Global contractors are doing well in the world market, but signs of concern about economic stability are be-ginning to accumulate. In early July, Saudi Arabia sold its first issue of sovereign bonds in eight years to cover projected budget deficits caused by falling oil prices. Russia on Aug. 10 announced its gross domestic prod-uct contracted by 4.6% in the second quarter of 2015, again because of falling oil prices. About the same time, China devalued its yuan, causing worry across the world’s financial markets. For large international contractors, economic uncertainty does not bode well for the market.

The uncertainties in the international construc-tion markets can be seen in the results of the ENR Top 250 International Contractors list. On the ENR Top 250 International Contractors list, firms are ranked based on contracting revenue from projects outside of their home countries, measuring their pres-ence in international commerce. ENR’s Top 250 Global Contractors list ranks contractors based on total worldwide contracting revenue, regardless of the projects’ locations.

The ENR Top 250 International Contractors had $521.55 billion in contracting revenue in 2014 from projects outside their home countries, down 4.1% from $543.97 billion in 2013. The Top 250, as a group, also had $909.26 billion in revenue from do-

mestic projects in 2014, up 4.3% from $871.50 bil-lion in 2013.

On a regional basis, Africa was the biggest gainer, with international revenue from projects in Central and Southern Africa growing 14.7% in 2014 over 2013. Strife-torn North Africa rebounded from several years of decline with 12.4% in international contract-ing growth. The U.S. market also showed strength, rising 5.7% in 2014 to $51.15 billion.

On the other hand, the international contracting market in Canada took the biggest hit, falling 13.5% to $29.58 billion. Europe also saw a double-digit decline, dropping 10.4% in 2014. The Asian-Austra-lian and the Middle East markets both saw 6.3% declines in international contracting revenue, while the Latin American market fell 7.2%.

Part of the Top 250’s overall decline in interna-tional revenue can be attributed by the absence of a few large firms that did not participate in the survey this year. For example, Korea’s Samsung Engineering Co. Ltd., which reported $7.1 billion in international revenue last year, did not participate.

Germany’s Bilfinger SE, which reported $6.85 bil-lion in international contracting revenue last year, also did not participate. Bilfinger currently is in the process of divesting itself of its contracting assets. In Decem-ber, it sold its part of its construction group to Swiss-

based Implenia. Then, in June, Bilfinger sold its infra-structure division to Austria’s Porr AG.

Europe Still BuildingFor many large European contractors, the market is upbeat. “Markets are still booming in terms of mega infrastructure projects … in many places of the world and we see every year more and more,” says Jérôme Stubler, chairman, Paris-based VINCI Construction SA. The firm’s backlog now includes 54% foreign work, up 5% from last year.

For Spain’s FCC Construcción SA, international business is “one of the reasons we were able to weather the [Spanish economic] crisis,” says Chairman Miguel Jurado. FCC’s portfolio includes projects in the Amer-icas, Europe, the Middle East and North Africa.

FCC’s group international sales last year accounted for 44% of the total, 8% more than at the start of the crisis in 2007, he adds. In construction, foreign sales made up just over half the business unit’s total.

Germany’s Hochtief AG now is in better shape for international business, according to Chairman Mar-celino Fernández Verdes. The firm has worked to eliminate risk from its balance sheet, sold non-core assets and “made significant progress” in reorganizing units in Europe and Asia Pacific.

In Europe, the French market is recovering after

falling sharply, says Stubler. “We see a long list of proj-ects that are coming, both private and public.” The metro-based Grand Paris program could generate $11 billion of rail work over the next decade, he estimates.

Many large European contractors believe that big-ticket infrastructure projects will bolster the market. For example, European Commission President Jean-Claude Juncker has proposed to create a fund to guarantee infrastructure projects that may stimulate $330 billion in projects over the next five years. “The Juncker package will most likely have a positive influ-ence on our core markets, especially in regions with high refurbishment needs in the infrastructure sector, like Central and Eastern Europe,” says Thomas Birtel, CEO of Austria’s Strabag SE.

