    Please bewelcome toMexico, a countrywith a kind, supportive, and peaceful vocation,with globalresponsibility,andastrongcommitmenttotheprogressandthemajorcausesofmankind.Our country has already established theMexican Space Agency (AEM), which has beenwonderfullyreceivedbytheglobalspacecommunitysinceitsentryintofulloperationin2013.Innearlythreeyears,inMexicowehaveredoubledeffortsandachievedimportantdistinctions,astheVicePresidencyoftheInternationalAcademyofAstronauticsin2015.

    As well as being the venue for the Head of Space Agencies Summit in 2015 and the InternationalAstronauticalCongressin2016.

    Mexicoisacountryinmotionandfulltransformation!

    ThishasbeenpossiblethankstothegreatvisionofstateandfutureofPresidentEnriquePeñaNieto,whointroducedforthefirsttimeinthecountry'shistorytheconceptofspaceinfrastructure,intheNationalDevelopmentPlan2013-2018.

    AswellastheinvaluablesupportoftheSecretaryofCommunicationsandTransport,GerardoRuizEsparza,whoseexampleoftirelessworkinspiresuseverydaytostriveforthewelfareoffuturegenerations.

    AndthanksalsototheUndersecretaryofCommunications,MonicaAspeBernal,committed,withinexhaustibleenergy,tothetaskoffullypositioningMexicointoglobalmodernity,knowledgeandprogress.

    Welcometothe67thInternationalAstronauticalCongress(IAC)inGuadalajara!ThisisthefirsttimefortheIACtobeheldinMexicoandthethirdtimetoreturntoLatinAmerica.Previously,the49th and 20th IACswereheldinBrazilandArgentinarespectively.ItisverymuchexcitingtobebacktothisamazingregionandIamdelightedtowelcomeyouinthebeautifulcityofGuadalajara.

    Thethemeofthisyear’scongress“Making space accessible and affordable to all countries”isespeciallysuitable, as Latin-America is an emerging region where the growing number of nations are rapidlyprogressing their spaceprograms. The challenge tomake space accessible for all is a criticalmissionworldwide.Weareinanexcitingerawherespacetechnologyisbecomingmoreaffordabletoallcountries

    andarerealizingthebenefitstodeveloptheirspaceprogramstoovercomesocialchallengesandtobuildfuturespaceindustry.IntheIAC2016FinalProgrammeyouwillfindallaboutthisexcitingandworldclasscongress.TherewillbeawiderangeoftopicsthroughinterestingTechnicalSessions,PlenariesandGNFEventsalongsideanimpressiveExhibitionandnumerousAssociatedEvents.

    2.2 TheInternationalAcademyofAstronautics(IAA)TheInternationalAcademyofAstronautics(IAA)wasfoundedin1960byTheodorevonKarman.TheAcademyisanindependentinternationalcommunityofleadingexpertscommittedtoexpandingthefrontiersofspace,thenewestrealmofhumanactivity.To foster the development of astronautics, the Academy undertakes a number of activities, including the recognition ofoutstandingcontributorsthroughelectionsandawards.Italsofacilitatesprofessionalcommunication,developsandpromotesnewideasandinitiatives,engagesthepublic,andfostersasenseofcommunityamongthemembers.TheIAAisauniquenon-governmentalorganizationestablishedin1960andrecognizedbytheUnitedNationsin1996.

    It isanhonorarysocietywithanactionagenda.With1200electedmembersandcorrespondingmembersfrom87nations,itworkscloselywithspaceagencies,industry,theacademiccommunityandthenationalscienceandengineeringacademiesto determine needs and objectives and to help shape policy and forge cooperation bymeans of studies, position papers,conferencesandpublications.TheIAAhaspublishednearly60studiestodateandisengagedinthepreparationof40others.TheAcademyalsopublishesthejournalActaAstronauticacontainingrefereedpapers.TheAcademynoworganizes20conferencesper year and regionalmeetings focused on the development and promotion of new initiatives. This activity also includes,in cooperationwith the InternationalAstronautical Federationand the International Instituteof Space Law, the traditionalcontributiontotheInternationalAstronauticalCongress(IAC),wheretheAcademysponsors13Symposia.TheAcademyalsocontinuestoenjoyitsparticipationintheCOSPARAssembliesbysponsoringandco-sponsoringsymposiaandtheInternationalSocietyforPhotogrammetryandRemoteSensing(ISPRS)congressthisyearinPrague.AlthoughtheIAAhasmanyconnectionstotheseandothersimilarorganizations,itisdistinctiveastheonlyinternationalAcademyofelectedmembersinthebroadareaofastronauticsandspace.

    The IAA Human in Space Exploration conference, attended by more than 600 participants, was successfully held in Korolev city near Moscow on 24-26 May 2016. There was 7 parallel technical sessions with 270 papers. The result of the conference will

    serve to prepare the next IAA Head of Space Agencies summit.

Inaddition,prospectivemembership isopen tostudentsandyoungprofessionalswithademonstrated interest inspacelaw.

