit, plus another three emission sources which will emit to air during regular discontinuous operation. There will additionally be emissions from flaring activities as well as from the incineration of acid gas which results from the removal of CO2 at the LNG Train. There will be water discharges in the form of uncontaminated drainage and run-off as well as the production of waste (hazardous and non-hazardous) from the Onshore Facilities.

2.4.6 The Project Schedule

Development drilling is expected to commence in the second quarter of 2011 and last for 3 years. Offshore installation will be conducted in parallel with drilling operations. Installation campaigns cannot be performed during the winter season, therefore the installation operating window is limited between May and

October each year (subject to actual environmental conditions). Installation is planned to commence in 2011 and be completed in 2013. Construction of the trunk lines will also be restricted by winter access but will have a longer seasonal window, particularly for the onshore sections. Pipelay is anticipated to commence in 2011 and be completed in 2013. Onshore site preparation works will commence in 2010 after FID. Onshore construction will commence in 2012. The start of pipeline deliveries is expected to commence in 2013 and LNG shipments are slated to commence in 2014. (1) The facilities are designed for a life of 50 years; hence decommissioning is anticipated to take place some time around 2064.

2.5 ABOUT SDAG

Shtokman Development AG (SDAG) will organise, design, finance, construct and operate the Project during 25 years. SDAG comprises Gazprom (51%), Total (25%) and StatoilHydro (24%)

Actions to be taken within the framework of public consultation and information disclosure will comply with the requirements of: Legislation of the Russian Federation (RF); and Principles and procedures specified by the EBRD and the IFC.

3.1 NATIONAL LEGISLATION REQUIREMENTS FOR PUBLIC ENGAGEMENT AND

DISCLOSURE

Russian legislation requirements specify that the public should be informed about the project and have the opportunity to comment on information presented in the course of the Project Development. In particular, the public should have access to and be able to comment on the ESIA terms of reference and the draft ESIA. Mechanisms for public participation are prescribed by the legislation and other regulatory and legal acts. The regulation on environmental impact assessment of planned commercial and other activities in the RF was approved by a decree of the State Committee of Ecology of Russia on 16.05.2000 (Decree No.372). Section IV of the Regulation deals with disclosure of information for the public and public participation in the Russian Environment Impact Assessment procedure and emphasizes the following aspects: Provision of information to the public and public participation is expected

at all stages of an environmental impact assessment. Public participation in the development and discussion of the EIA is to be

ensured by the developer as an integral part of the EIA process. Public involvement should be organized by local government bodies or

the relevant State authorities with support from the developer and in accordance with Russian legislation including:

disclosure and discussion of the Terms of Reference for the

development of Russian EIA to the public and consideration of the comments in the course of Russian EIA development;

access to the Russian EIA Terms of Reference should be

provided from the date of their approval and until the end of the EIA process;

disclosure of the Draft Russian EIA in an easy accessible place for public and availability for review and informing the public through mass media about the date of public consultation (so called “public hearings”) not later than 30 days before the public hearings;

public hearings are to be organised by SDAG together with

local authorities with involvement of all key stakeholders;

overview of the draft EIA and an action plan are to be discussed with public in the course of the public hearings;

in preparing for public hearings a document specifying all

issues that need to be discussed should be developed (known as a protocol) and signed by representatives of the executive authorities and local administration, citizens, public organizations and SDAG. The protocol should be included as an annex to the Russian final EIA documentation;

the Draft EIA should be available for further comments during

30 days after the date of the public hearings. All comments should be written and considered in the course of finalisation of Russian EIA documentation.

On July 28, 2007 the then holder of the license for the Shtokman gas field ”Sevmorneftegaz” conducted the first official public meeting for the Project (Declaration of intent on planned investment activities on construction of PTTC in Teriberka). The meeting was held in accordance with Russian requirements in the presence of local residents of Teriberka. The meeting addressed project planning, site location, potential commercial and other activities, and other issues which might affect both the environment and local people, were discussed. In December, 2009 SDAG will conduct public hearings in Teriberka and Kola to disclose the Draft Russian EIA. As part of the public hearing, the Draft Russian EIA and mitigation measures will be discussed with the public; any comments from this meeting will be taken into account during the finalisation of EIA. The feedback collected during the public hearings will also feed in to the broader engagement process undertaken for the international ESIA.

