Dr Oscar Arce is the Director of the Research and Statistics department at the CNMV, the Spanish securities markets commission. Prior to that, he worked as an economist at the Research Division of the Monetary and Financial Department of the Bank of Spain.

Dr Arce holds a PhD in Economics from the London School of Economics and Political Science and has written extensively on macroeconomic, monetary and financial issues, including some articles published in top academic journals. He is involved in the work of several international bodies with responsibilities on the fields of securities markets and systemic risk, including the European Securities and Markets Authority (ESMA), the European Systemic Risk Board (ESRB) and the International Organization of Securities Commissions (IOSCO).

BAROIN, FrançoisMinister of Economy, Finance and IndustryFranceOn June 29, 2011, François Baroin was appointed Minister for the Economy, Finance and Industry.Initially Minister for the Budget, Public Accounts and State Reform since March 2010, François Baroin was promoted Minister for the Budget, Public Accounts, Civil Service and State Reform, as well as Government Spokesman in November 2010. Born on June 21, 1965, François Baroin began his professional career in 1987 working with Edgar Faure, chairman of the Commission in charge of the French Revolution Bicentennial. He was then hired by Europe 1, one of the leading French radio broadcasters, and worked there as a political journalist from 1988 to 1992. In 2001, he became a lawyer at the Paris Bar. François Baroin started his political ascent after being elected City Councillor for the city of Nogent sur Marne (Aube, France) in 1989: he then became Mayor of Troyes (Aube, France) in 1995 and has always been re-elected since then. First elected as Member of French Parliament for the third constituency of Aube in 1993, he has managed to keep his seat until today after three consecutive general elections. François Baroin became Jacques Chirac’s Spokesman during the 1995 presidential campaign. Following Chirac’s victory, he was promoted to Government Spokesman. During the 2000s, François Baroin became a leading figure of the UMP Party and eventually served as Political Advisor for its President in 2004. In 2005, François Baroin joined the Government as Minister for Overseas Territories: He briefly replaced presidential candidate Nicolas Sarkozy as Minister of the Interior from March to May 2007.

Joël Bertrand holds an engineer degree and a master’s degree in Economic Sciences. He held a Ph.D in engineering from the Université Paul Sabatier in Toulouse in 1977 and a doctorat ès sciences in Chemical Engineering in 1983.

Joël Bertrand was awarded the Bronze medal of the National Center for Scientific Research (CNRS) in 1986. He was appointed Director of the Laboratory of Chemical Engineering in Toulouse in 2001, and then director of the Réseau Thématique de Recherche Avancée (Thematic Network for Advanced Research (RTRA): " Aeronautics and Space Science and Technology " in 2007.

From 1996 to 2005, he served as the Scientific Coordinator for the French-Mexican Postgraduate Collaborative Program “PCP” in Engineering Sciences and ICT funded by the French Ministry of Foreign Affairs. From 2004 to 2008, he served as the President of the Evaluation Committee in Fluid and reactive media: transport, transfer, transform processes. He became the Vice-President of the French Society of Process Engineering in 2007.

Joël Bertrand was appointed Chief Research Officer of the CNRS on February 25, 2010. Joël Bertrand assists the President of CNRS in defining the scientific policy of the organization.

As Chairman of Avatar Studios, he heads a company that produces television programs for clients around the world. Kerry Brown is the Head of Asia Programme at Chatham House on the Asia Programme. Educated at Cambridge, London and Leeds Universities, he worked in Japan, Australia, and the Inner Mongolian region of China, before joining the Foreign and Commonwealth Office in London. He worked in the China Section and then served as First Secretary, Beijing, from 2000 to 2003, and Head of the Indonesia East Timor Section at the FCO from 2003 to 2005. He completed a Ph D at Leeds University in Modern Chinese Language and Politics in 2004, which has since been published as part of the Global Oriental Cambridge University Inner Asian Studies Series.

He has been consulted on China by companies, NGOs and governments. He has worked for Amnesty, Royal College of Art, CLSA, Kent County Council, Cobbetts, Mazurs, W H Irelands, Hong Kong Trade and Economic Office, the Asia Pacific Technology Network, Oxford Analytica, Hakluyt, and the Special Schools and Academies Trust. Patrick Chovanec is an associate professor at Tsinghua University’s School of Economics and Management in Beijing, China, where he teaches in the school’s International MBA Program. He managed Laing’s investments in Bart’s and the Royal London Hospital, Brockley Social Housing, Newham Hospital, Kingston Hospital, North Staffordshire Hospital and the acquisition of two Canadian Hospitals. He also served on the board of a number of Laing’s project companies. Before John Laing, he worked for Bechtel Corporation for seven years both in London and USA, developing and investing in infrastructure. Hugh graduated with a BSc (Honours) Environmental & Ecological Engineering from the University of Newcastle. He is also a Chartered Management Accountant (CIMA).

