    ForewordThe purpose of the Civil Aviation Integrated Management System Standardis to set out requirementsfor the effective and efcient management of the Civil Aviation Program in accordance with theGovernment of Canadas management framework and policies.

    The following were used in the development of this Standard:

    Results for Canadians: A Management Framework for the Government of Canada, Treasury Board of CanadaSecretariat, March 2000;

    The management principles used in the Government of Canadas modern comptrollership initiative;

    The National Quality Institutes (NQI) Canadian quality criteria for public sector excellence series; and

    National Standard of Canada CAN/CSA-ISO 9000-2000, the International Organization forStandardization (ISO) quality management system standard series.

    This Standard was developed under the auspices of the National Civil Aviation Quality AssuranceCommittee1in consultation with Civil Aviation managers, and was approved by the National CivilAviation Management Executive Board (NCAMX) on February 26, 2003. The implementation of thisStandard is in accordance with Civil Aviation Directive No. 37.

    1.0 Integrated Management System1.1 Terms and DenitionsThe following terms and denitions apply to this Standard:

    Civil Aviation Programmeans those components of Transport Canada that conduct activities related toaviation safety. (Reference: Transport Canada Flight 2005A Civil Aviation Safety Framework forCanada, TP 13521, December 1999)

    Integrated Management System(IMS) (hereafter known as the management system) means all the

    interrelated Civil Aviation activities necessary to manage and conduct the Civil Aviation Program.

    Integrated Risk Management Frameworkmeans a continuous, proactive and systematic process tounderstand, manage and communicate risk from an organization-wide perspective. (Reference:Treasury Board of Canada Secretariat, Integrated Risk Management Framework, April 2001)

    Managementmeans the National Civil Aviation Management Executive Board (NCAMX).

    Organization means the Civil Aviation Service Line of Transport Canada.

    Performance Measurement Frameworkmeans a strategy for the selection, development and on-going useof performance measures to guide corporate decision making. The range of information in a

    performance measurement strategy could include: reach; outputs and outcomes; performanceindicators; data sources; methodology; and costs. (Reference: Treasury Board of CanadaSecretariat, Guide for the Development of Results-Based Management and Accountability Frameworks,Annex ALexicon for Results-Based Management and Accountablility, August 2001)

    Standardmeans the Integrated Management System Standard.

    Stakeholdermeans a person or organization with an interest in aviation safety and includes externalstakeholders, such as the travelling public, the aviation industry, foreign civil aviationauthorities, the International Civil Aviation Organization (ICAO) and internal stakeholders,such as Civil Aviation personnel and the Minister of Transport.

    1.2 Applicability

    The Civil Aviation Integrated Management System Standard(Figure 1) applies to all Civil Aviationpersonnel. All personnel have a measure of responsibility and accountability for ensuring that keyprocesses fulll their intended purpose.

    1.3 General Requirements

    The organization shall establish, document, implement, maintain and continually improve theCivil Aviation Program in accordance with the requirements of this Standard.

    1.3.1 Documentation Requirements

    The organization shall document the management system. The documentation shall include:A management system manual that includes a description of the scope and key services of themanagement system, documented procedures or reference to them and a description of theinteraction between the processes within the management system.

    A procedure to control the documentation required for the management system. This shallinclude a procedure to approve documents for use; review and revise documents; identify thecurrent version; ensure that the relevant version is available at point of use; and identify obsoletedocuments and prevent their unintended use.

    A procedure for the identication, storage, retrieval, protection, retention and disposition ofrecords providing evidence of program conformity and operation of the management system.

    Records shall be readily accessible.

    2.0 Management Responsibility2.1 Shared Values and EthicsManagement shall ensure that the organizations policies and activities support Departmental policiesand the ethical stewardship of resources.

    Management shall ensure that shared values and ethics are established, communicated and practicedthroughout the organization.

    2.2 Management CommitmentManagement shall provide evidence of its commitment to the development, implementation andcontinuous improvement of the management system. This commitment shall be dened and reviewedas part of the organizations strategic direction and business planning processes.

    2.3 Strategic Direction and Business Planning

    Management shall:

    Develop a mission, vision and long term objectives and priorities for the organization;

    Establish a strategic plan for achieving the objectives;

    Communicate the mission, vision and strategic plan to all Civil Aviation personnel; and

    Establish processes to monitor and evaluate the implementation of the strategic plan.

    Management shall ensure that the organizations strategic direction and objectives are aligned withDepartmental goals and objectives.

    Management shall establish processes to link regional and functional business planning, includingresource allocation, to the organizations strategic direction and business planning processes.

    Management shall ensure that the integrity of the management system is maintained during anyorganizational change.

    Records of the planning process shall be maintained.

    2.4 Stakeholder Focus

    Management shall endeavour to ensure that stakeholder needs and expectations are determined andconverted into program requirements with the aim of enhancing stakeholder satisfaction with thedelivery of organizations services.

    2.5 Responsibility, Authority and Communication

    2.5.1 Responsibility and Authority

    Management shall ensure that the organizations functions and relationships, including responsibilitiesand authorities, are dened and communicated to the organization.