3.2 PRINCIPLES AND PROCEDURES ADOPTED BY THE EUROPEAN BANK FOR

RECONSTRUCTION AND DEVELOPMENT (EBRD)

In accordance with the EBRD’s Environmental and Social Policy 2008, the EBRD considers stakeholder engagement as an essential part of good business practice and corporate citizenship, and a way of improving the quality of projects. In particular, effective community engagement and the disclosure of

Project information are central to the successful management of risks and impacts on communities affected by projects and to achieving enhanced community benefits. The main requirements with respect to relations with stakeholders are described in EBRD’s Performance Requirement (PR) PR1: “Environmental and Social Appraisal and Management” and PR10: “Information Disclosure and Stakeholder Engagement”. Specific objectives of PR 1 and PR 10 are as follows:

Environmental and Social Appraisal and Management (PR 1)

To identify and assess environmental and social impacts and issues, both adverse and beneficial, associated with the project.

To adopt measures to avoid, or where avoidance is not possible, minimize, mitigate, or offset/compensate for adverse impacts on workers, affected communities and the environment.

To identify and, where feasible, adopt opportunities to improve environmental and social performance.

To promote improved environmental and social performance through a dynamic process of performance monitoring and evaluation.

To identify people or communities that are or could be affected by the project, as well as other interested parties.

To ensure that such stakeholders are appropriately engaged on environmental and social issues that could potentially affect them through a process of information disclosure and meaningful consultation.

To maintain a constructive relationship with stakeholders on an ongoing basis through meaningful engagement during project implementation.

According to PR 10, a SE&ID process has the following components:

1. Engagement during Project Preparation

Stakeholder identification and analysis. The first step in successful stakeholder engagement is for the project proponent to identify the various individuals or groups who (i) are affected or likely to be affected (directly or indirectly) by the project (“affected parties”), or (ii) may have an interest in the project (“other interested parties”). Stakeholder engagement plan The project proponent should develop a plan which sets out how communication with the identified stakeholders will be handled throughout project preparation and implementation, including the type of grievance procedure envisaged. Disclosure and consultation on Category A projects. Projects classified as Category A could result in potentially significant and diverse adverse future environmental and/or social impacts that cannot be readily identified, assessed and mitigated and therefore require a formalised and

participatory assessment process. Disclosure and consultation requirements are built into each stage of this process. Information disclosure. Disclosure of relevant project information helps stakeholders understand the risks, impacts and opportunities of the project.

Meaningful consultation. Where workers and/or affected communities are, or may be, subject to significant risks or adverse impacts from a project, the project proponent will undertake a process of meaningful consultation in a manner that provides the affected parties with opportunities to express their views on project risks, impacts and mitigation measures, and allows the project proponent to consider and respond to them.

2. Engagement during project implementation and external reporting. Throughout the life of the project, the project proponent should provide ongoing information to identified stakeholders, commensurate to the nature of the project and its associated environmental and social impacts, and the level of stakeholder interest.

3. Grievance mechanism. The project proponent needs to be aware of (and respond to) stakeholders’ concerns related to the project in a timely manner. For this purpose, the project proponent should establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances about the environmental and social performance of the Project Proponent and the Project.

4 STAKEHOLDER ENGAGEMENT ACTIVITIES

4.1 INTRODUCTION

Stakeholders are defined as those who are affected, or are likely to be affected by the Project (positively and/or negatively) and/or those who have an interest or are able to influence the project. In order to determine who to engage with and the approach and extent of engagement with stakeholders, SDAG has undertaken a process of stakeholder identification and mapping. The results of this process are summarised in the following sections along with an action plan for engaging the different types of stakeholders identified and examples of the feedback received from stakeholders to date. Stakeholders and the actions determined for engaging different types of stakeholders will be reviewed on a regular basis to ensure the Project maintains an up-to-date picture of who is interested and / or concerned by the Project, and therefore should be included in the engagement process.

