America is a big country with over 300 million people and the world’s largest economy. Even though it is one country, it is often described as having six regions, each with different economic, cultural and political features. Executives who must evaluate and compare the start-up and annual operating costs of a new facility have to choose among 50 states, hundreds of cities, and thousands of communities. This publication was developed to help evaluate and compare seven cities in the u.s. to the Richmond Region.

This brochure offers two typical operating cost comparisons for foreign companies entering the U.S. market for the first time. The first com-parison is a ten-person assembly and distribu-tion center in which one employee is foreign, but most are u.s. citizens, while the second comparison is a two-person sales office in which one worker is a foreign employee of the foreign-based company. In each comparison, Richmond is compared to a variety of American cities, both

large and small, that are often considered by foreign companies looking to expand to the u.s.

We understand that numerous factors must be analyzed when deciding where to expand or re-locate your business and this brochure highlights the many advantages that make Richmond one of the best places on the East Coast to do business.

For all comparison cities in this brochure, the “low” estimate is the lowest cost a new international business could reasonably expect to pay for each service or good, based on the assumptions and sources for that particular type of expenditure as defined below. conversely, the “high” estimate is the highest cost a new business should expect to pay.

state entrance fees and annual state renewal for both start-ups are from individual state departments as of Sept. 2013. The ten-person scenario is based on a non-stock foreign corporation and the two-person scenario is based on the establishment of an LLC.

Visa costs are based on fees necessary to attain an L-1 visa. The “low” cost is the standard fee that is charged while the “high” cost is for expedited service.

legal fees are an average of estimates from Michael H. Gladstone of McCandlish and Holton, PC, Patrick Gottschalk of Williams Mullen, and Ben English of Hirschler Fleischer. Fees represent a range for the business start-up costs incurred for legal services. Legal costs are based on the estimates for Richmond, Va. Generally, legal fees may differ depending on the size of the firm and the metro area. Trademark fee includes the cost of the federal filing fee (covers all 50

states) as well as attorney fees.

equipment costs for the laptop, multifunction printer and other of-fice equipment are based on figures from www.officedepot.com, Oct. 2013, except for the laptop “high” which comes from www.apple.com.

Annual state registration: For the ten-person cost comparison the required annual fees for “low” cost are for a foreign non-stock corpo-ration and a foreign stock corporation for “high.” For the two-person cost comparison the costs are for a Limited Liability Company, which did not differentiate between foreign and domestic corporations, so the costs were the same for “low” and “high.”

salary data for both cost comparisons are from the U.S. Department of Labor, Foreign Labor Certification Data Center, online Wage Li-brary at www.flcdatacenter.com for July 2013 to June 2014. “Low” cost estimates are for Level 1 or entry level; “high” cost estimates are for Level 4 or fully competent.

In the ten-person scenario, the workers compensation rates were calculated by multiplying the combined salaries for all ten employees by the premium rate for an outside salesperson. In the two-person scenario, the workers compensation rates were calculated by multiplying the salary for the sales manager by the premium rate for the outside salesperson and managing director by the clerical office rate.

Unemployment insurance costs are based on 2012 data from the Virginia Economic Development Partnership’s cost comparison tool which can be found at http://virginiascan.yesvirginia.org/compare/compareva.aspx. The costs are estimates of the annual cost for un-employment insurance per employee.

Knight Frank Boston Industrial Market Report, 2Q 2013. These are asking rental rates for industrial space (triple net basis) excluding real estate tax, building insurance, and common area maintenance. These costs vary by locality and by individual property.

office suite prices for the two-person comparison for Richmond were provided by Advantech (“low” estimate) and Office Suite PLUS (“high” estimate). Costs for all other locations were based on esti-mates from Officelist.com. All locations include an office with furni-ture, receptionist, local phone line, and an Internet connection except for Office Suites PLUS, which charges extra for phone and Internet access. Prices are based on availability of space in Nov. 2013.

telecommunications costs are based on the estimates from the Verizon website in Nov. 2013 for Richmond, but can vary by locality in terms of both pricing and service availability. All services require a two year contract with Verizon. Local phone service and Internet connection for the two-person comparison are included in the office costs. The “low” cost estimates for the ten-person comparison are based on available business bundles of four telephone lines and the cheapest high speed Internet (15 MBPS) while the “high” cost esti-mate is based on getting the fastest available Internet (300 MBPS), and telephone lines. Not all markets have the highest Internet speed available. All telephone lines include local and national long distance.

wireless device plan costs are based on Verizon Wireless’ Share

Everything For Small Business Plan which allows up to 25 devices. All smartphones have a $40 monthly access fee, while tablets have a $10 access fee. Smartphone prices are subject to a two-year con-tract with the “low” estimate being an Iphone 5c and the “high” being an Iphone 5s. Tablets are also subject to a two-year contract with the “low” being a Samsung Galaxy 2 Tab and the High being the iPad with Retina Display. Costs are based on prices for the Richmond Region and may vary by locality as well as by other competitive of-ferings.

electricity costs for the 10-person scenario are based on an average monthly demand of 40 kW and consumption of 14,000 kWh. Average monthly bills for the power company serving each city were obtained from Typical Bills and Average Rates Report, Winter 2013 by Edison Electric Institute.

water and sewer costs are based on a typical consumption of 600 cubic feet per month for “low” and 1000 cubic feet of water per month for “high”. Bills include applicable service charges and taxes. Water and sewer bills are estimated by unit costs provided by each city’s municipal service for the most recent year available.

solid waste costs are estimates for Richmond, Va., from Waste Man-agement and include the cost of both trash and recyclables with weekly pickup. The “low” cost estimate is for a four-yard dumpster while the “high” cost estimate is based on an eight-yard dumpster.

office supplies, misc. are estimates from the Greater Richmond Partnership. Office supply costs are based on the Partnership’s ex-perience.

Business auto costs are based on Edmunds.com’s True Cost to Own (TCO) calculations for a 2013 Ford Fusion sedan.
