Item A/l Opening of the Meeting . 1. The Chairman, Mrs. Heidi Amling (FX) opened the 6’h meeting of the Cargo

Business Processes Panel at 9: 15 a.m. on 12 October 1999. The Chairman welcomed all those present and in particular, Mr. Peter Scheitweiler (CV), Mr. Chris King (Syntegra) and Mr. Dominique Vankemmel (FIATA) who were attending their first CBPP meeting. Apologies had been received from Mrs Joan Knudsen (AA) and Mr. Francesco Nove (AZ), who were unable to attend.

2. The Attendance Record is shown at Attachment A.

3. The Chairman also extended a heartfelt thanks to Mrs. Martine Lamande for arranging the meeting room facilities and all her efforts in organising hotel accommodations.

Item Al2 Adoption of Agenda

4. The Agenda was adopted as circulated.

Item Af3 Order of Business

5. An Order of Business, which was circulated on site, was agreed. The first day would involve Agenda Items on automation in order to allow CDITF members in attendance to raise questions or request clarification prior to proceeding with their required action. Three presentations under Agenda Items C/4, C/5 and C/6 would take place on the Wednesday 13 October.

Item A/4 CBPP Membership

6. Attention was drawn to the notation regarding the four members whose terms expire 01 April 2000. If the four members wish to continue on the CBPP, they will be required to submit nomination forms to the next Cargo Services Conference, scheduled for 07-08 April 2000, where membership elections will take place.

7. Mr. Ulf Witte (LH) advised the Panel that he will be retiring next year and therefore will be resigning his membership in the CBPP as of 01 April 2000.

Item Al5 CBPP Operating Rules

8. The Chairman advised Members that there were two new additions to this Item. The first addition was a notation stating that the voting of Agenda Items would take place in a closed session of the 12 CBPP Members and the Secretariat. The second addition was the inclusion of Resolution 029, Disclosing Members Positions Taken at Meetings. This was added for the benefit of newcomers to the meetings as well as providing overall information regarding the operating rules of the meeting to all participants.

Members expressed their dissatisfaction with the lack of a timely response from the Legal department. The Chairman agreed to follow up with the Director, Legal.

Item B/l Resolution 600a, Air Waybill - Other Charges Codes/IFARES Codes

15. A comparison chart had been developed which listed the Charge Codes utilised by the Cargo Tariff Co-ordinating Conference and maintained in the IFARES Manual, and the Charge Codes utilised by the CSC that are maintained in Resolution 600a. It was noted that duplicate codes existed with different meanings.

16. The Secretary was requested to co-ordinate with the Cargo Tariff Co-ordinating Conference, the development of an integrated list of codes, with the CSC codes taking preference where duplicates exist.

17. Resolution 600a, Attachment ‘B’ is to be amended by adding a new Appendix ‘C’, which will list the Charge Codes reflected in the IFARES Manual. Paragraph 2.19.6 of Resolution 600a, Attachment ‘B’ is to be amended by deleting the list of Other Charges Codes and the text revised, making reference to Appendix ‘C’. A Notice of Amendment is to be circulated to all CSC Members and FIATA advised accordingly.

Action: Secretary 1 18. In future, the Cargo Tariff Co-ordinating Conference will be advised of all new

Other Charges Codes agreed by the CBPP and adopted through Notice of Amendment in order that the IFARES Manual can be updated accordingly. As well, the Cargo Tariff Co-ordinating Conference will be requested to advise the CBPP of all new Charges Codes adopted by the Tariff Conference in order that Appendix ‘C’ can be updated accordingly. This will ensure a compatibility of codes.

Item B/2 Resolution 600a, Air Waybill - Attachment B

19. The Dangerous Goods Board agreed to changes to the Dangerous Goods Regulations that pertained to statements that are included in the “Handling Information” box of the air waybill. The DGB proposed that Resolution 600a be amended accordingly in order to maintain consistency.

20. Some members expressed concern about the changes. It was felt that background information would have assisted in better understanding the reasoning for the change. Members were to confer with their respective DGB members and then advise the Secretary of their position. The Secretary would then advise the Panel the results of the feedback received and whether the item was agreed or not. The item was considered deferred.

NOTE: CBPP Members have unanimously agreed with the proposed wording change. A Notice of Amendment will be issued to all CSC Members and FIATA advised accordingly.