4.2 STAKEHOLDER IDENTIFICATION AND MAPPING

Stakeholders were identified on the basis of groups and individuals that will potentially be impacted by the Project, and those that can influence the project. Currently there is limited information available about the Teriberka population that will be directly impacted by the Project. Through the ESIA process SDAG has commissioned social surveys that will improve its understanding of the community and any vulnerable groups that may be differentially impacted by the Project or require special engagement measures. The following stakeholder groups have been identified, a complete listing of the individual organisations included in each group, and their connection to the Project is available in Annex A. 1. National and Regional Authorities (including legislators and executive

authorities at federal, regional, Kola district) and supervisory agencies in charge of approvals, review of design documentation and the issue of permits for air emissions, waste disposal and operation of hazardous industrial facilities.

2. International non-governmental organisations with a presence in Russia;

3. International and national press;

4. Regional level non-governmental organisations with interest in the environment;

5. Regional level Indigenous Peoples Organisations;

12. Engineering and other contractors, employment agencies, or companies involved in rendering services, suppliers of equipment and other goods; and

13. Employees of SDAG.

In order to determine appropriate approaches for engaging different stakeholder group, SDAG undertook an exercise to map stakeholders and understand relative levels of impact and influence, illustrated in Figure 4.1. Broadly, those with the greatest impact and influence will be engaged most frequently through face-to-face meetings to ensure adequate disclosure of project information and collection of feedback. The following section outlines SDAG’s objectives and actions for engaging the stakeholder groups identified.

A more detailed mapping of stakeholders in Teriberka, including vulnerable groups, will be undertaken once the results of the social surveys undertaken for the ESIA are available.

4.3 ENGAGEMENT ACTIONS

4.3.1 Overview

SDAG has planned four phases of engagement: Phase 1: Project Inception and Feasibility; Phase 2: Environmental and Social Impact Assessment; Phase 3: Engagement during construction; and Phase 4: Engagement during ongoing project operations. Within each phase a range of engagement activities will be undertaken to address the needs of different stakeholder groups. Table 4.1 summarises planned engagement activities, the objectives of each action and the stakeholders each action is directed at, along with an indication of timing and who is responsible for implementation. Where actions are primarily undertaken to meet Russian requirements, these are indicated in the table.

4.3.2 Action Plan

Table 4.1 provides a summary of SDAG’s Stakeholder Engagement Activities. Actions have been developed on the basis of information currently available. As the Project and the engagement process progresses, the plan will be reviewed on a regular basis to ensure that the engagement activities undertaken remain appropriate and effective. For convenience, discussion of Teriberka, its residents and other relevant stakeholder organisations is assumed to include stakeholders from Lodeynoye. Internal engagement with employees and contractors is not included in the action plan.

4.3.3 Disclosure of Project Information

As the engagement process progresses, it is anticipated that SDAG will use each engagement activity to disclose information about the Project and discuss its potential risks and benefits and potential mitigation measures as appropriate. In addition there are a number of key documents that will be formally disclosed to the public. Table 4.2 provides a brief description of these documents and the mechanisms available for reviewing them. It should be noted that where affected communities are concerned, it is intended that disclosure of documentation will be complemented by face-to-face meetings that will discuss the contents of the documents listed, see Table 4.1 for details on additional engagement actions. This table will be updated as engagement progresses and additional disclosure documentation and /or mechanisms are identified.