VINCI’s U.K. focus is “more and more on [design-build] projects where we can generate value by the ideas we have,” says Stubler. Otherwise, “it’s challeng-ing to be profitable in U.K.” The U.K.’s “very good profits of the old days” are over, agrees Peter Wallin, Skanska’s chief financial officer. But demand “contin-ues to be good,” adds Johan Karlström, CEO of Swe-den’s Skanska AB.

that gives us credibility in the market,” says David Welch, president of Bechtel’s Europe, Africa and Middle East region.

FCC aims to expand in the U.K. following its P3 contracts, including the current Mersey Gateway bridge. And after a deep recession in Spain, FCC’s home market is on the upswing, notes Jurado. Increased Spanish infrastructure investment this year represents “a significant boost to the construction sector.” Demand is forecast to increase by over 14% by 2019, he adds.

Russia is providing opportunities for select in-ternational contractors “Russia is still the biggest opportunity, especially for Turkish construction companies, even during this year economic crisis,” says Bahattin Demirbilek, president of Russian-Turkish Esta Construction. He says Turkish contractors have been in Russia and the Common-wealth of Independent States countries for 25 years and relations between both government and private investors are strong.

Oil-rich Norway remains “a good civil market but competition is extremely tough,” says Karlström. He reports “good revenues” in Sweden and Poland, while the weak Czech market has “stabilized.” Stubler agrees “Poland is doing very well.” But competition, mainly from local and Spanish firms, is tough, he adds.

But executives report depressing effects of low oil prices in exporting countries such as Norway. There, residential demand in Stavanger has “more or less stopped,” says Karlström.

Impact of Cheap OilThe drop in oil prices is definitely beginning to have an impact on international contractors in that sector. For example, Technip announced on July 6 that the oil-and-gas market was under pres-sure and that it foresees even greater challenges ahead. elimination of 6,000 workers worldwide and opti-mizing its asset base.

“The recent drop in crude-oil prices and widespread political instability have been reason for concern,” says S.N. Subrahmanyan, senior executive vice president of India’s Larsen & Toubro Ltd. How-ever, he says most countries in the oil-producing Mid-dle East region have already rolled out massive social and infrastructure projects. “Consistent funding for these projects, even under tough economic conditions, indicates that priorities are in place,” he says.

Falling oil prices are definitely a concern for us in the short to medium term, says J.P. Chalasani, group CEO of India’s Punj Lloyd. “However, as Punj Lloyd is present across many countries in the Middle East where there is no change in the capital spending, it is in a comfortable space,” he says

Plummeting oil prices also are having an effect on social infrastructure spending. Turkey’s Aslan Yapi ve Ticaret has enjoyed a strong government-supported multiunit housing market in the North Africa, says Mustafa Cihad, Aslan’s general manager. However, he is concerned the decrease in oil prices may cause a decrease in housing and other construction.

Stubler reports a significant sales drop in African oil-based markets though the backlog remains stable. “We have projects which are signed [but] the difficulty is to get started,” he says. Russian business is also af-fected and a large Saudi Arabian stadium program has been scaled back.

It’s not all bad news, explains Welch. “For some economies, low oil prices are a benefit.” Nevertheless, with its wide involvement in Middle Eastern oil, gas and petrochemical sectors, Bechtel is being affected by oil prices, he adds.

In the Middle East, “we are now, for the first year, ranked as number one in Qatar,” says Stubler. VINCI is landing major contracts through the company it jointly owns with Qatari Diar, part of the government’s sovereign wealth fund. But the relationship provides no unfair competitive advantage against other contrac-tors, he adds.

Bechtel remains busy on Saudi Arabian projects, including industrial cities and Riyadh’s new metro, where tunneling started recently. Among targets for new contracts are oil- and gas-related projects in Saudi Arabia, the Emirates and Oman, as well as transporta-tion work in the region, Welch says.

However, some international contractors complain that the level of competition in the Middle East makes it tough for good contractors. “In the recent past, the oil-and-gas space in the Middle East has been crowded with too many contractors. Competitors have secured

in as part of a 10,008-unit contract with Venezuela’s Bolivar Republic. And Roham Vagehi, marketing ex-ecutive for Iran’s Sunir Co., says that the end of sanc-tions will open up Iran as a major international market to upgrade the country’s aging infrastructure.