    ThepurposesandobjectivesoftheIISLincludethepromotionoffurtherdevelopmentofspacelawandexpansionoftheruleoflawintheexplorationanduseofouterspaceforpeacefulpurposes,theholdingofmeetings,colloquiaandcompetitionsonjuridicalandsocialscienceaspectsofspaceactivities,thepreparationorcommissioningofstudiesandreports,thepublicationofbooks,proceedings,reportsandpositionpapers,andthecooperationwithappropriateinternationalorganizationsandnationalinstitutionsinthefieldofspacelaw.

    The IISL holds an annual Colloquium at the International Astronautical Congress. During this Colloquium the NandasiriJasentuliyanaKeynotelecturetakesplace,aswellasaspecialsessionforYoungScholars.InadditiontheInstituteorganisesavarietyofconferencesonspacelawthroughouttheyearinlocationsallovertheworld.ItpublishesanannualvolumeofIISLProceedingswithpapersandreportsofallactivitiesduringtheyear.

    Since1992,the IISLorganizestheannualManfredLachsSpaceLawMootCourtCompetition.Thecompetitionisbasedonahypotheticalspacelawcase,writtenbyIISLmembers,inwhicharoundsixtystudentteamsfromuniversitiesinNorthAmerica,Europe,AsiaPacificandAfricaparticipate.MembersoftheInternationalCourtofJusticejudgetheWorldFinalsofthecompetition,makingituniqueintheworld.

    TequilaTequilawhichnameisknownallaroundtheworldfortheLiquornamedaftertheregion.SitelocatedbetweenthefoothillsoftheTequilaVolcanoandthedeepvalleyoftheRioGrandeRiver,ispartofanexpansivelandscapeofblueagave,shapedbythecultureoftheplantwhichhasbeenusedsincethe16thcenturytoproducetequilaspiritandoveratleast2,000yearstomakefermenteddrinksandcloth.Withinthelandscapeareworkingdistilleriesreflectingthegrowthintheinternationalconsumptionoftequilainthe19th and 20thcenturies.Today,theagavecultureisseenaspartofnationalidentity.Numeroushaciendas,orestates,someofwhichdatebacktothe18thcenturycanbeseeninTequilaandsurroundingareas.TheareaalsocoversarchaeologicalsiteswhichbeartestimonytotheTeuchitlanculturewhichshapedtheTequilaareafrom200to900A.D.,notablythroughthecreationofterracesforagriculture,housing,temples,ceremonialmoundsandballcourts.TheSauzaandJoséCuervodistilleriesarelocatednearthecentre,andtheyofferguidedvisitstotheirinteriortothevisitorsoftheplace.Tequilalivesforourtequila.

    HISTORICALREVIEWOFSPACEACTIVITIES:MexicoinSpace

    TheknowledgeoftheskieshasalongtraditionthroughoutMexico’shistory.FromPre-HispanictimestotheXXCenturydawns,observatorieswerecreatedandhelpedtolearnthemovementsandcyclesofcosmicobjects.BythemiddleoftheXXcentury,spaceprojectsariseinMexico,whichbroughtMexicointothedesignofsoundingrocketlaunchersandcommunicationsystems,whichhascontributedwithanewfocustoourvisionoftheuniverse,sincewedonotonlywanttoobserveitbutalsotoreachit and use it.

    ThehistoryofMexicanspacedevelopmentisintertwinedjustlikeinothercountries,withthedevelopmentofaeronautics.Thisishowworkinaviationbroughtadvancesin1949formingagroupofMexicantechniciansthatstartedstudiesonrocketry.Ourcountrymadeitsfirststeponspaceactivitieswiththelaunchingofhighatmosphericresearchsoundingrocketsin1957,andlaterin1960,withthecreationandoperationoftheGuaymas,Sonora,trackingstation.

    WiththecreationoftheNationalCommissionforOuterSpace(CONEE)in1962,importantworkinrocketryandtelecommunicationswasmade,whichallowedthecreationofspecializedteamsandphysicalinfrastructuretoentertheactivitiesthatwerebeingdevelopedintheworldatthattime.ThisactivitywasinterruptedwiththedisintegrationofCONEE1977.AsecondnationaleffortinthespacearenawasthecreationoftheMexicanInstituteofCommunications(IMC)1987,whichcoordinatedthedesignandoperationofcommunicationsatellites,whichranthesamefateandwasdissolvedin1996.

    Since then to this date, there have been specific aerospace developments, in collaborations between higher educationinstitutionssuchasUNAM,IPN,CONACYTcenters,andtheUniversityoftheMexicanArmyandAirForce(UDEFA),withsomeinternationalgroups.OntheotherhandtheMinistryofCommunicationsandTransportation(SCT)havepromotedactivityontelecommunications,withtheparticipationofsomeprivatecompanies.Theseefforts,backedbypublicandprivateinstitutionsalongwithmanyindividuals,allowedthattoday,withthepromulgationofthelawthatcreatestheMexicanSpaceAgencyonJuly30th,2010,bringsforwardthedreamofmanygenerationsofMexicanswhohavemadecontributionstothenationalaerospacedevelopment.