A notification on the availability of these reports will be posted in Teriberka (on official notification board) and in the newspaper “Murmansk Vesti” and a Moscow newspaper Rossiskaya Gazetta). The notification will inform the availability of the plans for review and comments and provide address and contact details of SDAG representatives. In line with Russian requirements relevant documentation will be disclosed 30 days prior to public hearings, and stakeholders will be able to comment on documentation for 30 days following consultation. Outside the public hearings, comments may be submitted directly in any SDAG office (Teriberka, Murmansk, or Moscow), through the SDAG website, or to the SDAG representative named in notifications.

4.3.4 Resourcing and Organisation

During the public consultations relating to the ESIA, a team responsible for stakeholder engagement team will be set up within SDAG to keep records of comments, analyze them, monitor responses to the comments and record the replies by other divisions of the Company. During the ESIA phase, it is anticipated that the personnel to be used will be members of SDAG’s Sustainable Development Team, i.e.:

4.3.5 Feedback from Stakeholders

SDAG has kept minutes of each meeting with stakeholders a summary of key issues raised during meetings is provided in Annex B. All stakeholder feedback has been analysed and the ESIA process and scope has been adapted to ensure that the assessment is able to address all relevant concerns identified during the engagement process. This includes the decision by SDAG in July 2009 to commission a comprehensive socioeconomic baseline survey of Teriberka households and local organisations in August 2009 to supplement the social baseline for the ESIA. Table 4.3 provides detail of the feedback received during the scoping community meeting in Teriberka in June 2009. Details of attendees to the meeting are available in Annex D.

Question/comment Feedback Victor Petrov, Deputy Chairman of the Kola Centre for Wildlife Protection: We maintain quarterly feedback sessions, and we have a suggestion for the compensation of adverse effects by creating a special protected natural area and monitoring the environment until essential habitats are restored. The lands surrounding Teriberka are intact, and it is the last large bay along the White Sea coast. Any construction scenario affects or destroys essential habitats (including habitats of species listed in the Russian Red Book). A special protected natural area was designed, but the project was never implemented. There are other proposals registered in the Murmansk Oblast development plan (map).

Herve Madeo, Deputy CEO, SDAG: We have a consistent approach. The surveys are carried out by the best specialists. Habitats and other aspects will be determined following the surveys, and we are ready to share the findings with you. The solutions to preserve the environment will be discussed and implemented. We’ll write down your question and get back to it at the next meeting.

Vadim Krasnopolsky, WWF: The proposal to include the bottom of the Russian part of the Barents sea in the impact assessment has not been studied well enough, and it is proposed to explore the bottom not only at the field development site, but also along the pipeline route. The bottom along the route will be destroyed. I realise that those are expensive surveys, but they need to be done.

Marat Sharifullin, Deputy Head of the EHS Department, SDAG: We have completed four expeditions over the four seasons. The surveys were conducted by highly qualified experts, and the survey covered the pipeline route including the whole impact area which is much wider than the route.

Lyudmila Gavrilova, deputy of the town council, a pensioner: Based on the scale of activities last years, we are concerned about tracked vehicles. How do you control it? It seems that you’re not based on what we see this year and the year before.

Marat Sharifullin, Deputy Head of the EHS Department, SDAG: This is not SDAG responsibility in the project, and we can not be held accountable for other people’s actions. Alexander Selin, Director of Murmansk and Teriberka branches, SDAG: We understand your concern, that you do not want us to add new roads additionally to the existing ones as part archaeological and other surveys.

Alexander Selin, Director of Murmansk and Teriberka branches, SDAG: The pipeline lies between the Opasova and Zavalishina Bays, and it does not cross deer pastures. The other pipeline which goes all the way to the Karelia border is not part of our project and is not our competence.

Elena Kozhina, Chairlady of the Council of Deputies, Teriberka: What will happen to the lakes in the Opasova bay (the Titov Lakes, the cascade)?