Item B/3 Resolution 606, Bar Coded Label - Total Number of Pieces

21. The SITTF proposed that the “Total Number of Pieces” field on a bar coded label be changed from mandatory to optional. This would then enable members and - their customers to better support the concept of unique piece level tracking.

22. The CBPP agreed to the proposal. A Notice of Amendment will be issued to all CSC Members and FIATA advised accordingly.

Item B/4 Security Charge - France

23. Members were provided with the details regarding a security charge recently introduced in France. The charge is shown on the air waybill using the Other Charges Code “SC”. It was noted that “SC” is one of the duplicate codes identified in the IFARES Manual. (Refer to Agenda Item B/l).

Item C/l Resolution 671. Changes to Cargo-IMP - FWB Message

24. It was proposed to add an optional account number in the NOM line of the FWB message that would identify the Agent at import and also be the key to automatically receive pertinent FSU messages.

25. Members outlined the manner in which their systems handle this situation, some of which included the use of the participant file. The proponent offered to discuss the matter further with the ED1 department and then to confirm whether to withdraw the item or to continue with its submission.

Item C/2 Resolution 671- Changes to Cargo-IMP - FHL Message

26. It was proposed to increase the number of HAWBs with details permitted in the FHL message from one to a multiple number. The FHL message permits a multiple number of HAWB numbers only without any other details.

27. An airline member interfacing with a forwarder required the change. This would require a version change to the FHL message. One member indicated that they did not have a requirement for this change but would have to make a system change in order to accept/process the new version.

It was agreed to request the CDITF to review the proposal and determine other potential low cost options.

The proponent was asked to verify with their customers, the frequency of use of this new message format and to assess the cost versus the benefit. The proponent is then to advise the Secretary by 15 December 1999.

Item C/3 Resolution 671. Changes to Cargo-IMP - FWB Message

The CBPP was requested to clarify if the FWB message is to contain the Prepaid Charge Summary (Line 14) and/or the Collect Charge Summary (Line 15) when Other Charges on Line 13 is shown or not. As well, an editorial amendment was proposed to the FWB message details in the Cargo IMP Manual, which was felt, would clear any misinterpretation.

Agreement was reached that the Prepaid Charge Summary and/or the Collect Charge Summary are to be shown in the FWB message whether Other Charges on Line 13 is shown or not. The Secretary was requested to advise Traxon and to amend the Cargo IMP Manual as proposed. This would be an editorial change and not require a version change to the message.

The subject of Comat air waybills and No Charges was raised during the discussions. It was confirmed that the FWB message requires a minimum amount of 0.001. It was agreed to allow an amount of 0.00 for Comat air waybills and that an example be added to the FWB message section of the Cargo IMP Manual.

Airline Members and Partnership Programme Members were requested to advise the Secretary of the process for handling Comat air waybills in their respective systems. The Secretary is to then prepare an agenda item on this matter for the next meeting.

Item C/4 Unisys Presentation - RFID

35. The presentation by Unisys on RFD (Radio Frequency Identification) was well received by all participants. A copy of the presentation is shown at Attachment C.

Item C/5 GFX Presentation - Internet

36. The presentation by GFX on interactive space availability and booking applications using the intemet was well received by all participants. .

Item C/6 Redberry Software Presentation - Laser Printing AWBs & Bar Coded Labels

37. The demonstration by Redberry Software on laser printing of air waybills with bar coded air waybill numbers, bar coded shipping labels, full air waybill information in bar code format and FWB message data in bar code format was well received by all participants. A copy of the handout provided by Redberry Software is shown at Attachment D.

Item C/10 Resolution 671 Changes to Cargo-IMP - New Piece Manifest (PMM) Message

38. To facilitate piece level tracking, the SITTF proposed the development of a Cargo IMP message which allows the shipper to send a list of individual piece numbers to the carrier prior to the receipt of the shipment. After detailed discussions of the business requirements and benefits, the proposal was agreed and submitted to the CDITF for technical development.

Item C/11 Resolution 671 Changes to Cargo-IMP - New Piece Manifest Request (PMR) Message

39. To facilitate piece level tracking, the SITTF proposed the development of a Cargo IMP message which allows the carrier to request a list of individual piece numbers from the shipper. After detailed discussions of the business requirements and benefits, the proposal was agreed and submitted to the CDITF for technical development.