Geoff joined Jersey Finance as Chief Executive in January 2007. In promoting the Finance Industry of Jersey, Geoff visits many of the world's leading finance centres on a regular basis, highlighting the strengths of Jersey as a financial jurisdiction and updating Government officials, regulators, finance professionals and international investors on legal and regulatory developments and service innovations offered by Jersey. In conjunction with the Island's Government, he commissioned an in depth strategic review of the Jersey Finance Industry in partnership with the London Business School providing a roadmap entitled ‘the Future of Finance 2015’.

In addition to speaking at Jersey Finance hosted events, Geoff is a regular speaker and contributor to conferences and seminars around the world and he writes frequently on the issues affecting Jersey and other finance centres in leading magazines. Yasuo Fukuda was born in Takasaki, Gunma in July 1936. He joined Maruzen Petroleum (now part of the Cosmo Oil Company) after graduation from Waseda University in 1959. From December 1977 to December 1978, He was the Executive Assistant to the Prime Minister Takeo Fukuda. In 1990, he was first elected as a Member of the House of Representatives. From June 1992 to October 1999, he was served in the House of Representatives Foreign Affairs Committee of the governing office. In July 2000, he became Vice President of Home Affairs investigating the Liberal Democratic Party, and then he became the Secretary of State, Chief Cabinet Secretary in October the same year. He was re-elected as Chief Cabinet Secretary in April 2001 and in September 2003. In September 2007, he was elected as the 22nd president of the LDP. He was then elected as the 91th Prime Minister of Japan in September 25th 2007 until September 2008 in plenary meeting of the House of Representatives. Yasuo Fukuda was the eldest son of later Prime Minister of Japan, so it happened to be two generations of Prime Minister in Japan.

Gerry Grimstone is an Independent Board Member of Deloitte. He is also Chairman of Standard Life, one of the UK’s largest savings and investments businesses. He was previously a senior investment banker at Schroders and ran businesses in London, New York and Hong Kong. Didier Houssin was appointed Director of the Office of Oil Markets and Emergency Preparedness at the International Energy Agency on 16 July 2007. On 1 September 2008, the Office was expanded and renamed to become the Directorate of Energy Markets and Security.

Mr. Houssin, a French national, was Managing Director of BRGM, the French Geological Survey where, since 2004, he had extensive management responsibilities over the 850-strong group. Among other matters, he was involved at BRGM in carbon capture and sequestration and in geothermal energy.

Prior to joining BRGM, Mr. Houssin was the former Director of Energy and Mineral Resources in the French Ministry of Economy between 1997 and 2004. In this capacity, he was the French delegate for numerous IEA activities, notably as Chairman of the Standing Group on Emergency Questions (SEQ) at the time of preparation of emergency action plans in 2003. From 1987 to 1990, he was seconded for three years to Total, where he dealt in particular with European energy matters. He also held several positions in the French Ministry of Industry dealing with financial and European affairs.

A graduate of the Moscow Automobile Road Construction Institute (MARCI) and the School of International Business of the Moscow State Institute of International Relations of the RF Foreign Ministry. Since 1979 he worked at the MARCI Leninist Young Communist League (LYCL) and later at the Moscow City Committee of the LYCL. In 1990-1991 he acted as a general director of association “Moscow Student Builders’ Unit.” He was actively involved in the founding and development of the Chamber of Commerce and Industry of the Russian Federation, which held its Constituent Assembly October 19, 1991. Matthew Ponsonby is a Managing Director and Co-Head of Mergers & Acquisitions, EMEA at Barclays Capital, based in London.

Mr. Ponsonby joined Barclays Capital in September 2009 after 11 years at Citigroup where he held a variety of positions, most recently as Global Co-Head of Infrastructure Investment Banking. She, inter alia, advised a Russian group of companies in connection with the first listing of a GDR program on the regulated market of the Frankfurt Stock Exchange. Professor Zhang, Yansheng is a senior fellow and the director general of the Institute for International Economic Research (IIER) of the National Development and Reform Commission (NDRC) of P. R. China. He has been working for IIER since 1996. Professor Zhang is also guest professor in a number of universities such as Renmin University, Wuhan University, Huazhong University of Science and Technology, and Central University of Finance and Economics. He is the vice director on the academic board of the Faculty of International Study of the Wuhan University. Professor Zhang currently supervises research students in international finance and international trade. Professor Zhang holds MSc. in Economics (Huazhong University of Science and Technology, 1984). He has been a visiting fellow in Colorado University, Toronto University, and World Bank EDI from 1986 to 1988. Professor Zhang has publicized more than 20 Chinese and English monographs (including co-author), more than 200 papers. Zhang was awarded the SunYefang Economic Science Works Prize, the First Class Excellent Research Prize of the NDRC, China Development Research Prize and other prizes.

And then he had been transferred to the China Huarong Asset Management Corporation (CHAMC) as the general manager of the Creditor’s Rights Department, the general manager of the Operation Management Department, the assistant CEO and vice CEO one after another.