Yuri Komarov, CEO, SDAG / Marat Sharifullin, Deputy Head of the EHS Department, SDAG: The answer is that nothing will happen to the lakes. We are not planning to affect the Titov Lakes. Originally, we intended to relocate Orlovka river, but later "Shtokman Development AG"abandoned the idea. The project was relocated to Zavalishina Bay

Anna Fateyeva, Teacher from Kindergarten 23: I am speaking on behalf of parents. You provided assistance to out children and we really appreciate your help. In particular, thank you for preparatory courses for those who want to become students of the Moscow State Technical University, and for the trilateral agreement. I would like our children to come back to their native village after their studies, and to be able to get a job here. The school also needs help; we are in a remote location, and we lack teachers like for example English teachers. We want our children to possess a sufficient knowledge base to be able to continue their education.

Yuri Komarov, CEO, SDAG: The project is implemented in stages, and the final decision will be made next year. However, training and employment of Teriberka residents is our priority. It is important both for you and for us.

Natalya Solomakhina, Teriberka resident, representative of the Lapps: We have no full information about Shtokman, and there is a problem with information access in general. We would like to have some regional sources of information, like regional TV.

Will the police staff be increased? Will the number of medical personnel be increased?. The same thing applies to the road police and to fire protection services. How do you plan to handle these problems?

Alexander Selin, Director of Murmansk and Teriberka branches, SDAG: We maintain permanent contact with the Department of Internal Affairs, we will take measures required. When a new settlement is built, the law stipulates establishment of emergency services including a fire protection service. The medical aspect, it is the question to regional authorities.

Lyudmila Gavrilova, deputy of the town council, a pensioner: We heard that the inpatient hospital will be closed and that it will only have outpatients. This may be a big problem here where life conditions are pretty rough.

Yuri Komarov, CEO, SDAG: We will develop medical facilities, and local population will be able to use them. Marat Sharifullin, Deputy Head of the EHS Department, SDAG: The ESIA addresses all the issues you raised.

Lyudmila Gavrilova, deputy of the town council, a pensioner: Will the project be implemented in principle?

Yuri Komarov, CEO, SDAG: It is a very complicated project. We are responsible for Stage 1, and we are confident that from the technical standpoint the project can be implemented. We hope that the decision to start construction will be made in March, and we’ll commence construction activities. The construction project will go together with infrastructure development. We would like the project to be implemented, and we would like to potential of the Murmansk and Arkhangelsk regions to be utilised, too. Public hearings are scheduled for October. By March, we expect to spend 30 billion roubles. We can not give 100% guarantees, but we are working. We promised you that if you supported us we would select Teriberka as the implementation site. We kept our promise. We are considering the expedition to Hammerfest – we would like to see 5-6 respected representatives of Teriberka to visit Hammerfest..

Tatyana Kichigina, Engineer from Fire Brigade 23: Our youth do nothing. They have nowhere to go.

The proposal is for you consider options for cultural development of the young people

Alicia Ryazhskikh, Deputy Warden, Teacher, Lodyninskaya school: For example, a person is willing to work for the Project, but he does not have the necessary education. Can you look into this matter?

You are training young kids, but I don’t see a single doctor in training. Young people don’t come here these days. I'm 68, and I’m going to work for another 5-7 years. What will happen then? We have to deal with it together.

Alexandra Mishina, Sustainable Development Manager, SDAG: We will study the issue of specialist’s availability, their education, and will inform you which measures we consider as appropriate (for example, educational grant for he specialist (dentist, for example) who will wish to come to live and work in Teriberka). Yuri Komarov, CEO, SDAG: We came, and then contractors came, so life’s changing. Of course, we will arrange medical treatment for our employees. We will try to make it possible for Teriberka residents to use our medical facilities

As soon as you a financial motivation, things change.

Tatyana Kichigina, Engineer from Fire Brigade 23: 1) Is it possible for the specialists to come, at least for a couple of days 2) Will there be an asphalt road leading to Teriberka? 3) Can it happen that you will be well-off and separate from us, while we will have the same things we have now or even worse? 4) We are part of the Severomorsk and Murmansk areas, and so our taxes go there. Will the taxes be spent on our place?

