FRESH project (2009 – 2012)
• Tested implementation of EPC in the social housing sector in France, UK, Italy and Bulgaria
• Developed concrete tools which socialhousing organisations and ESCOs can use to implement EPC
• Transferred know-how to stakeholders and professional branches at national and European level

• Guarantee the quality of energy services
• Promote harmonised contracts and procurement concepts through public knowledge centres

> Development of purchasing guidelines (electric vehicles, street lighting, office equipment) and support tools
> New networks of local authorities for joint procurement of EE products (71 public authorities from 6 countries involved)
> Guidance for the inclusion of green procurement into local EE action plans and training of more than 250 purchasers