    GuadalajaraGuadalajara is thecapitalof theMexicanstateof Jalisco.Thecityhasapopulationof1,579,174and themetropolitanareawitha reportedpopulationof5,500,000 in2012,making it thesecondmostpopulousmetropolitanarea inMexico,behindMexicoCity.Thecity’seconomyisbasedonindustry,especially informationtechnologywitha largenumberof internationalfirmshavingmanufacturingfacilitiesintheGuadalajaraMetroArea.Other,moretraditionalindustries,suchasshoes,textilesandfoodprocessingarealso important.Guadalajara is theculturalcentreofwesternMexico,consideredbymosttobethehomeofMariachimusicandhosttoanumberoflarge-scaleculturaleventssuchastheInternationalFilmFestivalofGuadalajaraandtheGuadalajaraInternationalBookFairandmanymoreinternationalrenownedculturalevents,whichdrawinternationalcrowds.GuadalajarawasnamedAmericanCapitalofCulturein2005.

    Guadalajara is the 10thlargestcityinLatinAmericanintermsofpopulation,urbanareaandGrossDomesticProduct.ThecityisnamedaftertheSpanishcityofGuadalajara,withthenamemeaning“ValleyofStones”.

    Ina2007researchoftheFDImagazineGuadalajarawasthehighestrankingmajorMexicancityhavingthesecondstrongesteconomicpotentialofanymajorNorthAmericancityandonlyChicagoscoredmorehighlyforsheereconomicpotential,inthesameresearchwasconsideredthe“cityofthefuture”duetoitsyouthfulpopulation,lowunemploymentandlargenumberofrecentforeigninvestmentdeals,itwasalsofoundthethirdmostbusinessfriendlycityinNorthAmerica.

    TheimportantelementoftheRussianhumanspaceflightprogramaboardtheISSisaconsecutiveimplementationofcommercialprojects.Developmentandadoptionofnewspacetechnologies,whichcanbeusedincommercialprojects,areunderway.

    AftercompletionoftheISSflightitisplannedtoundockfromthestationtheISSRSnew(2ndstage’s)modulesandusethemforcreationofanewRussianorbitingstation,utilizationofwhichwillprovideforawideinternationalcooperation.

    Federationhumanspacecraftofanew-generationisdevelopedformissionstoLEOandtocis-lunarorbits.ThevehiclewillbelaunchedtoLEOfromVostochnylaunchsitein2021atopAngara-5Plauncherthatisunderdevelopmentnow.FormissionstotheMoonanewlauncherofasuper-heavyclasswillbeused.

    BothFederationspacecraftandasuper-heavy launchershouldbecomekeyelementsof long-rangeprogramsfordeepspaceexploration,includingmissionsintocis-lunarspaceandontheMoonaswell;multipurposemissionstoasteroids;missionstosatellitesofplanetsandonMars.Themissions’configurationforminganddevelopmentofthefutureprogramsarchitectureareunderway.

    ChinaAerospaceScienceandTechnologyCorporation(CASC)announcedtostarttheconstructionofcommercialremotesensingsatellitesconstellationonSeptember2015,including16opticalsatelliteswith0.5mGSD,4opticalsatelliteswith0.3mGSD,4SARsatelliteswith0.5mGSDandacertainamountofvideosatellites.Oncecompleted,theconstellationwillbeabletoacquireglobalhighresolutionopticaldataandradarremotesensingdataquickly.

    The4opticalsatelliteswith0.5mGSDdevelopedinthefirststageofthisprojectarescheduledtolaunchattheendof2016andthebeginningof2017.Basedonmaturetechnology,thesatellitesmeettheneedsforprofessionalandquantitativeapplication.Thecamera’sMTFisbetterthan0.15,withdigitalquantizationof11bitandthenadirswathwidthmorethan12km.Itsgreatagilecapabilitycontributestotargetimaging,stereoimagingandfive-stripimaging.

    These4satellitesaredevelopedbyDFHSatelliteCo.,Ltd(DFHSat),asubsidiaryofChinaAcademyofSpaceTechnology(CAST)whichbelongstoCASC.Attheendof2015,thecompanyhaslaunched59satellites,amongwhich37satelliteslaunchedduringthepast5yearsand52satellitesstillinorbit.DFHsatalsoestablishedsmallandmicrosatelliteplatformtypescoveringlevelsfrom1kgto1000kg.TheVRSS-1developedbyDFHwasthefirstcommercialopticalremotesensingsatelliteofChinaexportedtoVenezuela.

    Otherthancommercialremotesensingsatellites,DFHSatisplanningtodevelopDataCollectionSatelliteSystemandloworbitmobilecommunicationsatelliteconstellation.Asastocksharedcompany,DFHsatisfullopentospaceorgnizationsallovertheworld,conductingdeepcooperationconcerningsatellitedelivery,engineeringtraining,jointdevelopmentandsoon.