Yuri Komarov, CEO, SDAG: We can not assume full control over the social function. We have registered a tax payer in Teriberka. This was done to have the taxes allocated to the local budget, as well. Of course, there will be social projects. We will give opportunities to work fairly, but please don’t give us that dependant’s attitude. Alexander Selin, Director of Murmansk and Teriberka branches, SDAG: We will defend before the regional authorities the position for a fair distribution of taxes, with a significant portion allocated to the local budget.

Marat Sharifullin, Deputy Head of the HSE Department, SDAG: We will look into this matter as part of the impact assessment.

Oleg Titov, Director of Science, PINRO: The impacts on local trades should be accessed, in particular, fishing. We have studied the marine situation (at the request of SDAG), but we need to assess the situation in Teriberka for example be means of an opinion poll.

Sergey Khronenko, Acting Chairman, Murman:. I was at Hammerfest, and they have a well developed infrastructure. The quality in Norwegian camps is much higher. But this can not be addressed by a single company. During my latest trip to Hammerfest I saw the plant. If we have something like that in Teriberka, then I believe that Teriberka will catch up. However, it’s not going to be like miracle - Gazprom coming in and making everything for us. And now we have to ask questions here, to tell them as much as possible.

Yuri Komarov, CEO, SDAG: Local population is our main concern today. We have by far more frequent meetings with NGOs than we have with the residents. So please let Teriberka residents ask their questions first, and NGOs can do the same after that. Tatyana Kichigina, Engineer from Fire Brigade 23: We do not really understand what needs to be asked now. We will have more questions at the construction stage. I hope that small vessels will be able to access the sea.

Presidium: We will not prohibit that.

Valery Yarantsev, Head of Teriberka Municipal District: How come no one is asking about the cemetery? It is a legal registered cemetery, but we still protect it.

Yuri Komarov, CEO, SDAG: We will not touch the cemetery. We are also conducting archaeological surveys.

Ivan Matryokhin, Chairman of the Murmansk regional public organisation of the Samii people: I believe it is important to ensure that the agreement with Teriberka residents and the indigenous population is permanent and long-term, for the whole gas recovery period.

Yuri Komarov, CEO, SDAG: This project is not a one-time event for us. It covers at least 50 years. We assume responsibility to be open, and we understand that unless we achieve a social consensus, that it will be practically impossible to implement the project. We have a serious tax base to enable the people of Teriberka to complete training and be hired by the project.. We have this meeting today, and we listened to your comments, but that does not mean that everything has been said and that we don’t need any more meetings. We have a special log where you record you questions and comments. We will be covering the log entries on a regular basis.

5 PUBLIC GRIEVANCE PROCEDURE

5.1 REPORTING GRIEVANCES

A grievance can be defined as an actual or perceived problem that might give grounds for complaint. As a general policy, SDAG will work pro-actively towards the prevention of grievances through the implementation of impact mitigation measures and community liaison activities that enable SDAG to anticipate and address potential issues before they become grievances. Nevertheless, should grievances emerge, SDAG is committed to addressing these in a timely and effective manner in accordance with Russian Federation Law, international best practice and the Company's Internal Grievance Procedure. The Company has a Public Grievance Leaflet, which advises those with a grievance on how they can lodge a grievance relating to SDAG Project activities. The Public Grievance Leaflet was revised in the summer of 2009 to reflect recent updates in the process and allow for easier tracking of grievances. The revised Public Grievance Leaflet is presented below, including the form that should be completed should anyone wish to lodge a grievance (1) . This Form is available at SDAG’s offices in Moscow, Murmansk and Teriberka, in both Russian and English. Community Liaison Officers (CLOs) will be appointed and made responsible for distributing Russian versions of this leaflet at appropriate locations within the community in which they work (be it a library or other public building or at SDAG office, or both), and will ensure copies are also made available at public meetings related to the Project. Advertising of the Grievance Procedure is one of the integral parts of SDAG’s community engagement programme. There will a number of activities aimed at distributing information on the Grievance Procedure among communities and encouraging people to use it. These will include: Posters (at the Project affected communities and project locations,

including SDAG’s offices in Moscow, Murmansk and Teriberka, and construction camps);

Newspaper announcements (both at regional and local levels); A dedicated slide presentation in the Project affected communities and

locations.