40. To facilitate piece level tracking, the SITTF proposed the development of a Cargo IMP message, which allows the shipper to change a list of individual piece numbers previously sent to the carrier. A member recommended that the messages should begin with the alpha letter “F” rather than the proposed “P” to maintain consistency. The CDITF would be responsible to determine the appropriate three alpha codes and message titles.

During discussions of Agenda Items C/10 to C/15, it was recognised it would be beneficial that the purpose and usage of these messages be outlined. The SITTF was requested to develop a draft document for presentation to the Cargo

Committee at their next meeting scheduled for April 2000. This document could then be incorporated into the Bar Coded Label Handbook. It was also recommended that the CSC Chairman present to the Cargo Committee members a perspective between consecutive and unique piece identification and tracking. Item C/16 Resolution 671. Changes to Cargo-IMP - New Airmail Label Data (MLD) Message

46. The Airmail Panel submitted a proposal requesting the development of a Cargo IMP message, which allows Ground Handling companies to electronically transmit scanned bar coded airmail label data to the carriers. The proposal was agreed and referred to the CDITF for development. The Secretary will advise the IGHC of these developments.

Item D/l Report - Cargo Services Conference Management Group (CSCMG)

47. Clarification was provided relative to questions which were raised on the report of the Dangerous Goods Training Task Force and specifically of the changes within the IATA Learning Centre. The CSCMG report was considered noted.

Item D/2 Report - Shipment Identification & Tracking Task Force (SITTF)

48. The SITTF Chairman presented the report. The CBPP Chairman indicated that the Cargo Committee had agreed that a “White Paper” recommending future direction and potential applications be developed by the SITTF at their next meeting scheduled for January 2000. This was identified as part of the SITTF’s mandate. At this time the Cargo Committee did not wish to change what is presently in place or being implemented. The report was considered noted. I 1

Item D/3 Report - Cargo Paperless Transportation Task Force (CPTTF)

49. The CBPP was of the opinion that a meeting of the Project Management Group (PMG), CAConf Chairman and CSC Chairman take place as soon as possible to discuss the next steps. This would have to be done in advance of the Projector Director being in place. It was noted that all members, with the exception of one individual, would be attending the Special CAConf 16- 18 November in Fort Lauderdale.

The group expressed the importance of obtaining the funding and hiring of the Project Director. Concern was expressed as to the length of time it could take for the Project Director to be hired and on the job. It was the opinion of the group that

~ the CSCMG should discuss the course of action to be taken in obtaining the Project Director and next steps. The Chairman agreed to discuss this matter with Mr. Sims (XB) prior to the CSCMG meeting scheduled for the 15 October.

Other discussions and comments pertained to the importance this project would have to Cargo 2000 and the participation of third parties. All members were in total agreement.

NOTE: It has been confirmed that one member from the Cargo Committee will be participating in the Project Management Group.

Item D/4 Report - Cargo Committee (CC)

53. The following Cargo Committee action items involving the CBPP and its sub- groups were of particular interest and discussed in detail: l Endorsement of the CPTTF Business Plan and hiring of the Paperless

Transportation Project Director. l Establishment of a prototype trial for a paperless process. l Development of a Best Practices Guide for paperless transportation based on

the prototype trial results. l Development of a “White paper” by the SITTF recommending future direction

and potential applications. l Endorsement of the CBPP and its sub-groups meeting outside of the two city

rule if deemed beneficial based on the agenda, issues and cost.

54. Given the number of Boards, Panels, Task Forces and Working Groups, the members recognised the importance of ensuring the various activities are made known to all individuals concerned. This will allow for proper communication and awareness. The Secretary was requested to ensure that the CSC Chairman was on the distribution list for the Minutes of all CSC sub-groups and that the groups are advised accordingly. Members also emphasised the importance of the Minutes being distributed as soon as possible after each meeting. It was felt that a time frame of four weeks was realistic.

Item D/5 Report - IATA/FIATA Consultative Council (IFCC)

55. A member who had attended the last IFCC meeting provided additional information to the group as follows: .

l The invitation to FIATA to participate in the various Panels and Task Forces was received in a positive note.

l The matter with the IATA Learning Centre was being resolved. l The change in the Limits of Liability with the ratification of Montreal Protocol

4 was of concern given the Conditions of Contract still remained unchanged.