    2.5.2 Management System Representative

    The Director General, Civil Aviation shall appoint a representative for the management system anddene the representatives responsibility and authority. The representative shall independently reportto the Director General, Civil Aviation and to the National Civil Aviation Management ExecutiveBoard (NCAMX) on management system performance.

    2.5.3 Communication

    Management shall ensure that communication processes are established between levels and functionswithin the organization with respect to management system performance.

    2.6 Risk Management

    Management shall establish, document and maintain an effective integrated risk management framework.

    2.7 Management ReviewManagement shall ensure that the management system is reviewed at least annually to determineits effectiveness.

    The input to the management review shall include: quality assurance activities, stakeholder feedback,process performance and status of preventive/corrective actions taken.

    The output from the management review shall include nancial and non-nancial performance information.

    Records of management reviews shall be maintained.

    3.0 Resources3.1 GeneralThe organization shall determine the resources required for the Civil Aviation Program.

    The organization shall procure goods and services in accordance with Departmental policies.

    The organization shall identify and implement the activities necessary to conrm that purchased goodsand services meet contractual requirements.

    Records of procurement activities shall be maintained.

    3.2 Human Resources

    3.2.1 General

    The organization shall comply with Departmental policies with respect to the principles ofinclusiveness and fair treatment of all Civil Aviation personnel.

    3.2.2 Competency, Awareness and Learning

    The organization shall identify the competency requirements for all personnel, train personnel to

    satisfy their position requirements and evaluate the effectiveness of the training provided.

    The organization shall ensure that all personnel are trained on the concepts and requirements of themanagement system.

    The organization shall ensure that personnel are aware of the relevance and importance of their activitiesand how they contribute to the achievement of the organizations strategic direction and objectives.

    Records of personnel education, experience, training and qualications shall be maintained.

    3.3 Infrastructure

    The organization shall identify, where applicable, the facilities, equipment, hardware, software andsupport services required to conduct the Civil Aviation Program in accordance with Departmentalpolicies, including those related to the sustainable development strategy.

    3.4 Workplace

    The organization shall comply with Departmental policies related to the workplace, including thoserelated to the human and physical factors of the work environment.

    4.0 Program Design and Delivery4.1 GeneralThe organization shall plan, design and deliver every Civil Aviation Program activity, and signicantchange to an activity thereafter, in accordance with this Part.

    4.2 Design

    The organization shall plan and document the design and delivery of program activities within the

    Civil Aviation Program, taking into consideration the following requirements:

    Strategic direction and business planning;

    Stakeholder focus;

    Activity area objectives;

    Resource requirements;

    Statutory and regulatory requirements related to the services;

    Supplementary documents which may include requirements not specied, but necessary for the

    intended use of the services; and

    Measurement and monitoring requirements.

    The organization shall ensure that the above requirements are converted into services and/or processesthat meet the intended purpose. Where processes include the use of monitoring and measuringdevices, the processes shall include conrmation that the device is t for use and maintained tosuitable accuracy and accepted standards, including the calibration status of the device.

    The organization shall plan and document the design of services and/or processes taking intoconsideration the personnel, materials and information required to produce the desired outcome.

    The organization shall conduct design reviews, the number dependent upon the complexity and degreeof risk associated with the particular service and/or process.

    The nal design of the services and/or processes shall be veried to ensure conformance withspecied requirements.

    Management shall approve the documentation pertaining to activity areas within the Civil Aviation Program

    4.3 Delivery

    The organization shall manage the program delivery, including the interface between differentlevels and functions within the organization in order to ensure effective communication, data andinformation exchange and clear assignment of roles and responsibilities.

    The organization shall develop processes for the protection of stakeholder property, including

    proprietary and personal information while under its control.

    Records of the program delivery shall be maintained.

    5.0 Measurement and Analysis5.1 Stakeholder FocusThe organization shall establish procedures for communicating with stakeholders. These proceduresshall provide program information, response to inquiries and feedback from stakeholders.

    The organization shall use stakeholder information to develop and monitor standards in its activityareas for the purpose of service improvement.

    The organization shall promote a reporting culture through the establishment and maintenance of

    formal processes that encourage Civil Aviation personnel and persons external to Civil Aviation toproactively report issues and concerns.

    5.2 Quality Assurance

    The organization shall plan and conduct internal quality assurance activities at planned intervals todetermine whether the management system conforms to the requirements of this Standard.

    The organization shall dene and document the nature of the internal quality assurance activities tobe provided.

    5.3 Performance Measurement

    The organization shall establish, document and maintain an effective performance measurement framework.

    5.4 Measurement and Monitoring

    The organization shall monitor and, where applicable, measure at regular intervals the processesnecessary for program delivery of activity areas to ensure planned results and service standards havebeen met.

    The organization shall collect and analyze data to determine the suitability and effectiveness of the

    management system for the purpose of its continued improvement. This shall include data generatedby measuring and monitoring activities and other relevant sources.

    Corrective action shall be taken to ensure conformity of an activity area where planned results orservice standards have not been met, including corrective action arising from external audits, reviewsand assessments.

    The results of the measurement and monitoring activities shall be input to the management review.

    Records of measurement and monitoring activities shall be maintained.

    5.5 Reporting System

    The organization shall establish and maintain a central reporting system that consolidates informationcollected from both internal and external sources.