5.2 PUBLIC GRIEVANCE LEAFLET

This leaflet informs stakeholders as to how they can communicate with SDAG regarding a grievance. It also sets out the steps that will be taken by SDAG to address grievances. Examples of this include: Negative impacts on yourself or community, e.g. financial loss, physical

harm, nuisance from traffic or dust. Dangers to Health & Safety or the Environment. Failure to comply with standards or legal obligations. Harassment of any nature. Criminal activity. Improper conduct or unethical behaviour. Financial malpractice or impropriety or fraud. Attempts to conceal any of these. We will look into all grievances that we receive. Sometimes we may find that a grievance is not connected to our activity or that we are working within the applicable Russian and international standards (e.g. noise standards). In these cases we will explain this in writing to you. In all other cases we will investigate whether we have failed to work to our intended standard and, if we have, identify measures which might be taken to protect against the incident occurring again.

5.3 HOW WILL SDAG ENSURE THAT STAKEHOLDERS CAN REGISTER GRIEVANCES?

There are several ways that a grievance will be able to be registered: By sending a completed Grievance Form; By contacting your local Community Liaison Officers (CLO); By sending an email to the following address [email protected] By calling SDAG; By reporting your concerns via a confidential website

5.4 CONFIDENTIALITY

Some grievances may be raised in confidence under this procedure. Grievances will not be disclosed without the consent of the stakeholder. Details of submissions and allegations will remain secure within the SDAG team responsible for managing the grievance procedure.

5.5 STEPS IN THE GRIEVANCE PROCEDURE

5.5.1 Receive Complaint

Once we receive a completed grievance form is received or a grievance is notified, SDAG will assign someone to be responsible for that grievance.

5.6 ACKNOWLEDGEMENT

SDAG will acknowledge receipt of grievances by letter within 10 days. The acknowledgement will specify a contact person, their reference indicator and an anticipated target date for resolution of the grievance working days of having received the grievance.

5.6.1 Investigation

SDAG will carry out work to understand the cause of your grievance. SDAG may contact the originator of the grievance during this time.

5.6.2 Resolution

Once the grievance has been investigated SDAG will write to the stakeholder with the results of the investigation and a proposed course of action should any be necessary.

If the grievance is considered to be satisfactorily resolved SDAG will ask

the originator of the grievance to sign a Statement of Satisfaction. If the grievance remains unresolved it will be reassessed and SDAG will

have further dialogue with the originator to discuss if there are any further steps which may be taken.

5.6.3 Follow Up

SDAG may contact originators of grievances at a later stage in the Project to ensure that its activities continue to pose no further problems.

All grievances will be monitored by SDAG’s Sustainable Development Department Compliance Team, responsible for ensuring that a plan is developed and internally approved by SDAG senior management (and if appropriate discussed with the originator of the grievance) as soon as reasonably practicable for any unresolved grievances. objective will be to bring unresolved grievances to a swift and fair resolution.

5.7 WORKERS’ GRIEVANCES

A separate workers' grievance mechanism will be established for SDAG employees. Workers will be given the possibility to lodge grievances both through workers representatives and independently, personally, regardless of the matter of the complaint. The details of this type of grievance mechanism will be established 3 month prior construction works.

5.8 INDEPENDENT RESOLUTION MECHANISMS & AUDITS

A second level of grievance management or an appeal mechanism will be defined and put in place allowing for independent involvement in reviewing and deciding upon grievance outcomes. It is planned that internal audits of the grievance mechanism will be undertaken periodically to assess the effectiveness of the system. Periodic external audits of the grievance management system will be undertaken by independent organizations to ensure the effective operation of the system.