The Chinese market has been tough for interna-tional firms, and the country’s economic woes are mak-ing it even tougher. But “the effect of China’s construc-tion slump has brought down the price levels of bulk metals like reinforcing steel to more attractive levels,” says Subrahmanyan. “However, the huge advent of Chinese contracting companies is further crowding an already crowded market space.”

South East Asia continues to attract Europeans. VINCI is “developing well” in countries, including Vietnam, Singapore, Indonesia and Malaysia, says Stubler. VINCI recently acquired a contractor in New Zealand, which “has a lot of road, rail and infrastruc-ture to be built.”

Hochtief is optimistic about the region, where its Australian-based companies take the lead. Having sold John Holland Group this spring, Hochtief is bundling Australian operations into its new CIMIC Group’s construction, contract mining, P3s and en-gineering units. It retains the Thiess and Leighton Asia brands.

In Latin America, FCC plans to expand its already broad base using new ties with Mexican billionaire Carlos Slim, says Jurado. Slim became FCC’s largest shareholder, with 25.6%, during the firm’s $1.1 billion capital call last year.

VINCI is also growing in the region, says Stubler. This July the firm agreed to buy 20% of Colombia’s second largest contractor, Constructora ConConcreto SA. But Skanska is quitting Latin America. It has sold an operations-and-maintenance business in Argentina, and Karlström expects to sell remaining units in Brazil, Peru and Colombia next year.

Strabag now is taking aim at the Latin American market. “In June 2015, Strabag won a concession project in Colombia, which marked the market entry there,” says Birtel. The contractor will build the 176-km motorway Autopista al Mar 1, he says.

Sacyr sees the large Pacific Alliance countries—Chile, Peru, Colombia, Mexico and Panama—as major potential markets. “There is a real need for infrastruc-ture in these regions in order to keep on growing,” says Orihuela Uzal. “Our experience in large tech- nologically complex projects or in [design-build- finance-operate-maintain] projects gives us a competitive advantage in these countries.”

projects at unreasonably low prices to establish their presence in the market,” says Chalasani of Punj Lloyd. He says that the firms with robust health and safety programs and quality standards often cannot afford to bid against these mew competitors.

One new development in the Middle East is the growing use of public-private partnerships to help finance projects. “Public-private partnerships and various versions of [build-operate-transfer] schemes are getting increasingly popular, especially for large infrastructure projects, as the cost of funding for such projects increases,” says M. Sani Sener, CEO of Tur-key’s TAV Group. Nowadays, he says, many transpor-tation projects in the Middle East are financed with P3s and BOTs.

Other contractors also have seen the trend toward P3 projects and risk transfer. “Sacyr sees a clear in-ternational tendency toward new schemes and forms of procurement, such as [design-build, design-build- finance or design-build-finance-operate-maintain], where the owners are clearly transferring risk to contractors-concessionaires and seeking new ways of financing projects,” says José María Orihuela Uzal, CEO of Sacyr Construction. He says Sacyr has worked on more than 90 such projects in 11 countries.

For Iranian contractors, the prospects of an end to economic sanctions may boost international work. Mo-hammadreza Ansari, chairman of Iran’s Kayson, says that Iranian firms are anxious to show what they can do in the international market. terested in Ghana, Kenya and Ethiopia,” says Welch. To tap potential business in southern Africa, the firm this year set up a one-person office in South Africa. That market, though still active, is not developing as hoped, he adds.

However, many major contractors worry that the African market is tough. The presence of Chinese fi-nancial aid and large Chinese contractors in Africa makes it a disappointing market, says Vagehi of Sunir Co. He says the Chinese also dominate the Pakistani market. On the other hand, Sunir has found success in Bangladesh, Vaghei says.

its P3 to redevelop New York LaGuardia airport’s Central Terminal Building. But U.S. margins are being hurt by disputed cost overruns on some proj-ects, he adds.

In the U.S., VINCI continues to work on Indiana’s Ohio River East Crossing with Walsh Construction Co. and is bidding for more P3s, says Stubler. North of the border, the firm this June won a P3 for Sas-katchewan’s 61-km Regina Bypass highway.

Hochtief, already active in the U.S. through sub-sidiaries, including Turner Construction Co., sees P3s offering “great potential” for infrastructure work, notes Fernandez. “Increasing numbers of rail and hydro construction contracts are being awarded in this way,” he adds.