56. Discussions then focused on the matter of the three versions of Conditions of Contract. Members expressed their concern that this matter still remained unresolved and that feedback from the Legal Working Group still had not been received. The Chairman requested that the Director, IATA Legal be informed of the Panels concern and that a response is expected to be forthcoming no later than 30 November 1999.

57. The report was noted.

Item D/7 Y2K Presentation - Cargo Customs Programme Update

58. The presentation made by the IATA Y2K Secretariat was well received and noted by the participants. A copy of the handout provided at the meeting is shown at Attachment E.

Item D/8 Industry Coding

59. The report of the IATA Coding and Interline Administration Group, which provided the latest status regarding current stocks of airline designators, location identifiers and accounting/prefix codes, was noted.

60. The subject of codes for airline alliances was raised. A member advised that this matter was being actioned on the Passenger side with no Cargo involvement. The Chairman advised that she will follow up on this matter.

Item D/9 Cargo Network Services (CNS) Air Waybill

61. An update received from CNS was provided onsite, which indicated a meeting on this subject had been held 21 September. A member who had attended the meeting provided the Panel with an overview. As part of collective default policy,

CNS plans to introduce a neutral air waybill with the CNS logo and a modified Conditions of Contract applicable from a United States perspective. Use of the air waybill by the airlines is optional.

62. A discussion then took place and the following questions and concerns were raised: l Impact on legal liability

l Claims and insurance departments have concerns l Resolution 600a does not permit non-carrier air waybills l Business purpose and requirement unclear l Loss of carrier logo is a commercial issue l World wide air waybill standard may be diluted

63. The Panel requested that a letter be drafted in co-operation with IATA Legal advising CNS of the concerns raised by the Panel and requesting details of the processes that are envisioned. The draft letter is to be reviewed by the CBPP Chairman prior to it’s mailing.

66. Mr. Dominique Vankemmel who was attending the meeting on behalf of FIATA, informed the Panel that he was also involved in the EDIFACT Transport Working Group. He provided an update on the latest developments undertaken by this Working Group and its subgroup ITIGG (International Transport Implementation Guidelines Group). A copy of his slide presentation is shown at Attachment F. Information was also given on the AFI’EI (Air Freight Transport and European Intermodality) project.

67. The Chairman asked the members if they had been able to review the Minutes from the last CBPP meeting, which had been circulated just prior to the meeting

and if they were prepared to approve them. The members advised that they were not prepared to approve them at this time. It was agreed that the Members review the Minutes as soon as possible and advise the Secretary. s

The Members indicated their dissatisfaction with the length of time taken for the Minutes to be issued and requested all future Minutes be issued within four weeks of the end of the meeting.

A participant asked when the specifications for the Cargo IMP messages agreed to at this meeting would be available. The next issue of the Cargo IMP Manual will be issued 01 July 2000. It was agreed that the specifications could be made available in a supplement which would be issued once the CDITF had completed their work and the Notice of Amendment process had been completed with no opposition.

An air waybill set with coloured paper as per Resolution 600a, which had been produced on a laser printer, was shown to the Panel for review and approval. It was agreed that the air waybill met the specifications outlined in Resolution 600a. However concern was expressed relative to the problems that would result if there was a mis-alignment or mis-feed of the colour paper during printing. It was felt that it would be more practical to eliminate the requirement for the colour coding of the air waybill copies.

Item D/98 Date and Place of Next Meeting

71. An invitation had been extended by Japan Airlines to review the cargo handling in Japan and to host the next CBPP meeting in Tokyo. The Panel agreed that this would provide members with an expanded knowledge base of varied cargo handling processes and assist them in future dealings on development issues.

72. The next meeting will place in the Japan Airlines head offices, Tokyo, 22-24 May 2000. It was also agreed that all future CBPP meetings start on a Monday and end on the following Wednesday.

73. The Chairman thanked Mrs. Martine Lamande (AF) for all her assistance and effort in providing the meeting room facilities, hotel arrangements, lunches, etc. which greatly contributed to a successful meeting. A special thanks was also extended to Mrs. LamandC for arranging a tour of the new Air France Cargo Terminal GlXL, and Mr. Jerome Crouzy and Mr. Jean-Yves Cap for escorting the members on the tour.
